Fine for losing a car number
What is the fine for losing a car's license plate?
The state number of a vehicle is the main identification mark of a car, which allows, if necessary, to identify its owner and find out all the necessary information about the vehicle. Sometimes a license plate is a target for criminals who may install it on another vehicle in the future to commit illegal acts. In addition, the sign may simply fall off on the road due to poor fastening.
In such cases, car owners are concerned with the question of what fine for losing a car number is provided for by the legislative framework and what should be done about it.
What should not be done if you lose your license plate?
The loss of a state number is very difficult to identify immediately after the incident. Most often, the driver discovers this fact upon arrival home. There are many reasons why a registration plate may disappear:
- fast driving;
- poor quality of road surface;
- poor fastening;
- theft.
If a driver has lost his car license plate, the material below will tell him what to do in 2019. You should immediately focus on what you should not do in such a situation.
Many car owners, in search of a solution to this issue, opt for the option of making a duplicate license plate. At the same time, they do not contact the traffic police department, but use the services of dubious companies. In this case, the issue will be resolved as soon as possible.
However, another problem arises - a lost or stolen license plate remains valid, which means that within the city or country as a whole there will be two vehicles with identical license plates. If illegal actions are committed, the owner of the car will be held accountable. In addition, driving with a duplicate license plate is an offence. New license plates can be issued only after old ones have been disposed of.
What to do if you lose your license plate?
Restoring a license plate if lost must begin with filing an application with the traffic police service . Here, the department's employees will check to see if the license plates were seized by law enforcement officials. If there are no problems, the driver chooses one of the ways to resolve the problem.
This option includes vehicle license plates When re-registering, you may need to provide the following documents:
- passport;
- vehicle registration certificate;
- vehicle passport;
- insurance policy;
- driver's license;
- certificate of temporary registration (if available);
- power of attorney for the car (if available).
The re-registration procedure will take three days . Sometimes there is a need to undergo unscheduled maintenance. After paying a state fee of 2,500 rubles, the car owner is provided with a new license plate. In this case, a corresponding entry is made in the vehicle passport and a copy of the vehicle registration certificate is issued. The reason for issuing a duplicate is also indicated here.
This method began to operate after certain amendments were made to the legislative framework on October 15, 2013. This method involves installing a duplicate in a specialized company that has the appropriate permission . The procedure is officially approved by government agencies.
If only one number was lost, then the driver may not contact the traffic police department at all. In this case, the car owner must provide the company with a vehicle passport and his own driver’s license. If the license plate was stolen, then the driver must attach a statement of refusal to initiate criminal proceedings to the above list of documents.
Advice! Even if the vehicle registration plate was stolen, it is not recommended to note this fact in the application. Based on this, police officers are obliged to initiate a criminal case, until the closure of which the driver will not be able to obtain new license plates. It would be more advisable to report the simple loss of registration plates.
License plates must be produced using modern equipment in compliance with certain technologies. The new registration number must contain a holographic marking. Without meeting these requirements, the manufacturing company will not be able to obtain a license.
Loss of transit numbers - recovery features
The procedure for restoring a lost transit number is no different from restoring regular license plates. The process includes re-registration with the traffic police with the provision of the necessary package of documents. It should be noted that if the transit number was lost, the driver will be issued new registration plates of the same meaning.
Fine for losing a license plate
Many car owners are concerned about the fine for losing a license plate on a car. In accordance with paragraph 2.3.1 of the Traffic Regulations, a lost license plate is interpreted as a technical malfunction, in the presence of which the operation of the car is prohibited.
There is no direct fine for the loss of a license plate on a car. However, driving without registration plates is a direct offense, punishable by a fine of 5,000 rubles . An alternative penalty is deprivation of a driver’s license from 1 to 3 months .
All this is regulated by Article 12.2 of the Code of Administrative Offenses of the Russian Federation, which states that appropriate penalties can be taken in the absence of a license plate, its installation in a place not intended for this, as well as when driving a car with signs that cannot be identified (presence of dirt, mesh, rust or mechanical damage).
Important! The fine for missing one license plate is the same as the fine for missing two license plates.
