Lowest car tax in Russia

Where is the lowest transport tax in Russia

The amount of transport tax (TN) depends on the tax rate, and since the regions of the Russian Federation set it independently, the car tax on identical cars in different parts of the country can differ significantly. The smallest transport tax in Russia is paid in Crimea and Ingushetia. Low car rates are set in the Tomsk and Magadan regions, as well as in Sevastopol.

Why is car tax lower in some regions than in others?

The basic formula for calculating car tax is the same throughout the Russian Federation:

TN = (Number of hp) x (Tax rate).

Despite the general formula, TN in different parts of the country can differ significantly. This happens for the reason that the constituent entities of the Russian Federation have the right to independently set car tax rates.

For example, the owner of a passenger car with an engine power of up to 100 hp, living in St. Petersburg, annually pays a car tax in the amount of 2,400 rubles. And the owner of exactly the same car in Sevastopol pays almost 5 times less - only 500 rubles. in year. This is because the rate in St. Petersburg is 24 rubles. per horsepower, and in Sevastopol - 5 rubles.

Thus, residents of cities where the transport tax is low pay amounts that are several times less than car owners with high rates. And sometimes they don’t pay tax at all, as, for example, owners of passenger cars with a capacity of less than 100 hp. in the Orenburg region, where the rate on such cars is zero.

Which regions of Russia have the lowest fuel consumption in 2019?

For a visual comparison of which region of Russia has the lowest transport tax, we have compiled a table. Here you can see how the rates differ for cars with power up to 100, from 100 to 150 and over 250 hp.

Where is the lowest transport tax in Russia?

Transport tax is a government fee in the form of money paid by individuals and legal entities for owning a car or other vehicle. Since the recipients of such payments are local budgets, each region individually has the right to set its own tax rate for vehicles. The size of the rate is determined based on the characteristics of a particular region (average monthly wage, subsistence budget, etc.).

Features of calculating the tax rate

As stated above, the tax rate is determined by local authorities. In this case, 5 tax amounts can be established at once, depending on the power of the vehicle’s engine. On the other hand, the regional authorities have the right to either assign a different rate for all specified engine capacities, or make it uniform, regardless of this indicator. Today the following types of engines are distinguished:

  • Power up to 100 horsepower;
  • Power from 101 to 150 horsepower;
  • Power from 151 to 200 horsepower;
  • Power from 201 to 250 horsepower;
  • Power over 251 horsepower.

This distinction is adopted at the state level, but local authorities can supplement it with their own bills. Thus, in the Republic of Crimea, the tax rate depends not only on the power, but also on the age of the car. And in some regions of the Russian Federation, the practice of applying a zero rate for vehicles with an engine with a capacity of up to 100 horsepower is common (Chechen Republic and Orenburg Region). This means that the owners of these cars will not pay tax.

If the owner purchased or sold a car in the reporting year, then he will pay transport tax only for the number of months that he actually owned the vehicle. So, if the car was purchased after the 16th day inclusive, then this month should not be taken into account when calculating the amount of transport tax. If the car was purchased before the 15th day inclusive, this month will be taken into account when calculating the amount of transport tax.

What multiplying factors are used?

The provision on the increasing coefficient is a kind of analogue of foreign laws obliging citizens to pay a luxury tax. Its value depends on the cost of the vehicle and the year of manufacture. The newer and more expensive the car, the more its owner will have to pay. The maximum increase coefficient is 3. For the same car, every year the coefficient may (but will not necessarily) decrease until it disappears completely. Table 1 shows increasing factors depending on the cost of the vehicle and its age.

As can be seen from the table, cars over 20 years old are not subject to “luxury tax”, regardless of their cost, and owners of vehicles whose cost ranges from 3 to 5 million rubles will be forced to pay the tax for only three years from the date of release of the car . This table is also generally accepted and is valid on the territory of all constituent entities of the Russian Federation.

Tax amount depending on region

Residents of Crimea and Ingushetia pay the least transport tax. Most of all are residents of Moscow and St. Petersburg. These indicators are explained by the difference in living standards, the cost of living and the average monthly salary of the regions. So, if in Moscow the cost of living is 16,160 rubles, then in Crimea it is only 9,803 rubles. Table 2 shows the top 5 lowest tax rates in the Russian Federation.

The rate in the table is indicated in Russian rubles per horsepower. To calculate the total amount, this figure must be multiplied by the number of horsepower of a particular vehicle. Power is inclusive. That is, an engine that has 150 horsepower should be classified as the second category, and an engine that has 151 horsepower should be classified as the third. Thus, the tax is calculated using the following formula:

TN = NS x LS x (KMP / 12) x KP, where:

  • TN is a transport tax;
  • NS - tax rate;
  • HP - car engine power, expressed in horsepower (not to be confused with power expressed in kilowatts);
  • KMP - the number of months of use of the vehicle;
  • KP —increase factor.

