Who can tow a car and why?

Procedure for obtaining a vehicle
The general rules for picking up a car from a specialized parking lot are the same for all cases. However, if after an accident your car was taken to the impound lot, options are possible. Price issue
Who pays for the parking lot after an accident is usually decided some time after the accident. One way or another, if your car is parked in a specially designated place because it is necessary for the investigation, funds for the maintenance of the car are allocated from the federal budget.

Is it possible to pick up a car for free?
Indeed, a car that ends up in an impound lot is kept there free of charge for 24 hours. If you managed to pick up the car on the day of the accident or the accident occurred in the evening, and you returned to pick up the car the next day in the first half, no additional funds will be charged to you. Just don’t delay this procedure: starting from the second day, the impound lot employees will already start charging money
However, even if you came to pick up your car on the second or third day (or even later), this is not a reason to pay extra money. You cannot be forced to pay for a full day. If you live in the capital, refer to Moscow Law No. 42 of July 11, 2012: this document states that you need to deposit money for every 24 hours in a row. That is, no one has the right to demand hourly payment from you.
Just keep in mind that you will not pick up the car for free, even if you return for it almost immediately: you will still have to pay for the services of a tow truck - reimburse the amount for the loading and transportation of the car itself.
When the owner cannot come to pick up the car