When operating a vehicle, it is very important to monitor the condition of registration plates. High-quality fastening of these elements will free you from the further need to take all measures to restore lost signs. And given that such a procedure may involve additional financial costs, the driver himself is interested in monitoring the condition of the license plates.
Actions in a situation where you have lost your license plate number
If a car owner has lost his car license plate, then he should know what to do in such a situation. After all, driving without registration plates is prohibited, which means that the driver will face fines.
Contacting the traffic police
If a driver has lost his license plate and doesn't know what to do, this can lead to serious problems. The fact is that administrative legislation provides for a fine for driving a car without registration plates.
The fine for losing a car license plate is approximately 5,000 rubles. In addition, the car owner’s driver’s license may be taken away for up to 3 months. This amount is paid specifically for driving a car without a license plate, and not for loss. Moreover, it does not matter whether one sign is missing or both, since this does not affect the size of the fine.
That is why, if you have lost your car license plate, you should immediately contact the traffic police. It doesn’t matter if only one sign is missing or both at once. The procedure for changing numbers is standard. You will have to write an application and wait until new license plates are produced. But since you will still have to restore them, it is better to do it right away, without waiting for administrative penalties.
The owner of the vehicle must go to the traffic police, even if it is his wife who has lost the license plate of the car and does not know what to do. In this case, a statement must be drawn up. The license plate on the car is lost or stolen, but the document must indicate the reason “Lost under unknown circumstances.” The applicant must also indicate that the license plate number of the car is not in the traffic police.
To correctly prepare the paper, you can use a sample that will be provided to the driver at any traffic police department.
Restoration of state numbers will begin immediately after submitting documents. If the number is lost, the owner must attach the following documents to the application:
- passport;
- a certificate confirming that the vehicle has been registered;
- vehicle registration certificate;
- insurance policy;
- driver's license;
- additional documents.
In addition to the above papers, the applicant may need a power of attorney or a certificate of temporary registration. The application and documents are reviewed for no more than 3 days, after which the owner of the car receives new license plates.
In case of loss of numbers, all information about them will be excluded from the corresponding traffic police database. In the documentation for the car, a note is placed that the state signs are listed as lost. After accepting the documents, the traffic police inspector is obliged to check the car and compare its data with the information specified in the PTS.
If employees refuse to issue new registration plates for a vehicle, a written explanation indicating the reason should be requested. Based on it, it will be possible to file a complaint to higher management or a lawsuit.
Help: Naturally, you will have to pay a state fee to obtain other license plates for your car. Many people are interested in how much it costs to replace a state license plate. This amount is 2,500 rubles.
Unofficial way
Not everyone knows what to do if they have lost their license plate number. Most often, the loss of state signs is discovered already at home and they are in no hurry to contact the traffic police. Signs are lost primarily for the following reasons:
- due to driving at high speed;
- due to bad roads;
- when a number is stolen for ransom;
- due to poor quality fasteners.
And many car owners immediately begin to look for a way to avoid contacting government agencies. The only legal way is to make a duplicate. But in addition to licensed companies, there are many scammers operating on the market, so car owners should be careful.
When contacting specialists to make a duplicate, you should know for sure that the license plates were not stolen. If they are used by criminals, and the owner travels with duplicates, serious problems await him.
If you lose state signs (provided that they were definitely not stolen), you should not file a corresponding complaint with the police. Otherwise, a criminal case will be opened regarding the theft, and new signs will not be issued until it is closed.
If the problem is how to restore numbers using duplicates, then first you need to find a reliable company. This can be done by visiting the official website of the traffic police, where there is a list of verified companies. The advantages of this method include:
- quick receipt of new license plates;
- no need to stand in line and explain the reason for the request;
- low cost of service.
If the owner has lost only one of the state signs, then you only need to provide a copy of the registration certificate and your own driver’s license. A duplicate will be made in a maximum of an hour. When both signs are lost, the owner of the car will first have to contact the police and get a certificate stating that no criminal case was initiated.
When contacting such specialists, you should immediately find out whether their products comply with GOST. Otherwise, the driver may be held accountable for such signs. They should also have a special hologram, just like the license plates issued by the traffic police.
