Registration procedure
The provisions and procedure for registering scooters with the State Traffic Safety Inspectorate, as well as motorcycles, are established by Decree of the Government of the Russian Federation dated August 12, 1994 N 938 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation”, as well as Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001 “On the procedure for registering vehicles.”
According to these legislative acts, the owner and/or owner of the purchased vehicle is obliged to register the motorcycle or scooter within no more than 10 days. Registering a scooter with the traffic police is no different from an identical action in relation to a motorcycle. To do this, you must provide the following documents to the nearest traffic police department:
PTS and STS (if any), documents for numbered units (if available);
purchase and sale agreement (or other document on the basis of which ownership of the vehicle arose);
application for vehicle registration (not issued in all branches, but often it can be obtained completed on site for an additional fee).
If you have any of the following documents, you must also provide them:
documents for numbered units;
customs documents on the temporary import of vehicles for a period of more than six months (clause 15.4.1 of Order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605);
documents on the disposal of the vehicle (when restoring the registration of vehicles that were not actually recycled, but had already been deregistered) (clause 15.10 of the order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605);
resolution of the investigative body and documents that are the basis for identifying the vehicle (for example, an expert opinion), in the situation of returning the vehicle after theft (clause 15.11 of the order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605).
Please note that Order of the Ministry of Internal Affairs of Russia dated March 20, 2017 N 139 canceled:
the right of traffic police officers to demand the presentation of a compulsory motor liability insurance policy upon registration - it is received as part of an electronic exchange (clause 15.6 of the order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605 is excluded);
limiting the period of up to 10 days for obtaining the “TRANSIT” sign (clause 33 of Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001).
This does not mean that you may not have an issued MTPL policy, you just don’t need to provide it in paper form, traffic police officers will see it in the database.
Duty and fines
Since registering a scooter with the traffic police, like registering a motorcycle, is a purely government operation, a state fee must be paid for its implementation. Its size is established in Article 333.33 of the Tax Code of the Russian Federation:
1,500 rubles for issuing state registration plates for a motor vehicle;
500 rubles for issuing a motor vehicle registration certificate.
350 rubles for making changes to the PTS.

If the owner violated the registration deadlines, then administrative liability is applied to him, which is regulated by the Administrative Code:
paragraphs 1 and 2 of Article 12.1 of the Code of Administrative Offenses - operating an unregistered vehicle for the first time entails a fine of 500 to 800 rubles, a repeated violation entails a fine of up to 5,000 rubles or deprivation of rights for up to 4 months;
paragraph 1 of article 19.22 of the Code of Administrative Offenses - violation of the vehicle registration rules entails punishment in the form of a fine ranging from 1,500 to 2,000 thousand rubles.

How to register a motorcycle
Summer, warm time is approaching. The air is warming up, the roads are drying up, and it's time for motorcycles. Those who like to ride like a breeze are unsheathing their iron horses, while others are thinking about buying them. Especially for future motorcycle owners, we remind you of the current legislation of our country. It decides to register vehicles within the first ten days after their purchase. Otherwise, you may run into fines and additional problems during registration.
Rules for registering a vehicle with the traffic police
A motorbike, along with cars, is one of the vehicles subject to registration with the traffic police. Previously, there was a restriction for scooters that did not have to be registered. Now the law makes it obligatory for all vehicles whose engine capacity starts from 50 cubic cm, and whose speed is more than 50 km/h, to register with the traffic police. Therefore, registering a motorcycle is an obligation for all owners.
The maximum permissible deadline for submitting documents is 10 days from the date of purchase of a motorcycle in Russia. If the transport was purchased abroad, the period is reduced to 5 days, but only from the moment of crossing the border (customs clearance).
Registering a motorcycle is a procedure that includes several operations.

