146. The carrier has the right:

147. The bus driver is obliged:

1) have a driver’s license for the right to drive vehicles of the appropriate category and a coupon for it;

2) comply with the requirements of these Rules, the Traffic Rules and the rules for the technical operation of the bus;

4) adhere to a specific bus route and schedule;

20) ensure the transportation of luggage in the luggage compartments of the bus (if any) or placement so as not to interfere with the free passage of passengers throughout the bus interior and not to block access to the main and emergency exits.

148. The bus driver has the right:

1) require passengers to fulfill their duties;

2) when boarding a bus on suburban, intercity and international routes, check the availability of travel tickets and receipts for baggage transportation;

3) do not issue luggage if the passenger does not present a receipt for the transportation of luggage;

4) do not allow a passenger to travel if there are no empty seats in the cabin (except for cases when the passenger has a ticket for a seat in the cabin);

5) to refuse, in case of flights operating as a minibus, a stop for boarding and/or disembarking at a place located at a distance closer than 100 meters from an equipped public transport stop, or in violation of the Traffic Rules;

6) do not allow passengers to travel who do not have tickets or do not present a certificate of the established form confirming the right to discounts on fares, who are in a state of alcoholic or drug intoxication, who are violating public order, who are carrying dangerous goods, in particular, flammable, explosive goods and those that may contaminate the vehicle or passengers' clothing.

149. A bus driver is prohibited from:

1) start moving until the door is completely closed and open it until the bus stops completely;

2) change the route and schedule;

3) talk with passengers, eat, drink, smoke while the bus is moving;

4) sell tickets to passengers while the bus is moving;

5) refuse service to passengers, except for cases provided for by law and these Rules;

8) transport animals, except in cases provided for by law;

158. A bus passenger is obliged to:

1) have with you a travel ticket, a receipt for baggage transportation, and if you have the right to benefits for travel, a standard identification card or a free ticket (for intercity transportation);

2) occupy the seat indicated on the ticket, keep the ticket until the end of the trip and present it in expanded form at the request of persons entitled to exercise control:

3) boarding (disembarking) only after the bus has completely stopped;

4) pay for the transportation of baggage and hand luggage in accordance with the requirements of these Rules;

5) have visa and emigration documents (for international transportation);

6) give a signal to the driver in advance by an appropriate call or verbally in case of getting off at the “On demand” stop;

7) in the event of a traffic accident, provide possible assistance to the victims and inform the police about this;

8) notify the driver about discovered forgotten items, documents and valuables.

159. A bus passenger has the right:

1) for safe and high-quality transportation;

2) put forward demands on the carrier to fulfill the terms of the transportation agreement;

3) transport animals in the manner prescribed by law;

4) carry one piece of luggage free of charge when traveling on an urban or suburban route, provided that its dimensions do not exceed 100 x 50 x 30 centimeters, weighing up to 20 kilograms;

5) guaranteed to transport two pieces of luggage with payment according to the tariff for each of them and to transport one piece of hand luggage free of charge in the cabin of the vehicle in case of a trip on a long-distance or international route;

6) carry no more than two pieces of hand luggage free of charge on urban and suburban routes;

7) transport with you one child under six years of age free of charge without the right to occupy a separate seat;

8) buy children's tickets for children aged six to 14 years at a reduced price (with a 25 percent discount on the cost) from October 1 to May 15;

9) declare the value of luggage;

10) receive information about transportation services from the carrier, driver, or bus station employee;

160. Bus (taxi) passengers are prohibited from:

1) while driving, distract the driver’s attention from driving;

2) open the doors of the vehicle until it stops completely;

1. General provisions for a bus driver

1.1. This job description regulates the main job responsibilities and rights of the driver transporting passengers and luggage on shuttle buses.

1.2. In the event of a critical situation, the bus driver is obliged to use all knowledge and skills, as well as all measures within his power to eliminate the threat to the life and health of bus passengers.

2. Job responsibilities of a bus driver

The bus driver is obliged:

2.1. Obey and carry out orders from dispatch personnel and workers supervising traffic and monitoring the operation of road transport on the line.

