Fine for an expired car purchase agreement
The purchase and sale agreement does not have an expiration date, so there is no need to worry about what will happen if it expires. However, by late agreement we mean a 10-day delay in registering the car by the new owner. In the case of purchasing a car, this period is calculated from the date of conclusion of the purchase and sale agreement.
If you do not have time to register your car, you will be held administratively liable. The fact that the car purchase and sale agreement has expired upon registration will certainly be noticed by the traffic police officers, since to register a car, the purchase and sale agreement must also be presented among all the documents.
If you have expired the car purchase and sale agreement, pay the fine and register the car as soon as possible. There are no other options.
The rules for registering a car if the purchase and sale agreement for a car has expired are no different from regular vehicle registration. What happens if you don’t register your car within 10 days?
Late car registration
Untimely registration of a car for 2019, unfortunately, is not limited to just a fine. If you do not register your car within 10 days after acquiring ownership, you may face 2 fines, deprivation of your license, and even confiscation of license plates and registration certificates. But let's talk about everything in order!
Ownership passes from the seller to the buyer of the car at the moment of signing the purchase and sale agreement, and it is from this moment that the 10-day countdown for registration begins (clause 4 of the General Provisions of Order No. 1001). To do this, you also need to take out MTPL insurance (Part 2, Article 4 of the Federal Law “On MTPL”) - without it, the car will not be registered. The seller, in turn, can, upon application to the traffic police, terminate the registration of the car. Now that we know all this, let's find out what penalties await us for 2019 if we did not register the car within 10 days after signing the sales contract.
If you do not register a new car without license plates within 10 days
When buying a new car from us, just like when buying a used car, you acquire ownership from the car dealership. In this case, the car can be driven without license plates for the first 10 days after purchase (after all, registration has not yet been completed).
If you do not register such a car on time, then such a violation falls under two articles of the Code of Administrative Violations. You will be punished in the form of a fine in the amount of 500 to 800 rubles for driving a car that is not registered in the prescribed manner, as well as another fine of 1,500 to 2,000 rubles for citizens for the very fact of violating the registration rules (which has nothing to do with the management).
Article 12.1 of the Code of Administrative Offenses, part 1:
Driving a vehicle that is not registered in accordance with the established procedure shall entail the imposition of an administrative fine in the amount of five hundred to eight hundred rubles.
Article 19.22 of the Administrative Code, part 1:
Violation of the rules of state registration of vehicles of all types (with the exception of vessels under construction, sea vessels, mixed (river-sea) navigation vessels, inland navigation vessels, including small vessels), mechanisms and installations if registration is mandatory, entails the imposition of an administrative fine on citizens in the amount of one thousand five hundred to two thousand rubles; for officials - from two thousand to three thousand five hundred rubles; for legal entities - from five thousand to ten thousand rubles.
A fine under Article 19.22 can only be issued once for one violation and cannot be issued again at the next stop for the same violation. But repetition under Article 12.1 provides for a more severe punishment. The fact is that there is also part 1.1 of the same article, which provides for deprivation of rights for a period of 1 to 3 months or a fine of 5,000 rubles if you are caught a second or more time driving a car that was not registered in the first 10 days after the purchase.
In order for there to be a repetition, you must be caught a second time within a year after paying the first fine.
What is the fine for failure to register a new and used car?
Buying a car is a complex process. Choose a car that suits all the parameters, find a seller or the right car dealership, and conclude a comprehensive contract. There are a lot of nuances, but even after the purchase they do not end.
The next step that is necessary is to register the vehicle. Below we will tell you what penalties are provided for not registering a car and what new legislation has introduced on this issue.
Registration
According to the law, the period within which it is necessary to register a vehicle at the traffic police department is 10 days from the date of purchase of the car .
Documents for registration are submitted to the nearest traffic police department (at the place of registration or actual location).
The cost of registration is 2000 rubles .
It should be noted that today in the law there is no difference between the procedure for registering a new or used car.
The only difference regarding new cars is that to carry out this operation at the traffic police department, in addition to standard documents (passport, sales contract, PTS), you will also need to provide temporary (transit) numbers, which are issued at the car dealership.
Since 2013, the amount of the fine has changed if the owner of the car has not submitted documents for its registration. If previously this amount was minimal (100 rubles for individuals), now it has increased significantly.
Now the legislation provides for different types of fines for each category of car owners. This amount in 2019 is:
- for individuals - 1500-2000 rubles
- for legal entities - 5000-10000 rubles
- for officials - 2000-3500 rubles
In addition, if it is revealed that the driver was driving a car without proper registration, then in addition to the above fine, the owner will also face liability in the form of a fine of 500 to 800 rubles . In case of repeated violation, the sanction will be much more severe - a fine of 5,000 rubles or deprivation of a driver’s license for 1 to 3 months.
Also, the updated law added all-terrain vehicles and snowmobiles to the list of vehicles that require mandatory registration.
Legal entities
However, current legislation has made changes not only in the amount of the fine. So, if an organization, which by its type is a car dealer, buys a car that is registered, then in this case it should not register the car with the traffic police.
What are the consequences of not registering when buying a used car?
In addition to the fines listed above, untimely re-registration may result in other sanctions. If, after concluding a purchase and sale agreement, the new owner does not re-register the car, then in case of traffic violations, fines will go to the previous owner. He has the right to contact the traffic police in connection with the requirement to recognize these fines as illegal, since the car was sold, and to demand cancellation of registration.
In this case, the new owner will have to forcibly re-register the car, pay a fine for missing the registration deadline and pay a fine for violating traffic rules.
It should be noted that the seller can demand cancellation of the car registration only 10 days after the conclusion of the transaction , if the new owner of the vehicle does not voluntarily register it.
This is not the worst option facing the new owner. The seller also has the right to write a statement to the traffic police about the search or theft of the car, which is fraught with more serious consequences.
And the last case - the seller has the right, until the moment of re-registration, to demand cancellation of the purchase and sale agreement.
As you can see, none of these options bode well if the car is not registered in a timely manner. The best option in this case for both the seller and the buyer would be to contact the traffic police immediately after concluding the transaction to register the car.
Change of personal data and loss of PTS
According to current legislation, if the owner of a car has changed his personal data or lost his PTS, he will be issued a new passport. Re-registration of the car is not required here, nor is re-passing the exam.
Penalty for failure to register
The legislation currently provides for a fine for failure to register a land vehicle. All vehicles must be registered before the owner can fully possess and use them for his own purposes. What are the consequences of an unregistered car?
A fine for failure to register a car is not all the punishments that can await a driver.
When a person buys a used vehicle, he does not face a fine for late registration, since the car is already registered. However, on the 11th day after the transfer of the vehicle, the seller can submit an application to the traffic police department and remove it from registration using an agreement confirming the departure of the car from ownership. In this case, the fine for the new owner is already real.

- deprivation of rights;
- confiscation of license plates and registration certificates.
According to the law, before registering, a citizen is required to submit only the license and registration certificate of the previous owner, if the car is used. In practice, the inspector may not believe it, so it is better to have the vehicle passport and the sales contract with you.
Problems that arise when registering a car
Problems may arise if the information from the documents does not correspond to reality. This happens for various reasons: replacement of parts, color changes or major design changes. All transactions must be indicated in the PTS, otherwise registration will be denied.
When buying a used car, you need to keep all documents in case it turns out to be stolen. In this case, without documentary evidence, the new owner will be liable according to the law.
There is a ban on registration if all fines for the car have not been paid off.
Forewarned is forearmed. Every car owner should know what the fine will be if the car is not registered on time, how much registration will cost and what problems may arise.
