What documents are needed

To replace (or restore) your national driver's license you will need:

  • statement;
  • passport or, if you are changing it, a temporary identity card (if there is no registration information in the passport - a document confirming registration at the place of residence or place of stay (if registration is available);

  • medical certificate of permission to drive a vehicle - if you are changing your license due to its expiration or change in medical indications/restrictions for driving a vehicle;
  • a certificate of change of name, marriage or divorce, or another document on the basis of which the information specified in the rights has changed - if you change the rights for this reason (submitted upon request).

In addition, you need to pay the State fee for issuing a driver’s license is:

  • 2000 rubles - for a certificate on a plastic basis;
  • 3,000 rubles for a new-generation plastic-based ID card.

The following are exempt from paying state duty:

  • veterans of the Great Patriotic War;
  • disabled people of the Great Patriotic War;

When do you change your rights?

A driver's license is valid for 10 years. After this it must be replaced. Rights should also be replaced if:

  1. Personal information has changed, such as your last name.
  2. The license has damage that makes it difficult to identify the driver.
  3. The license was stolen or the driver lost it.
  4. Rights were issued on the basis of forged or expired documents.
  5. New medical conditions have emerged that limit the ability to drive a car. For example, if a person is blind in one eye, his car must be equipped with parking sensors or a parking system. This will be noted on your driver's license.

If the license has expired and the driver does not change it on time, he may face a fine - from 5,000 to 15,000 RUR.

How rights are changed

There are three options for replacing your license: at the traffic police, through the MFC and on the government services website. In all cases, a medical report, passport and old license will be required. They say they also ask for SNILS, but I didn’t need it.

In MFC branches. Rights are not changed in all MFCs. To find out which centers change licenses in your city, go to the catalog of services in your region, select the service “Issue and replacement of driver’s licenses” and look at the list of MFCs.

The exchange procedure will be as follows: come with a package of documents, take a coupon to receive the service “Conducting examinations for the right to drive vehicles and issuing driver’s licenses in case of replacement, loss (theft) and international driver’s licenses,” pay the state fee and wait for your turn. Then present your documents and take photos on the spot.

You will need to pick up your new rights here. The time period varies: in Moscow they are ready in about 10 calendar days, in St. Petersburg - in 15 working days.

Be careful when paying state fees. There is no discount through the MFC, as there is on the government services portal - you need to pay 2000 RUR. And carefully look at the OKTMO codes when paying - they differ in different areas, even in the same city. Check with the MFC you need to find the one you need.

I spent one hour getting a medical report, 5 minutes filling out an application on the website, and 30 minutes at the traffic police department. Here are the instructions.

To renew your license, you must undergo a medical examination. It is also called the driver's commission. This is necessary to determine whether the driver has medical contraindications or restrictions on driving a vehicle. Based on the results of the examination, a medical report is issued.

If your license changes due to a change of name, loss or damage, you do not need to undergo a medical examination again. If the validity period has expired or your health condition has worsened, for example, a disease has appeared that affects the ability to drive a car, a medical examination is required.

The list of contraindications, restrictions and indications is established by law. For example, driving a car is prohibited for people with epilepsy, people with mental disorders and behavioral disorders. For those with vision problems, there are restrictions on the type of vehicle: if a person is blind in one eye, he can drive a car that has an acoustic parking system.

Where to go. You can undergo a medical examination at any institution without reference to the place of registration. The main thing is that the institution has a license for medical activities to provide relevant services.

But there are exceptions: you can be examined by a psychiatrist and a psychiatrist-narcologist only in specialized medical organizations of the state and municipal health care systems at your place of residence or place of stay. Moreover, the organization must have a license for medical activities to provide “psychiatry” and “psychiatric examination” services.

If you live in St. Petersburg, but are registered, for example, in Yaroslavl, you can see a psychiatrist and narcologist in St. Petersburg only if you have registration at your place of residence. Otherwise, you will have to go to Yaroslavl for information.

Which doctors should I go to? For a medical examination for category “B” you need to pass:

  1. Psychiatrist.
  2. Psychiatrist-narcologist.
  3. Ophthalmologist.
  4. Therapist.

You will need to see other specialists if one of the doctors on the mandatory list refers you to them. A neurologist, ENT and EEG are needed for other categories of rights.