Preparation of documents

In order to meet the ten-day deadline, even before making the purchase, you should think about registering the motorcycle with the traffic police.
First of all, you will need a completed purchase and sale agreement for the bike. In this case, the date specified in the contract serves as the starting point from which the maximum deadline for submitting papers is calculated. Next, you need to undergo a technical inspection and insure your civil liability (take out an MTPL policy). If the motorcycle was purchased at a dealership, that is, it is completely new, then the insurance company can issue a policy without providing an inspection certificate. But this is not a stated responsibility of the insurance company. Perhaps they will still require you to provide a technical inspection document, or they will ask you to undergo an inspection directly from them.
In some cases, when insuring a new motorcycle, the insurance agent can verify the condition of the vehicle by visiting the specified address. You will have to pay some extra amount. But it will still cost less than transporting the bike on a tow truck.
If you buy a motorbike secondhand, the new owner will have to renew the insurance policy, even if it is valid. In this case, it is better to contact the same place where the previous owner registered. You may be able to get by without having to undergo a motorcycle inspection.
Submitting documents to the traffic police department
As noted above, a ten-day period is given to the owner to submit documents to the department. The certificate itself can be issued after this period (this will not constitute a violation). The package of documents is submitted in one day. They are presented during a personal visit, having stood in line. You can also pre-submit an application via the Internet, on the State Services portal. When applying online, you can get a discount of about 30%.
To obtain a certificate and number, an employee of the State Safety Inspectorate (STSI) will ask you to provide a motorbike for inspection. He will check the frame number, as well as other marks indicated by the manufacturer of the equipment, with the motorcycle’s registration certificate.
It is worth keeping in mind that the new motorcycle cannot be transported under its own power, since it does not have license plates. Its transportation is possible only with a special trailer or tow truck. If the vehicle was not purchased new, you can negotiate with the former owner to transport it to the department.
The basis for issuing a new certificate is the application of the new owner. It can be written by hand directly at the traffic police department. There you will also find a sample form.
What documents are needed?
In order for the motorcycle registration to be successful, you must bring the following documents to the traffic police department:
- bike purchase agreement;
- vehicle passport (PTS);
- OSAGO policy;
- passport of the new owner;
- checks for payment of state duty;
- application for registration;
- reporting documents of the customs clearance procedure (when importing from abroad);
You must bring the originals of all the listed documents to the department, as well as make copies of them. If a motorcycle is an item of inherited property, then you will additionally need a will or a certificate of right to receive it (you can read more about this here).
You can pay the state fee at a Sberbank branch using a self-service terminal. Its size is fixed and does not depend on the region of circulation. The document regulating the monetary amount of the established duty is the Tax Code of Russia.
How much money do you need to register?
Before registering a motorcycle, you will have to spend a certain amount of money. It will be used to purchase an MTPL insurance policy, as well as to pay state fees.
When registering a motorbike, there may be several operations that require advance payment of the state fee:
- Registration of a motorcycle and subsequent receipt of a plate with a number - a fee of 1,500 rubles is provided.
- When making changes to the PTS, the state duty is 350 rubles.
- Obtaining a registration certificate – 500 rubles.
When the bike was purchased from the previous owner, there is no need to issue a new number. In this case, only the fee for changing the full name in the actual documents is paid.
If you need to deliver the motorcycle to the place of registration, you will additionally need to pay about 2,000 rubles. It is worth noting that it is better to spend this amount on transportation than to receive a fine from traffic police officers in the amount of five thousand rubles, with the possibility of confiscation of your iron horse for impound parking.

Answer: For late registration of a motorcycle at the traffic police department, the Code of Administrative Offenses (CAO) provides for a fine of 2,000 rubles. What documents are needed
When planning to register your bike, make sure that you have in your hands the entire package of documents required by the traffic police:
- registration application;
- identity document (citizen's passport);
- document confirming ownership;
- vehicle passport (PTS);

