Therefore, we will further examine the following questions: what is a personal driver card, where is this document issued, and what rules for obtaining it are established by current regulations.
What does a driver’s personal card contain?
A personal driver’s card is a document that confirms that the driver has passed exams (theoretical and practical parts) for the right to drive a vehicle (hereinafter referred to as the vehicle).
It should contain the following information:
- Passport details of the document owner;
- Information about the medical institution that issued the driver a medical certificate allowing him to drive the vehicle;
- Names of the educational institution where and for what categories the driver was trained;
- Driver photo;
- Date and place of passing exams at the traffic police;
- The number of the driver's license (hereinafter referred to as the driver's license), which was issued to the driver after passing the exam.
Special marks on the driver's card
A driver's card may, in addition to basic information, contain additional information (special marks), such as, for example, the mandatory wearing of glasses/contact lenses, or the mandatory presence of a medical certificate (for existing health conditions).
Rules for filling out a driver's card
The driver's card must be filled out accurately and not contain errors, inaccuracies, corrections or blots. Only in this case is the document considered properly executed and will not cause comments from traffic police officers in the future.
In what cases is a driver’s personal examination card presented?
When restoring a lost/damaged driving license, the set of documents for restoring rights will not be considered complete if the driver’s personal card from the driving school is not there. In addition, the document will be needed when replacing a license due to a change in the driver’s personal data, a radical change in his appearance, and also if the previous driver’s license has expired due to expiration.
Where is the personal card stored?
After a person has completed a training course at a driving school, a personal card is issued for him, which is transferred (along with a copy) to the traffic police. There (after successfully passing the theoretical and practical exams), information about the date and place of the exams, as well as the number and date of issue of the driver’s license is entered into it. The completed and completed document is handed over to the driver for safekeeping.
In recent years, many driving schools and traffic police departments have switched to storing information in electronic form. It is worth clarifying in advance whether, upon completion of training, a personal card will be issued or the information will be stored in the traffic police (in an archive or in a special database).
Driver card restoration

There are cases when it is not necessary to restore the document at all (for example, if the driver recently passed an exam and received a license), since information from recent years is stored in the traffic police in special databases.
If the driver underwent training a very long time ago, when the traffic police database was not yet functioning, then in order to restore/receive a duplicate you will have to submit a request to the institution where the training was carried out (driving school, college, technical school, etc.)

- Tachograph card (plastic) - is an individual chip that is issued to the driver for his easy identification using a control and recording device. This card contains information about compliance with the required driving mode, as well as the operating mode of a particular driver.
In conclusion, it should be noted that it is much more advisable to keep the driver card in proper form (so that it is not lost and does not lose readability) than to try to obtain a document/duplicate again. After passing the exam, the traffic police officer enters the necessary information into the card and gives it to the driver. One copy of the card remains with the state traffic inspector. The driver's card is used when replacing a license, since it contains the date of issue, series and number of the driver's license, as well as the name of the department that issued the license.
What information is included in it?
Let's take a closer look at what a driver's exam card looks like. This document provides the following points:
- information about the driver: full name, date and place of birth, address at which he is registered, series and number of passport, date of issue and name of the authority that issued the document;
- photo;
- information about passing a medical commission before passing the driving test: name of the medical institution, certificate number, date of receipt;
- information about driving courses: vehicle category, name of driving school, document on completion of training;
- results of examination tests in the traffic police (in cards issued before 1997);
- table with information about issued driver's licenses.
What has changed
In Soviet and post-Soviet times, the driver’s card was familiar to all motorists: it was issued to everyone. But since 2000, the driver’s card has become an optional document when replacing a driver’s license. Therefore, for those who studied driving in the 2000s, the question of where to get a driver’s card to replace a license should not arise. In most cases, cards were simply not issued. But even in its absence, information about completing the training could be obtained from the local MREO of the traffic police or other authorized organization.
And even before 2000, not many people faced the problem of how to change their license without a driver’s card: instead of a card, they were allowed to provide a certificate of completion of a driving course or a temporary license.
Everything is clear with previous years, but is an exam card needed when replacing a license now?

Documents tend to get lost, especially after a lot of time has passed. And some don’t have a card at all, since it wasn’t issued. What to do if you don’t have a driver’s card: will they change your license? Let's turn to the law. The conduct of exams and the issuance of driver's licenses are regulated by Order of the Ministry of Internal Affairs No. 995 and Decree of the Government of the Russian Federation No. 1097. In accordance with these documents, a card from a driving school is now not needed to replace a license, and no one is involved in its registration.
Order of the Ministry of Internal Affairs 995 contains an exhaustive list of documents that a future driver must bring to obtain a driver’s license:
21.2. Passport or other identification document.
21.3. A medical report on the presence (absence) of vehicle drivers (candidate vehicle drivers) of medical contraindications, medical indications or medical restrictions to driving vehicles - in case of passing exams, replacing a Russian national driver's license due to its expiration or in connection with confirmation of the presence of changes in the driver's health status, including previously undetected medical indications or medical restrictions on driving a vehicle, or the loss of grounds for termination of the right to drive vehicles in connection with the identification of medical conditions as a result of a mandatory medical examination contraindications or previously undetected medical restrictions for driving vehicles, depending on their categories, purpose and design characteristics in accordance with paragraph 8 of the Rules for the return of a driver’s license after the loss of grounds for termination of the right to drive vehicles, approved by the Decree of the Government of the Russian Federation of November 14, 2014 No. 1191.
21.4. A document confirming the completion of appropriate vocational training in the main vocational training programs for drivers of vehicles of the relevant categories and subcategories - in case of passing exams after completing the appropriate vocational training.
21.5. Russian national driver's license - if available.
21.7. Foreign national driver's license - in case of exchange.
21.8. Written consent of one of the legal representatives (parents, adoptive parents or guardians) of a minor driver candidate for passing the exam and issuing a Russian national driver's license, certified in accordance with the legislation of the Russian Federation - in the case where the applicant is a person aged 16 to 18 years, with the exception of the case of declaring a minor person fully capable (emancipation) or his entry into marriage in the manner established by the legislation of the Russian Federation.
21.9. Diplomatic, consular, service cards or certificates issued by the Ministry of Foreign Affairs of Russia - in the case of the exchange of foreign driver's licenses by employees of diplomatic missions and consular offices of foreign states in the Russian Federation and members of their families, employees of international organizations and their representative offices accredited with the Ministry of Foreign Affairs of Russia, and members their families.
21.10. Photo in color or black and white, on matte photo paper, size 35x45 mm - in case of issuance of an international driver's license.
22. If an application is sent to the State Traffic Inspectorate in electronic form using the Unified Portal, the applicant fills out a formalized application form in electronic form indicating the necessary details of the documents specified in paragraph 21 of the Administrative Regulations, the originals of which are subsequently provided to the examination unit.
How can I restore it?
There is no need to restore your driver card now. So if you don’t have a driver’s card when replacing your license, don’t worry. It is no longer needed for this purpose. Therefore, it is not necessary to restore the card. In addition, you cannot be denied a replacement license due to the lack of a card - this is illegal.
If, just in case, you decide to restore your lost card, contact the place where you obtained your license. Most likely, another copy of the document is in the archives of this organization.
If this document is no longer issued, how can I change my license if my driver’s card is lost without restoring it? It’s very simple: contact the State Traffic Safety Inspectorate or other competent authority with your passport, driver’s license, application, receipt of payment of the state fee for issuing the license and a certificate of passing a medical examination.
