How to properly attach a novice driver sign

Traffic rules for novice drivers

Good afternoon, dear reader.

Novice drivers in the Russian Federation include drivers whose driving experience is less than 2 years, i.e. received a driver's license less than two years ago.

In 2019 and 2020, there are several points in the traffic rules that are intended exclusively for novice drivers, and these are the ones that will be discussed today.

Is the novice driver sign required in 2020?

8. The following identification marks
must be installed on vehicles .
“Beginner driver” - in the form of a yellow square (side 150 mm) with an image of a black exclamation mark 110 mm high - behind motor vehicles (except for tractors, self-propelled vehicles, motorcycles and mopeds) driven by drivers who have the right to drive the specified vehicles less than 2 years old.

7.15 1 . There are no identification marks that must be installed in accordance with paragraph 8 of the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, approved by Resolution of the Council of Ministers - Government of the Russian Federation of October 23, 1993 N 1090 “On the Rules traffic."

Thus, the “Beginner Driver” identification badge is mandatory for drivers with less than two years of experience, and operating a vehicle without it is prohibited.

Making the “Beginner Driver” identification sign is not difficult. It is enough to fulfill the following conditions:

  • Square dimensions 15x15 cm.
  • The height of the exclamation mark is 11 cm.
  • The background color of the sign is yellow.
  • The exclamation point color is black.

Please note that the dimensions of the “Beginner Driver” sign are determined quite accurately. Using a sign whose dimensions do not comply with traffic regulations is a violation. Moreover, a violation will be both the use of a small sign (less than 150 mm) and the use of an enlarged sign (more than 150 mm).

If your driving experience does not exceed two years, then I recommend that you download the identification plate of the correct dimensions and print it on an A4 sheet:

In the version for black and white printers, the background of the sign is transparent, so you should paint it yourself with yellow (pencil, marker, felt-tip pen, paint, etc.).

Where to put the “Beginner Driver” sign

Traffic regulations require that a novice driver sign be mounted on the rear of the vehicle. However, the specific location of the sign is not named. In this regard, you can choose any suitable place and install a sign:

  • On the rear window (from the inside or outside).
  • On the rear bumper.
  • On the trunk lid.
  • On the trunk door.

I recommend choosing a place so that it does not block your view.

For example, it is better to stick a sign on the bumper than on the rear window.

Fine for not having a novice driver sign in 2019

1. Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, operation of the vehicle is prohibited, with the exception of malfunctions and conditions specified in parts 2 - 7 of this article, -

entails a warning or the imposition of an administrative fine in the amount of five hundred rubles.

The fine for the absence of an identification mark is 500 rubles . The second punishment option for this violation is a warning. The specified fine can be paid with a 50 percent discount.

Towing rules for a novice driver

Clause 20.2 1 of the traffic rules:

20.2 1 . When towing, driving towing vehicles must be carried out by drivers who have been licensed to drive vehicles for 2 years or more.

A novice driver cannot operate a towing vehicle, i.e. the tractor that is in front.

This rule applies only to towing motor vehicles and does not apply to towing trailers. Those. a novice driver can drive a car with a trailer whose weight corresponds to the open category of the driver's license.

Also, the restriction does not apply to driving a towed vehicle (located behind).

The restriction applies to all types of towing: with a flexible hitch, with a rigid hitch, or with partial loading.

Rules for the carriage of passengers

Paragraph 22.2 1 Traffic rules:

22.2 1 . Transportation of people on a motorcycle must be carried out by a driver who has a driver’s license for the right to drive vehicles of category “A” or subcategory “A1” for 2 or more years; transportation of people on a moped must be carried out by a driver who has a driver’s license for the right to drive vehicles of any category or subcategories for 2 or more years.

Novice drivers cannot transport passengers on motorcycles and mopeds.

Please note that the restriction on the carriage of passengers applies not only to two-wheeled vehicles, but also to motorcycles with sidecars, as well as three-wheeled mopeds.

Cost of MTPL for novice drivers

Another important point associated with novice drivers is the increased cost of compulsory motor insurance. When calculating the cost of the policy, a special coefficient is used - KBC (age and experience coefficient).

For a novice driver, this coefficient has the following values:

  • 1.8 - if the driver’s age is less than 22 years.
  • 1.7 - if the driver’s age is over 22 years.

Thus, the cost of compulsory motor liability insurance increases by 70-80 percent.