This formula is the same for all regions of the Russian Federation. Here are some examples of calculating the total amount depending on the tax rate, engine power, increase factor and number of months of use. To do this, you need to use the above universal formula.

An example of calculating the amount of transport tax

Citizen Ivanchenko B.E. there is a car with a power of 150 hp, costing 3.5 million rubles, 1.5 years old, registered in the Tomsk region on April 10, 2017. According to the formula, citizen Ivanchenko must pay a transport tax equal to: 10 (tax rate) x 150 (horsepower) x 0.75 (actual number of months of using the car 9/12) x 1.3 (the value of the increasing coefficient) = 1462.5 rubles.

You can find out the engine power from the vehicle's technical passport or engine technical passport. If these documents are not available, you can use the catalog of the automaker that produced the vehicle. In the case where the power is indicated in kilowatts, it is necessary to multiply this value by 1.35962 and round the resulting result down.

The calculation of transport tax is the responsibility of the local tax office. At the place of registration of the car owner, the Federal Tax Service sends a notice of the need to pay tax, where its amount is already indicated. If no notification has been received, the owner of the car must independently contact the Federal Tax Service at the place of registration and indicate that he is in possession of the car. This must be done before the end of the year that immediately follows the reporting period.

Who is exempt from paying?

Not all vehicles are subject to this tax. The legislation specifies 10 categories of vehicles, the owners of which, whether individuals or legal entities, do not have to pay this fee. The need to abolish the tax is due to the availability of benefits for a certain category of persons and the peculiarities of doing business by individual enterprises (entrepreneurs). Vehicles that are not subject to transport tax include:

  • Boats, provided that their motor power is no more than 5 hp;
  • Cars intended to be driven by disabled people, or cars purchased through assistance from social security authorities, whose power does not exceed 100 hp;
  • Water vessels intended for fishing;
  • Any types of vehicles that are owned by an organization (IP) whose main activity is the transportation of people;
  • Equipment owned by agricultural producers and intended for agricultural work or production of agricultural products;
  • Vehicles, the right to drive which belongs to the military department;
  • Vehicles that are currently stolen, if this fact is confirmed by a corresponding certificate from the traffic police;
  • Flying vehicles owned by air ambulance and medical services;
  • Sea and river vessels registered in a special register;
  • Offshore platforms and installations.

This list is open. This means that it can be supplemented in accordance with decrees and bills adopted at both the local and federal levels. For example, service in the Ministry of Internal Affairs (police) is equivalent to military service. This means that vehicles, the right to drive which belongs to the specified structure, will also not be subject to transport tax.

Conclusion

The transport tax is intended to replenish the regional budget. Based on its (budget) needs, local authorities set a tax rate, which ultimately determines the amount of the specified tax. The state applies a differentiated approach to determining the amount of TN. The bottom line is that the cheaper the car, the less the owner will have to pay for it.

Regions with the lowest transport tax

Many car owners are interested in the question of where in Russia the lowest transport tax will be in 2019, and where it is now most profitable to use a personal car. This cannot be answered unambiguously, but it is believed that the most moderate rates are provided in the Republic of Crimea and Ingushetia. But next year the authorities are planning serious changes that could significantly correct the current situation.

Basic facts about transport tax

In search of an answer to where the smallest transport tax is in Russia, you should first understand what it is. This is a mandatory fee to the regional budget, which is payable by all persons who own personal vehicles. This applies equally to individuals and legal entities. The size, amount, terms of payment and basic details are determined by local legislation. The characteristic features of this collection are:

  • The amount of tax depends on the rate, which is determined regionally.
  • An individual does not need to carry out calculations on his own; the inspection does this for him and sends a notification to the registration address 1-2 months before the payment date.
  • The obligation to pay tax remains even if the receipt is lost in the mail or the person does not receive it.
  • Preferential categories of citizens, as well as vehicle owners if they have been put on the wanted list, are exempt from paying the fee to the treasury.
  • The tax is a special type of compensation for damage to roads by transport and harm to the environment.
  • The fee is charged for the entire month, even if the owner owned the car for only one day.
  • For old and very expensive cars, there is a multiplying factor that increases the total amount by an average of 2-3 times.

Whether it is the largest or the smallest transport tax in Russia, it is determined at the regional level. This right is granted to local authorities by law. When setting the rate, the car’s power, its age, exhaust emissions, cost (for a Bugatti the amount is higher than for a Zhiguli) and other factors are taken into account.

Attention! All vehicle owners are required to pay tax, regardless of whether the vehicles are actively used or parked in the garage all year.

