How to determine a new OSAGO policy?

  1. The wallet will contain a “pink” MTPL policy. The transition will begin on October 1 of this year.
  2. The replacement of compulsory motor liability insurance is being carried out gradually; there will be no immediate transition. This means that on October 1, you do not rush to the insurance company to urgently buy “pink” insurance. From the first day, insurers are issuing new policies. If you have “green” insurance, go ahead, don’t worry, it works as standard. But if possible, apply for new insurance ahead of schedule, since there may be a shortage of forms at individual insurance agents or in remote sales offices (and not all problems have yet been resolved in “difficult” regions).
  3. New forms are protected from counterfeiting. RSA reports that it will take at least 2 years to develop good counterfeits and introduce them to the masses. New fields have appeared:
    • QR code, which makes it easy to check the authenticity and validity period of the insurance (this is done using the AIS RSA database);
    • information about bonus malus (such information was previously posted in the “Other” section).
  4. Prices for compulsory motor liability insurance policies will remain the same, but the Central Bank still proposed to revise the tariffs (the last indexation was carried out in 2015).
  5. You decide to make changes to the old policy, do not expect it to be returned to you. Pink insurance is already being filled out. No additional payments, because the cost of the forms has increased by only 1 ruble!
  6. Please note that old-style policies are still on sale until October 1, 2016, as it is not possible to immediately switch to selling new insurance.

Is the new OSAGO protected from counterfeiting?

Certainly. Let's find out what elements the updated form is protected with:

  • pink and lilac colors;
  • background – graphic patterns, color stretching;
  • larger font (for easier reading);
  • complex watermarks of a larger size and placed over the entire surface of the form (schematic images of cars, RSA signs);
  • a thin metal thread with the special text “OSAGO”, pay attention, the word “policy” can be read in the light.

Subsequently, the MTPL policy will be supplemented and modified, which is done to ensure 100% protection against counterfeiting. We hope that we have clarified the replacement of policies. New sample of MTPL policy 2019

In 2014, compulsory motor liability insurance became significantly more expensive due to an increase in basic tariff rates; accordingly, the demand for counterfeit policies increased. And already in 2015, the activity of fraudsters in the field of falsification of insurance documents increased by 60%. This was the main reason for replacing the old form with a new one.

The fight against insurance fraudsters continued and gained momentum. The Central Bank and the Russian Union of Auto Insurers have developed new measures aimed at strengthening the protection of the auto insurance market from counterfeits. Therefore, on the initiative of RSA, it was decided to issue a new type of MTPL policy with an improved protection system.

Other reasons for replacing policies with new ones include:

  • reducing the shortage of forms;
  • a large number of fields where you need to enter additional information;
  • an increase in the cost of forms by 14%, but all costs are now paid by insurance companies.

The history of the appearance of a new form

Everyone remembers the campaign launched in 2016 to replace green insurance with pink ones, and the artificial excitement created around this. At that time, it was believed that the problem with the circulation of counterfeits on the market could be solved by strengthening printing protection and stopping the circulation of documents from compromised series. According to the Russian Union of Auto Insurers, it will now take fraudsters at least 1.5 years to fake insurance.

Already in April 2016, Igor Yurgens, President of the RSA, showed the public a new form of the MTPL policy. The new document has a high degree of security, which is used in banknotes.

On June 1, 2016, the new sample OSAGO form went on sale. After this, it was planned to quickly replace old copies with new certificates. But a week before the innovation, the RSA announced that a 3-month transition period had been introduced. That is, from June 1 to September 1, 2016, all citizens had to take out a new policy. The insurance company had to bear all costs.

But on October 1, 2016, the transition period was canceled. It was decided that all old-style insurance certificates would remain valid until the full expiration of the contracts. It follows that there was no forced change of insurance required.

This can only be done at your own request; to do this, you need to hand over the old form and issue a new policy with the insurance company. The main thing is that this organization meets all the specified requirements, in accordance with Law No. 40-FZ, Article 21, Clause 3.

Many people are interested in what the difference is and what distinctive characteristics the new form has in comparison with the previous document.

