The validity of the passport is not limited by period. When changing the owners of vehicles or chassis, appropriate entries are made in the passports in compliance with the requirements provided for in Section. II Provisions on PTS that are transferred to new owners or owners. If it is impossible to further use the passport due to its deterioration or the filling in of all its details regarding the change of ownership of the vehicle or chassis by the traffic police department at the place of the last transaction aimed at terminating and acquiring ownership of the vehicle or chassis, a duplicate passport is issued instead of the used passport, in which, in the “Special Notes” section, records are made about previously issued passports, provided for in clause 10 of the Regulations on PTS and other regulatory legal acts of the Ministry of Internal Affairs of Russia. According to clause 23 of the Regulations on PTS, during the initial issuance of passports, corrections to them are not allowed. If passports are filled out incorrectly, they must be replaced. It is necessary to take into account that the Regulations on PTS have lost force since November 1, 2019 due to the publication of Order of the Ministry of Internal Affairs of Russia N 135, Ministry of Industry and Trade of Russia N 857, Federal Customs Service of Russia N 409 dated 03/18/2019. Registration of a vehicle is terminated upon the application of the previous owner of the vehicle and his presentation of documents on the conclusion of transactions aimed at alienating the vehicle after 10 days from the date of conclusion of such a transaction, provided that there is no confirmation of registration for the new owner (clause 60.4). Changing the registration data of vehicles is possible in connection with a change in color, as well as changes in the design of registered vehicles on the basis of certificates of compliance of vehicles with changes made to their design with safety requirements (clause 59).

When changes are made to the PTS in connection with changes in registration data, the administrative procedures provided for in clause 32 of Administrative Regulation N 605 . Information about all changes in registration data is entered into the register.

    Administrative regulations of the Ministry of Internal Affairs of Russia for the provision of state services for registration of motor vehicles and trailers for them, approved. Order of the Ministry of Internal Affairs of Russia dated 08/07/2013 N 605 (hereinafter referred to as Administrative Regulation N 605), established administrative procedures (actions) of officials of State Traffic Inspectorate units who are entrusted with the responsibility for providing the state service for registration of motor vehicles and trailers for them, and also established requirements to the composition of the documents necessary for their completion.

    Administrative Regulation No. 605 provides that changes in registration data are carried out when the information specified in registration documents issued by registration departments changes, or when there is a need to enter additional information into these documents (clause 55). Changing registration data about the owner of a vehicle, including on the basis of court decisions on the return, confiscation or alienation of vehicles, court orders to recover them from the debtor, decisions of bailiffs on the execution of judicial acts on foreclosure on them, decisions of social authorities protection of the population on changing the ownership of vehicles or on the basis of other documents drawn up in cases and in the manner provided for by the legislation of the Russian Federation (clause 56). Changes in registration data in connection with the transfer of ownership are carried out on the basis of an application from the new owner of the vehicle (clause 56.1). Registration of a vehicle is terminated upon the application of the previous owner of the vehicle and his presentation of documents on the conclusion of transactions aimed at alienating the vehicle after 10 days from the date of conclusion of such a transaction, provided that there is no confirmation of registration for the new owner (clause 60.4). Changing the registration data of vehicles is possible in connection with a change in color, as well as changes in the design of registered vehicles on the basis of certificates of compliance of vehicles with changes made to their design with safety requirements (clause 59).

    When changes are made to the PTS in connection with changes in registration data, the administrative procedures provided for in clause 32 of Administrative Regulation N 605 . Information about all changes in registration data is entered into the register.

    Paragraphs 15 and 17 of the Regulations provide for a unified list of documents for the provision of public services, i.e. To change registration data, you must submit the same list of documents as when registering vehicles.

    In addition, for carrying out registration actions related to making changes to previously issued PTS, the passport of a self-propelled vehicle and other types of equipment, paragraphs. 38 clause 1 art. 333.33 of the Tax Code of the Russian Federation provides for the payment of a state duty in the amount of 350 rubles.

    Thus, if the registration data changes or does not match the data about the owner or vehicle:

    — erroneous filling of PTS;

    — change of car owner;

    — changes in information about the vehicle;

    — changes in information about the owner of the vehicle;

    it is necessary to make changes to the PTS and reflect them in the “Special Notes” section of the PTS. In this case, the issuance of new PTS is not provided.
