How to restore documents for an old motorcycle
How to restore documents for a motorcycle
Sometimes, when you come across your father’s old motorcycle in the garage, you want to get on it and rush around the city, squeezing everything you can out of the bike. It’s just that the whole house is on break, you understand that the documents have been lost for a long time and there is no chance of finding them, but you don’t want to catch the eye of the police. This is where the question arises of how to restore lost documents for a motorcycle.
If your documents are stolen, the first thing you need to do is write a statement about their loss to the police. It doesn’t matter that you lost your documents or had them stolen, write about the loss anyway, since no one will look for them, and you will have to fill out so many protocols that you yourself will not be happy. The department will give you a certificate.
With it, go to the MREO, where you must provide a passport with copies, an assignment document, an registration card, an insurance policy and a receipt for payment for the vehicle for the current year. There you will immediately be given a temporary technical passport for three months.
Restoring PTS
How to restore the title of a motorcycle if you have nothing associated with you on it? The easiest way would be to go to the police and report the find. After writing an application, you will have to wait for six months. After which, in the absence of the owner, you will be issued a new PTS, in which you will become the owner.
If such methods do not suit you, then the question “is it possible to restore documents for a motorcycle?” becomes more difficult. In this case, you need to contact the traffic police registration window with a request to register the vehicle without documents, mentioning that you have owned it for a long time. Of course, you will immediately receive a refusal . Then you need to ask them for a written refusal to register. Then pay a fee of 200 rubles to the court. The application must indicate the cost of the vehicle. An appraisal commission for a fee of 2 to 3 thousand rubles will indicate the approximate cost of the motorcycle. And then the trial begins with a lot of problems.
The most successful scenario in court will be confirmation from the outside that you have owned the vehicle for 5 years or more. Then the court will be forced to recognize you as the owner, since the acquisition of a motorcycle for a long time is valid, unless, of course, no one except you declares ownership rights. This process takes from 1 to 3 months.
How much it costs to restore documents for a motorcycle is not as important as the process itself. However, in not the most successful scenarios, you can pay up to 5 thousand rubles for the opportunity to control an iron horse. True, if you have all the papers in your hands except the PTS, you will only have to pay a state fee of 200 rubles.
How to restore documents for a motorcycle is up to you, and yet, you should not choose complicated paths with a lot of paperwork. The easiest way is to submit a statement of discovery, because even if you, the owner, do not have documents confirming ownership, there will be no dispute about the owner, and you will receive a title without any problems in six months.
Never purchase a vehicle without documents. One day the owner will be able to claim ownership and you will simply be deprived of the purchase. Driving without documents also does not promise a favorable outcome, so be patient.
Losing documents is a common occurrence, so don’t panic. If you have any papers confirming ownership, restoring the title will not be difficult. Just don’t resort to the help of dubious companies that promise to solve your “complex” problem for a huge amount of money. The document restoration process does not require in-depth knowledge of the legal field, so feel free to take everything into your own hands, and very soon you will be enjoying the ride on your pet.
Is it possible to restore the title for a motorcycle?
According to the law, drivers do not have the right to drive a vehicle without the appropriate documents: driver’s license, insurance policy, diagnostic card and registration certificate. If lost, the papers must be restored urgently. Read the current article on how to renew the title for a motorcycle.
How to restore the title for a motorcycle?
A vehicle passport is a document that contains license plate data, technical characteristics of the vehicle, as well as information about the driver. If the paper is lost, criminals can use it. In addition, according to the current law, driving a vehicle without documents is prohibited. If stopped by a traffic police officer, the driver will need to pay a fine of 2 thousand rubles. In some cases, vehicles may be evacuated to a parking lot. To avoid negative consequences, it is necessary to properly handle documents and promptly renew their validity period.
The PTS is subject to restoration if the document is lost, damaged or becomes dilapidated. In order to renew the paper, you must contact the MREO and fill out the appropriate application. If a registration certificate is stolen, the police must also be notified.
Procedure for restoring the title of a motorcycle:
- collection of documents. The owner will need any papers confirming ownership of the vehicle:
- contract of sale;
- general power of attorney;
- deed of gift or will;
- driver's license with open category "M";
- identification;
- CASCO or OSAGO insurance policy;
- diagnostic card;
- filing an application for restoration of PTS. The text states:
- reason for restoration;
- owner's initials;
- technical characteristics of the car;
- registration data;
- payment of state duty (800 rubles).
Within 1 day, the traffic police will issue a new title.
If the motorcycle is not registered
When purchasing a motorcycle from an official dealer, the seller is obliged to give the buyer spare keys to the vehicle, as well as a package of documents:
- vehicle registration certificate;
- quality certificate;
- operating instructions;
- warranty card;
- purchase and sale agreement and related papers.