2.2. Follow the bus schedule, according to the route served, without exceeding the permitted speeds and without violating the technological requirements of the vehicle.

2.3. Know in advance the route being served, the locations of stops, dangerous sections of the road, schemes for bypassing repair areas, as well as the location of medical institutions, gas stations and technical assistance points along the route.

2.4. Know and strictly follow the rules of the road, transportation of passengers and luggage, this job description, as well as other documents regulating the operation of passenger transport and passenger transportation work.

2.5. Before setting out on the route, check:

external and internal condition of the bus, filling it with consumables;
condition of car tires and rear-view mirrors;
proper operation of emergency exits, systems, components, assemblies and devices that affect traffic safety;

2.8. Pass a medical examination and receive permission to go on line.

2.9. When driving through the checkpoint of the bus depot, present to the chief mechanic a waybill with the appropriate signatures confirming the passage of a medical examination and the serviceability of the technical vehicle. 2.11. The bus driver on the line is obliged to:

have a neat appearance, wear an approved uniform and have a driver’s license with the appropriate category;
treat the bus assigned to it carefully and monitor its technical condition;
at stops lasting more than 5 minutes, it is mandatory to turn off the vehicle engine;
Impeccably follow the orders of dispatchers and other employees regarding the transportation of passengers and ensuring road safety;
in the case of two drivers working according to the schedule, weather conditions and road conditions, carry out a shift behind the wheel at the points indicated in the waybill.
Each shift during a trip must be confirmed with a signature from the driver taking over control of the vehicle; upon arrival at the final destination of the route, make a note on the route sheet about the time of arrival and hand the route sheet to the dispatcher;
in case of work on special, tourist and excursion routes, be guided by the traffic schedule approved with the customer and the documentation regulating the service of passengers: tourists, foreign tourists and delegations;

2.12. When working as a bus driver on city routes:

announce stops, closely monitor the boarding and disembarkation of passengers, and remind people to pay for travel.
Start moving the vehicle only after all the doors of the bus are completely closed; at stops, drive close to the sidewalk and stop in the area indicated by road signs;
At the final stops, check the bus interior for abandoned or forgotten items, and if found, hand them over to the dispatcher.

2.19. Stop the bus upon a signal from the police, State Traffic Safety Inspectorate and VAI, controllers, and officials of the system of the Ministry of Transport of the Russian Federation. Show them your travel and ticket documentation, as well as your cash register, for verification. Inform passengers about the upcoming ticket inspection, provide cooperation and assistance to inspection officials.

2.26. If it is necessary to refuel the bus along the route, disembark passengers outside the gas station area and refuel with the engine turned off.

2.27. Upon arrival of the bus to the park:

inform the chief mechanic about all malfunctions found on the road, inspect the vehicle together with the mechanic and, if necessary, draw up a protocol for recording malfunctions;
make a note on the waybill corresponding to the arrival at the dispatcher, record the remaining fuel, speedometer readings and hand over the waybill to the responsible person;

3. Bus driver's rights

The bus driver has the right:

3.1. Free travel on city and suburban buses.

3.4. On the route, allow deviations from the schedule:

on city routes ± 5 minutes;
on suburban routes ± 7 minutes;
on intercity routes ± 10 minutes;
on international routes ± 30 minutes;
3.5. Monitor the availability of travel and baggage tickets for passengers, as well as collect a fine from ticketless passengers on city bus routes, followed by issuing a fine receipt.

3.6. On suburban routes, pick up and disembark passengers at their request outside of stopping points, but in compliance with traffic rules.

3.7. Monitor passengers’ compliance with standards of behavior in public transport, as well as take measures to punish those responsible, including disembarking from the bus, and informing the official of the bus fleet about the incident.

3.8. Request from responsible officials assistance and, if necessary, technical assistance to ensure completion of the flight in accordance with the schedule; if it is impossible to continue the flight, provide conditions for rest of employees and passengers.

3.9. Require management to create and maintain a work and rest schedule, as well as maintain the conditions necessary for working on the line and in the park.

3.13. The driver is strictly prohibited from:
