How to sell a car with license plates correctly

Selling a car with license plates - tips for selling

How to properly sell a car with license plates or design features

Many car owners who decide to sell their “four-wheeled friend” are trying to find out how to properly sell a car with license plates, because since 2011, a law has been in force that allows you to sell a car with license plates and not deregister it before selling it. Let's try to explain how to sell a car with license plates in accordance with the new laws.

It is worth noting that if a car owner knows in detail how to sell a car with license plates, re-registering it to another owner without deregistering it, this will save not only time, but also money. In addition, buying such a vehicle is much more profitable, because the buyer saves time on re-registration. But the buyer also needs to buy a license plate for the car, so he saves time and money on finding a motorist who would agree to sell the license plate on an individual basis.

Knowing how to sell a car with license plates for the greatest profit, the motorist also gets rid of long paperwork. The fact is that having decided to sell a car with license plates, the car owner will no longer have to deregister his car before selling, remove the license plates and provide the car to a traffic police inspector for inspection. Moreover, previously, a new car owner, that is, a former buyer, immediately after purchasing a vehicle had to go to the traffic police again to submit documents, write an application, undergo an inspection, receive license plates and documents, but today, having learned how to sell a car with license plates, you can simplify the purchase and sale procedure.

If a car owner agrees to sell a used car with license plates, then according to the new rules it is only necessary to conclude a purchase and sale agreement. After this, the new car owner needs to go to the traffic police and re-register the car in his own name. Selling a car with license plates involves the following re-registration procedure: making changes to the title and issuing a new registration certificate, which is based on the purchase and sale agreement.

To sell a car with license plates, the sales contract is concluded in two copies, with one given to the seller and the second to the buyer. If the seller understands how to sell a car using license plates, then he should know that it is not necessary to involve a notary in the process of drawing up an agreement. But the document must be printed in two copies with the obligatory signatures of both parties.

Selling a car with license plates requires drawing up a purchase and sale agreement with the obligatory indication of the date of sale, information about the buyer and information about the document certifying ownership of the car. In addition, in order to sell a car with license plates, the sales contract must contain registration data. Selling a car with license plates requires the new owner to come to the traffic police and write an application for a change of owner.

Now you know how to sell a car with license plates, this procedure would seem to be a real gift for motorists, but there are certain features that explain in more detail how to sell a car with license plates according to all the rules.

You can sell a car with license plates in compliance with existing legislation only within your region. That is, it turns out that selling a used car with license plates without deregistering the vehicle and without removing the license plates is possible only when the seller and buyer live in the same region, otherwise this method of sale will not work.

It is the seller who must decide how to sell the car, with or without license plates. If he decides to keep the plates, he is obliged to provide a written application to the traffic police and the plates will be stored in the traffic police for a month, during which time he can register them for a new car.

To properly sell a car with license plates, you will have to pay a state fee. If a car is purchased with license plates, then you will have to pay up to 1 thousand rubles to re-register the documents, while replacing license plates will cost twice as much. You can also sell a used car with license plates with insurance, if the policy is still active at the time of sale, but you will have to visit the insurance company and add the buyer to the list of persons who have the right to drive a specific car.

Rules for selling a car 2019

To know how to sell a car under the new rules, you need to remember a certain procedure, be attentive to details and take into account several nuances. We'll talk about this in our material.

How to sell a car correctly under the new rules

To successfully sell a used car, pencil in 6 rules:

  • prepare a DCP (purchase and sale agreement) in triplicate: for yourself, the buyer and road inspectors;
  • check the documents for the car;
  • indicate your, the buyer’s and the car’s details in the contract using a computer or manually;
  • sign the contract and make sure that the buyer’s signature is there;
  • Give away a car and get money in return;
  • Prepare a tax return (if necessary).

Now let's look at each point in detail.

Preparation of copies of the agreement

New rules for selling a car make it possible to sell a car using DCT. The risks are minimal, the procedure is inexpensive - fill out the form in 5-10 minutes. There is no need to have the contract certified by a notary. The only thing is, for reinsurance, print out the vehicle acceptance certificate along with the DCP. This document will help prove that you actually handed over the car.

Experts do not advise drawing up a contract yourself - you may make mistakes or miss points. It is better to immediately download the current form online. Prepare 3 copies: leave one for the buyer, give the other to the traffic police (for re-registration), and keep the third for yourself. If only you have the contract, it will take a lot of time to justify yourself before the road inspector or even the court. For example, it will be difficult to prove that it was not you who drove at a speed of 150 km/h in the neighboring region.

Verification of documents

Make sure that you have all the documents on hand - PTS, STS, OSAGO policy, as well as a power of attorney if you are not the owner of the car. If the PTS is lost, you will spend time and money on restoration and eventually receive a duplicate - the transaction may not take place. It is easier with compulsory motor liability insurance and a certificate, but it will also take time.

If there is no space in the vehicle passport for a new entry, update the document before concluding the contract. If you do this through government services, you will save 30% of the fee: for issuing a new STS, making changes to the owner’s data, you will pay only 595 rubles. Or find out the traffic police details on the road inspection website, but then redoing the documents will cost more.

Registration of DCT

To register the sale of a car under the new rules, the seller must provide the traffic police with a passport, vehicle registration certificate and title. If you are not the owner of the car, the owner must write a power of attorney for you.

How to write

Fill out the contract form completely, preferably with a blue pen. Do not abbreviate words, write without errors or blots. Place dashes in empty columns.

What to write

Be sure to indicate the exact date of the agreement. Write down the mileage at the time of sale and the exact time when you handed over the car to the new owner - this way, protect yourself from a dishonest buyer or just a reckless driver who became the new owner of your iron horse. Display the technical features of the car, such as all-wheel drive. If the new owner tries to charge you money for non-compliance with the stated technical characteristics, you will have a document stating the opposite.

Where to apply

The safest way to arrange the sale of a used car in 2019 is to visit the traffic police department. Go to the MREO together with the buyer - you can issue a DCP and transfer documents for the car there. At the same time, you will check that the car has been registered again, and now it has a different owner.

What to expect

Often, new car owners take a long time to register their car. If the buyer does not re-register the car within 30 days, contact the road inspection. There you will submit an application to terminate the registration of the vehicle, because... don't know where it is. To draw up the document, grab your passport.

If the buyer does not show up, you can deregister the car. In this case, the car must be scrapped, and driving such a car is fraught with a fine.

Signatures in the contract

Make sure that the new owner of the car signs all copies of the contract. If you missed something, the traffic police may have questions. By signing, the buyer confirms that he bought your car and is now the legal owner. Your signature is a sign that you handed over the car and received the money. If there is no signature in at least one of the copies, the court may declare the transaction invalid. This will result in serious problems for you if the buyer of the car, for example, caused an accident and disappeared. He may claim that you forged his signature, and then you will not only get a “bucket” that needs to be repaired, but also problems with the law.

Receiving the money

The rules for buying and selling a car imply, of course, exchanging the car for money. As a rule, this happens in the following way: in the contract you specify the amount for which you are giving the car. Many sellers make it smaller than the real thing to avoid taxes. For example, a car cost 190 thousand rubles, and the seller writes 140 in the contract. Accordingly, when terminating the transaction, they pay the buyer less than it actually was. This is wrong, illegal, but happens often. Moreover, 99 out of 100 buyers will not go to prove that they bought a car more expensive than stated in the policy.

When you receive the money, place it in a small bag or other inconspicuous place. No one should know that you have a large amount of money on you.

Give the buyer the keys, MTPL policy (if it is still valid), PTS, STS, service book (if available). Ready!

Preparation of a tax return

First, let's figure out in what cases it is not necessary to draw up a declaration:

  • if the car has been owned for more than 3 years;
  • the price of the car when selling is 250 thousand rubles or less;
  • the car was sold for the same money as it was bought, or cheaper.

For example, you drove a car for 2 years, after which you sold it for 500 thousand. The difference between this amount and the established tax deduction of 250 thousand rubles will be taxed. We count:

500 – 250 = 250 tr.

In your tax return you indicate:

  • car make, model
  • body type
  • state number at the time of sale
  • year of issue
  • your full name

You fill out the tax return and submit it to the Federal Tax Service from January 1 to April 30 of the year following the year of sale of the car. So, if you sold the car on August 15, 2017, you submit the declaration no earlier than 4 months later.

Attach the declaration to the declaration and a certificate from the road inspection, which contains information about the car and the transaction amount.

According to the tax payment receipt, pay the amount indicated in the declaration to the bank no later than July 15 of the year of filing the declaration.

The rules for selling a car also include the seller’s confidence in the cleanliness of the car - external and legal.

You can check your car online using the Autocode service. The report may reveal problems you weren't aware of. For example, you will see information about the seizure, the date the car loan was issued. Or you will find out that the previous owner has several fines, the mileage is incorrect, or the car has been stolen.

If the car’s history is “clean”, show the results of the online check to the buyer. This will build trust in you and the car, and will also help sell the car for more money.

If you don’t have time to visit a car service center and find out the technical condition of the car, involve an on-site inspection “Autocode”. You can do this shortly before meeting with the buyer. Leave a request on the website or in the mobile application, then tell the specialist a convenient place and time for the meeting.

The on-site technician will assess the condition of the suspension, engine and other components, check the geometry of the body, paintwork, and analyze the operation of the battery and sensors. A specialist will definitely evaluate the interior and look for signs of twisted mileage or exploded airbags. The technician will also drive the car for several hundred meters and thus check for problems in the chassis, steering, and brake system. The price of a detailed inspection using professional equipment is from 2,600 rubles.

The rules for selling a car are the same for everyone. A conscientious seller will make sure that the buyer has a positive opinion about the previous owner of the car. If you don’t know about any problems, and the new owner of the car realizes that he bought a “bucket”, he will blame you for deception. Or the buyer will be dishonest and say that he discovered repainted parts after an accident, although he himself became a participant in it. Make sure that the car has no pitfalls and that it is technically sound. And then sell with a clear conscience.

Is the sale of government goods legal? numbers separate from the car

As already mentioned, transport signs belong to the state and a citizen, who is a private person, does not have the right to dispose of them. Therefore, the procedure for transferring numbers is not completely legal . This is because the law does not prohibit transactions with property owned by the state and, accordingly, no one can be punished for having too many numbers.

It is possible to sell signs completely legally only with transport. In this case, the car undergoes secondary registration, then the rights to use the license plate are transferred to the buyer.

Note! You can find many intermediary companies involved in number reassignment. They use their own cars in transactions. This is convenient if the owner of the license plates cannot find buyers or is extremely unwilling to contact unknown people.

Pros and cons of this practice

People interested in the question of how to sell government. number separately from the car, if you want to know the advantages and disadvantages of such an operation , let's look at them.

pros

  • if the signs are beautiful, for example, a sequence of three numbers, you can sell them for good money.

Minuses

  • a transaction of this kind is not absolutely legal;
  • high risks;
  • You can be left without a car.

As you can see, there are, unfortunately, more negative sides. You can use the services of special companies, which were mentioned earlier, then the risks become significantly less.

Existing methods of selling rooms

How to sell a car license plate separately from a vehicle? Cunning car owners have found several loopholes in the law to sell state license plates almost legally.

Sale of numbers with seller's transport

Don't worry, you won't have to sell your car at all. The algorithm of actions is as follows:

  1. Let's say you are the owner of a car with thieves' badges and want to sell the state-owned car. signs.
  2. You find a buyer and negotiate with him.
  3. Then you sell the vehicle along with cool signs.
  4. Next, the person to whom the vehicle was sold registers it in his name and goes to the nearest MREO traffic police department with a statement that he wants to change the plates.
  5. At the traffic police, the new owner of the car will receive different signs, and the old ones remain there for storage.
  6. Next, the previous owner of the car buys it back with different numbers and goes through the registration process again.

Sale of state license plates with the buyer's car

There is another method of selling license plates separately from the car. In this case, you will have to use the car of the buyer of the signs, which, by the way, is safe for the seller. How the transaction is carried out:

  1. You, as a seller of signs, remove them from your car, write a corresponding application and receive new ones in return.
  2. Then the person who wants to purchase them sells you his vehicle under a sales contract.
  3. Next, you need to register the car and register the registration plates left in storage with the traffic police.
  4. All that remains is to sell the car back to the previous owner with new license plates. This is also done under the purchase and sale agreement.
  5. He is already re-registering the car.

Using this method, you should not be afraid of losing your license plates and car. It must be borne in mind that not every buyer will agree to this, because in this case he risks being left without a car.

Selling using a third vehicle

For this method you will need to purchase another vehicle :

  1. You go to the traffic police, where you fill out a corresponding application and register new registration plates for your car. The old ones remain in the traffic police department for storage.
  2. Next, you need to purchase a new car and register it. After which it is assigned the deposited selling numbers.
  3. Now the scheme is the same as in the previous method. You are selling a new vehicle with license plates to a buyer under a standard sales agreement.
  4. He registers the car, changes the license plates on it, and puts the old ones into storage.
  5. Then he sells you the car back, with new license plates.
  6. You register it.

This method is convenient because instead of the main car, another one is used, which may be the cheapest. In this case, both parties do not take risks.

You should not use a truck, bus or an old car that is not running as a third vehicle. With the first two, problems may arise due to the category of driver's license, and if you use an old car, you will have to undergo a technical inspection, that is, the car must be able to perform its main function.

What documents will be needed

To re-issue beautiful numbers from letters and numbers you will need the following list of documents:

  • passport of a citizen of the Russian Federation;
  • passport for the car itself;
  • a certificate obtained from the local traffic police department that the vehicle is registered;
  • OSAGO insurance policy.

What will you have to spend on?

During the transaction you will need to pay for various services , etc.:

  • creation and issuance of other numbers;
  • issuing a certificate stating that the car is registered with new data entered into it;
  • obtaining a new vehicle passport;
  • for updating car data in the database;
  • state tax and commission for its payment;
  • for issuing temporary registration of a car that was registered before;
  • insurance company services.

From this it turns out that the sale of registration plates is accompanied by quite a decent amount of money .

Important! You will definitely have to change the data in the vehicle’s diagnostic inspection card. This can be done at any nearest technical inspection point.

Approximate price of criminal license plates

Beautiful license plates will cost a lot. You can find a huge number of offers for sale on the Internet. The price is greatly influenced by the manner in which the sale will be carried out.

The approximate cost is as follows:

  1. The cheapest numbers on sale are those with a sequence of three identical digits; these will cost about 50 thousand rubles.
  2. Beautiful combinations of three sevens and nines are considered lucky, and the price for them varies from 70 thousand to half a million rubles and more.
Read more:  How to deregister a car after sale

Note! Prices shown are approximate only. The region where the state signs will be sold has a significant influence on the cost. For example, in Moscow, beautiful rooms are the most expensive.

Conclusion

Someone might say that to sell the state. Numbers without a car are difficult, but this is not the case. If you familiarize yourself in detail with the methods we provide, you will easily cope with the sale without any outside help. Please note that if you are going to sell numbers using these methods, you will have to tinker with papers and spend a lot of money, but in the end, if everything goes well, both you and the buyer will be satisfied.

How to sell a car correctly and safely under the new rules

Both buying and selling a car is a rather serious process. Both of these events are closely interrelated - one buys, the other sells. And, unfortunately, there are plenty of scammers in the automobile market; the danger of running into them exists not only for the buyer, but also for the seller. And with the introduction of new rules for the transfer of car ownership, which have simplified this procedure, special attention should be paid to the sale of a car. Today we will talk about how to sell a car correctly and safely according to the new rules.

Selling a car usually doesn't happen quickly. First you need to find “your” buyer. Before putting a car up for sale, be it on an online platform or a car market, so-called pre-sale preparation is carried out, which includes minor repairs, replacement of consumables, painting of parts, getting rid of rust stains, washing the body and engine, cleaning the interior and etc.

In addition, you need to prepare and mentally - find an official reason for the sale. In any case, the buyer will be interested in why the car is being sold, and it is necessary to find an answer that will not arouse much suspicion. Although here everything depends on the buyer - some are interested in the appearance, while others will carefully listen to the engine noise. During the sales process, many times you will have to show the car to no avail and go for diagnostics at the expense of the potential buyer.

But when a real buyer who is really ready to purchase a car has been found, and the selling price has been specifically determined and agreed upon by both parties, it is time to deal with the legal side of the issue, which is precisely where legislative changes have been made. Officials decided to simplify the purchase and sale procedure for motorists by reducing bureaucratic delays. Now, when selling a car, you do not need to deregister, which is a definite advantage for the seller . But at the same time, the risks of the buyer increase, who can discover some problems with the car only at the moment when he registers it with the nearest traffic police, which means that the property is already his property, and these problems cannot be avoided. According to the simplified scheme for selling a car, all actions with registration are carried out only by the buyer (and he is now given a whole 10 days to do this) - the seller has absolutely nothing to do with it. The seller’s job is only to find this buyer, formalize a deal with him, receive money and hand over documents and keys. The remaining actions fall on the shoulders of the acquiring party. Thus, when selling a car, it is no longer necessary to deregister it; it is only necessary to conclude a legally competent agreement on its sale .

