The test launch of issuing electronic passports for vehicles instead of traditional (paper) ones took place in mid-2018. From 10/07/2018, EPTS became mandatory for vehicles newly entering circulation. The transition has already begun; it is being carried out as part of the general trend of introducing electronic document management, maintaining digital systems and registers. However, many car owners have questions: electronic PTS - what is it, how to get it, is it necessary to replace the old document with a new one, what will change with the introduction of the new vehicle registration system.

What is an electronic vehicle passport?

A smooth transition to the new car registration rules is planned until November 1, 2019. Starting from this date, EPTS will become mandatory for every new car. This means that paper PTS will finally stop issuing. There is no talk about mass replacement, its necessity and obligatory nature: every owner has the right to replace “paper” with EPTS if he sees fit.

How to get an electronic PTS from 2019?

The latest news in Russia suggests that there are 4 cases when PTS is issued electronically.

3. By voluntary request for a replacement and in cases where the paper PTS is lost or damaged.

4. EPTS can also be issued by authorized operators conducting technical inspections.

There is no time limit for the cancellation of paper PTS. It is planned that they will be taken out of circulation naturally, during the transfer of ownership rights, through voluntary applications, and during the process of undergoing maintenance. This will be facilitated by the fact that electronic passports, compared to paper ones, have a number of advantages.

The main advantages of EPTS

1. Even when purchasing a used car, for example, from resellers or individuals, the buyer receives accurate and reliable information about the vehicle. Ownership history, mileage, design changes, maintenance data.

2. Consequently, the risks of getting an illegal or semi-legal car with altered license plates, stolen, with “twisted” kilometers, “hidden” owners are reduced.

Electronic circulation makes life easier for both car owners and the traffic police. Vehicle purchase and sale transactions will become more secure. The owners will also have the usual paper documents: purchase agreement, registration certificate. It is planned that data on participation in road accidents will also be available (there are agreements on data exchange between the Russian Union of Auto Insurers and Electronic Passport JSC), on current restrictions and prohibitions. How to apply in 2019?

A landmark event was the adoption of the law “On state registration of vehicles in the Russian Federation...” dated August 3, 2018 No. 283-FZ. In particular, it specifies what documents must be provided for registration (Article 15). When purchasing a car at a car dealership (this applies to both new and used cars), the buyer receives a title from its employees. The procedure for entering information about the new owner will be the same as when purchasing a car from a private owner. Even if the car is completely new, its owner will be recorded in the vehicle passport as the second and sometimes third owner. This state of affairs is normal, because the manufacturer transfers the car to the dealer, and not to the buyer. In addition, a car can be repeatedly transferred from one legal entity to another until it reaches the final consumer. In any case, you, as the buyer of a new car, will be considered its first and only (until sold to another person) owner.

As noted above, the manufacturer, together with the vehicle that comes off the assembly line, transfers the title to the division of the dealer network through which the car is sold. Here we are talking about factories that produce cars in Russia. Things are different with foreign manufacturers.

If the car is manufactured abroad, then the vehicle passport is issued at the border by the customs authority. This procedure applies to both new and used cars.

What to do if you have lost your car title?

Understanding what an important document the PTS is, you will certainly make every effort to keep it safe and sound. But, unfortunately, there are cases in which this document is still lost. In such cases, there is no need to be discouraged. To replace a lost vehicle passport, you can obtain a new document by contacting your traffic police department.

What does a duplicate vehicle passport look like?

To receive a new PTS to replace the lost one, the owner of the vehicle will need to come in person to the traffic police office and submit an application of the established form, which can either be downloaded from the official website of the traffic police, or filled out at the department itself. In addition, you will have to pay a state fee, after which your application will be accepted and a time will be set for receiving a new document.

Even if, after losing the original PTS, you still have a copy of it, you still need to get a new document. Savings on state fees are not worth the problems that may arise due to the lack of a vehicle passport.

What are the dangers of having a duplicate title when buying a car?

When buying a car, regardless of whether you buy it second-hand or at a car dealership, always ask for the original title. The absence of the original is a signal to think about the purity of the transaction.

Many stolen cars are sold with a fake title or with a copy of the vehicle’s passport (even if this copy has stamps supposedly certifying its authenticity). As you remember, such copies can also be issued by the bank in which the car is pledged, and in one of whose safes the original PTS is most likely stored. It is also impossible to buy such a car, because the loan has not been paid off for it.

If the car being sold has a duplicate title issued to replace the previously lost one, the original passport of the vehicle may also be available, according to which it can be sold to another owner or pledged against the same bank loan.

If you are confident in the seller and still decide to purchase a used car with a duplicate, then it would be a good idea to check the correspondence of all the data in the duplicate with the data on the car (first of all, all numbers), as well as with the data contained in the certificate on vehicle registration. The same precautions apply when purchasing a car from authorized dealers.
