It is important to know. The list of departments is generated automatically based on the applicant’s location data. You can change the location by clicking on the name of the locality in the upper right corner of the screen. If a citizen has filled out as much information as possible about himself in his personal account, most of the fields in blocks 3 “Personal data”, 4 “Passport data”, 5 “Indicate residential address”, 9 “Description of vehicle”, 10 “Vehicle data” and 11 “Indicate the name of the registration document” will be filled in automatically (except for the fields marked “Optional” - you will have to fill them in yourself).
- in block 1 you need to select the type of vehicle (car, bus, trailer), in block 2 - who is submitting the application (the owner or his authorized representative);
- in block 6 it is indicated whether a new registration plate is needed (in this case, no);
- in block 10, if necessary, indicate the vehicle engine type, color, name of the manufacturer, etc. (optional);
- It is not necessary to indicate information about the MTPL insurance policy in block 12.
Further actions of the applicant after filling out the electronic application
In block 13, the citizen selects the traffic police department where the original documents will be submitted if the vehicle registration certificate is lost, as well as the desired date and time for the visit.
Then check the box next to the “I am familiar with the procedure...” and click the “Submit Application” button.

What is the fine for driving without a vehicle if you lose it, and is evacuation provided?
The fine for driving a car without a registration certificate is provided for in Part 1 of Article 12.3 of the Administrative Code and is 500 rubles. In rare cases, you can get away with a warning.

Please note that in practice, when submitting documents, the inspector may require some other documents - military ID, driver's license, receipts for payment of fines, and so on. Is it possible to drive without STS?
Traffic rules prohibit driving a car without a registration certificate. If the inspector finds that the driver does not have this document with him while driving, then in this case he will issue a warning or fine the driver 500 rubles under Part 1 of Article 12.3 of the Administrative Code.

Important point! Replacing a vehicle certificate does not require that you present the vehicle itself to the inspection site of the State Traffic Inspectorate. However, in practice, inspectors often require it to be delivered in order to check the VIN code and engine and body numbers. Don’t forget: you are not allowed to drive, so the car can only be delivered by a tow truck!
Registration through the portal "State Services"
If you want to save time and money, you can issue the STS remotely using the State Services portal. You should:
- log into the site using your account;
- select “Service Catalog” - “Transport...”:
- go to “Vehicle registration” - “Change data”:
- fill out the application form and send it to the traffic police;
- agree on date and time;
- go to the payment form and pay for the service.
Important! To get a new document, you will still have to come to the traffic police department in person with the documents, and, if necessary, also deliver the car to the site to check the license plates.
Payment for the service
For the issuance of a new STS you must pay 500 rubles (in any region of the Russian Federation). However, the number of the new certificate must be entered into the PTS, and for these changes the additional fee will be another 350 rubles. That is, the total cost of the service should be 850 rubles. When paying the state fee through the State Services portal, you will be given a 30% discount, that is, in total you will pay 595 rubles.
At the same time, State Traffic Inspectorate employees do not have the right to demand any additional payments from you - for example, payment of fines, etc.
Refusal to issue
Yes, this is possible in a number of specific situations listed in the legislation. You will be denied if:
- factual errors or inaccurate data will be found in the application;
- documents are forged;
- the car is under arrest and has registration restrictions;
- the machine violates safety requirements (emergency condition);
- The vehicle title does not contain a note indicating payment of the recycling fee.
To avoid refusal, carefully consider the collection and execution of documents, as well as the condition of the car before contacting the traffic police with an application.
Until you receive a new document in your hands, you cannot drive - violation of this requirement leads to serious fines and the seizure of the car, with subsequent serious costs for paying for the impound area. Therefore, it is better to start restoring documents right away!