The money received into the budget is used to repair roads and carry out activities that reduce environmental damage from exhaust gases (planting new trees, organizing green areas, etc.). In the near future, the issue of abolishing the fee is being considered in order to include compensation in the gasoline excise tax. According to the legislator, this will allow a more fair distribution of the tax burden. Those who use roads more actively pay more for their repairs. But the bill is currently only under consideration.

How is transport tax calculated?

It is impossible to say exactly where the lowest transport tax is in Russia, since the amount is determined for each person individually, based on the data provided to the tax authority. The objects are cars, buses, motorcycles, scooters, airplanes and other vehicles registered in the prescribed manner. Tax payment is carried out at the location of the equipment. Calculations are carried out as follows:

TN – Transport tax

CH – Tax rate

NB – Tax base

KMV – Number of months of ownership

PC – Increasing factor

The key values are the age and cost of the car, as they increase the rate several times. The price for the vehicle is determined by the Ministry of Industry and Trade of Russia. An individual pays tax on a receipt, while the owner organization is obliged to carry out calculations independently and make payments in advance, from which tax will be deducted.

Why are tax rates different in regions?

Tax rates in different regions and cities of our vast country differ not only in the automotive sector, but also in other areas. This is explained by the fact that each subject was given the right to determine the rate independently, taking into account the specifics of the area, the level of salaries of the population and additional factors.
Regions are allowed to increase or decrease car taxes by no more than 10 times. Some areas have very large gaps between each other, this may seem unfair, but if you compare the average income in those places, then everything almost always falls into place.

List of regions: where and how much they pay

Citizens in all regions of the country are required to pay transport tax on expensive and cheap cars. The generated rates can be high or low, depending on a number of factors. An increased load is provided for residents of Bashkortostan, Mari El, St. Petersburg, Vladimir and Voronezh regions. Reduced rates exist in Crimea, Chukotka, Sakha-Yakutia. Perhaps, over time, Russia will eventually abandon the link between transport tax and vehicle power. But until this happens, engine performance remains one of the most important criteria when choosing a vehicle. As you know, the smallest coefficient (and in some regions of the country - completely zero) applies to cars with engines up to 100 hp. With. In this regard, we decided to compile a list of the most popular models whose power does not exceed a hundred horsepower. Sales data was provided by the analytical agency Autostat.

10. Kia Picanto

The tenth place is occupied by the Kia Picanto city hatchback - in the first quarter of 2019, this model sold 910 copies. The car is available with two engines to choose from - a 1.0-liter 67-horsepower paired with a 5-speed manual transmission and a 1.2-liter 84-horsepower engine paired with a 4-speed automatic transmission. Where is the lowest transport tax in Russia

Transport tax in Russia is mandatory for any car owner. Its essence is that the owner pays a certain amount of money, depending on the power and cost of his car. The basic rate is determined by the general law of the country.

However, the exact rate can be determined for each region separately. Its establishment is carried out by local authorities. Transport tax is paid once a year. And as already mentioned, its exact cost depends on the power and cost of the car.

Transport tax in different regions

Each region of the country has an individual transport tax. However, all regions take as a basis the tax, which is determined by Russian legislation. And here it is important to consider that the initial rate may also differ, depending on the number of horses under the hood of the car.

However, it is worth taking the average value. Most of the residents of this country ride in vehicles with a power of up to one hundred horsepower. For such cars, the standard rate will be two and a half rubles. And here it is important to understand that regional authorities can exceed the above rate by no more than ten times. That is, the maximum tax on vehicles that have a capacity of up to 100 horsepower will be 25 rubles for each HP.

This maximum tax per horsepower must be paid in regions such as Volgograd, Kursk and Sakhalin. In St. Petersburg, things are a little better, and for every L.S. you need to pay 24 rubles. However, such figures are very large.

There are a few areas where the tax is very low indeed. These regions are: Kaluga region, Crimea, Transbaikal region, Mansiysk and Chukotka districts. In these regions, drivers must pay 5 rubles for each horsepower. Thus, you need to pay up to 500 rubles in tax per year.

Tax for other cars

But as mentioned earlier, this tax will vary significantly for different cars. The tax described above is for vehicles with a power of 100 HP. and less. If the power reaches up to 150 horsepower, the tax increases.

The increase will continue up to 35 rubles for each horsepower. With a power of 151-200 horsepower, the tax increases to as much as 50 rubles. And if the car reaches power from 201 to 250 horsepower, you will have to pay 100 rubles every year. But this is not the limit yet. If the car's power is 251 HP or more, the tax will be only 150 rubles.

At such facilities in each region there will be static transport tax indicators. This rate was established in 43 regions of the country. Also, even if the power is 100 horsepower, the transport tax may be increased if the price of the vehicle exceeds 3 million rubles. Taken together, all this can amount to a really huge tax, tens of thousands a year.
