Also, this document is sent to the debtor at the address specified in the writ of execution. As a rule, this is the debtor's registered address.

If the debtor does not live at this address, there is a risk that he will not receive a copy of the resolution and, accordingly, will not know that he has a restriction on his right to leave the Russian Federation, and this can only become clear when passing border control. In addition, information about the restriction of the right to leave the Russian Federation may appear in the border service database before the offender receives a copy of the decision, especially if the bailiff sends him the documents untimely.

It would be quite a shame if a trip to a resort during the New Year holidays or a business meeting was disrupted in this way. How to check debts before traveling abroad?

First of all, citizens can find out about their fines on the website of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia: https://gibdd.rf/check/fines/.

The check is carried out using the vehicle's license plate number. To obtain information, you need the vehicle registration certificate number. The site has the opportunity to pay using a bank card or electronic payment systems.

If a fine has already been paid in the system, it can be removed using this service. So, next to each debt on the website there is a button “Send a payment receipt”. By clicking on this button, the user will be redirected to a page where he will be asked to upload a scan or photo of the receipt, provide an email address for feedback, and confirm sending the receipt for verification to the traffic police.

After this, the receipt will be reviewed by employees of the Ministry of Internal Affairs, who will make appropriate changes to the database. In this case, the citizen will receive a notification by e-mail about the results of the consideration of the payment document.

Checking fines using the traffic police service allows you to obtain information about all the fines “hanging” for a specific vehicle. If you have several cars in your fleet, then the check should be carried out for each car separately.

Please note that the presence of records of fines on the website of the state traffic inspectorate in an amount exceeding 10,000 rubles does not mean that you may be prohibited from traveling abroad. According to the law, such a restriction can only be applied if debts are being collected by the bailiff service.

However, it will not be possible to send a receipt for a previously paid debt through the service - unlike the traffic police database, there is no such option in the FSSP database.

If the debt is repaid “manually” at a bank branch, then there is also no way to upload a scanned receipt in the system.

How to remove fines that prevent you from traveling abroad?

In the event of initiation of enforcement proceedings, it is possible to transfer the paid receipt, clarify information about the termination of proceedings, including the lifting of the temporary restriction on the debtor’s departure from the Russian Federation, if such a restriction was imposed, only by visiting the bailiff service in person. Please note that information about the bailiff “dealing” with your debt is indicated on the FSSP website opposite each entry.

As you already understand, enforcement proceedings are completed by a bailiff in the event of payment of a fine, which is confirmed by a receipt.

Having taken the receipt from you, the bailiff makes a note about the complete fulfillment of the requirement in the enforcement document and issues a decision to complete the enforcement proceedings. In accordance with clause 1, part 6, art. 47 of the Law “On Enforcement Proceedings”, copies of the resolution on the completion of enforcement proceedings no later than the day following the day of its issuance, the bailiff must send to the traffic police, border authorities and the debtor.

It should be borne in mind that significant time may pass from the moment the debt is repaid until the relevant information is received by the border authorities, so we recommend taking this into account when planning a vacation or business trip abroad.

Of course, if a person has a couple of small fines without debt, this will not in any way affect the ability to leave the country. Violations of traffic rules are the same administrative offense as the previously mentioned cases. Therefore, if a driver has more than ten penalties for failure to comply with traffic rules, he will not be allowed to go abroad. At the same time, even minor violations are taken into account, such as improper parking, the penalty for which does not exceed 500 rubles.

A few years earlier, the law was not so severe and provided for a restriction on travel only to persons whose debt amounted to more than 10,000 rubles.

How to check if you have a traffic ticket

According to government promises, in 2019, fine payment points appeared right on the country’s border territory. If a person has any debts that he does not know about, he will be able to pay them off on the spot. This saves time. The second option is simpler and more convenient, and also faster.

Who imposes the ban

The decision to ban travel is made by the Federal Bailiff Service (FSSP). Bailiffs can initiate a ban or be guided by statements from other structures (those to whom the person owes money). How are fines paid?

Of course, you will not be able to immediately lift the travel ban. It may take up to two weeks for it to be completely cancelled, but this is the first step towards solving the problem. Once you find out about your fines, use payment sites (there are many of them now) or go to the nearest terminal or bank branch and pay off the debt. Doing this is no more difficult than replenishing a bank card or making a money transfer.

Article 67. Temporary restrictions on the debtor’s departure from the Russian Federation

1. The bailiff has the right, at the request of the claimant or on his own initiative, to issue a resolution on a temporary restriction on the debtor’s departure from the Russian Federation in the event of failure by a debtor-citizen or a debtor who is an individual entrepreneur to comply with the deadline established for voluntary fulfillment of the term without good reason contained in an executive document issued by a court or which is a judicial act of the following requirements:
1) demands for the collection of alimony, compensation for harm caused to health, compensation for harm in connection with the death of the breadwinner, property damage and (or) moral harm caused a crime if the amount of debt under such a writ of execution exceeds 10,000 rubles;


2) claims of a non-property nature;


3) other requirements, if the amount of debt under the executive document (executive documents) is 30,000 rubles or more.


2. In case of failure by a debtor-citizen or a debtor who is an individual entrepreneur, after two months from the date of expiration of the period for voluntary fulfillment of the requirements specified in paragraph 3 of part 1 of this article, the bailiff has the right, at the request of the claimant or on his own initiative, to issue a decision on a temporary restriction on the debtor’s departure from the Russian Federation if the amount of debt under the executive document (executive documents) exceeds 10,000 rubles.

For example, if a driver was issued a fine of 30 thousand rubles, which he did not pay within 70 days, he is practically guaranteed not to travel abroad. The law does not indicate the number of fines, no matter what fines the debtor failed to pay: 20 fines of 500 rubles or one for 10 or 30 thousand rubles.

Who restricts travel abroad?

Failure to travel abroad is an extreme sanction used by bailiffs to encourage debtors to pay off their debts.