Differences between the new OSAGO policy and the old one

As for the structure of the new document, no fundamental changes have been identified. All changes in the new policy are related to the external characteristics and mechanism of certificate protection.

  • additional protection appeared on the sample insurance policy - a metallized strip with the inscription “policy” on it;
  • The fonts used on the form have undergone significant changes; now the letters have become much larger and it has become much more convenient to read;
  • at the top of the document on the right there is a dynamic QR code (since January 1, 2018), which contains all the information about the policy owner and his vehicle.

What does the new 2019 sample form look like?

The contents of the document have remained virtually unchanged; the form contains the following information:

  1. Series and policy number, each document is necessarily assigned a personal number, which is intended to confirm the authenticity of the certificate.
  2. Owner information.
  3. Information about the policyholder.
  4. Vehicle registration data.
  5. The period of operation of the vehicle, if the owner of the car does not use it, then he will be given a discount for this period of time.
  6. List of persons who are authorized to drive this car. The form indicates the first name, last name and patronymic, as well as the driver’s license number of all citizens who have a power of attorney for this vehicle.
  7. Additional information.
  8. Space for the date (day, month and year) when the contract was signed.
  9. Signatures of both parties.
  10. Space for the insurance company's seal.

Duration of insurance - the document is issued for 1 year, in accordance with Law No. 40-FZ Art. 10 clause 1.

Benefits of replacing insurance policies

A new type of car insurance certificate will provide the maximum level of protection and will retain all data about the owner of the car and the vehicle itself.

Following a meeting of the Presidium of the Russian Union of Auto Insurers (RUA), an unprecedented decision was made to massively replace all MTPL policies throughout the country. Including all existing ones issued to drivers under contracts of compulsory civil liability. Thus, RSA decided to replace all existing MTPL policies before July 1, 2016.

This measure is necessary in order to solve the problem with fake insurance policies. Thus, according to certain data, the number of counterfeit MTPL policies that were sold by criminals is about 5 million. According to a trusted source, at the moment, about 1 million more counterfeit OSAGO forms are being sold on the Internet.

The average cost of a fake policy in Russia is 1,500 rubles. It is noteworthy that there are drivers who purposefully purchase such forms of insurance policies in the hope of saving on compulsory motor liability insurance. But there are many drivers who bought a suspiciously cheap policy, who do not realize that they bought a simple fake.

By the way, it is worth noting that Russian legislation provides for criminal liability for the use of a forged document. The case of a fake insurance policy directly falls under the scope of the Criminal Code of the Russian Federation. It is worth noting here that liability for the driver can only arise if he knowingly knew about the fake policy form and used it on the road.

But nevertheless, unsuspecting owners of such “cheap” MTPL policies also run the risk of running into many troubles. So, if a driver who bought a fake policy gets into an accident due to his own fault, then naturally the injured party will not receive any compensation. This means that the injured party will demand compensation from the culprit of the accident through the court. And this is fraught with costs that can amount to a decent amount. And of course, you can’t avoid a fine for driving a car without a compulsory motor liability insurance policy.

Replacing MTPL policy forms is a necessary measure. Let us remind you that it was previously reported that soon road cameras for photo and video recording will begin to record cars that do not have a compulsory motor liability insurance policy. What happens if you don’t replace your old OSAGO policy with a new form before July 1, 2016?

In accordance with the decision of the RSA, all existing MTPL policies issued on old forms will cease to be valid after July 1, 2016. So, if you do not change your policy to a new one and if you are stopped by a traffic police officer, it will be considered that you are driving a car without an insurance policy with mandatory civil liability. This means that you will be held accountable. A fine of 800 rubles.

Who needs to change their MTPL policies before July 1, 2016?

As representatives of the Russian Union of Auto Insurers reported, replacement of the MTPL policy is mandatory for ALL DRIVERS who have old insurance forms in their hands. Thus, RSA expects to stop the massive distribution of counterfeit policies in the country.

Will the current insurance contract under the MTPL policy increase in price when replacing the form with a new one?

Of course not. This is a direct violation of the law. It is possible that when you take out an insurance policy for a new term, the cost of compulsory motor liability insurance will increase. But most likely this will be associated with the next tariff adjustments by the Central Bank of the Russian Federation.

