Important information about traffic police fines
The maximum amount of monetary payments for traffic violations is 50 thousand rubles. The payment period is 60 days. It is considered from the moment the decision entered into legal force. The offender (driver, owner of the vehicle) is given a 10-day period to appeal this decision.
If we are talking about a “chain letter” (sent when a violation is videoed and photographed), then the payment period begins to count from the moment the violator receives it in person.
About the possibility of receiving installments
The maximum installment period that is provided to the violator to pay the traffic police fine is 3 months. It can be obtained by citing a difficult financial situation.
About the consequences of non-payment
At the end of the 60-day period, the traffic police officer waits an additional 10 days. This time is allocated for processing last-minute payments. If the fine has not been paid, the case is transferred to the Bailiff Service (Bailiff Service). A case is also initiated under Part 1 of Article 20.25 of the Code of Administrative Offenses of the Russian Federation and sent for consideration to the court.
Failure to pay a fine will result in one of three penalties:
- Additional administrative fine of 2 times the amount. If you receive a monetary penalty in the amount of 2,000 rubles and fail to pay on time, the driver will be required to pay an additional 4 thousand rubles. The minimum amount of such a fine is 1000 rubles.

Bailiffs can also impose a ban on traveling abroad if the total amount of fines is from 10 thousand rubles, and seize property.
About the “burning out” of fines
The fine “expires” after 2 years after receiving the “chain letter” and the absence of any additional actions on the part of the SSP. Monetary punishment does not disappear anywhere if the defaulter hid from the bailiffs for the specified time. Another year after the fine expires, the violator will be marked in the database as an “involved person.”

An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. This is an outdated UIN format for the State Civil Code of the USPP and in 2016 the format was changed to consist of 25 digits and the first digits are 03554310 .
782 - a decree issued by MADI for violation of parking and stopping rules in Moscow. The total number of digits is 20. This is the old format for MADI ; in 2016, the format was changed to consist of 25 digits and starts with 03560430 .
How to pay traffic police fines at a discount?
Since 2016, it has become possible to pay 50% of the traffic police fine. The “discount” is valid only for 20 days from the date of the decision. After 20 days, the fine must be paid in full.
You should be aware that not all fines are covered by this law.
It does not apply to gross traffic violations: - violations while under the influence of alcohol and/or drugs (Article 12.8, Part 3 of Article 12.27, Article 12.26)
- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)

In addition, the discount is not provided for fines issued by the State Property Committee of the AMPP (for unpaid parking in Moscow). All other fines are subject to the discount.
How long does it take to pay traffic fines?
Within 10 days after receiving the fine, you have the right to appeal it. Next comes 60 days - this is the period for voluntary payment. Thus, the car owner has 70 days to pay the traffic police fines after receiving the decision.
What are the consequences of failure to pay fines?

According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:

The traffic police fine was dated when I did not use the car. How can this be?
It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.
If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.
First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.
The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .
