Each vehicle is required to be assigned a state registration plate (SRP). This procedure is performed when registering a vehicle. But sometimes situations arise in which you have to change the registration plate. This may be due to a number of reasons.

The legislative framework

Over the past few years, legislation has undergone many changes. Therefore, it has become significantly more difficult and expensive to change the gas protection device. But this action is quite doable. There are several official provisions for this:

  • the owner of the car has the right to undergo the re-registration procedure without selling it;
  • when selling a vehicle, the owner has the right to leave the state sign in the department of the state traffic inspectorate for storage;
  • When registering a car, it is mandatory to have an MTPL policy, where the citizen registering the car is indicated as the owner.

The procedure for preserving state signs is regulated by clause 42 of Order of the Ministry of Internal Affairs of the Russian Federation of November 24, 2008 No. 1001 “On the procedure for registering vehicles.”

Existing limitations and disadvantages

At the legislative level, some restrictions have been introduced on the replacement of state signs. They are presented below:

  • it is impossible to carry out a purchase and sale transaction for a car without a license plate, and the license plate of a car is state property;
  • the execution of almost every action is accompanied by the payment of a state fee;
  • The traffic police can store the license plate for no more than 6 months - during this period the driver must find a car where they should be installed.

Before starting the procedure, you should prepare certain documents. Their list is given below:

  • owner's passport;
  • vehicle passport;
  • vehicle registration certificate;
  • OSAGO policy.

Step-by-step instructions for changing the GRZ

Change state A vehicle license plate may be required under various circumstances. The most common options are described below.

Important to know: In order to register a vehicle, you will need a valid MTPL policy, in which the current owner must be indicated as the owner. But this rule can be circumvented. The insurance company will need to change the policy with a replacement owner. This action is not prohibited. But for this you will need to draw up a new document without drawing up an application.

When it doesn’t matter to the driver what the new numbers will be

In the case when a car owner simply does not like the current state registration of his car, he can carry out the procedure of changing the car number without changing the owner. In this situation, the instructions are quite simple:

  1. Go to the unified government services portal gosuslugi.ru and select “Receive new numbers” in the list of services.
  2. Next, you need to click on the “Get a service” button and fill out an online application.
  3. After this, you must pay the state fee. The total amount is 2 thousand rubles. But when paying through government services, there is a 30% discount, that is, you will need to pay 1,400 rubles.
  4. Next, you need to select a traffic police department where you will need to hand over the old gas protection plant for disposal and receive a new one.

Important to know: You should understand that license plates are issued in a random order - it is impossible to know in advance which license plate the driver will receive. If, when changing the GRZ, the combination of symbols again does not suit him, then you can repeat the procedure again. There are no restrictions on the frequency and number of license plate changes.

If the driver wishes to obtain a license plate number for another car

In this case, the algorithm of actions is somewhat more complicated. Its principle is based on the trust of the seller in the buyer, since the vehicle will need to be re-registered to a second one, which has the numbers it needs. The instructions look like this:

  1. The first step is to purchase a car with the desired license plates - this is the only legal option. To do this, you will need to draw up a purchase and sale agreement with the seller.
  2. Next, you need to register the cars. This action can be performed through the government services portal. To do this, you will need to select the service for submitting an application for car registration, fill it out and select a convenient time to visit the branch and the address of the branch. You also need to pay a state fee.
  3. After all the formalities have been settled, you need to arrange for the car to be returned to the previous owner. In this case, you can keep the state sign for yourself. For this, an application is also submitted, but in addition you need to indicate that the license plate number needs to be saved, the form is filled out in any form. In this case, you need to pay three types of state fees. As a result, the motorist will receive a new license plate, but will also keep the old one, which must be submitted to the state traffic inspectorate. Before submitting an application, you need to make sure that the license plate is not damaged. Otherwise, you can make a duplicate.
  4. Next, you need to arrange for the car to be returned to its rightful owner. To do this, an agreement is drawn up again and the procedure for registering the car to the previous owner is carried out.
  5. The process is almost complete. You just need to submit an application for new plates, but indicate that the driver wants to supply the license plate that is in storage.

If drivers want to change numbers

The most expensive procedure is the exchange of license plates for two cars with different owners. This is a little more difficult to do, but almost identical to the previous instructions:

  1. It is necessary to sell each other's cars along with state signs.
  2. Both drivers must receive new license plates by depositing the old ones with the state traffic inspectorate.
  3. Perform reverse sales transactions, returning your cars, but with new license plates.
  4. Go through the re-registration procedure and receive a state sign in storage.

So, there is a small number of important facts on our issue. The legislation has changed significantly in recent years - changing numbers to others has become much more difficult and expensive. But it's possible. Here are the options that allow you to do this:

  • the owner can re-register the car without necessarily selling it,
  • when selling, the owner can leave the license plates with the traffic police for storage,
  • A mandatory condition for registering a car is the presence of a compulsory motor liability insurance policy, where the owner must be the one in whose name the car is registered (we’ll look at the loophole in this subtlety below).