According to the rules, a new vehicle must be registered with the traffic police within 10 days. During this period, documents may be lost. It is possible to restore the title together with the registration of the motorcycle. To do this you will need:
- Fill out two applications: for registration of a new motorcycle and issuance of a duplicate PTS;
- Hand over the papers to the traffic inspector;
- Pay the receipt at any bank branch;
- Provide the motorcycle for technical inspection;
- Receive ready STS and PTS;
- Secure the issued license plates.
If the motorcycle was inherited without documents, the owner can obtain a title in two ways:
- Contact the police to report the discovery of the vehicle. In this case, the true owner of the car is put on the wanted list. After 6 months, the motorcycle becomes the property of the applicant;
- Go to court. To do this, you will need to write an application to register the motorcycle with the traffic police without documents. Government agencies do not have the right to register such vehicles, so they will issue a written refusal. Next, the owner of the vehicle will need to go to court to demand restoration of ownership. However, this procedure can take a long time.
List of required documents
Documents for obtaining a vehicle passport:
- application for registration;
- application for issuance of a duplicate;
- a certificate from the police about the opening of a case of theft of a registration certificate (if the vehicle title was stolen);
- if the paper is worn out - the PTS itself;
- motorcycle owner's identification card;
- purchase agreement;
- MTPL insurance policy;
- diagnostic card;
- receipt for payment of state duty.
Cost of obtaining a duplicate PTS
The cost of producing a duplicate vehicle passport is fixed for all regions of the Russian Federation, if the owner applies for the document. When applying through a law firm, prices will be doubled.
The cost of a duplicate title for a motorcycle:
- when contacting the traffic police by the owner of the vehicle - 800 rubles to be paid;
- when paying via the Internet portal of State Services - 560 rubles (until January 1, 2019);
- when sending a duplicate by mail - 1,050 rubles;
- registration through intermediaries from 1 thousand rubles and above.
If the owner purchased a motorcycle abroad and did not complete customs clearance, the driver is fined a fine of at least 3 thousand rubles. In addition, you will need to pay a tax fee for filing a declaration - 5 thousand rubles.
How to register a motorcycle
A motorcycle, like a car, is not a luxury, but also not just a means of transportation. For many, it is a lifestyle and a symbol of freedom. And seeing the prices for brand new bikes or cruisers, we understand that we are not paying for two wheels and an engine, but for the sensations that they will give us. As an alternative to expensive offers from salons, used models that are sold on bulletin boards, or rare pieces that were given in memory of a grandfather, come to the rescue. In any case, the dream becomes more real, and the feeling of freedom is separated by one question: “how to register a used motorcycle without wasting time and nerves?”
The procedure is not much different from registering a car. Here you also need to meet the 10-day deadline from the date of purchase.
- Pass inspection.
- Get OSAGO.
- Pay duties.
- Register the vehicle with the State Traffic Safety Inspectorate (for this you need: the original OSAGO, technical passport, application, receipts for payment of duties, owner’s passport, papers confirming the ownership of the vehicle).
But what if the model being sold does not have a registration certificate? Is it possible to register a bike without documents? Yes, and it won't take much time either.
The procedure for registering motorcycles with the traffic police without documents
First, you should prepare for a trip to the State Traffic Inspectorate. If you are buying an old Harley or classic without documents, pay special attention to the purchase agreement. In addition to the passport and contact information of the seller and buyer, it must contain detailed descriptions of the transport characteristics: make, model, year of manufacture, engine number, body number (if possible), as well as color, engine size, etc.
It is recommended to acquire such papers as a receipt for receipt of money and an explanatory statement from the selling party about the reasons for the lack of a registration certificate.
It is enough to provide a signed purchase and sale agreement and an application requesting the issuance of a vehicle title and license plates.
What to do if the traffic police refuses to register a motorcycle without documents?
In this case, you need to receive a written refusal with which you will go to court. Attach a copy of the refusal along with a copy of your application for receiving documents to the statement of claim.
Most often, the court makes a positive decision in such situations, which also plays into the hands of State Traffic Inspectorate employees, who will now officially be able to confirm the legality of issuing you a registration certificate and license plates.
Is it possible to register a bike if the owner is deceased?
If you are haunted by the old Izh or Ural, unfairly gathering dust in your grandfather’s garage, why not give the technology a second chance? Yes, retro equipment also has a place on the track, but only after registration.
If the owner of the vehicle is not alive, there are two options for the development of events:
- You can officially re-register the vehicle in the name of one of the heirs. In this case, there must be a notarized document confirming the inheritance of the property. With it, you can go to the State Traffic Inspectorate office, where the rarity was registered, and re-register the vehicle to the heir.
- If the owner has no heirs, then the vehicle is the property of the state. In this case, contact the regional branch of the Rosimushchestvo agency. After they accept the vehicle for balance, you can officially buy and register the bike in your name.