The cost of such a service varies depending on the region, urgency and requests of specialists. But if you consider that you will have to pay about 2,500 rubles to the traffic police, then for duplicates you will most likely need to pay less than 2,000 rubles. But if delivery is required, it will be paid additionally.
Transit numbers
If special transit numbers are lost, the car owner should be aware of some differences in the restoration procedure. Firstly, they are valid for only 20 days, so you should hurry with contacting the traffic police. Secondly, it is easier to order new transit numbers than to restore old ones. Plus, it will be cheaper.
Having figured out what needs to be done to recover lost license plates, it is much easier for car owners to solve this problem. This is especially true for novice drivers who do not know the nuances of this procedure. The main thing is to replace lost state signs as quickly as possible so as not to pay a fine.
Fine for losing a car's license plate
State registration plates or state registration plates are the main means of identifying a car and its owner, which is stored in the main information database of the traffic police. According to the Rules, every car owner is obliged not only to issue license plates in a timely manner, but also to monitor their condition and safety.
Unfortunately, the last point does not always depend on the vehicle owner. The reason for this could be either a simple accident in the form of a sign falling off, or the actions of hooligans or criminals who are going to use the stolen numbers for further use for criminal purposes. What to do if the license plates turn out to be stolen and what is the fine for losing a car number?

+7 (812) 309-17-81
Let's start with what you shouldn't do. Since drivers generally learn about the loss of license plates after the fact, most of them turn to the relevant firms and companies that provide license plate restoration services.
Undoubtedly, this will be faster than contacting the traffic police to obtain new license plates. But, again, it is worth remembering about the possible actions of attackers, which could lead to undesirable consequences for the owner of the car and his GRZ. Since in such a situation two vehicles with identical license plates can travel on the country’s roads, this will complicate the work of state inspectors and increases the likelihood of, at a minimum, unexpected fines issued in the name of the car owner. Or, as already mentioned, attempts to make an unsuspecting driver the culprit of any crime are not excluded.
Fine for losing state number
The legislation does not define a fine for the loss of a car license plate as such. Instead, the decree fines the driver for driving without a license plate, which is operating a car with technical defects, and this is strictly prohibited. In this case, the punishment is regulated by Article 12.2 of the Code of Administrative Offenses of the Russian Federation.
It is necessary to note that this article prescribes administrative punishment not only for the absence of vehicle registration plates, but also for their improper appearance . In particular, if they are dirty, or attached in the wrong place, or covered with mesh, or have been subject to other mechanical damage that makes it difficult to recognize the numbers on the plate to determine the necessary information.
Additionally, you should know that the fine for the absence of a state number or technical discrepancy of one state sign is completely identical to the amount of the penalty for both state numbers.
How to recover if a car's license plate is lost
To restore registration plates, the driver must contact the nearest traffic police department with a corresponding application. At the same time, service employees will have to check whether the lost numbers were simply confiscated by representatives of the state inspection.
After the information is confirmed, the car owner has the right to use one of two methods to replace or restore the car’s license plates.
Method 1 - Official restoration of the state car number
Regular re-registration of license plates for vehicles. The following package of documents is required:
- passport,
- STS,
- vehicle registration certificate,
- compulsory insurance policy,
- driver license,
- document on temporary registration, if you do not live in the city where you are registered,
- power of attorney for the car, if available.
The re-registration itself takes from 3 days; you may be asked to undergo unscheduled maintenance. To obtain a state registration certificate, a state duty of at least 2,500 rubles . The owner is given a copy of the vehicle registration certificate and a corresponding note is made in the vehicle passport. The application also indicates the reason for re-registration of the vehicle's license plate.
Method 2 - Making a duplicate of state registration. numbers
Despite the fact that changing license plates without contacting the traffic police is undesirable, there are some official assumptions that make the life of drivers easier. Such actions are allowed to manufacturers by the state. But this only applies to situations where only one of the two license plates was lost. Then, instead of contacting the road service, the car owner brings the vehicle passport and his driver’s license to the license plate restoration company.