The fact is that the cost of today's OSAGO form is about 5 rubles. We do not think that the cost of the new, more secure OSAGO form will increase significantly. Moreover, insurers promise that the increase in costs for the production of policy forms will not be passed on to drivers. Therefore, fears that compulsory motor liability insurance will seriously rise in price from July 1, 2016 are unfounded.

Who needs to change their MTPL policies before July 1, 2016?

According to the RSA statement, those policies that cease to be valid in accordance with insurance contracts after July 1, 2016 must be exchanged in ANY case, since after July 1 of this year the old forms will become invalid. On the contrary, those drivers whose MTPL policy expires before July 1, 2016 can receive a new policy when renewing their insurance for a new term. However, it is worth noting that if the MTPL policy expires closer to the end of June 2016 , then it is better to replace the policy in advance, since you risk not having time to change the policy by the appointed date. For example, due to possible queues at insurance companies or due to the traditional situation that occurs in some insurance companies, i.e. There is a shortage of forms.

Is the insurance contract valid if you do not change the old-style policy and get into an accident after July 1, 2016?

According to the current rules of law, the insurance contract is of course not associated with the form. If you do not change the form before July 1 and get into an accident after this date, then your civil liability is still considered insured and the insurance company does not have the right to refuse to pay compensation to the injured party.

Today, at a press conference following a meeting of the Presidium of the Russian Union of Auto Insurers (RUA), insurers announced that they plan to introduce new, more secure OSAGO policy forms from July 1, 2016

According to RSA President Igor Yurgens, work is already underway with Goznak, which prints forms for insurance companies. Now the new design has not yet been approved, but there are two working options. In one of them, the cost of the document will increase by 6%, in the other - by 15% (now each form costs RSA approximately 4 rubles 70 kopecks).

At the same time, RSA executive director Evgeny Ufimtsev did not mention that “despite the fact that insurers will pay a little more when purchasing new policies, the cost of compulsory motor liability insurance for car owners will not change” (quote from RIA Novosti).

Let me remind you that we are talking about a maximum price increase of 70 kopecks. That is, the insurers, with a “broad gesture,” promised not to pass on these 70 kopecks to clients.

Generous, to say the least. Especially against the backdrop of the planned gradual liberalization of prices for compulsory motor liability insurance in 2016.

Insurers have kept silent about how exactly the forms will be replaced, as well as about the details of the new degrees of protection and plan to keep the secret “until the last moment”, because “the replacement will be carried out as a measure to counter the spread of counterfeit OSAGO policy forms” (quotes from Interfax ).

Such uncertainty and, perhaps, a hint specifically made at the press conference about a “universal” and one-time replacement of all forms, forced the Russian media to assume and disseminate information that on July 1, drivers will have to forcibly change the old-style forms to new ones.

In general, they wanted to “scare” the scammers selling fake policies, but they scared ordinary Russian drivers.

This growing panic forced other participants in the process - Goznak and the Central Bank (regulates the OSAGO market) - to speak out in the afternoon in order to reassure the Russians.

Natalya Nikiforova, assistant to the general director of FSUE Goznak for public relations, told TASS that:

The insurance union and I did not talk about the date. It’s not smart to do this all at once, you’re in a rush to arrange it. What we mean when we talk about replacement is that from a certain date, so that insurers issue only new ones and do not change policies that are in circulation

In general, nothing terrible is coming. It’s just that from July 1 they will start issuing compulsory motor vehicle liability insurance on new forms. Insurers deliberately keep the form of the forms secret so that manufacturers of counterfeits cannot print them in advance and so that it is not profitable for them to print counterfeits now (after all, their “expiration date” will be in July 2015).

Apparently, at the same time, they wanted to slightly scare buyers of “left” policies, but they overdid it :) Perhaps in the future they will, for example, change the form of the form once a year, by analogy with the previously existing maintenance coupons, for which a new design was invented every year to make it more difficult to manufacture and sell counterfeits.

Let me remind you that you can always check the authenticity and validity of your current insurance in the unified RSA database using your policy number. When purchasing a policy, you can also first “punch” the number of the form that you are offered to buy (in this case, the “correct” status will be “from the insurer”).
