Although our legislators have established such a standard for the arrival of a fire brigade - no more than 10 minutes in the city and 20 minutes in rural areas (Article 76 of the Federal Law of July 22, 2008 N 123-FZ “Technical Regulations on Fire Safety Requirements”). I think this issue should be regulated specifically in the Law on Police, which means that changes should be made to it, since this issue worries many residents of our country. The transfer of the application (message) to the executor for permission is carried out by the operational duty officer immediately against signature in the KUSP with recording of the time, date of transfer and surname of the executor (clauses 39-42 of the Order of the Ministry of Internal Affairs of Russia dated August 29, 2014 N 736).

“Previously, law enforcement officers had the right to arrive no later than two hours later, if more than an hour had passed from the moment the crime was committed until the operational duty service received information about it, or if nothing was known about the suspect. Now the time of arrival depends solely on the distance that the police have to cover. If the destination is located within 30 km, then law enforcement officers have a maximum of one hour. If a crime is committed at a distance of more than 30 km from the internal affairs agency, the arrival time will not exceed one and a half hours,” the Ministry of Internal Affairs reported.
In case of administrative offenses, after contacting the operational duty service, law enforcement officers will arrive no later than an hour and a half later to respond to calls within 30 km and within two hours will reach places located further than this distance.
The changes also affected a number of other issues.
- Now, if there is no information about the location of the incident or it is impossible to determine it, the squad will be sent to the location of the citizen who applied.
- Another innovation concerns reports of crimes and offenses committed on the border of territories served by different internal affairs bodies. If it is impossible to accurately determine in whose area of responsibility the area is located, the squad or investigative team is sent by the police department that initially received information about the incident.
- It is prohibited to send one police officer to the place of residence of citizens who own firearms, as well as in the presence of preliminary information that the officers may be subject to disobedience or resistance.
How to call the police correctly, and what to do if they don’t arrive for a long time

It’s faster and easier to call “02”. Your call will be received by an employee of the operational room at the Moscow Main Internal Affairs Directorate on Petrovka, 38. During the conversation, he will fill out a special form on his computer. Your message will be assigned a number, and it will be sent electronically via intercom to the operational duty officer at the district department. He will radio the nearest squad and direct it to you. All conversations through “02” are recorded, and all messages are recorded in the database. This way you can be sure that your call will not be ignored.
Why leave contacts?
Contact details must be provided so that the police can contact you if additional information is required. So you can then find out at the Department of Internal Affairs what exactly was done in response to your request. If for some reason you do not want to give your name, know that the operator taking the call still sees your phone number. Through it, if necessary, you can establish the identity of the caller. Therefore, the police are obliged to respond to all reports. If you doubt whether thieves are breaking into the apartment, or a distant relative of a neighbor cannot open the lock, feel free to call “02”. Even if it turns out that there was no crime, it will not be considered a false call.
When should they arrive
According to the regulations, you must have the outfit no later than 15 minutes after the call. In practice, things are a little different. When called, a GNR (immediate response team) vehicle comes to you. There are only 25 such cars in the entire district. If possible, they are assisted by private security officers. During the day, some messages are forwarded to the local police officer. On average, the duty station of each district receives up to 100 messages per day. This includes false calls, reports of alarms going off, complaints about homeless people at the entrance, about repair work, about parties with neighbors, and drunken groups on the playground. Only a small part of all calls are real crimes: thefts, robberies, fraud - the State Police responds to such calls first. But the police are obliged to check all reports. Therefore, sometimes delays occur. Being a few minutes late is acceptable. If no one arrives after half an hour, this is already a violation. And if the car is gone for an hour or more, you need to sound the alarm.
The police didn't have time, who's to blame?
If the criminals managed to steal everything and escape, and you believe that this happened because of the slowness of the police, you have the right to file a complaint. This can be done in writing (in free form) at the district police department or at the police department. Or you can just call the helpline. Your message will be subject to verification. If police officers are found guilty, they face disciplinary action up to and including dismissal. However, you can only count on compensation for material damage if the case is solved. Then, according to a court decision, the criminal himself will pay you compensation.
If the police are late, do not hesitate to call “02” again. You should be connected to the operational duty officer in the area, who is obliged to answer what was done. If he doesn’t do this, call the police department on duty and complain to the helpline. If at the same time you witness a crime, for example, you see furniture being taken out of a neighbor’s apartment, do not remain idle. Try to scare off the criminals, shout through the closed door that the police have been called.
Don't let the situation take its course. Try to wait for the police to arrive, even if what is happening does not concern you. In most cases, it will be necessary to write a written statement to the Department of Internal Affairs or to the district police officer, writes Zvezdny Boulevard.
