To fill this gap, we have collected useful information about what transit numbers are, their cost, issuance procedure and duration of validity. In addition, as a warning to car owners, we will discuss below the liability that comes with using expired license plates.

Transit numbers - what are they?

Transit license plates are temporary license plates that are used when deregistering a vehicle. During the period of their validity, the car owner must decide how to dispose of the car.

Transit numbers are issued in the following cases:

  • When exporting a vehicle abroad.
  • If, when selling, the former owner does not want to part with the numbers.
  • In case of transporting a vehicle for recycling.
  • For transportation of a car by the manufacturer, selling company or private entrepreneur to the place of sale or completion.

Important: due to recent changes, the need to obtain transit numbers arises much less frequently. This is due to the emergence of the opportunity to register vehicles in any region, regardless of place of residence, and use old license plates for 10 days after purchasing a car.

If any of the above reasons arise, instead of permanent state license plates, temporary ones are issued, that is, transit ones, which are used until traveling abroad, disposing of the car or obtaining new permanent license plates.

Transit number

You can visually distinguish “Transit” license plates from permanent ones by the yellow-painted window in which the region number is indicated. Transit registration numbers, depending on the material used for their manufacture, can be one of the following types:

Which number plate to choose is decided by the car owner himself, based on his financial capabilities.

How to get transit numbers?

To obtain Transit license plates, you must first collect a set of documents:

  • PTS (vehicle passport).
  • Vehicle registration certificate (if it is not available, a new one will be issued).
  • Receipt for payment of state duty.
  • Old license plates (for recycling).

Any demands for additional documents, such as a compulsory motor liability insurance policy, are unfounded.

You can obtain transit numbers at the registration department of the traffic police of any region of the country. To do this, the owner of the car must submit a corresponding application and the necessary documents. His interests may be represented by another person, provided that his authority is documented. A corresponding note is made on the issuance of “Transit” license plates in the vehicle registration certificate. In its absence, a new one is issued, and if the vehicle is transferred for recycling, the document is confiscated.

As a general rule, 10 days are given to complete the procedure. However, since July 10 of this year, the Ministry of Internal Affairs has revised some of its orders regulating the procedure for registering a car. The changes also affected the rules for issuing transit numbers. Now, vehicle manufacturers and their sellers do not need to receive such license plates 10 days in advance. This can be done at any time.

How much do transit numbers cost?

In accordance with the Tax Code (Article 333.33), a state fee is established for the issuance of Transit license plates, including the replacement of those that have become unusable or lost. Its size depends on the material from which the plates are made and the type of vehicle for which they are issued:

  • Metal for cars – 1600 rub.
  • Metal for trailers, motor vehicles, tractors, road construction and other self-propelled machines - 800 rubles.
  • Paper ones cost 200 rubles. regardless of the type of transport.

How long can you drive with transit license plates?

Order of the Ministry of Internal Affairs No. 1001 “On the procedure for registering vehicles” dated November 24, 2008 provides that you can drive with transit license plates for no more than 20 days. This time is given to take the car to the place of sale, refurbishment, recycling or export abroad.

It is not possible to extend the validity of license plates today, since this procedure was abolished in 2011. However, this does not mean that if the car was not delivered to its destination within 20 days after receiving the Transit plates, you cannot continue driving. Transit numbers can be replaced with new ones and thereby extend the validity period of the vehicle transportation permit. This can be done in the same manner as during the initial registration of Transit license plates, that is, it is enough to contact the nearest registration unit of the State Traffic Safety Inspectorate with an application for the issuance of new license plates and hand over the previously received ones.

Advice: since the same amount of state duty must be paid for the issuance of repeated transit license plates as for the initial issuance of license plates, to prevent additional costs, measures should be taken to deliver the car to its destination within the 20 days required by law.

Quite strict restrictions on the use of Transit license plates are associated with numerous abuses by car owners. Previously, they often used such numbers for the reason that this gave the right not to pay transport fees. In this regard, a short 20-day validity period for transit numbers was established and the procedure for its extension was cancelled.

Penalty for late transits

For offenses related to the use of transit numbers, administrative liability is provided in the form of a fine. In addition, in some cases the perpetrator may have their driver's license revoked.

In article 12.1. The Code of Administrative Offenses provides for punishment for driving an unregistered car. If the owner of a vehicle has not received permanent registration plates during the validity period of the transit license plates and continues to drive a car with expired transit license plates, when meeting with traffic police officers, he faces a fine in the amount of 500 to 800 rubles. If such an offense is committed again, the fine increases to 5 thousand rubles. Instead of deducting this amount, the driver may be deprived of his license for a period of 1 to 3 months.

Advice: if the license plates are made of paper, there is a risk that they will become unusable, and in this case the driver may be prosecuted for driving an unregistered car. Therefore, you should carefully consider the feasibility of purchasing license plates made of paper. If you do choose numbers of this type, you need to take care of their safety, for example, wrap them in transparent film or laminate them.

If the penalties provided for in Article 12.1. The Code of Administrative Offenses can be avoided if you do not meet a traffic police inspector on the way, then for violating the state registration rules provided for in Article 19.22. of the mentioned code, you will have to answer in any case. The amount of the fine for overdue transits depends on which category the guilty person belongs to. If this is an ordinary citizen, he will have to pay from 1.5 to 2 thousand rubles, for an official the amount increases to 2-3.5 thousand, and for companies - 5-10 thousand. The fact of violation of registration rules, as a rule, is revealed when contacting the traffic police in order to register the car on a permanent basis.

It should be replaced that the fine is provided not only for the use of expired transit numbers. You can also get hurt if license plates are valid but placed incorrectly. They should be located only in the place intended for this purpose, and not on the inner surface of the windshield, as some drivers do. Otherwise, as Article 12.2 states. Code of Administrative Offenses, the driver will be held accountable in the form of a fine in the amount of 5 thousand rubles or deprived of his driver’s license for a period of 1 to 3 months.

To avoid penalties for overdue transits, you can use one of the following methods:

  • Renew the purchase and sale agreement.
  • Before the expiration date of the numbers, issue new ones.
  • Wait until the statute of limitations expires. According to the Code of Administrative Offenses, a violator can be held accountable in pending cases within 2 months from the date of the offense. That is, if you register the car after this period, they will not be able to prosecute you under Article 19.22.

So, private car buyers and sellers need not worry about transit numbers. They no longer require such registration plates. However, business entities that are engaged in the production and sale of vehicles, as well as persons transporting cars abroad or for recycling, must take care of the registration and correct use of transit numbers, control their validity period and replace them in a timely manner. Otherwise, the perpetrators will be held administratively liable in the form of a fairly hefty fine or deprivation of their driver’s license.

And comments to this article are answered by a qualified lawyer , as well as the author of the article himself .

Transit numbers were previously required to use a car before it was registered. Without them, it is prohibited to drive a purchased car under threat of a fine and even deprivation of your license. However, now transit numbers are gradually becoming a thing of the past.

Since 2013, the legislation regarding transit numbers has changed significantly and repeatedly . However, not every driver is familiar with it. Let's figure out whether transit numbers are needed in 2019, and who is required to receive them and who is no longer required.

What are transit numbers and why are they needed?

Transit numbers are temporary registration plates that are issued before the car is registered and receives permanent numbers . They are necessary when the car has not yet been registered with the traffic police and is being driven from one region to another or abroad.

This type of room is almost no different from ordinary ones. They can even be metal. The only difference is that under the region code the background is not white, but yellow.

What are transit numbers?

Today there are three types of such registration plates. They differ only in material. Only the owner of the car decides which ones to purchase. So, you can buy the following transit numbers:

  • paper (the simplest and cheapest);
  • plastic;
  • metal (the most durable).

Naturally, if you need to travel for a long time without registration, paper signs will be unprofitable - they will quickly become unusable. Moreover, now you cannot mount the transit number under the windshield, but will have to hang it on the regular license plate.

How much do transit numbers cost?

The price for this type of registration plates was increased in 2015. It depends directly on the type of vehicle and the material from which the license plate must be made. Today the price for transit numbers is as follows:

  • 200 rubles – a regular paper license plate for a car;
  • 1000 rubles – plastic number;
  • 1600 rubles – metal number;
  • 800 rubles – metal plate for any vehicles other than cars (motorcycles, trailers, self-propelled guns, etc.).

It will cost the same amount to restore license plates if they were stolen or lost. In the event that you need to get new numbers to replace the expired ones, you will have to pay the full price for the material and design.

Which cars must have a transit number

The installation of temporary registration plates is necessary for new and used cars that are not registered and cross the border between countries. However, this restriction applies only to cars of legal entities and individual entrepreneurs.

Thanks to changes in legislation in 2013, a vehicle can now be registered anywhere, not just at its place of registration. Therefore, there was no longer any need for transit license plates for ordinary drivers, and they were no longer issued to just anyone.

An individual (ordinary driver) who bought a new or used car is free to drive without license plates for 10 days. But during this time it will be necessary to register the car and either re-register the old license plates in your name or issue new ones.

Validity and renewal of transit numbers

Transit registration numbers can be obtained for a period of 30 days . In 2017-18, the validity period varied from 5 to 20 days. Now the validity period of transit numbers has been increased, which is convenient for transportation and protects against force majeure situations.

Renewal of expired numbers is not possible. In case of unforeseen circumstances (vehicle breakdown and lengthy repair work), the State Traffic Safety Inspectorate may re-issue Transit state registration numbers. But this should be done in the same traffic police department where the old license plates were obtained. It's easier and faster. However, you will have to pay again.

Are transit numbers required in 2019?

Yes, transit numbers are required. But not every vehicle buyer. As we have already written, the relevance of transit numbers on an ongoing basis remains only for individual entrepreneurs and legal entities professionally engaged in the sale of cars. Ordinary people can apply for such numbers only if they are going abroad.

In order for individuals to travel without transit or permanent registration plates, they must have a document with them that confirms that 10 days have not yet passed from the date of purchase. That is, you need to show the traffic police inspector one of three documents: a deed of gift, a purchase and sale agreement, or a certificate of inheritance.

Who is required to use transit numbers

According to Order of the Ministry of Internal Affairs of Russia No. 339 (06/26/2018), not every person should use transit numbers immediately after purchase. According to this document, only individual entrepreneurs or legal entities that sell vehicles and transport them to the place of sale or modification are required to receive such signs.

Individuals will no longer be simply issued a transit number. They are allowed to drive without registration for 10 days after purchasing the car. This mitigation is due to the fact that it is now possible to register a car anywhere, and not just in the region of residence, as before.

Individuals also sometimes have to obtain transit numbers. This applies to a situation where a person bought a car and needed to transport the car abroad. In this case, you need to immediately go and buy transit numbers, after which you can travel abroad.

What happens if you don't use transit numbers?

If a car of a legal entity or individual entrepreneur is used without state registration plates (temporary or permanent), then traffic police officers have the right to mistake it for an unregistered car. The same applies to individuals who ride without license plates for more than 10 days without taking care of re-registration and registration.

According to Article 12.1 of the Code of Administrative Offenses of the Russian Federation, driving an unregistered car may subject the driver to an administrative fine. Its size varies from 500 to 800 rubles . In general, it’s not very pleasant. Repeated violation threatens with a fine of 5,000 rubles or deprivation of rights for 1-3 months.

Important! You can get a repeat violation in literally an hour: all it takes is for you to be stopped twice by traffic police officers. And they will definitely stop you if they see a car without license plates. Therefore, we do not recommend driving a vehicle without registration, except for the permitted ten-day period.

What documents are required to obtain a transit number?

To obtain temporary registration plates, you must write a corresponding application and provide the following documents:

  1. Receipt for payment of state duty.
  2. Power of attorney from a company or individual entrepreneur (if necessary).
  3. Original and copy of the vehicle passport.
  4. Inspection report.
Read more:  The driver was deprived of his license, what should the employer do?

After this, it is enough to submit a package of documents and an application to the nearest traffic police department. In the process of issuing transit plates, changes will be made to the vehicle passport: it will indicate the very fact of using temporary plates, the date of issue and validity period.

Additional requirements

In addition to transit numbers, you must also issue a transit insurance policy. Compulsory insurance applies even to cars that are not yet registered with the traffic police. Otherwise, you may receive a fine for lack of insurance. This rule also applies to individuals - you cannot drive a car without compulsory motor liability insurance, even if it is temporary.

A temporary policy can be valid from 5 to 20 days. If the car is registered abroad and temporarily imported into the country, then the validity period of the transit MTPL will be equal to the period of its stay in Russia.

When calculating the price of transit insurance, a coefficient of coefficient equal to 0.2 is used. If you do not purchase transit insurance, then traffic police officers may send the car to an impound lot, since it is prohibited to drive a car without insurance.

How long can you drive with transit license plates?

In this article, we will look at several issues related to transit license plates: their cost, how to renew the plates, the size of the fine, how long you can drive with transit license plates, that is, all those questions that arise when selling or buying a car.

What is a transit number and why is it needed?

So, a transit number is a registration plate intended to designate a vehicle during the period of its movement to the place of registration (for deregistration of the car or for its sale, as well as for the purpose of transporting the car to another region for new registration). If you need less than 5 days to transport the car, then you don’t have to receive transit registration numbers, because according to the law, its new owner has 5 days to complete the registration.

How much do transit numbers cost?

According to Article 333.33 of the Tax Code of the Russian Federation, the fee required to obtain transit numbers may vary (depending on the material used to make the number) and is:

  • 100 rubles for transit registration numbers made on paper;
  • 500 rubles for transit registration numbers for trailers, motor vehicles, tractors, road construction and other self-propelled machines made of metal-based materials;
  • 1000 rubles for transit registration numbers for cars made of metal-based materials.

It should be noted that the law does not stipulate prices for plastic transit signs, but in practice their price is compared with metal-based transit plates for cars and amounts to 1,000 rubles. The main difference between these numbers is the yellow region field coupled with the white part where the number itself is printed.

In what cases is it necessary to obtain transit registration numbers?

Until April 3, 2011, license plates were issued to all car owners when deregistering a car, for example, when selling it. At present, this is not necessary. But if you want to deregister, you can do this before selling it. But it should be taken into account that issuing numbers costs about 1000 rubles, and the procedure itself can take a whole day.

In general, transit registration numbers are required to be obtained:

  1. firstly, when the car owner, for various reasons, decides to deregister the vehicle;
  2. secondly, if the purchase of a car takes place on the territory of another constituent entity of the Russian Federation, when there is no confidence that within 5 days you will be able to get to your place of residence (place of temporary registration or place of registration).

How long are transit numbers valid for?

Transit registration plates are issued for a period of up to 20 days.

How to exchange transit numbers?

From April 3, 2011, it is impossible to legally renew transit registration numbers. But if you did not manage to get to your place of registration within 20 days, then your transit numbers can simply be changed to new ones. The procedure for exchanging a number is similar to the procedure for receiving it. You must contact the selected traffic police department with an application for the issuance of new transit numbers. But be aware that when you get the numbers again, you will again have to pay 1000 rubles. So it’s better to try to get to the desired registration location within 20 days.

Penalty for expired transit numbers.

When driving an unregistered car, the driver may be subject to an administrative fine on legal grounds, which is provided for in Article 12.1 of the Code of Administrative Offenses. Today, the fine for expired transit registration numbers ranges from three hundred to eight hundred rubles. Moreover, the size of the fine is directly proportional to the time of delay of transit numbers.

Well, if you neglect transit license plates altogether, then you face a fine of 5 thousand rubles or deprivation of your driving license for up to three months, and the violation itself is qualified as driving a car that does not have state signs, more details in the article - as much as possible drive a new car without license plates.

Transit numbers: what are they and who needs them

Transit numbers are temporary registration plates, which in some cases should be used until the car is registered (and, accordingly, the owner receives a permanent license plate). In appearance, such license plates are not much different from regular (permanent) license plates, except that the background of the field in which the region code is indicated is yellow.

As for the material from which the temporary number is made, metal is most often used. At the same time, there are also plastic options (metal “transit” ones are the most expensive).

Important! “Transit” cards must be installed on a regular license plate. Therefore, the previously common paper temporary signs are now practically not found.

Now let's move on to the main question: if you are an ordinary motorist (individual) and buy a car, will you have to get transit numbers? In most cases, the answer will be negative, since now individuals, when purchasing a car (no matter whether new or used), are given a ten-day period to register the car (during these 10 days you can drive without transit).

When registering, the driver can either re-register in his name those plates that are already on the car (if a used car was purchased), or get new ones.

But, of course, it is too early to say that transit license plates have ceased to exist altogether. At the moment, the following categories of motorists need to obtain temporary license plates:

  • individuals who need to cross the state border (if the car is exported abroad for permanent stay);
  • legal entities and individual entrepreneurs (if a legal entity or individual entrepreneur is engaged in the sale or transportation of cars, and also exports them abroad).

