How to restore documents for an ATV
In the month of April, I had a loss/theft of documents in the Moscow metro; along with my purse and other documents, the PSM for my snowmobile disappeared.
There were difficulties:
1) the snowmobile was purchased new in December and was not registered
2) there was no copy of the PSM left/was not made
3) the snowmobile was bought in Murmansk, I am registered in Kostroma, I live in the Moscow Region!
Well, this is such a difficult situation.
First of all, thank you to Gaz for not sending me away, Andrei Tyukachev, he sent the number of the customs declaration through which the snowmobile was imported and cleared, and also sent an application form to TsAT, but really he couldn’t help with anything else then.
I will briefly describe the stages:
a priori, we assume that you have filed a statement with the police about the loss or theft of documents and received a police certificate.
1) We find out the gas customs declaration number (from the dealer)
2) We find the application form (from the dealer)
3) We go to the gas turbine engine and make an inspection report.
If you are lucky and your snowmobile is located in the same place where you are registered, then we immediately receive a certificate of non-registration, i.e. that the snowmobile was not registered. 3a) if it’s like mine, then after an inspection at the local State Tax Inspectorate in Voskresensk, I sent a request to Kostroma and received the desired certificate from there.
4) We fill out an application to the Central Excise Customs and attach the necessary documents (copy of passport, copy of PSM if any, copy of the purchase and sale agreement, copy of the police certificate, copy of the inspection report, copy of the certificate of non-registration, copy of the explanatory note, copy of the police certificate about the futility of searching for documents, a copy of the TIN)
5) we take the application to the TsAT or send it by registered mail with acknowledgment of delivery
6) we are waiting for the result of consideration of the application
7) if the result of the review is positive, you receive a notification from the TsAT that the PSM has been restored.
8) receive PSM in the Leningrad region.
The procedure took a little longer for me, because...
I did not attach an explanatory note and a police certificate about the search results to the first application to the TsAT, so I had to re-send the application to the TsAT. As a result, exactly 4 months later I received a duplicate PSM.