Late registration
In 2013, significant changes were made to the Code of Administrative Offenses of the Russian Federation that relate to the registration of vehicles. In particular, the fine for violating the rules of registration of cars and motorcycles was increased.
The fine increased from 100 rubles to 1,500-2,000 rubles for individuals, and for officials and legal entities up to 10,000 rubles. The amount, of course, is not “cosmic”, but still significant. What to do if, due to insurmountable circumstances, deadlines were missed or it was not possible to register the motorcycle on time?
Option number 1 . We wait. There is a loophole in the country's legislation.
A person cannot be brought to administrative responsibility if two months have passed since the commission of the offense. That is, if the motorcycle equipment was deregistered or purchased on May 5, then starting from May 16 we count 2 months and go to the traffic police to register it.
When offered to pay a fine for late payment, we refuse in good faith, referring to Resolution of the Plenum of the Supreme Court of the Russian Federation No. 5 of 2005.
Option number 2 . We refer to delivery. If the motorcycle was sent by a transport company, then the date of shipment in the invoice must be taken as the starting date for registration. It is not the owner's fault that delivery was delayed. If a protocol on an administrative offense has been drawn up, then you can go to court to appeal such a decision.
Option number 3 . Reach an agreement. By entering into an agreement with the seller, you can agree that the date in the transfer and acceptance certificate will remain open. At the right time, enter the required number in the column. This procedure is, of course, illegal, but it is almost impossible to prove such a fact.
Option number 4 . Help from a friend. If the motorcycle has been deregistered in another region, you can ask a friend or acquaintance to send a registered letter on behalf of the seller with any content. It’s as if the seller sent you documents for the motorcycle with a delay.
This will be insurance in case the registration deadlines pass and the motorcycle is not registered. A date stamp on the letter will confirm that it has been sent. In the traffic police we play the role of “it’s not my fault, who knew it would take so long.”

- you want to register a motorcycle, the owner of which is a legal entity that has ceased its activities;
- there is no record of payment of the recycling fee in the vehicle passport;
- the design of your bike does not comply with the requirements of the legislation of the Russian Federation;
- you have provided documents that contain false information, or the vehicle passport is invalid;
- the identification numbers on the motorcycle have been erased;
- vehicles with such signs are wanted.
Registering a new bike
In accordance with the provisions of the legislation of the Russian Federation, the previous owner of the vehicle must deregister it with the State Traffic Safety Inspectorate before selling his vehicle. However, even if he did not do this, do not worry: nothing will prevent the motorcycle from being allowed to participate in road traffic.

If the motorcycle is new, only from a car dealership, it can only be delivered to the registration department by tow truck or in the back of a car. Driving around the city in an unregistered vehicle is prohibited.

Typically, it takes about two to three hours to register a vehicle; the duration of the procedure depends on the workload of the department itself, as well as on the owner of the vehicle. Documents and registration rules

- passport details of the vehicle owner
- motorcycle data (from the technical passport)
- name of the procedure being performed
- address and name of the registration point where documents are submitted

Please note that if the motorcycle is registered not by the owner, but by an authorized person, the registration application additionally indicates the details of the authorized person.
The legal representative of the vehicle owner, performing the registration actions of the traffic police, must have a passport and a general power of attorney. The power of attorney should also indicate the name of the registration procedure, passport details of the authorized person, the location of the procedure, and the validity period of the power of attorney.
To register motorcycle equipment on a legal basis. person additionally required:

How much does it cost to register a motorcycle with the traffic police?
Registration of motor vehicles at the State Traffic Safety Inspectorate-MREO requires mandatory payment of state duties. The cost of the procedure is regulated by the tax code (Article 333.33); the same amounts of state duties apply in all regions.
The cost of registering a motorcycle with the traffic police today is 2,350 rubles, of which:
- 1500 rubles – license plate
- 500 rubles – certificate
- 350 rubles – recording the owner’s data in the technical passport of the motorcycle
Important! When submitting an application and paying the state fee online on the State Services service, the driver receives a 30% discount. Thus, the total registration amount will be 1645 rubles.
State fees must be paid before registering the vehicle with the State Traffic Safety Inspectorate-MREO. To pay state fees, you can use the terminal near the MREO, the cash desk in the department itself, if there is one, the Sberbank cash desk, or Internet banking. Please note that when paying online, funds are not always immediately transferred to the government account; sometimes the transfer can take up to three business days.
Where to register a motorcycle in Moscow?