If the license plates were stolen and not lost, then the company must also provide a statement in which the driver refuses to initiate criminal proceedings.
As practice shows, even if your license plates were stolen, you should not mention this in a statement to the police; it is enough to simply indicate the fact of the loss of plates with registration plates. Otherwise, representatives of the law will be obliged to initiate a criminal case, and only after its closure will the car owner be able to obtain new license plates for his vehicle. The latter must be made on a metal base using modern equipment and special technologies, and also contain holographic markings.
Loss of transit numbers
Unlike regular license plates, transit registration plates are valid for only 20 days, so if transit plates are lost, it is much easier not to restore them, but to order new registration plates. In terms of finances, to some extent, it will be cheaper, and not so much time will be spent.
Despite the fact that many lost car license plates are victims of circumstances or hooligans, the absence of an important plate on a car should not be taken lightly. It is much easier to immediately try to resolve all the issues, so that later you do not receive fines for the lack of identification marks or for the actions of other people who used the numbers registered in your name at the traffic police.
How to recover a lost car number? How much does it cost and what is the penalty for loss?
Lost my state number
It is quite easy to restore the registration number, but you will have to pay a little for it. In 2019, there are 2 options to do this, and one way allows you not to even contact the traffic police. We will discuss in this article what to do first if you lose your license plate, what the fine is for this, what the consequences are for losing the front and rear signs and a number of other subtleties.
Lost your number – what are the consequences?
There are, in fact, more of them than you might think at first glance:
- from the most obvious - you will have to restore the lost license plate, and this costs money, albeit small,
- driving a car without a license plate is prohibited by traffic regulations, and this can result in deprivation of your license or a large fine,
- if someone finds it and uses it for malicious purposes, then, as a lesser evil, you will receive a “chain letter” from the camera, and in the worst case, a criminal case may be opened, but this is rare.
What to do first?
Trying to find him. But this is often very difficult to do, although you can remember where you were driving on a rough road, driving too fast through artificial bumps, and so on.
But the main thing is that you cannot drive a car with a lost license plate - this can lead to the loss of your license.
The norm of Article 12.2, Part 2 of the Code of Administrative Offenses of the Russian Federation provides for a range of penalties depending on aggravating and mitigating circumstances, as well as the presence of previously imposed penalties:
- a fine of 5,000 rubles for driving without a front or rear license plate or in the absence of both at the same time,
- deprivation of the right to drive for 1-3 months for the same offense.
And, if in the case of a rear registration plate you can somehow go unnoticed while driving past the traffic police crew, then with a lost front registration plate this is much more difficult to do. Although, employees on the road very often look after those cars that they do not stop, and if they detect the absence of a road protection device, with a high degree of probability they will follow you.
Do I need to report theft?
No. This is not necessary, even if they were actually stolen and you did not lose them yourself.
Despite the fact that you will find a lot of information on the Internet that allegedly submitting “for theft of license plates” is mandatory or, conversely, you should not do this, otherwise you will not be given duplicates at the issuing points, this does not correspond to the truth. As of 2019, you simply will not find legal acts that would oblige you to report loss or theft to the police. But there is also no converse - in fact, if you are deprived of property (although the state land plot is formally the property of the state), it is your right to submit a corresponding application to the police department. But not an obligation.
Moreover, even the official portal of State Services recommends in its instructions to simply contact the traffic police or to obtain a duplicate to replace the lost registration number.
Can I print it myself to get there?
No. This will not only not save you from a fine or possible deprivation, but will certainly lead to the latter, and for a longer period.
The fact is that in the case of installing a personally made license plate to replace a lost one, 2 standards of liability are immediately imposed:
- directly for installation - part 3 of article 12.2 of the Administrative Code: fine 2,500 rubles,
- driving with false license plates – part 4 of article 12.2: deprivation of rights for a period of six months to 1 year.
What does this have to do with false signs?! After all, we don’t change them, we simply print the same ones, but on our own surface! But the Supreme Court in its recent Ruling indicated that these are precisely false numbers.
Where can you recover in 2019?
