Is it possible to buy a salvaged car?

“Excuse me! - one of the readers will say. - How is this possible? After all, scrapped cars are dismantled and recycled!” It's not that simple!

In accordance with Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 of November 24, 2008, it is impossible to restore the registration of a scrapped car. But this only applies to those cars that ended up at recycling points. If the car is not included there, it is quite possible to register it. Therefore, a certificate received from the traffic police does not mean that the car will soon be at the collection point. Many owners receive this document only to avoid paying taxes on a vehicle that they do not use. And some are also trying to make money by selling it.

If you deliberately wanted to purchase a salvaged car (prices for such cars are usually one and a half to two times lower than the market average), then by and large there is nothing wrong with such a purchase. The main thing is to know how to register a scrapped car.

How to restore documents if the car is scrapped

First option

Find the owner and demand that he restore the registration. The former owner's lack of time is not an argument. Let him write out a general power of attorney for you. And then the procedure is the same as described in the previous section of the article.

Second option

Applicable in the case when the owner of the car declares that I am not me, and the house is not mine, and refuses to do anything to restore the registration of the car. If there is a purchase and sale agreement, the seller can be safely sued. Article 451 of the Civil Code of the Russian Federation provides that a gross violation of the rules of the monetary policy may serve as grounds for termination of the transaction and return of funds. Your claim will most likely be successful, but legal proceedings may take a long time.

Third option

If you were unable to find the old owner on your own, contact the traffic police with a request to find the owner of the car. In this case, you can, for example, indicate that you simply found the car in the middle of the road. If the owner is found, use one of the two methods described above.

Is it possible to drive a scrapped car?

The Code of Administrative Offenses of the Russian Federation does not provide for any special punishment for driving a scrapped car. However, for a number of reasons, such a ride can cost a pretty penny. Including, in accordance with Art. 12 of the Code of Administrative Offences, driving an unregistered car will cost 500 rubles. Repeated violation will increase the fine to 5 thousand rubles. Also, traffic police officers will have every right to send the car to the impound lot. When recycling, you can get a discount on the purchase of a new car or exchange your old one with an additional payment for a new one by contacting the dealer under the Trade-In program.

The minimum state payment for a passenger car is 50 thousand rubles, for small trucks they will give 90 thousand, but buses, SUVs and trucks weighing more than 2.91 tons will cost 350 thousand rubles.

Of course, this amount is not enough to buy a new vehicle, but it can be used as an addition to existing funds.

By the way, in Germany they give about 2,500 euros for scrapping a car, in Italy – 6,500 euros.

The duration of the government program is one year, despite the fact that in reality it will last as long as there are funds in the fund. This depends, naturally, on the activity of owners of used cars.

Is it possible to buy a used car through a recycling program?

Since the vehicle scrappage program is aimed at developing the domestic automobile industry, participants can purchase domestically produced vehicles. At the same time, dealers of all listed brands can independently determine the car models that will take part in the program - in fact, not all models of a particular brand can be purchased taking into account the discount received.

In addition, each automobile concern participating in the program sets the validity period for discounts on new vehicles. For example, AvtoVAZ set the validity period of the recycling program until December 15, while most dealers extended the date until December 31. For this reason, before scrapping your vehicle, it is advisable to ask your dealer about the expiration dates for scrapping.

The last step in the recycling program is to calculate the specific amount that the buyer must pay. The amount of the discount received is subtracted from the cost of the selected car, and the final result must be paid to the dealer.

It is worth noting that the discount only applies to the procedure for purchasing a vehicle: it cannot be used to pay for an OSAGO or CASCO insurance policy, the cost of registering a car with the MREO, or the purchase of additional equipment.

In addition, the discount received cannot be used to purchase a used car: only completely new models are eligible for the program.
