You are a buyer. Draw up a car purchase and sale agreement, include in the contract a clause stating that the previous owner leaves the license plates to you. Carry out a standard check before buying a car: check the passport data with the data in the title, check the car for restrictions and searches. You must make sure that you are buying a license plate (car) from its rightful owner.
