How much does it cost to restore?

The state service of the traffic police registration unit itself is free. But you need to pay a state fee to restore your rights. • if you provide a medical certificate to the traffic police, you will be given a new license for a new 10-year term,
• If you decide not to undergo a medical examination, the received certificate will be valid for the same period as the lost license was valid.

If someone (especially the inspector himself) talks about the mandatory nature of the certificate, then this is not true and a myth. The current PPRF No. 1097 on the procedure for issuing a license directly states that there is no need for it in its paragraph 32. And the corresponding changes to the legislation were made back in 2016.

Do I need to take a traffic test if I lose my license?

No. Despite the attempts of the initiators to amend the law and oblige all drivers to take an exam when replacing their license, this idea has not yet been implemented. In addition, this concerned the replacement of batteries after their 10-year validity period had expired.

If you submit a written (electronic through State Services) application, then the inspector must answer it in writing and motivate his answer.

We have already written about the step-by-step procedure for replacing a license, and today we will look in detail at a particular case: what to do if you have lost your license, and whether you can drive a car until you receive a new “card”.

Restoring a driver's license if it is lost is a standard procedure, equivalent, for example, to replacing it before it expires. New rights can be obtained in two ways: by personally contacting the traffic police department or by submitting an application through the State Services portal.

In case of personal application, you will first need to pay a fee of 2,000 rubles for issuing a new license, and then visit a traffic police department convenient for you, having with you a passport and a receipt for payment of the fee. When applying, you will need to fill out an application for a new driver's license (the form is issued on site) and attach a passport and receipt to it - the certificate will be issued to you on the same day.

If your rights are restored through State Services, you will need to submit an application for a driving license electronically and choose a date and time convenient for you to visit the traffic police. Before visiting, you will also need to pay a fee, and when visiting the traffic police, have your passport and payment receipt with you.

When submitting an application for a new license through the State Services portal and paying the state fee non-cash, you can get a 30% discount: in this case, the certificate will cost you not 2,000, but 1,400 rubles.

Driving a car without a license is, of course, a violation, but not a very serious one. Part 2 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation states that “ driving a vehicle by a driver who does not have documents for the right to drive it entails a warning or the imposition of an administrative fine in the amount of five hundred rubles .” Therefore, if you find that you do not have a license, then it is better to refuse to drive a car. But if you, for example, are moving along a country highway, then you can continue driving - you just have to remember that meeting with a traffic police inspector means a fine for you. At the same time, the received fine does not exclude the possibility of receiving it again - so you should not continue to use the car as usual until you are issued a new license.

The previously existing practice, when, having found out that the driver did not have a license with him, the inspector could remove him from driving and place the car in an impound lot, is no longer relevant. This is evidenced by Part 1 of Article 27.13 of the Code of Administrative Offenses of the Russian Federation: “in order to suppress violations of the rules of operation, use of a vehicle and driving a vehicle of the appropriate type, provided for in Part 1 of Article 12.3, the vehicle is detained and stored in a specialized parking lot until the cause of the detention is eliminated.” But part 1 is driving a car without registration documents, and driving a car without a license belongs to part 2, which is not covered by Article 27.13. That is, the inspector cannot send the car to the impound lot if you do not have your license with you .