Registration of homemade motor vehicles in Russia
If your design talent allowed you to make an exclusive model, you can also legally drive it after registration.
“How to design a homemade motorcycle” is a fairly popular question in Russia, because the creation of custom bikes here has already become a separate culture. If you do not want to leave your homemade motorcycle vehicle without a registration certificate, you need to take care of this from the first day of assembly.
Keep the papers confirming the purchase of all units (motor, frame, forward flow on a motorcycle, etc.). If you purchased these items in Russia, it is enough to have a purchase and sale agreement; if they were imported, a customs declaration is required.
Is it possible to register a homemade custom build? Yes, and it only takes 3 steps:
- Contact the government organization NAMI to order a VIN number. To do this, provide a scanned copy of your passport, 2 photographs of the vehicle and an application for a VIN in person or by email.
- Having become the owner of a unique VIN, you must prove the safety of the assembly. To do this, leave an application in an officially accredited laboratory, which, after testing, issues a certificate of design safety. In addition to the bike itself, the laboratory will need a scanned copy of your passport, an application, a certificate of receipt of the VIN and a technical description of the vehicle.
- Having successfully completed the first two stages, you need to add to the received certificates the saved evidence of the legal purchase of the units, a copy of your passport, an MTPL insurance policy, pay the state fee and go to the traffic police directly to register your homemade bike.
Knowing how to register motorcycles without documents, you can confidently move towards your dream. Follow the instructions, and paperwork will not become an obstacle to the fulfillment of your desires.
Procedure for recovering lost motorcycle documents
Restoring motorcycle documents can be quite a difficult task. In this article we will look at all the intricacies of the procedure for restoring or obtaining new documents for a vehicle, as well as what the owner will have to do and how much it will all cost.
Is it possible to restore documents if lost?
If you have lost your documents (no matter what happened to them - they were lost, stolen, burned/drowned, etc.), they can be restored. The main thing is to write in the application that you lost them.
When documents are stolen, one often wants the criminal to receive a well-deserved punishment, which, it would seem, can be achieved by contacting the police. But this is most often unsuccessful. By contacting the police station with a similar case, you will most likely add a new “penalty” to the employees, and a bunch of paperwork for yourself with various protocols. But the documents never came back.
If you know that documents have definitely been stolen and have a guess about the approximate location of the crime, look for them at the nearest trash cans or urns. Or post an ad with a reward for anyone who finds and returns the document.
Procedure and methods of recovery
First of all, write a statement to the police about the loss of the motorcycle registration certificate. Even if the passport and/or driving documents were also lost (stolen), the police cannot refuse to accept the application. In return, you receive a certificate with which you need to visit the MREO where the vehicle is registered. In addition to this certificate, the latter institution must provide:
- Passport with copies of main pages.
- Taxpayer identification number and a copy thereof.
- Original and copy of transport registration card.
- Compulsory motor third party liability insurance policy (MTPL) or CASCO.
- Receipt of payment of the transport fee for the current year.
- Diagnostic card.
- Driving license with open category "M".
- Contract of sale.
- General power of attorney.
- Agreement of gift or will.
Among the last 3 documents, bring only 1 available (showing the path by which you became the owner of the vehicle).
If you are paying off a loan for a motorcycle, you will also need permission from the bank to process documents.
If everything goes smoothly and the queue on the day of your arrival is small, you can literally immediately receive a registration certificate for three months, according to which you can operate the motorcycle without the risk of being fined for driving without the necessary documents. As soon as the temporary document expires, visit the MREO again to obtain a new registration certificate.
Restoration of documents in the absence of a legal connection between a person and a motorcycle
If you find an old motorcycle of your relatives and, after searching all available places in the house, you realize that there are no documents for it, write a statement about the find to the police. You must wait six months from the date of writing your application. If during this period there is no “new owner” who has all the documents for the technical device, you will be issued a new vehicle passport, in which you will be indicated as the owner of the motorcycle.
If the above method does not work, be prepared to face difficulties. After all, now the only way out is to contact the traffic police with a request to register the motorcycle without any documents, despite the fact that you are not even its owner. Other than a refusal in response, most likely you will not receive anything. Now we do the following:
- We ask the traffic police for a written refusal to register.
- We write an application to the court to own a motorcycle, and pay a fee of 200 rubles.
- We involve an appraisal commission, which, for 2-3 thousand rubles, can indicate the approximate cost of the vehicle (the cost of the vehicle must also be included in the application).
Now there are several possible scenarios:
- There are people who can confirm that you are the owner of this vehicle, and it has been “under your wing” for more than 5 years. If within 1-3 months no one else claims ownership of the motorcycle, the court is obliged to recognize you as the owner of the unit based on the statute of limitations for purchasing the motorcycle.
- There is no confirmation from the outside, but since you are the only owner who does not have documents for the vehicle (which means other people should not have them), the court is forced to recognize you as the owner of the motorcycle. In this case, you will have to wait 6 months.
