In paragraph 18 it is written that “when organizing the transportation of a group of children by bus, it is prohibited to allow persons not included in the lists provided for in subparagraph “d” of paragraph 4 of these Rules, except for an appointed medical worker, onto the bus and (or) transport on it. This prohibition does not apply to cases established by federal laws.”

How many accompanying persons should there be when transporting children by bus?

(clause 14) The head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures that each bus carrying children is assigned an accompanying person who accompanies the children during transportation to their destination .

The number of accompanying persons per 1 bus is assigned based on their presence at each door of the bus, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons on the specified bus.

This is the minimum number of accompanying persons, but in fact there may be more of them on the bus.

(clause 15) If 2 or more buses are used for the organized transportation of a group of children, the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer appoints a senior person responsible for organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses carrying out such transportation.

The numbering of buses during movement is assigned by the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement - by the charterer and transferred to the charterer no later than 2 working days before the start of such transportation to prepare a list of children.

When are dry rations needed?

(clause 17) If children are on the route according to the traffic schedule for more than 3 hours , the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures the availability of sets of food products (dry rations, bottled water) from the assortment established by the Federal Service for Surveillance on Consumer Rights Protection and Human Welfare or its territorial administration.

Traffic police officers check the technical condition of the vehicle and the procedure for registering people in it. Checking the list of dry ration products is not within their competence.

When it is necessary to escort buses with traffic police vehicles, who must notify the traffic police about the trip?

(clause 10) When organizing the transportation of a group of children under a charter agreement, the charterer (trip organizer) or the charterer (by mutual agreement) ensures that notification of the organized transportation of a group of children is submitted to the traffic police department no later than 2 days before the start date if the organized Transportation of a group of children is carried out by 1 or 2 buses.

An application for escort by vehicles of the State Traffic Inspectorate unit of transport convoys is submitted if the specified transportation is carried out as part of 3 or more buses.

The traffic police are notified in the case of transportation of groups of students from secondary educational and secondary vocational educational institutions, because they are minors, i.e. at the time of the trip they were under 18 years of age.

BUT. if students must travel in a convoy, then also notify the traffic police; an escort may be needed.

What to do if there is an unexpected delay on the way?

In such cases, when due to unforeseen circumstances the traffic schedule changes, the travel time changes due to changes in road conditions (traffic restrictions, the appearance of temporary obstacles, etc.), the manager or official responsible from the organization for children, the charterer or the charterer (by mutual agreement) ensures that measures are taken to promptly notify parents (legal representatives) of children, and, if necessary, the traffic police department.

What to do if the bus breaks down or the driver is replaced?

In such cases, you must report this to the traffic police officer on duty. Before your trip, check the phone number on the traffic police website (if you submitted a notification)

What kind of transport is used to transport an organized group of children?

(clause 3) To transport a group of children, a bus is used, from the year of manufacture of which no more than 10 years have passed and which, in terms of purpose and design, meets the technical requirements for the transportation of passengers, is approved in the prescribed manner for participation in road traffic and is equipped in the prescribed manner with a tachograph, and also with GLONASS or GLONASS/GPS satellite navigation equipment.

The entry into force of paragraph 3 of the Resolution was postponed to January 1, 2018 (Resolution of the Government of the Russian Federation dated June 29, 2017 No. 772).

What are the requirements for the driver?

8. Drivers who meet the following requirements are allowed to drive buses carrying out organized transportation of a group of children:

having work experience as a driver of a category “D” vehicle and at least one year of continuous experience from the last 3 calendar years of work;

have not committed administrative offenses in the field of road traffic, for which administrative punishment is provided in the form of deprivation of the right to drive a vehicle or administrative arrest, during the last year;

who have undergone pre-trip instruction on the safety of transporting children in accordance with the Rules for ensuring the safety of transportation of passengers and cargo by road transport and urban ground electric transport, approved by the Ministry of Transport of the Russian Federation;

have undergone a pre-trip medical examination in the manner established by the Ministry of Health of the Russian Federation.

ADDITIONALLY

While driving, especially in intercity traffic, children must fasten their seat belts, not walk around the bus, do not sit on the handrails of the seats, and meals for children must be provided only during stops. All these measures will protect children from injuries and accidents during sudden/unexpected braking of the bus.

You may say that it is difficult for children to remain motionless for a long time. In this case, provide stops along the way at parking lots along the route. Do not sit indifferently on the bus waiting for children at scheduled and unscheduled stops; get off the bus with them.