How to legally draw up a new contract for the sale of a car

A car purchase and sale agreement is the most important legal document that defines the relationship between the seller and the buyer regarding the vehicle, and on the basis of which ownership transfers from one owner to another. Many people use outdated contract forms, while according to the new rules, its form should be slightly changed. If you use old forms, you can draw up an agreement incorrectly, then it simply loses its legal force, and this is fraught with troubles and problems for both the buyer and the seller.

The agreement is drawn up between the parties in simple written/printed form, in two copies. There is no need to have such a document certified either by a notary or anywhere else.

The car sale agreement according to the new rules states:

  • The locality where the contract is drawn up, the date of its preparation.
  • Data of the parties, their passport data, registration data.
  • Subject of purchase and sale: the car itself, where its full characteristics are indicated, according to the vehicle passport (model name, engine, body and chassis numbers, color, year of manufacture, l/s, kW, load capacity, etc.)
  • Identification numbers and vehicle passport data.
  • The full cost of the car, it is indicated in numbers and words.
  • The state number and data on the vehicle registration certificate can be included as a separate clause in the contract at the request of the seller or buyer, but are not mandatory. The requirement for traffic police inspectors who are completing the re-registration of a vehicle to indicate this data in the contract is not legal.

When drawing up a contract, it is important to be guided by the principle of completeness of information; it must be comprehensive and not allow for any interpretation.

As for the physical execution of the purchase and sale agreement, its sample form can be downloaded just below in this article. Most often, they leave the form as it is and simply fill out the necessary lines. But you can download the form in a format where there is editing, and add certain important and significant points. As a rule, one of the parties organizes the forms. As a piece of advice: after downloading the form, it is best to fill it out immediately, on the computer, and completely - on both sides. Filling out the contract in different ways is not allowed; it can be filled out:

  • On the computer (fully printed version).
  • By hand (filling in the data in the left lines with a ballpoint or capillary blue pen, filling in a color other than blue (for example, black, red) is not allowed).

You need to fill out the document using either the first or second method. That is, you cannot, for example, print the data of one party on a computer, bring it to the other party, and she, in turn, fills in her data by hand. This shouldn't happen. It is best to make the entire agreement in printed form, where only the signatures will be affixed with a pen. If the lines of the contract are filled out by hand, then you must start writing from the very beginning of the line, and put a dash at the end to exclude any “additions” by unscrupulous parties. Also, when filling out a document with a pen, no blots or “misprints” are allowed.

We draw up a transfer and acceptance certificate for the vehicle

It is also recommended to draw up an act of acceptance and transfer of the car between the parties, which duplicates the data of the seller (transferring party) and the buyer (receiving party), identification data of the vehicle, and the place (locality) and date of transfer are required. It is also important to indicate in the act the fact of transfer of documents for the car and the keys to it to the buyer. Both parties sign this act, in two copies, for the seller it is a confirmation document that he actually transferred the property along with the keys and documents, and did not just take money for the car. This action will protect the seller in the event of unfounded claims being presented to him.

Of course, you can do without the act of transferring the object of sale. But then such clauses should be included in the purchase and sale agreement itself, where there will be separate lines like “the car was handed over” and “the car was accepted.” It is also advisable to include a clause stating that the new owner has received a set of keys and documents. There are plenty of scammers on the buyers’ side, too, so it’s better to protect yourself with similar clauses in the contract, or a separate act. Ideally, you can also invite witnesses to the transfer of the car, who are persons disinterested in this transaction.

Requirements for PTS according to the new rules

When selling, you should also take care of the title. The responsibility for ensuring that this document complies with the rules falls entirely on the shoulders of the seller, as the actual owner of the car. The most important thing before the actual sale and conclusion of the contract is to make sure that there is enough space in the vehicle’s passport to make another entry indicating a change in the owner of the car. If there is no space, and, therefore, it is impossible to make this entry, the traffic police will refuse to re-register the car to a new person. Only the owner can make a new passport for a car, and the owner before re-registration is the previous owner, even if a sales contract is signed and the object is directly transferred to the new owner . If the traffic police refuses registration to the buyer who purchased the property, the latter will still be forced to contact the seller to make a new title. So these problems cannot be avoided. Therefore, you should take care of the place in the vehicle passport in advance. If it is not there, apply for a new one. If there is, then there is nothing to worry about.

