Grab all other available documents. You will also need to provide your personal passport or other document to confirm your identity. The car will be sent to an expert who will verify the VIN code, chassis and body numbers. Next, you will have to write a detailed explanatory note about the circumstances of the loss or absence of the PTS. It would be best if such a note was initially written by the seller himself, then no additional questions should arise for you.
Then you write an application for the restoration of the title and pay all the necessary state fees:
- duplicate PTS - 1650 rubles;
- production of a new SOP - 850 rubles;
- issuance of new numbers - 2850 rubles, or 850 rubles. while preserving the old ones.
As you can see, this process is not too complicated, but expensive, so ask the former owner for additional discounts in advance.
Pay attention to this point:
From July 1, 2017, paper PTS will be abolished, and all data will be entered into a special electronic database . Accordingly, the question of the absence of PTS will disappear by itself. The same practice that has long been in effect in EU countries will be applied in Russia.
More complex situations
On completely legal grounds, you can buy a car without a title, which is pledged or purchased on credit.
The solution is very simple:
- a standard purchase and sale agreement is drawn up;
- you and the seller go to the bank and pay the remaining amount of the loan;
- you give the difference to the former owner.
The bank immediately returns your passport to you and you go to the registration department of the traffic police to go through the entire subsequent procedure of re-registration and registration of the car.
But a problem may arise if the seller does not admit that the car is a credit car, and the title is fake. Unfortunately, it is impossible to identify such a car using the general database, since there is no electronic database of credit vehicles in Russia yet. It’s even more difficult for those who buy a stolen car or a “criminal constructor”. It is worth saying that this practice is very common, for example, in the Far East or in border regions.
