Sales of new Chinese electric vehicles BYVIN have begun in Novosibirsk.

According to the director of the Mega-Auto company, Yuri Mergel, his company began selling the new product on August 1; previously, no one had sold vehicles of this brand in Novosibirsk.

BYVIN electric car is produced in China and supplied to Russia in two body styles: a three-door hatchback and a mini-pickup. The machine has extremely modest dimensions: 2560x1300x1560 mm.

The car runs exclusively on electricity. An electric motor with a power of 3 kW and a nominal voltage of 48 V is powered by a battery with a capacity of 210 Ah. The battery is charged from a 220-volt network, and on one charge the electric car can travel up to 120 km. With a weight of 780 kg and a load capacity of up to 380 kg (in the case of a mini-pickup), the BYVIN electric car is capable of reaching a maximum speed of 60 km/h.

The cost of BYVIN electric car in Novosibirsk is 270 thousand rubles. According to Yuri Mergel, an electric car does not require registration with the traffic police or a driver’s license. At the moment, the new product is only available upon order from China within 1-4 weeks.

Registration of such a two-wheeled vehicle must be carried out at the State Traffic Safety Inspectorate, and accordingly, to drive on public roads you need a category “A” license. If a powerful motor of more than 4 kW is in a four-wheeled electric vehicle, then you need to contact GOSTEKHNADZOR for registration; this vehicle is already equivalent to ATVs and, accordingly, you need a tractor driver’s license to drive. There is one more unpleasant moment - you do not have the right to drive on public roads. Exceptions are possible if you managed to “agree” with the local traffic police department.

What documents are needed to register with the State Technical Supervision Authority? Passport + copy, purchase agreement + transfer and acceptance certificate, PSM, insurance, state duty, application in the established form. It is not necessary to present the vehicle. Well, to top it all off, the Internet is full of well-wishers who will do this for you for 5 thousand rubles. Exceptions are full-fledged, certified electric vehicles, which are registered as a regular car.

Now we move on to less powerful devices. Consider electric bicycles. Everyone naively thinks that an electric bicycle is the same bicycle only with a motor. In reality, this is still the case now - traffic police officers are still turning a blind eye to electric bikes, BUT...

Let's look from the point of view of legislation. We carefully read the traffic rules, the definition of a bicycle:

Bicycle ” is a vehicle, other than a wheelchair, which has at least two wheels and is generally propelled by the muscular energy of the occupants of the vehicle, in particular by means of pedals or handles, and may also have an electric motor of rated maximum power in continuous load mode not exceeding 0.25 kW, automatically switches off at speeds over 25 km/h.

And most electric bicycles and scooters that are currently sold and actively used have a power of more than 250 W... Thus, these vehicles fall under the category of scooters up to 50 cc. and you can drive them only with a category M license in your pocket. If you received your license a long time ago, when there was no category M yet, then you have an open category B, and this means that you can drive these vehicles. But you have the right to demand your license only if you are driving on public roads. If you are moving at low speed along the pedestrian sidewalk, observing all safety measures and avoiding pedestrians, then the traffic police officer will not be able to present or demand anything from you.

In practice, it is impossible to enforce the law, since there may be no inscriptions on the engine indicating its power, and the traffic police inspector will not be able to determine the engine power “by eye.” And also, according to the law, a cyclist should not have or present to a policeman a license for a bicycle with a motor. Differences in the law can cause confusion for both the bike owner and the police officer. Perhaps it is precisely because of this that the traffic police are not very picky about cyclists. But this does not mean that you should neglect the Rules of the Road, and it is likely that in the near future the necessary amendments will still be made regarding bicycles with powerful motors. So registering your bike as a moped and getting a license for it is a purely personal matter, but everyone without exception is required to follow the rules in order to avoid accidents.

Traffic police officers were officially prohibited from reserving certain series or combinations of symbols on vehicle license plates for legal entities and individuals. The issuance of state signs will take place exclusively in the order of increasing their digital values.

And the third innovation of the new document will come into force only on August 1 next year. From this date, a certificate-invoice will no longer be required for registration with the traffic police. True, this document is not always needed even now. For example, when drawing up a contract for the purchase and sale of a car with a legal entity, it is not required at all - an agreement and documents confirming that this legal entity can engage in such activities are sufficient.