What restrictions and disadvantages are there when changing numbers?

  • You cannot sell a car without a license plate, and the license plates are formally the property of the state,
  • Almost every action will have to be paid with state duty,
  • The shelf life of license plates is six months - during this period you must find a car on which to hang them.

How to buy a number?

You cannot buy a license plate - as we noted above, it is the property of the state, and the license plates are not sold, but are issued randomly to drivers when registering cars.

However, it is possible to transfer license plates from one car to another, for which they will have to be re-registered. And since the legislation for 2019 is structured very crookedly, this needs to be done more than once.

Replacing the gas valve - step-by-step instructions

So, there are different situations when and how you want to change numbers to others. Let's look at them in order, starting with the simplest ones! In each instruction we will describe the procedure for contacting the traffic police with an application directly or writing an application through State Services.

An important point: to register a car, you need a valid MTPL policy, where the owner must include the current owner of the vehicle - that is, the one in whose name the car is registered. It's quite easy to get around this - the insurance company needs to replace the policy with a change of owner (changing the owner is not prohibited). Only for this you will need to fill out a new form and not agree if the insurance company offers to draw up an application.

If you don't care what the new ones will be

This is a case when you simply don’t like the current license plates. For example, you are superstitious and cannot drive with a license plate with the numbers “666” or “013” or the letters “MRU”; You are shy, and you do not like the combination of the letters “VOR”, “SSU” or “SRU” and so on. This is the only way to change the number without changing the owner of the car.

This instruction for replacing the gas valve is the simplest.

  1. First of all, you need to understand that the numbers you will receive are “random” - that is, randomly selected from the database of the current series. As of December 6, 2019, license plates are not officially sold by the State Traffic Inspectorate.
  2. Go to the State Services website, to the service for obtaining new numbers, click “get service” and fill out the application (following these instructions for filling out the application will be all further situations described below).

    You can also visit the traffic police department with a statement in person.
    Then the application can be filled out directly at the MREO department, or at home. Download the application form for replacing license plates (we have already marked the required field by underlining it).
  3. Next, you need to pay state fees: You will need to pay 2,000 rubles for issuing new numbers (1,400 through State Services), 500 rubles for replacing the STS (350 through State Services) and 350 rubles for changes to the PTS (245 through State Services).
  4. Then, at the selected time, you will need to visit the traffic police department, where you can hand over your old license plates (they are disposed of) and get new ones. If you don’t like them either, then the whole procedure will have to be repeated again. There are no restrictions on the frequency and number of GRZ changes.

As you can see, this is the easiest way to change the license plate of your car. But even it is very expensive - 2850 rubles (1995 through State Services) just for new numbers!

If you want to buy a license plate from another car

But this instruction is much more complicated. As we have already noted above, the order of “preponderance” of the state protection zone is associated with a certain confusion introduced by legislators. And now we will explain everything “on the fingers”.

But let’s make a reservation right away - this principle of buying a license plate is based on the seller’s trust in the buyer, because here it is impossible to avoid the process of re-registering the car to the buyer, on which (the car) the license plates the buyer needs are registered.

  1. So, first of all, you need to buy a car with these numbers - this is the only option relevant for 2019. To do this, draw up a purchase and sale agreement with the seller of the numbers. You can download the current form in a special article.
  2. After purchasing, you register the car with the traffic police. This can also be done through State Services:
    1. go to the page for submitting an application for car registration,
    2. fill out the application by selecting the desired time of visit and the address of the MREO traffic police department,
    3. pay state fees: 350 rubles for issuing a vehicle registration certificate (500 when submitting an application directly to the traffic police) and 245 rubles for making changes to the title (350 when submitting an application in person). There is no need to pay for issuing numbers, because the numbers remain with us.
  3. Now you are the rightful owner of a car with beautiful license plates, all that remains is to return it to the former owner, keeping the plates for yourself. To do this, you submit an application according to the previous instructions above (replacing license plates with new ones), but additionally indicate there your desire to keep the license plates - you can simply indicate separately “ preservation of license plates is required ” - the application form is filled out in free form.
    You will need to pay state fees again - there are 3 of them according to the instructions above (2850 rubles or 1995 rubles through State Services). As a result, you will receive new numbers, and the old ones will also remain with you, but you are required to hand them over to the traffic police. Before submitting your application, make sure that the numbers are in perfect condition, otherwise make a duplicate of them (costs about 800-1500 rubles)
  4. Now you need to return the car to its rightful owner. To do this, you draw up a purchase and sale agreement again, and now the new or old owner registers it in his name (the cost is the same: 850/595 rubles for the STS and changing the title).
  5. Next, you need to submit another application to replace the license plate - again according to the same instructions above as when receiving new license plates, indicating that you want to put the license plates that are in your possession; the cost is again 2850/1995 rubles.

As you can see, the final price for such a replacement of purchased registration plates was as much as 7,400 rubles, or 5,180 rubles when submitting an application and paying through State Services.