Changes to the rules for organized transportation of children

On October 1, 2019, a new edition of the “Rules for the organized transportation of a group of children by bus” came into force. Carriers, organizers of children's excursions, teachers, parents and other persons involved in the transportation of children should familiarize themselves with legislative changes in order to avoid fines and unpleasant situations on the road.

These rules apply to both intercity and suburban transportation, as well as transportation within the city.

Bus requirements

Now all buses must be equipped with seat belts. The remaining requirements remain unchanged: the presence of a tachograph, GLONASS or GLONASS/GPS satellite navigation equipment.

Driver requirements

The experience of a category D driver on the day of departure must be at least 12 months out of the last 13 months instead of a continuous experience of 1 year, as was previously the case. This means that even if the driver had a break from work for several days (for example, he changed jobs), he still has the right to transport children's groups.

Requirements for an accompanying person

  1. The trip is impossible without accompanying persons. It used to be the same, but it was not clearly stated (it was just implied).
  2. The number of accompanying persons should now be the same as the number of doors on the bus intended for passengers to enter/exit. The remaining doors are no longer taken into account (for example, rear hinged doors).
  3. One of the accompanying persons is appointed as the person in charge of the bus and is responsible for the actions of the other accompanying persons and the driver.
  4. The attendant's tasks include monitoring seat belts. He must follow:
  • that children are restrained before the vehicle starts moving;
  • that all children are buckled up while driving;
  • so that children do not get up from their seats during the trip and do not move around the cabin;
  • keeping order in the cabin;
  • for fulfilling the requirements of the charterer, which were communicated to him during the briefing carried out before the trip.

Requirements for the person responsible for transportation

In cases of long, multi-day trips, the responsible person must prepare in advance and have a list of accommodation places for children to rest at night. As an alternative, the register number of the tour operator (in the unified federal register of tour operators) that organized the transportation can be used.

Requirements for the charterer and charterer

Now a notification to the traffic police about organized transportation is submitted by the charterer or the charterer. Individuals (parents, teachers, etc.) do not have the right to submit a notification.

  • The charterer can submit documents only if he is an individual entrepreneur, an authorized representative of an individual entrepreneur or legal entity.
  • The charterer always submits documents when the charterer is an individual, in other cases - by agreement with the charterer.

Transporting children by bus according to new rules in 2019

Organized transportation of children by bus must include all measures to ensure their safety. In this regard, from July 1, 2019, rules and regulations were developed that are mandatory for everyone who is preparing to transport minor children by bus on any route. The requirements apply not only to the vehicle itself, but also to the driver, escort and other important points.

What is organized transportation of children?

The concept of transporting children in groups is given in paragraph 1.2 of the Traffic Rules:

Organized transportation of a group of children is transportation on a bus, not related to a route vehicle, of a group of children of eight or more people, carried out without their parents or other legal representatives

Such an event is subject to a number of requirements enshrined in the regulatory document approved by the Government of the Russian Federation dated December 17, 2013 No. 1177.

What documents will be required?

Before transporting minor children, you must first prepare the following documents:

  • charter agreement, if transportation is carried out within its framework;
  • if a bus or group of buses follows a route with a travel duration of more than 12 hours, then the presence of a medical worker is necessary. In this case, you need to provide a document on his qualifications, confirm that the activity is carried out on the basis of a license or a copy of the agreement with the medical institution;
  • a copy of the notification about the trip of children or the decision to accompany the traffic police car. When transporting children by one or two buses, a notification is submitted to the traffic police two days before departure. If there are three or more vehicles, no later than 10 days;
  • information about the driver and his driver’s license details;
  • lists of children and accompanying persons, indicating contact telephone numbers of parents or legal representatives of minor passengers, as well as persons accompanying them;
  • route program with planned travel time, places and times of expected rest stops. When organizing an excursion trip, information about the operator providing the tourist service is indicated, stops to visit the planned places are indicated;
  • when traveling for more than three hours, the bus must have water and food products, a list of which will need to be compiled;
  • a document on the procedure for placing children in seats on the bus (with the exception of a trip under a charter agreement).

Buses for transporting children and technical requirements GOST R 51160-98

The requirements for a bus permitted to transport minor children are established by the standard.

Previously, GOST R 51160-98 was in force in this regard, but from July 1, 2017, GOST 33552-2015 came into force instead.

Its scope applies to all vehicles for transporting passengers under 16 years of age, for their maximum safety.

According to the requirements of this standard, the bus must:

  • be equipped with a speed limiting device if its design allows the speed to exceed 60 km/h;
  • have yellow coloring, identification marks indicating the transportation of children, and also have inscriptions on the sides in large contrasting letters “Children”;
  • be equipped with an automatic warning system when reversing;
  • undergo periodic inspections and maintenance of all mechanisms and parts responsible for safe operation.