Restoring documents for a motorcycle registered to another person
If you know for sure that the motorcycle that has been sitting in your garage for many years was bought by your father or another relative from a friend, etc., but was not re-registered, follow these instructions:
- Contact the MREO with a request to find out who the vehicle was registered to.
- If the owner is alive, find him and get a power of attorney to receive a duplicate of the registration document and alienate the motorcycle (popularly called a general power of attorney).
- If the owner is no longer alive, your main task is to find his heirs, from whom you can obtain the appropriate powers of attorney to formalize the inheritance in the form of a vehicle, all documents and its alienation.
The last option may be the most difficult if there are a large number of heirs (it is worth considering the fact that some of them may want to keep the motorcycle for themselves).
Cost and timing of the procedure
In all regions of Russia, the cost of producing a duplicate vehicle passport is fixed:
- When the owner of the motorcycle applies to the traffic police - 800 rubles.
- When paying through the Internet portal of State Services (website address https://www.gosuslugi.ru/) – 560 rubles.
- When sending a duplicate by mail – 1,050 rubles.
- When registering through intermediaries – at least 1,000 rubles.
If the vehicle was purchased abroad and customs clearance was not completed, you will face a fine of 3 thousand rubles. Then you need to make a tax contribution of 5 thousand rubles for filing a declaration.
If no problems arise during the inspection of the vehicle, on the same day or the next you receive temporary documents, after the expiration of which you replace them with a duplicate PTS. If necessary, a traffic police officer may order an additional inspection, the duration of which is no more than 30 days.
When is a refusal possible, and what to do?
A traffic police refusal can be obtained if:
- There is a restriction or a ban on vehicle registration.
- The motorcycle is wanted.
- There was a suspicion of theft.
- The submitted documents do not meet the requirements.
- There are signs of counterfeit or non-conformity.
To get out of this situation, you need to:
- Request a refusal with reasons in writing.
- File a complaint addressed to the head of the MREO.
- Re-attach all required copies of documents.
If this does not help, your only chance is to challenge the decision in court, but no one will give you guarantees for a favorable outcome of the proceedings.
If you lose documents for a vehicle, you should not continue to drive it carefree or use the services of dubious companies that promise to solve all problems without unnecessary hassle, and also do not panic too much, because a lost license is not the worst thing that can happen to a motorcyclist.

Hi all.
This topic could be posted in legal issues, the moderators will probably do this. So my epic with the restoration of documents through the court has come to its logical end.
1.I went to see a lawyer.
He sent me to the police department headquarters for information. A certificate that this vehicle is not stolen and is not registered with anyone, let's call this certificate X. The police department politely sent me to. with the words “who are you for us to give you such papers, go to court.” » 2. I went to the magistrate’s court, where they sent me to an assistant judge.
I left him the data on the vehicle (unit numbers, year, color.) At his request, 2 weeks later the police department sent a certificate from X. (the court is power!). 3.Then a vehicle inspection certificate was needed.
I took a traffic cop I knew home and showed him the reality. He copied the numbers into his notebook and already issued a report to the traffic police. Let's call it XX. So far this has all been done for free.
4.Next it was necessary to evaluate the vehicle.
The judge's assistant even gave him the number of the appraiser's intermediary. I called, we met, the guy said to take 2 photos of the car, and the WORSE it looks, the BETTER - the lower the cost of the vehicle in the assessment = less state duty to pay for the court. No problem! I took a photo of the frame with the engine and front fork, on wheels. I gave him all the papers. After 3 days he brought the estimate. The machine was valued at 3,200 rubles and declared faulty. I paid 1000 rubles for this. 5. Paid the receipt - the state fee for the trial - 400 rubles.
6. The basis for the court to recognize my ownership of the vehicle is the purchase and sale agreement (XXX).
I persuaded a friend to play the role of a java seller. We wrote a handwritten XXX with him. 7. Wrote a handwritten statement of claim for appropriation of property rights to me.
A friend learned the text that he bought the java not on the go back in the gangster 90s, and the previous owner no longer lives in this area, and it was not registered. And then he sold it to me using handwritten XXX. 8. The whole performance (read the meeting) lasted 15 minutes.
The judge made the following ruling: 1. Recognize the ownership of me. 2.OBLIGATE the traffic police to register the vehicle on my behalf and issue a title. Well, who, besides the court, can FORCE our traffic police to do something? Hurray comrades. Everything cost 1400 rubles. And all this went on for 9 months. because I work on a rotational basis month after month. But in fact, for about 2-3 months. But I was in no hurry, didn’t stress too much, and I’m happy with everything.
Having paid for insurance and registration with the issuance of a PTS, today I received a new PTS, state number, and registration certificate from the traffic police .
Maybe this topic will help someone who has problems with documents.