Today there are 2 possibilities to do this, which differ fundamentally in the fact of replacing the alphanumeric designations of the lost license plate, the cost and duration of the procedure.
So, there are 2 authorities that can help you solve the problem if you have lost your car number:
- Traffic police - here you can get new numbers, but only both and only with different symbols,
- point of production of the registration mark - essentially here you receive a duplicate of the registration mark after loss.
You can contact any of them. But it must be understood in the context of where you want to recover lost PGR that both bodies provide vastly different procedures.
- If at the point of manufacture you simply receive a new piece of iron with the same alphanumeric designation, and you can replace either one sign or both,
- then at the traffic police you will only receive a complete re-registration of the car with the receipt of new license plates with new numbers and letters, as well as changes to the title and the issuance of a new registration certificate.
You can find a complete list of production points on the official website of the traffic police. Select your city in the drop-down list, and the map and list below will show all such points in your city.
This is what the map looks like using Moscow as an example:
If you plan to contact the traffic police with a lost registration plate, then you need the registration department of the inspectorate. You can also find a list of these on the traffic police website.
What is the price?
According to the 2 different possibilities to restore a lost number, the cost of these procedures is also noticeably different.
Making a duplicate of a lost state number is a cheaper service. But prices are set freely by production points. On average, they range from 600 to 1,500 rubles for one GRZ - front or rear.
But re-registration of a car in order to assign new license plates, if you have lost even one, costs a fixed price in the state-established tariff in the form of payment of state duties:
- 2,000 rubles for issuing new license plates to replace those you lost (1,500 if we are talking about a motorcycle or a car trailer),
- 500 rubles for issuing a new STS (the old one is invalid, since it contains old license plate numbers),
- 350 rubles for changes to the PTS (or 800 for issuing a duplicate passport if the old one runs out of space).
How to recover?
So, the procedure for obtaining a duplicate registration certificate at the points of their production is extremely simple: you simply arrive at the address you found in advance, be sure to take with you the registration certificate (pink plastic A6 size) and, just in case, your civil passport.
This procedure takes from 10 minutes to 1 hour. And a number of points can bring a new license plate to replace the lost one directly to your home for a fee (we remind you that it is prohibited to drive your own car without license plates; this will result in a fine or deprivation of your license).
But the procedure for restoring a lost registration number through the traffic police is a little more complicated. But here, too, there are 2 ways: you can submit an application through State Services - it’s faster, eliminates some bureaucracy and, when paying through the portal, gives a 30% discount on state fees; or directly to the traffic police department, but be prepared for the fact that they may not actually accept you, sending you to the state police portal - this is illegal, but alas, it will take a long time to prove you are right.
If you have lost your number, it will be faster to submit an application through the State University website. Go to the appropriate section on the portal, click on the “Get a service” button, fill out all the fields of the form and at the end select the traffic police MREO department that is convenient for you and the date and time of the appointment.
Based on the result, they will accept your application, immediately assign new numbers and produce them (as a rule, the total time takes no more than 1 hour) and give them to you. There is no need to present the vehicle for inspection to restore the GRZ.
What will happen to the old number?
If you submit an application to the traffic police to change registration plates due to loss, then you will be assigned new alphanumeric values of the number. But the old ones, according to the regulations, must be put on the wanted list. But no, they will not be specifically looked for, raising the investigative committees and other services - they will simply become invalid, and if you find them (whether it is the front license plate, the rear one or both) and hand it over to the department, they must be disposed of.
Meanwhile, in 2019, unfortunately, it is quite likely that you have already changed your license plates, and fines will continue to come under the old ones - this is if someone suddenly finds your lost license plate, attaches it to themselves and drives over the limit under auto-fixation cameras . Despite the announcement of registration plates on the wanted list, the GIMP AIS system tends to lag and the data is not updated on time. Such fines should be appealed by attaching a copy of the registration certificate with new numbers and a copy of the application to the traffic police to change the license plates.
But when making a duplicate, none of those in power will know that you have lost the number, so the situation described above is also real, but appealing such a fine is more difficult - you will have to prove the loss and, with repeated “letters of happiness,” still change the license plates to others.