The document also establishes the rules for the arrangement of seats in the cabin, the equipment of the driver's workplace, and the requirement for restraint systems.

Requirements for group transportation of children are also imposed by the rules approved by Resolution No. 1177. According to clause 3, such a bus must:

  • meet the technical requirements for passenger transportation;
  • be allowed to travel on roads;
  • be no older than 10 years from the date of issue;
  • be equipped with a tachograph and navigation system.

Rules for organized transportation of a group of children by bus in 2019

There must be enough seats in vehicles carrying group transportation of children to prevent standing travel. If the excursion trip lasts less than 12 hours, there can be one driver, up to 16 hours are carried out only with two drivers.

The following requirements are imposed on a citizen driving a bus with children (clause 8 of the Rules):

  • having a license with category D and continuous driving experience of more than one year as of the start date of the trip;
  • during the last year has not violated traffic rules and has not been held accountable for this;
  • passed all pre-trip events: briefing and medical examination.

There must be accompanying persons on the bus or buses, and on a long trip of more than half a day there must also be a doctor. This must be ensured by the person responsible for organizing the group transportation of children.

The requirements of the rules oblige the number of accompanying persons to be observed:

  • in each bus the number should be calculated depending on the need for one at each door. Among them, the responsible person is determined;
  • when moving in a convoy of several buses, an additional person is appointed responsible for the entire convoy. A medical worker and this responsible person must be in the final transport.

The speed limit when driving on a highway outside a populated area for a bus with children is limited to 60 km/h.

Children under 7 years of age at the start of a long trip over 4 hours cannot be admitted.

When the approved travel schedule exceeds three hours, a list of foods and drinks must be compiled that each bus must be equipped with. Bottled water in convenient containers, as well as dry rations for long-term storage, are required. The presence of products that may undergo rapid deterioration is unacceptable.

A column of buses with more than two must be accompanied by traffic police vehicles. They must move along with the column during the allotted hours - from 6:00 to 23:00.

Transportation at night

Night time for children's transportation is usually considered to be the hours from 23 to 6 am. Driving at this time is permitted only in exceptional cases and no more than 100 km after 23:00:

  • to train stations and airports and back;
  • at the end of the trip (to the place of overnight stay or final destination);
  • related to schedule violations and delays;
  • when carrying out transportation within the framework of legal acts of state bodies of the constituent entities of the Federation.

The requirements for transporting children on organized trips are mandatory and violation of them entails liability. Not only the driver of the vehicle, but also the organizers of the trip are subject to punishment.

Reminder for organizing transportation of children by bus

New rules for the organized transportation of children on a bus from October 2019

Driving with a child on board a car involves a number of obligations and restrictions for the driver. But if we are talking about organized traffic on a bus with more than 8 children, then a special Government Decree has been developed for this. It is this that is undergoing a number of changes in October 2019. New rules of conduct have been developed for the driver and accompanying person during the organized transportation of children by bus. Have groups of children without parents become safer? What is this new law?

In fact, it is not entirely correct to call the law of change. Formally, they do not relate to laws, but are Resolution of the Russian Government No. 1196 on amendments to another PPRF - No. 1177. Thus, the first regulatory act simply makes changes to the second one from the beginning of October 2019 - the basic rules for the organized transportation of a group of children on a bus.

Among the most important innovations:

  1. seat belts and children fastened in them are mandatory not only in intercity transport, but also on city buses for groups of children,
  2. more responsibility is transferred to the accompanying person,
  3. The deadline for submitting a permit to the traffic police for the organized movement of children is now only 24 hours.

What are the changes?

But there are still quite a number of changes. We'll look at them in order!

There will be no more tour operators by law

At the very beginning of the PPRF there is a definition of the terms used in the transportation rules. And one of them is excluded - the definition of a tour operator.

Likewise, any further mention of tourism industry workers in bus transportation of groups of children is excluded.

Every bus must be equipped with seat belts

From October 1, changes will be made to the requirements for buses carrying children.

  • they must still be no older than 10 years of age,
  • be in good condition,
  • admitted to participate in the transportation of children and road traffic in general,
  • equipped with a tachograph, as well as a Russian satellite system,
  • and a new requirement - it must be equipped with seat belts for children.

A new list of everyone on the bus

Now the official list should contain not only information about children, but also:

  • about those accompanying the organized transportation of a group of children (full name and telephone number),
  • about the medical worker on the bus (full name and copy of the license or agreement with a medical institution that has such a license),
  • other employees (full name, phone number and pick-up/drop-off points, if they are not traveling the entire route).