How to get through. It is better to start with a psychiatrist and narcologist. To do this, you need to go to the regional drug treatment and psychoneurological clinics at your place of residence and get certificates there. They are only valid for 30 days. If you don’t have time to go through the rest of the doctors, you’ll have to apply again.

Help is paid. For example, in St. Petersburg, a certificate from a psychiatrist costs 500 rubles, and from a narcologist - 600 rubles. They only accept cash.

Along with these certificates, you should come to the organization where the driver’s examination is carried out and undergo an examination by other doctors. You will be issued and given a form card on which the doctors will write down their conclusions. Certificates from a narcologist and a psychiatrist will be taken and pasted into this card. Instead, at the end they issue a medical certificate stating that you are allowed to drive vehicles of certain categories.

The driver's commission is not covered by the compulsory medical insurance policy, so even in a regular clinic you will have to pay for it. Without taking into account certificates from a narcologist and a psychiatrist, a commission in a clinic costs an average of 1,000 rubles, in a commercial center - 1,500 rubles. At the clinic they also ask for information about fluorography, blood type and Rh factor. I took a driver's test at a commercial medical center, and they did not ask me for fluorography or blood type information.

Men may also be asked for their military ID. But according to the law, a military ID or a certificate from the military registration and enlistment office is not required for a driver’s commission. If a military ID is urgently required, you can make a pre-trial claim to the management of the clinic. She entered into an agreement with you for the provision of paid medical services, and refusal to accept you is a violation of its terms.

I registered for government services several years ago. To file documents, such as a tax return, or obtain a passport, you must verify your identity.

To do this, you need to go to the MFC branch or certification center - the list is on the government services website. You can also confirm your identity through Russian Post - receive a confirmation code by registered mail.

Clients of some banks can confirm their identity without leaving home. For example, Tinkoff Bank clients can do this through their personal account.

You need to fill out an application only when you have a medical certificate in hand - you will need to indicate its number in the application.

On the website, the procedure is as follows: select the “Replacement of driver’s license” service and fill out a form where you indicate the details of your passport, old driver’s license and medical certificate.

The last step is to choose the place and time when you will come to replace your ID with a package of documents. I chose the nearest traffic police department and the morning time. I reasoned like this: failures happen everywhere and people are late. This accumulates like a snowball: if in the morning it is a few minutes of delay, then by the evening it may already be an hour. There are more free slots in the morning - I chose the time for the next day without any problems.

Choose how you want to receive the service. You should select “Electronic service”: if you select “Personal visit to the traffic police”, there will be no discount on payment. Fill out the form and indicate the details of the new medical certificate . Be careful. The form number is indicated at the bottom of the certificate. You don't need it, but the number next to the barcode. There is no need to indicate the series number. You will also need to indicate the license number of the medical organization. When you receive the certificate, check that it is legible. Select the traffic police department where it is convenient for you to come.

When you have filled out and sent the application to the traffic police, the department will register it and issue an invoice for payment of the state duty - the “Pay” button will appear in the application. There is no need to wait for it to appear and refresh the page - you will receive an email notification that you can already pay. I received it in 10 minutes. If the payment letter has not arrived within an hour, it is better to resend the application.

Although the government services write that the traffic police do not have the right to demand a receipt for payment of the state duty, I recommend saving it in your phone or printing it out. When I submitted the documents, they asked me if by chance I had this receipt. If it weren’t for that, the traffic police officer would have to look for me in the database. And this way I saved time for both myself and him.

You do not need to take any electronic tickets. For those who submitted an application through government services, there is a separate window. You need to find him and sit within earshot. They will call you by name through a loudspeaker.

They call you one by one, but it’s better to arrive early. My appointment was at 8:40. I arrived at 8:30 and two minutes later they called me. The person who was scheduled for 8:30 was late, so they started calling the next ones on the list. I don’t know what they do with latecomers later.

The package of documents must be given to the employee and wait for him to verify the data. It is better to remove your passport from its cover in advance to save time. All documents are taken away, and you are sent to be photographed.

Photography takes place separately. There is no need to queue either - they call you by name. There is a mirror in front of the office to comb your hair. They don’t let you look at the photos or choose - how it turned out is how it turned out. They will re-photograph only if you blinked or it turned out blurry.

