But a 50% discount on compulsory motor insurance for disabled people is provided by the state. They cannot purchase a policy at half price, but they are entitled to reimbursement of half the costs of its acquisition from the budget. This is not done automatically - you must submit an application supported by documents.
It is important to follow a number of rules:
- the presence of medical indications for the use of a vehicle by a disabled person (or his legal representative, if he cannot drive a car himself);
- registration of a car in his or her legal representative’s name;
- limiting the number of drivers allowed to drive a vehicle to three people.
OSAGO for pensioners 2019
Starting from 2019, the price of a compulsory motor third party liability insurance policy will be differentiated depending on which persons are driving the vehicle. For persons who have just started driving a vehicle and for careless drivers, the price of MTPL will be increased, and in MTPL for pensioners 2019 and drivers of retirement age will be given a discount.
All innovations are being introduced to make MTPL insurance more accessible, through the introduction of a wide range of coefficients that take into account the driver’s age and driving experience, also known as KVS and bonus-malus, also known as KBM.
The new PICs will more accurately take into account the driver’s individual data and instead of four, 58 levels of difference will be used. Thus, for drivers who have more driving experience, it will be lowered, and for those with little experience, on the contrary, it will be increased. For those drivers whose combination of age and experience is the most risky, the coefficient will be equal to 1.87, and for those drivers with a lower risk it will be 0.93. When this is introduced, pensioners who are 59 years old and have a driving experience of more than three years, the policy will cost less.
A single KBM will be used for the vehicle fleet of legal entities.
The bonus-malus will be calculated once a year, on April 1, and will not change throughout the year. If the car owner has several KBMs, the smallest one is selected. Each driver will be assigned his own insurance history under KBM; upon termination, for any reason, the length of service will not be reset.
It is also planned to expand the corridor of MTPL rates within 20%.
Taking this into account, insurance companies will be able to approach the calculation of the cost of an MTPL policy with the greatest differentiation.