For the children themselves, you need to indicate in their list:

  • surname, first name and patronymic,
  • date of birth or age,
  • parents' contact numbers,
  • drop-off and pick-up points if they do not travel the entire transportation route.

The list of stops and overnight stays must be predetermined

In particular, the maintainer should have the following list:

4(1). To carry out the organized transportation of a group of children, the person responsible or senior responsible for the organized transportation of a group of children and coordinating the actions of drivers during multi-day trips must have with him a list of places of accommodation for children on vacation at night, which also contains the name of the legal entity or last name, first name and patronymic (if availability) of an individual entrepreneur who places children on vacation at night or operates in the field of providing hotel services, or the register number of a tour operator organizing transportation in the unified federal register of tour operators.

The storage period for documents after transportation has been reduced

Now all documents after transportation must be stored not for 3 years, but for 90 days. The exception is an accident with victims - then the same 3 years remain.

New notice periods for transporting children

Previously, notification of the upcoming transportation of a group had to be submitted no later than 2 days before it. Now there are 2 new deadlines:

  • if the transportation is intercity, then 48 hours before it (no later),
  • if urban or suburban, then within 24 hours.

The accompanying person must ensure that all children are wearing seat belts.

A new paragraph was added to the Government Decree on October 1:

The appointed accompanying person is obliged to make sure that children are fastened with seat belts before the bus starts moving, to control their use of seat belts along the route, to ensure order in the cabin, preventing children from getting up from their seats and moving around the cabin while driving.

Now let's look at the most common questions regarding the organized transportation of groups of minors.

Do children need to wear seat belts on public transport?

Necessary, definitely. But only if the bus is equipped with seat belts and regardless of whether it is a child or an adult.

Since October, legislation has been talking about the need to equip all vehicles for transporting children only when there is an organized movement of a group of children. We are not talking about all buses with children on board.

Does this apply to school buses?

No. A school bus, even if it only carries children, is a route vehicle.

And, according to the current traffic regulations, organized transportation of a group of children, to which special rules apply, including from October 1, 2019, is carried out on buses that are not route buses.

What are the penalties for violating the rules?

For drivers of passenger cars there is a fine of 3,000 rubles for transporting a child under 7 years old without a car seat or unfastened in it.

But for violating the rules for transporting a group of children by transport, there are penalties.

What is organized transportation of children?

“Organized transportation of a group of children” - transportation on a bus that is not a route vehicle, a group of children of 8 or more people, carried out without their parents or other legal representatives.

Please note that organized transportation does not include:

  • Children's ride on a minibus. For example, if children and their teacher go to the theater on trolleybus number 1.
  • Transportation of 7 or less children.
  • Transportation of 8 or more children and several parents, in which 7 or less children are traveling without parents.

Organized transportation includes transportation when:

  • People travel on a bus that is not a route vehicle.
  • Among the people there are at least 8 children whose parents are not present on the bus.

Participants of organized transportation

Currently, the list of persons who can participate in organized transportation is strictly limited. Clause 18 of the rules for transporting children by bus:

18. When organizing the transportation of a group of children, it is prohibited to allow persons not included in the lists provided for in subparagraph “e” of paragraph 4 of these Rules onto the bus and (or) transport on it . This prohibition does not apply to cases established by federal laws.

Only :

  • driver(s) included in the driver information document;
  • children included in the list of children;
  • accompanying persons included in the list of accompanying persons;
  • employees and individuals included in the list of passengers;
  • medical professional included in the relevant document.

Please note that the legality of each person on the bus must be confirmed by an appropriate document. You cannot take a person on a trip without a document.

As an example, consider the following situation. The 11th grade of a secondary school is going on a tourist trip. At the same time, some students have reached the age of 18, i.e. they are not children. The rest of the class remains children. How to prepare documents in this case?

It's actually quite simple:

  • Students under 18 years of age should be included in the list of children;
  • Students over 18 years of age must be listed as an adult passenger (some may be listed as a designated chaperone).

Let's take a closer look at each of the trip participants.

Bus driver

The driver must meet the following requirements:

  • working as a category D driver for 12 of the last 13 months;
  • absence of offenses for which deprivation of rights or administrative arrest is provided during the last year. Please note that there are offenses for which the punishment is imposed at the discretion of the judge (fine or deprivation of rights). Moreover, if the driver is punished with a fine under such an article, then he cannot transport children;
  • undergo pre-trip briefing;
  • undergo a pre-trip medical examination.

Children under 18 years of age must be included in the special list of children.