Let's summarize this article. Novice drivers have several restrictions when driving a car, which can cause some inconvenience. In this regard, if you plan to obtain a driver's license in the future, I recommend doing so as early as possible. Ideally, 3 years before driving. In this case, restrictions for novice drivers will not affect you.

So if you are going to get a driver's license, I recommend doing it as early as possible. If your children plan to get a license, then recommend doing so immediately after reaching the age of 18. Even if the license simply lies on the shelf for 2 years, the driver will cease to be a beginner and restrictions will not apply to him.

Novice driver, give me a sign!

As soon as someone who has completed learning to drive with an automatic or manual transmission hits the road, they immediately receive a lot of negativity from other, more experienced and faster drivers. Of course, a novice car enthusiast will not immediately become like a car pilot, however, beginners are more careful and follow traffic rules more accurately. Adequate car enthusiasts will always help such a car on the road, give way or wait until a new road user copes with the excitement. In order for other road users to be more attentive, the newcomer is instructed to put a special sign on the rear window of the car. Which one and why can’t you apply several signs at the same time?

There is only one graphic symbol defined by law for those who have been driving for less than 24 months - a black exclamation mark on a yellow background. In the traffic rules this image is called “Beginner Driver”. There is no need to cover the entire car with such alarms; one of them on the rear window is enough. According to the traffic rules, all other signs, which are usually placed in abundance on the glass of a new driver’s car, have no legal force.

The most common symbol that beginners use instead of the correct one is “Driving training.” A large black letter "U" on a white background, enclosed in a red triangle. This indicator is used in the only case - when it is a training vehicle, owned by a driving school or a private instructor, in which case the sign must be placed on the roof and duplicated on the rear window. Otherwise, you are only showing others your ignorance of the rules. By the way, sometimes traffic police officers stop cars with such stickers, especially if they are not duplicated with the correct sign, and fine those who like individuality.

Next in popularity are various icons that do not reflect the essence of the driver’s problem at all, but should encourage others to be more attentive. For example, “shoe,” ladies love to “decorate” their cars with this sign. A sticker with a picture of a baby, that is, an indication that a child may be in the car, is also useless. If you follow the traffic rules, the baby is not in any danger. If we add to these pictures the usual for such situations, “Beginner Driver” and some kind of cat, then we get an almost completely closed bottom of the rear window. And this is a reduction in visibility by almost 30 percent. Quite a lot for someone who is not yet very confident in his skills.

Therefore, always follow the rules and do not try to overly “tune” your car with decorations on the windows. Leave 1 sign that will be visible to other drivers and calmly go on any journey. There will also be a mandatory sign that the driver is disabled, but this is a different level of responsibility and attention of other road users.

Installation of the “Beginner Driver” sign

The “Beginner Driver” sign has become mandatory since 2009. If it is not on the rear window of a passenger car, a driver with less than 24 months of driving experience will not be able to pass a technical inspection. The presence of this sign warns cars behind that the driver is a novice who has graduated from a driving school and recently received a license. Accordingly, they will be intuitively ready for any incidents and will be able to easily overtake this vehicle.

The Novice Driver sign is very easy to spot from afar. It is a yellow square with sides of at least 15 centimeters. An exclamation mark 11 centimeters high is drawn in black on a yellow background. It is also worth noting that, out of ignorance, some drivers use a triangle with a red border and a black letter in the middle instead of an exclamation mark. This is unnecessary, since this sign indicates a vehicle intended for driving lessons.

The traffic rules do not indicate which specific part of the rear window this symbol should be glued to. Usually it is hooked either in the upper right or left corner. It is clear that if it hangs on the left, it will immediately catch the eye of the person driving behind you. In any case, you need to hook it in such a way that it does not limit the view into the rear window.

The Code of Administrative Offenses and the Traffic Regulations do not currently provide for any fines for failure to install this sign. Its main purpose is to warn other road users about your inexperience. The wording of this sign, like some others, is as follows:

“At the driver’s request, identification marks can be installed...” and then there is a small list: an inexperienced driver, a doctor, a woman driving. Although the presence of this sign is required to pass MOT.

If you have mastered the skill of driving well enough even during practical lessons at a driving school and feel confident behind the wheel, then you are still required to put up this sign. One good thing is that it is not expensive and is sold at any press kiosk or car dealership.