Then you need to return to the common room and wait for a call to check your details and sign. Then the rights are laminated.

After this, they call for the last time to hand over new licenses and documents. At the same time, a corner is cut off on the old license - now it is invalid. You can take them as souvenirs.

How long did it take? I spent only 30 minutes at the traffic police station from entry to exit. Everything is very fast and smooth. And with my new license, my category expanded, although I didn’t take any additional exams. Previously, I only had category B - cars and small trucks up to 3.5 tons. Now I have category B1 - these are motorcycles on three wheels and quadricycles. Quadricycles are not ATVs, but something like an open mini-car with pedals, a clutch and a regular steering wheel.

Replacing old rights with new ones

Driver's licenses have a limited validity period of 10 years. Upon expiration, they must be replaced at the nearest registration and examination department of the traffic police. However, the need to replace the driver's license also arises in a number of other cases (for example, when changing your last name or losing your rights).

Where and how to exchange a driver's license? What documents are required for this? How much does it cost to get a driver's license? How long will the procedure for obtaining new rights take? Is there liability for untimely exchange of an old driver's license for a new one? These questions concern many drivers. Especially those who have never encountered such a problem before.

In what cases is it necessary to change rights?

The service life of a driver's license in the Russian Federation is 10 years. You can find out the expiration date of the rights on their front side, as well as in paragraph 11 on the back of the document. If you miss the day of exchange, your license becomes invalid and you will no longer be able to drive on it. But there are a number of cases when it is necessary to replace the device before the expiration of its 10-year service life:

Where can I exchange old rights for new ones?

There are several options where you can replace old rights with new ones. The standard replacement procedure involves contacting the local branch of the State Traffic Safety Inspectorate (MREO) - the Interdistrict Registration and Examination Department, which serves the territory in which the driver permanently resides. There are several such departments in each region, and the procedure for replacing a VA in them will not require a huge amount of documents and will not take much time.

If the driver has a temporary registration, then when replacing the driver's license, he must contact either the traffic police department at the place of registration, or the MREO of the area where he temporarily resides (he will need to present a temporary registration document). If the driver does not have either a permanent or temporary registration in the place where he permanently resides, then the license can be replaced at any traffic police department throughout the country. In this case, you will need to provide legal reasons for living in your current place, and inspectors will definitely check them.

Another option is to contact one of the Multifunctional Centers, where since February 2017 you can purchase a new driver’s license and replace your old driver’s license with a new one. Before contacting the MREO or another department of the traffic police, it is better to pre-register on the official website of the traffic police or through the State Services portal. Some branches have automatic coupon issuing devices, with which you can pre-book a convenient visiting time.

Replacing a driver's license on the State Services portal

An excellent option for obtaining a new ID is to use the State Services online service. A serious advantage of this method is a 30% discount on the state fee for replacing a license. From January 1, 2017, this discount is available on all fees if the application is submitted electronically and payment is made by non-cash method (card, e-wallet, telephone).

To order an exchange of licenses, the driver must click on the “Service Catalog” button on the main page of the portal and select the “Driving License” section in the “Transport and Driving” block.

On the page that opens, select the reason for changing rights. It is possible to apply for new rights (including international ones), as well as for Russian rights after exchanging a foreign driver's license.

Unfortunately, it is possible to apply for the issuance of new rights only after preliminary registration on the State Services portal and confirmation of your account using one of the proposed methods.

After confirming all the information specified when registering on the site, you can fill out an electronic application, and then submit and pay the fee. All that remains is to schedule a time to visit the traffic police department to obtain a new driver’s license (you will need to bring the originals of all documents specified in the application). The production time for a driver's license will not exceed one hour - the inspector will check all the documents, take a photograph of the driver and issue him a new document on the day of application.

Replacement cost

The only costs associated with obtaining new rights are payment of a state fee in the amount of 2,000 rubles (it is best to pay it at Sberbank, there are no commissions there). If the fee is paid by non-cash method when submitting an electronic application, then the driver pays it with a 30% discount - 1,400 rubles instead of 2,000 rubles. This promotion will last until at least January 1, 2019.