Moreover, if there is at least one child under 7 years of age on the list, then the bus schedule must be drawn up so that the bus does not travel longer than 4 hours. That is, we are talking about the total duration of the trip. So it won’t be possible to take small children on long trips.

Accompanying

All accompanying persons must be included in a special list of accompanying persons.

Accompanying persons are assigned to each of the buses involved in transportation. The minimum number of accompanying persons is 1 person at each bus door intended for boarding.

If the bus has 2 doors, then there must be at least two accompanying people.

The maximum number of accompanying persons is not limited.

For example, 8 children and 30 accompanying persons can travel on a bus.

One of the accompanying persons on each bus is designated as responsible.

a senior responsible escort is also appointed . Until October 1, 2019, the senior person in charge could only travel on the last bus in the convoy. After October 1, this requirement is canceled and the senior accompanying person can ride on any bus.

Adult passengers

All adult bus passengers must be included on a separate list.

If the trip is organized without the participation of additional adult passengers, then a list of such passengers is not required.

Medical worker

A medical professional is required only if an intercity trip is planned, the duration of which (according to the schedule) exceeds 12 hours.

From October 1, 2019, a medical worker can travel on any bus in the convoy. Previously, he was supposed to be on the last bus.

Documents for organized transportation

Traffic police document

If transportation is carried out by one or two buses, then a copy of the traffic police notification .

If 3 or more buses are involved in transportation, then a copy of the traffic police decision on the appointment of an escort . In this case, the bus convoy is accompanied by one or more police vehicles.

List of children

1. Instead of the “Age” column, the “Date of Birth” column can be used.

2. An additional column “Boarding and (or) disembarking point” may be added if children get on or off at intermediate stops.

For example, a bus with children goes on an excursion to Moscow from the city of Kolomna. At the same time, some children get on the bus at the beginning of the route, and some get on in the city of Bronnitsy.

In this case, in the additional column of the list you need to indicate the city of Bronnitsy opposite those children who will get on and off the bus there.

List of assigned escorts

Please note that accompanying persons cannot board or disembark at intermediate points. They must travel from the beginning to the end of the route.

List of passengers and workers

An additional column “Boarding and/or Disembarking Point” may be added to this table if passengers board or disembark at intermediate stops.

List of all passengers

From October 1, 2019, all passengers can be included in a single list , that is, issuing separate lists for children, accompanying and adult passengers is not required.

Note. If a medical professional is involved in the trip, he must also be included in the passenger list. In addition, a license to carry out medical activities or an agreement with a medical organization must be attached.

Driver's document

The driver's document must indicate his full name and telephone number. If there are several drivers, then the document indicates the details of each of them.

Please note that we are not talking about a driver's license. A separate document is required, which must be prepared by the transportation organizer.

In addition, you don’t have to issue if the documents include a copy of the traffic police notification about the transportation. Such notification is mandatory if the transportation involves 1 or 2 buses.

Procedure for boarding passengers on the bus

The order of boarding passengers includes information about how exactly it is controlled that exactly the passengers from the list got on the bus:

  • according to documents (official ID, travel voucher, student card);
  • according to the list of passengers;

Transportation route

The transportation route must include:

  • point of departure;
  • intermediate pick-up/drop-off points;
  • point of arrival;
  • stopping places for food and rest.

Note. Before October 1, 2019, a traffic schedule was also required, which should have indicated the time of arrival at different points along the route.

Additional documents

Documents that the driver must have only in some cases:

  • The charter agreement or a copy thereof (if such an agreement was concluded).
  • List of food supplies if children are traveling for more than 3 hours.

22.6. Organized transportation of a group of children must be carried out in accordance with these Rules, as well as the rules approved by the Government of the Russian Federation, on a bus marked with identification marks “Transportation of Children”.

Transportation at night

Clause 11 of the rules regulates the specifics of transporting children at night:

11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports is allowed, completion of the organized transportation of a group of children (delivery to the final destination determined by the schedule, or to an overnight stay) in case of unplanned deviation from the traffic schedule (if there is a delay in transit), as well as organized transportation of a group of children, carried out on the basis of legal acts of the highest executive bodies of state power of the constituent entities of the Russian Federation. Moreover, after 23:00 the transportation distance should not exceed 100 kilometers.

Transportation at night (from 11 p.m. to 6 a.m.) is possible in the following cases:

  • To or from the train station, airport.
  • Completion of transportation in case of deviation from the schedule.
  • If transportation is carried out on the basis of a legal act of the highest executive body of a constituent entity of the Russian Federation.

For example, the government of the Yaroslavl region may issue a decree on the implementation of organized transportation at night.