If the seller or buyer are third parties

There are some special cases of buying and selling a car. These are cases where the buyer or seller are only third parties in the transaction. That is, either one or the other (or maybe both) act on behalf of someone else.

In this case, it is necessary to have a document such as a power of attorney. And not just a power of attorney, but a notarized one. If the seller of the car is not its owner, then you should take care in advance to draw up a power of attorney, where the real owner will give the person the right to carry out on his behalf any legal transactions with the vehicle, including its sale. Such a document must be executed by the notary in person by the owner of the property. If there is one full name in the vehicle’s passport, and another in the seller’s passport, then, in the absence of such a power of attorney, the sale transaction will be considered invalid .

The buyer, who will not subsequently be the owner of the car, should also obtain a power of attorney from the future owner on whose behalf he is acting. The buyer's full name is entered into the purchase and sale agreement, but the full name of the new owner of the car, in whose name it will be registered, is entered into the vehicle passport.

Buying a car using license plates (procedure)

Good day everyone!
I was faced with buying a car based on license plates, etc. This procedure is still new, so I couldn’t find out from anyone what and how to do it. So I decided to write what, where and how, in case it helps someone. To make it clear further, all the actions below are what I encountered and what actions I performed when buying a car, leaving the numbers of the previous car owner (the law came into force on April 3, 2011), I registered the car on the street. Khilokskaya, 9 at the beginning of May 2011. Essentially, the seller’s role is to put two signatures, take your money and give the car, otherwise the buyer performs all other actions. And now, in order, down to all the little things (what I know and what I’ve encountered):

1. PURCHASE AND SALE AGREEMENT (PSA).
The buyer draws up or prepares a form (DCP (aka sample).doc).
The contract is drawn up in two copies, one for the seller, the other for the buyer. When drawing up an agreement, you do not need to have it certified anywhere (by a notary or a consignment store). The signature of the buyer and seller in the contract is sufficient. If you fill out the contract on a computer, then there is no problem; if you still fill it out by hand, then you need to take into account that the contract must be filled out with one hand and one pen (I had to redo it because of the different pen and handwriting, the traffic police did not accept it, resulting in a loss of 1 day). PLEASE REVIEW ALL THE DATA VERY CAREFULLY. As for the cost of the car indicated in the contract, the tax office will calculate from this amount whether to take tax from the seller or not, and if YES, then in what amount.
Rules for calculating the amount of tax when selling a car. a) If you have owned the sold car for more than three years, and you have documents confirming this (sale agreement, invoice for the car), then you will not have to pay tax.
b) If you have owned the sold car for less than three years, but there are documents confirming that the purchase price of the car is greater than the sale amount, then you will not have to pay tax.
c) If you sold a car for less than 125,000 rubles, then you will not have to pay tax.
d) If you owned the car for less than three years, no documents confirming its original cost were preserved, and the sale amount exceeded 125,000 rubles, then you will have to pay tax based on the following calculation:
(Sale amount - 125,000) x 13%. The tax amount is rounded according to general rules to whole numbers.

2. FILLING OUT PTS (Vehicle Passport).
The buyer enters himself into the title (for the next available space) as the new owner of the car ():
- Name (full name) of the owner.
(Example: Alekseev Aleksey Alekseevich). - Address.
(Example: RUSSIA, Novosibirsk, Lenin St., building 1, apt. 1). — Date of sale (transfer).
(Example: April 10, 2011). — Document of ownership.
(Example: Sales and Purchase Agreement). Place signatures: Seller in the “Signature of the previous owner” section, Buyer in the “Signature of the current owner” section.

3. EVERYTHING. The title has been drawn up, the purchase and sale agreement has been completed and signed. Ready! You can start re-registering your car. You can make a copy of the title for the seller (for the tax authorities to know that the car was sold, if they send tax on the car sold).