In addition to the state fee, when replacing a driver's license, you will also have to pay for obtaining a medical certificate (if necessary). The cost of a medical certificate depends on the region and the specific medical institution, and ranges from 1000-3000 rubles. As a result, a driver can pay from 2,500 to 5,000 rubles for issuing a license.

Documents for replacing rights

The list of documents for re-registration of a temporary residence permit depends on the reasons for which the replacement is being made. Upon expiration of the validity period (10 years), you will need to write an application and provide the traffic police inspector with a number of documents:

  • previous rights;
  • passport and other identification document of the driver;
  • medical certificate;
  • receipt of payment of state duty.

To obtain a duplicate driver's license, if the previous document was lost, stolen, damaged or worn out, the following is provided to the traffic police department:

  • application (the application form can be obtained from the MREO);
  • old rights (if available);
  • passport;
  • receipt of payment of duty.

If a new vehicle category (subcategory) is opened, the driver must prepare:

  • statement;
  • passport;
  • medical certificate;
  • a document confirming completion of training for a new category;
  • old driver's license;
  • receipt.

Additionally, if the replacement of rights occurs due to a change in personal data, a document is provided indicating the reason for the change of surname or first name (for example, a marriage certificate). If there is no registration mark in the passport, a separate temporary registration document is provided. Medical certificate form No. 083/U-89 is valid for 3 years. If the driver is over 55 years old, then the validity period is reduced to 2 years. Persons with poor health and chronic diseases are issued a document for only 12 months.

Responsibility for untimely replacement

If the driver's license has expired and the driver has not replaced it, but does not use the car, then there is no reason to worry. You can replace an expired license at any convenient time. If the driver uses the vehicle with an expired license and is caught by a traffic police inspector doing this, then he already faces administrative liability under Article 12.7 of the Code of Administrative Offenses of the Russian Federation:

  • a fine in the amount of 5,000 to 15,000 rubles;
  • detaining a vehicle and placing it in a impound lot;
  • removal of the driver from driving.

The implementation of the procedure may be preceded by a preliminary registration for a replacement driver’s license on the official website of the State Traffic Safety Inspectorate or using the online service on the government services portal.

Some road safety inspection units have automatic ticket issuing devices. To make an appointment for a specific time, you need to select a specific coupon number on a special machine display. Then the driver must appear at the department strictly at that hour.

What documents will be needed to replace the driver's license?

The rules for replacing a driver's license in 2019 provide for the procedure for drivers who change their national driving license for various reasons. The differences relate only to the number of certificates provided.

What material costs will the driver incur when replacing the driver?

The total cost of replacing a driver's license includes the following material costs:

  • State duty for driver's license renewal services. The amount of the monetary fee is established by the Tax Code (Article 333.33) and is 2000 rubles in 2016.
  • Commission in case of using the services of a commercial bank.
  • Cost of medical examination. It is 1500–2000 rubles on average across the country. Each medical institution provides the driver with its services according to a price list approved only for a specific institution. There is no legally valid norm.
  • A small amount (up to 200 rubles) to pay for services at the traffic police. This includes filling out all the documents required for the procedure.

At the traffic police department you can find out how much it costs to restore a driver’s license if it is lost. The procedure takes place in two stages. The first stage - obtaining a temporary (for two months) certificate - will cost the motorist who has lost his driving license 800 rubles . Obtaining a new document will cost 2000 rubles . In this case, a medical certificate is not required.

How to change old rights to new ones - step-by-step description of the procedure

Preparing for the procedure will take the driver some time, therefore, in order to avoid walking to institutions, you need to start collecting documents and undergoing a medical examination shortly before the expiration of the old driving license. Then you need to:

Since 2016, a driver's license can be replaced in three ways. Two of them will lead us to the traffic police department, and the third will lead us to the state multifunctional center (MFC). Let's start with it.

No, this option does not suit me. It’s not that the valiant traffic police officers slow me down every day, but, for example, outside the city they “sniff” me almost every weekend. It’s also good that I’m not a truck driver who, with my license canceled in the electronic database, urgently needs to take a flight across half the country.

Considering that the summer season is about to begin, I don’t even know who to recommend replacing the ID through the MFC. In winter, you can still avoid driving for a week or two; some people do this even without MFC. And in the spring, you know, the road calls - otherwise you would not be readers of our site.