How to properly attach a novice driver sign

Recently, the Russian Government included in the traffic rules the requirement that all cars driven by a person with less than 2 years of driving experience must be affixed with a “Beginner Driver” sign, which is a black exclamation mark on a yellow background. This requirement is mandatory.

In this regard, novice motorists often ask the question - where to put the “Beginner Driver” sign?

In general, from a legal point of view, this issue is not regulated in very detail. The Rules only state that the sign must be located “at the rear of motor vehicles”, but does not say anything in which part of the vehicle at the back it should be placed.

But, in fact and in accordance with common sense, the “Beginner Driver” sign must be glued to the back of the car in such a way that it is clearly visible to the drivers of cars driving behind you. In practice, drivers most often stick such a sign on the rear window of the car, in its upper right or left corner.

If the place where the “Beginner Driver” sign must be affixed is not specified by the Rules, then its dimensions are quite clearly stated in the relevant standard. The said sign must be a yellow square with a side of 15 centimeters. In the center of this square there should be a black exclamation mark 11 centimeters high.

By the way, quite often car enthusiasts ask how to deal with this if the car is used by two or more drivers with different driving experience? Does it really need to be removed and then stuck on every time, depending on who gets behind the wheel? Nothing like this! If the car is used by at least one person with less than two years of experience, the sign need not be removed, even if a more experienced driver gets behind the wheel.

Concluding the article, I would like to note that the presence of the “Beginner Driver” sign is not only a formal compliance with the Traffic Rules. This is also a signal to all other road users: “A newbie is driving! Be careful and understand his mistakes.”

Newbie behind the wheel: what it looks like, where to place it, and how long it should hang on the car

On many cars you can see a warning sticker in the form of a yellow square with an exclamation mark inside it. The “Beginner Driver” sign means that the person has recently gotten behind the wheel of a vehicle. Many motorists are interested in the question: should such information be on the car and will its owner face punishment for its absence?

What does an exclamation mark on a car mean and what does it look like?

This sticker notifies vehicles behind that the driver of the vehicle in front has recently completed a driving school course and received a license.

The kettle sign belongs to the warning category. Its presence is enshrined in paragraph 8 of the “Basic provisions for the approval of vehicles for use.” Its presence is mandatory for car owners whose driving period is less than two years.
The warning sign for a novice driver is a yellow square. The length of each of its sides is 15 centimeters. Inside it is a black exclamation mark. Its length is 11 centimeters.

The need for such a sticker is prescribed in Russian legislation. It is designed to notify all road users of the inexperience of the motorist. Even if a person believes that he has fully mastered the skill of driving after completing a training course at a driving school, he is obliged to place such a picture on the car window. According to statistics, beginners are more likely to be involved in traffic accidents than their experienced colleagues. The presence of such a sign allows other drivers not to lose vigilance and be prepared for the most unexpected maneuvers from a novice motorist.

Where to put the sign?

According to current traffic regulations, an information sticker is placed on the rear window of the vehicle. The current traffic rules do not indicate a specific location where the information sign is placed. It should not block the driver's rear view and be visible to other motorists.

According to the amendments made to the Traffic Rules, beginners are prohibited from performing the following actions:

  • Transportation of passengers on motorcycles and scooters;
  • Towing other vehicles.

Fine for not having a novice driver sign

The amendments introduced increased penalties for the absence of information signs on the rear window of a car. For the absence of an exclamation mark, the driver may be given a warning or a financial penalty in the amount of 500 rubles.

The driver can take advantage of current discounts when paying fines and pay half of the amount within 15 days from the date of receipt of the protocol.
In addition, the motorist will undergo a technical inspection of the car if the required information stickers are not on the rear window.

How long should a sign hang on a car?

According to current legislation, the warning sign is located on the rear window of the car until the driver's driving experience is 24 months. It is prohibited to remove the sticker before this period. If the motorist does not remove the sticker after his driving experience exceeds the approved time threshold, then no punishment will follow. A motorist can drive with such a sticker as long as he sees fit.

Correct placement of the sign on the car

The two-year period for driving a car was not set by the government by chance. According to statistics, it is after this time that the young driver acquires useful driving skills and begins to feel confident behind the wheel.

If desired, the motorist can place other warning signs on the glass. This sticker can be purchased at any newsstand or auto store. It costs around a hundred rubles.

Do not ignore the legal requirements for the presence of warning stickers on the rear window of the car. Minor expenses for its purchase will help relieve the motorist from various problems when communicating with traffic police officers and imposing administrative penalties.
