Fine for not having a first aid kit

The fine for lack of a first aid kit refers to Part 1 of Article 12.5 of the Code of Administrative Offenses:

The measure of punishment has its own subtleties. Let’s look at how to avoid it below, first about the norms and amounts of fines.

For the absence of these items, the fine is 500 rubles. And in rare cases, you can get away with a warning - in practice it is issued very rarely if the driver has no fines at all, but in theory it can be if there are mitigating circumstances.

The norm of 500 rubles is established by part 1 of article 12.5 of the Code of Administrative Offenses, which provides for punishment for violating the list of faults for which the operation of a car is prohibited. That is, the above Traffic Regulations Appendix.

  • as part of a vehicle inspection, which you can refuse or if you yourself declare that you do not have them,
  • within the framework of an inspection of a vehicle, for which compelling reasons are needed, and suspicions (unmotivated, however - the refusal to provide them for inspection is not a reason to suspect their absence) of the inspector are not such grounds.

That is, there is an obligation to have them, but not to present them for verification. And there can be a fine only if you yourself admit that you do not have a fire extinguisher, first aid kit or warning triangle in your car.

  • it must be sealed and with a specified expiration date,
  • it must be securely fastened.

A first aid kit has almost the same placement requirements as a fire extinguisher: a place to install it in the car. But there is no requirement for accessibility from the driver's seat. It must also not be expired.

The composition of the first aid kit, according to Order of the Ministry of Health No. 325, should be as follows:

  2. sterile and non-sterile bandages of various widths,
  3. sterile dressing bag,
  4. gauze napkins,

In 2019, this attribute is already regulated by a special GOST - R 41.27-2001 (UNECE Rules No. 27). It is very large, we will give only the main points:

  • the triangle must have an approval mark (quality mark) of the following type:

Car first aid kit: do drivers need it in 2019?

All car owners must know and follow traffic rules. But nowhere in these rules does it directly say that there should be a first aid kit in the car. I recently came across this question when I had to undergo the first inspection of my car. The regulations for undergoing maintenance include a provision on the mandatory presence of a first aid kit. Therefore, without it, I could not get a diagnostic card. Legislation

The Road Rules have a chapter dedicated to the general responsibilities of the driver. It does not contain information that the driver must present a first aid kit, fire extinguisher, warning triangle, or other safety equipment.

But the Code of Administrative Offenses has Article 12.5.1, according to which the driver will be held administratively liable for driving a vehicle that does not meet safety requirements. This includes:

And in these Regulations, according to which technical inspection of a vehicle is carried out, the requirement for a first aid kit, fire extinguisher and other means is directly stated. Accordingly, operating a vehicle without them is a violation of Article 12.5.1. Code of Administrative Offences. For this violation, a fine of 500 rubles or a warning is provided.

If you do not have a first aid kit, the vehicle will not be able to pass the mandatory technical inspection, which everyone undergoes at specified periods. The technical inspection is not currently documented. However, without it you cannot obtain compulsory motor liability insurance, and for its absence a fine of 800 rubles is imposed. Thus, the absence of a first aid kit may result in 2 fines.

Having studied this sequence, I purchased a first aid kit and have never regretted it. Firstly, its cost is not that high. I bought it for 300 rubles. And secondly, she has helped me out more than once. Therefore, I advise purchasing it at the same time as purchasing a car.

First aid kit contents

Previously, a first aid kit had to contain a large number of medications that had a limited validity period. In this regard, it was necessary to constantly update it and monitor each medicine so that it did not become expired. In the absence of at least one drug, the traffic police officer could issue a fine to the driver.

Currently, the composition of the first aid kit has been simplified. It includes only a few components:

  • gloves;
  • adhesive plaster;
  • device for restoring pulmonary activity;
  • sterile dressing bag;
  • scissors;
  • tourniquets;
  • napkins;
  • bandages.

Despite the simplified composition of the first aid kit, its shelf life is set at 18 months. But some of these products have no expiration date at all. Therefore, buying a new first aid kit does not always make sense. It is enough just to maintain all the components in full form and in the required quantity.

Application

Every driver should not only have a first aid kit in the car, but also be able to use it. The first aid kit must contain instructions for its use. Be sure to read it before using any product. Do not use any products unless you know how and have no idea how to use them correctly. Otherwise, you can only make things worse. Each tool has its own purpose:

  1. A tourniquet is used to reduce blood loss when the bleeding cannot be stopped in the near future. You can keep it applied for no more than 3 hours, so it should be used in the most extreme cases. They tighten the veins in order to create an obstacle to large blood loss.
  2. There are different types of bandages in the first aid kit. They are also used to stop bleeding , as well as to fix the means that protect the wound from getting dirt into it. Use them according to the size of the wound. Keep in mind that sterile bandages may come into contact with the wound, and regular ones should be applied over a sterile bandage.
  3. The sterilization package contains not only bandages, but also napkins that can be applied to the wound itself and wrapped with a bandage on top.
  4. Plasters are intended for minor wounds and abrasions to stop bleeding and protect against dirt getting into the wound . They are also bactericidal and conventional. A bactericidal agent must be applied to the wound itself.
  5. A device for restoring pulmonary activity is used in cases where a person cannot breathe . It is placed on the victim’s mouth and on the mouth of the person providing assistance. Through the transmission of air, a person's lungs can be activated.

In addition to standard products, you can independently supplement your first aid kit with other products that may be useful to you on your trip. These include:

  • antiseptics;
  • remedies for poisoning;
  • allergy remedies;
  • cooling packs;
  • disinfectants.

If a traffic police inspector stops you on the road and wants to check the availability of a first aid kit, then do not get confused and proceed as follows:

New composition of a car first aid kit in 2019 according to GOST

The composition of a car first aid kit is determined by the Russian Ministry of Health. If previously you could find almost all basic medical supplies in a car first aid kit, then with the new order the composition of the first aid kit was significantly simplified. The root reason for the simplification and the fact that only the means to stop bleeding were left in the first aid kit is that drivers often only made matters worse for those injured in an accident, not knowing how to use potent medications from the old car first aid kit.

For each item of a car first aid kit, there is a GOST, in accordance with which it is manufactured: GOST for a bandage, tourniquet, plaster, etc. For a car first aid kit in 2019, these are mainly GOST R ISO 10993-99 and GOST 1179-93.

What should be in a car first aid kit?

For a car first aid kit in 2019, it is necessary to have several types of bandages, adhesive plasters, a tourniquet, gloves, a mouth-to-mouth artificial respiration device, scissors, sterile gauze wipes - 15 items in total.

The presence of painkillers is not necessary: ​​analgin, acetylsalicylic acid, hypothermic cooling pack. It is also not necessary to have medicines for heart pain in your first aid kit: validol and nitroglycerin.

However, no one is stopping the motorist from adding medications and devices to the first aid kit if desired. If the driver has experience handling medical supplies in stressful situations, this addition will be beneficial.

What should not be in the first aid kit

The first aid kit can be supplemented with any medications that are not prohibited in Russia. The Russian Ministry of Health has clearly outlined the products that should be in a car first aid kit in 2019. But there are no legal restrictions on additional medications that can be in a car first aid kit. This is understandable; it would be stupid to prohibit a knowledgeable motorist from taking precautions and replenishing the first aid kit, because a lot can happen on the road.

Most often, motorists additionally put in the first aid kit:

  • Hydrogen peroxide is an indispensable remedy for treating wounds,
  • Paracetamol - taken as a pain reliever,
  • Nitroglycerin, validol - a drug for “heart disease”,
  • "Gastal", "Rennie", activated charcoal, or another similar drug for heartburn and stomach pain,
  • Eye drops for washing the eye in case of injury or foreign body contact.
  • “Panthenol” or other analogues are used to treat burns.

Shelf life of a new car first aid kit

A clear advantage of using a new car first aid kit and discarding the old one was the significant increase in the shelf life of the car first aid kit. The 2019 car first aid kit, like the 2010 first aid kit, can be used for 4.5 years from the date of issue. It was possible to increase the shelf life by not using perishable medications.

Important: if you decide to add medications to your first aid kit, you need to independently monitor the expiration date of the added medications and, if necessary, update them.