4. STATE REGISTRATION PLATES.
We carefully examine the state.
numbers, their condition, this must be taken care of before appearing at the traffic police. If the numbers are not wrinkled, not worn, and intact, then everything is fine (the state fee for registration is 500 rubles). If not, then there are TWO ways. First.
This is a replacement for the same number, but “working”, in this case the technical ticket will be valid. inspection from the previous owner. To replace the state signs, you must contact Printing House No. 2 LLC at the address: Novosibirsk, st. Aircraft manufacturers, 30. Contact numbers 8(383) 265-08-25, 8(383) 265-97-87. Applications are accepted from Monday to Friday from 10.00 to 17.00. The cost of producing duplicates of state registration plates is 2000 rubles (payment when submitting an application). Issuance of finished duplicates is carried out on Fridays from 10.00 to 17.00. Second.
This is a change of numbers (obtaining a different number) when registering a car with the traffic police. In this case, the technical ticket. the inspection will need to be changed or re-taken. (State fee for registration is 1800 rubles.) Next, I describe the option with numbers in good condition.

5. APPLICATION to the traffic police.
We fill out an application to the State Traffic Safety Inspectorate for “change of ownership under a purchase and sale agreement, with preservation of state registration marks” (Application (aka sample).doc). The sample was prepared specifically for the department on Khilokskaya, 9. Or another way is to stand in line at window 7 or 8, and they will fill out an application for you for 400 rubles. Everyone unanimously says that you will fill it out yourself, you will be tortured by running around, correcting it, etc. All this is true if you fill it out incorrectly, although I filled it out myself, there were mistakes, but the inspector showed me where to correct it with a pen and immediately accepted everything. I posted the sample with all the corrections and everything is filled out correctly!

6. PAYMENT OF STATE FEES
We pay the state fee.
Get the payment receipt here -> http://www.gibdd.ru/online/reg/. Or, again, you can pay at the traffic police, there is a window on the 1st floor, you submit an application at the window and in money (a commission of 150 rubles will be in this window). — If the numbers do not need to be changed, then the state duty (500 rubles):
State duty for issuing a vehicle registration certificate is 300 rubles.
The state fee for making changes to a previously issued vehicle passport is 200 rubles.
— If the plates need to be changed, then the state duty (2000 rubles):
State duty for issuing a vehicle registration certificate is 300 rubles.
The state fee for making changes to a previously issued vehicle passport is 200 rubles.

My actions in order:
I arrived at 7:15 in the morning and stood in line at the 4th, 5th window to submit documents. By the time the traffic police started working, there were up to 50 people. And it didn’t matter whether the work started at 9 or 8 a.m., people started to gather from 7 a.m. “like in a prison.” So, it’s better to borrow not first, but somewhere 15-20 in a row, since you have numbers to be reconciled ahead of you. And if you took 5 or 10, then when you arrive after reconciliation, you will no longer find your turn and most likely you will stand again; in general, it’s difficult to figure out how not to miss your turn and the best option is to help a friend to follow the line.

Working hours of the unit Khilokskaya, 9:
Monday: from 09:00 to 18:00, lunch from 13:00 to 14:00
Tuesday: from 09:00 to 20:00, lunch from 13:00 to 14:00
Thursday: from 09:00 to 18:00, lunch from 13:00 to 14:00
Friday: from 09:00 to 18:00, lunch from 13:00 to 14:00
Saturday: from 08:00 to 16:00, lunch from 12:00 to 13:00

We put the car in the parking lot and have the license plates verified.

For verification, of course, there must be clean body and engine numbers.
You must have an application for vehicle registration on hand; without it, there will be no verification. The number on the engine is LOOKED. In order to compare the brand of the engine (in my application it was indicated in full: brand + engine number, the inspector crossed out the number, leaving only the brand). I’ll say right away that the inspectors have no sequence or order of cars when checking license plates; whoever they like goes to that one (I watched this process for 3 days).
Then 1 car in the 1st row, then 2 cars in the second, then again in the first..... The only thing I noticed was that there was a guy in a booth, people came up to him and asked to look at the license plates on the car before the inspector arrived ( I understand that they give him 50 rubles for this). He comes up, looks, receives fifty dollars and goes back to his place. The first thing the inspector does when he arrives is to go to this little guy, they chat, and the inspector goes to the first cars, the ones on which the little guy looked at the license plates. After checking the numbers, you go to the premises, along the way you pay the state fee on the first floor (if you didn’t pay at Sberbank), make a copy of it on the second floor (where the insurers sit, it costs 10 rubles). Look for your turn, get to the inspector at the window, submit the above documents. Then you will be sent to wait until they call you at window 3. They called you, came up, checked the data in the PTS and the new SoRTS, go copy the PTS (another 20 rubles), give only a copy of the PTS to window 3 and receive a new SoRTS. ALL! Congratulations on being the rightful owner of a car!