What is the fine for losing a car's license plate?
Fine for loss of state car number is provided for by the norms of the current legislation on administrative offenses (Article 12.2 of the Code of Administrative Offenses of the Russian Federation). This penalty is applied to the person who is the owner of the vehicle. Based on clause 2.3.1 of the Traffic Regulations, the loss of license plates is interpreted as a technical malfunction that makes further operation of the vehicle impossible.
What to do if your license plate is lost?
If the license plate number of a vehicle is lost, its owner must immediately worry about its restoration. It is quite possible to restore a license plate; to do this, you need to submit a corresponding application to the traffic police authorities to re-register the car. It is worth noting that this is one of the existing methods of restoring license plates.
The following documents must be submitted along with the application:
- A certificate confirming the registration of the vehicle.
- Applicant's passport.
- Driver license.
- Passport for the vehicle.
- Insurance policy.
- A receipt confirming the fact of payment of the state fee.
It should be taken into account that this list may include documents that confirm the right of a specific person to use a vehicle (this may be a power of attorney or an agreement). Such documents are relevant if the driver of the car is not its owner, but only uses it legally.
The re-registration procedure, as a rule, takes at least 3 days (working days), and you will have to pay 2,500 rubles for such pleasure.
In addition to re-registration, a car owner who has lost his license plate can order a duplicate license plate. To do this, you need to contact a company that has special permission to provide this type of service. Such actions are completely legitimate and do not go beyond the current laws.
Many car owners prefer this option, because by using it, you can get a duplicate license plate on the same day (paying extra for urgency). But this option is not always preferable, since it can lead to negative consequences. That is why it is necessary in each specific situation to determine what to do next, based on the existing circumstances.
If you know that the license plate for your car has been lost, and have at least an approximate idea of where it might be, you should try to look for it. If you did not travel long distances that day, then this measure will be cheaper and will save time.
In cases where it is unrealistic to determine where exactly the license plate number may be located on a vehicle, you need to immediately decide: to re-register the car or make a duplicate license plate.
In a situation where the numbers have been stolen, you should immediately contact the police with a free-form statement, in which you set out in as much detail as possible the circumstances under which this happened.
What is not recommended to do if you lose license plates?
If you know for sure that the license plate was actually lost and not stolen, then it is advisable, of course, to order a duplicate of it from a specialized company and continue to operate the vehicle.
But, if the license plate number of the car has been stolen, or there is a risk that it can be used by fraudsters for their own selfish purposes, then it is better to contact the traffic police to re-register the vehicle. In such a situation, it is better to be on the safe side, since lost or stolen license plates can be used to commit a crime. And the responsibility for the offense committed will be borne by the person to whom the specified license plates are registered.
For this reason, if you are not sure that the lost license plate will not be used for criminal purposes, it is better to apply to the police and then to the traffic police in order to re-register the car. It may take a little longer, but you will be sure that you will be accused of something you never did.
What is the fine for losing a license plate number?
The current legislation establishes that if a car owner operates his vehicle without license plates (regardless of whether they were lost or stolen), he must be punished by a fine. Its size is 5000 rubles.
This measure of liability can be replaced by deprivation of a driver’s license for a period of one to three months. These types of penalties apply not only if the license plate is missing, but also in the following situations:
- The state number is installed in a place that is not provided for this purpose;
- If the vehicle is operated with signs that for some reason cannot be identified (all or individual digits of the number cannot be seen due to mechanical damage, rust, dirt).
How to protect yourself from losing your license plate?
As a rule, the owner of the car notices that the license plate is missing when he arrives home, or, conversely, leaves the house. To minimize the risk of losing your license plate number, you must adhere to the following rules:
- drive on roads with good surface – this rule cannot always be observed, since there are very few good roads;
- use a special mount for license plates;
- try to drive at medium speed.
It is also very important to inspect your vehicle after each trip to ensure that the license plates are where they should be. This will only take a few minutes, but will reduce the risk of being fined a significant amount. It will be much worse if a traffic police officer notices such a loss before you. It wouldn’t hurt to check the security of the license plates from time to time.