Some car owners are wondering whether problems will arise with traffic police officers if the car does not have any license plates at all? To prevent this from happening, you should definitely take with you supporting documents (for example, a purchase and sale agreement), which can certify that 10 days have not yet passed from the date of purchase.

How to get transit numbers?

As we have already found out, sometimes “transit” numbers are still needed. If you belong to one of the above categories (individual traveling abroad, individual entrepreneur, etc.), then to obtain license plates you will need to collect a package of documents and submit an application to the traffic police department. To issue a transit number you will need to provide:

  • PTS (original and copy);
  • diagnostic card (if required for your car);
  • receipt of payment of the duty.
Read more:  How to properly give a deposit when buying a car

In addition, if you represent the interests of a company or individual entrepreneur, you must have a power of attorney with you. Please note that when issuing transit cards, information about this fact is entered into the PTS. After you receive a temporary number, you must immediately install it on your car in the place designated for the license plate.

Important! The temporary license plate is valid for 30 days. There is no extension procedure.

What to do if you didn’t have time to move your car?

Previously, the rules established the possibility of extending the validity of transit numbers, but since 2011 it is no longer possible to apply for an extension of transit numbers. In life, situations often arise when the driver simply does not have time to drive the car to the right place in 30 days. Does this mean that in a month you will not be able to use your car? Not at all, despite the fact that temporary numbers cannot be extended.

According to the current rules, a motorist can re-apply for transit license plates. However, you need to keep in mind that the whole process will start all over again - you will have to provide the traffic police officers with the entire package of documents. But, most importantly, when you apply again, you need to pay the state fee again, so it’s better to try to keep it within 30 days.

Is there a penalty for expired transit numbers?

Some motorists continue to use the car even after the transit license plates have expired. Of course, no one will forbid you to drive, but we would like to remind you that there is a fine for such actions. Drivers driving cars with expired transit license plates are held accountable under Art. 12.1 Code of Administrative Offenses of the Russian Federation.

Accordingly, if a traffic police officer stops you and discovers that the transit license plates have already expired, then, with a high degree of probability, you will have to pay a fine (its amount varies from 500 to 800 rubles). In case of repeated violation, the punishment is more severe, including deprivation of rights.

Thus, if you are an ordinary motorist who buys a car for himself and does not plan to drive it abroad, you do not need to obtain transit numbers. If your plans include moving abroad or you are professionally engaged in selling cars, then you will have to take care of registering transit cards, and this procedure is not free (but not very complicated either).

Car owners face much greater difficulties in the future, and often they cannot do without the help of a professional lawyer in resolving disputes with the traffic police or insurance companies.

Are transit numbers needed in 2019-2020?

Many drivers are still not familiar with the legislative changes that occurred in April 2011.

They talk about why transit numbers can be useful in general, and in what cases a fine may be imposed. Let's look at these questions in our article.

What are transit numbers?

If you bought a car, you have the right to receive temporary plates. But they must be exchanged within the established time frame for state registration plates.

The law sets a five-day period for registering a car and obtaining permanent license plates. To do this you will need:

  • passport of a citizen of the Russian Federation;
  • purchase and sale agreement or certificate of invoice;
  • PTS for a car.

Transit numbers are temporary plates that are issued until permanent registration is received.

In what cases are they needed?

A new car that has not yet been registered, as well as a used one, must be equipped with transit numbers when crossing the border of another country. After their validity expires, these signs need to be replaced with permanent state ones.

Order of the Ministry of Internal Affairs of the Russian Federation dated November 24, 2008 No. 1001 determines that if an unregistered vehicle is located outside the territory where its registration authority is located, the owner or possessor of the vehicle is obliged to receive transit within 5 days for transportation to the place of registration.

The document that certifies ownership of the vehicle contains a mark indicating the issuance of temporary signs, and also indicates the period of their validity, the date of issue, document data, the signature of the official who issued these signs, and a seal.

How to get transit numbers?

To do this you need:

  • submit an application to the traffic police;
  • pay the bill;
  • install a transit sign on your car.

Purchasing a transit number when purchasing a used or new car will allow you to temporarily use it without registering it at your place of registration. To obtain new state signs or extend their validity, you must contact the nearest territorial traffic police office that has the necessary powers.

The main document for receiving “transits” from the traffic police is a certificate-invoice, which is issued when purchasing a car.

After receiving temporary numbers, you must pay a receipt for issue. The law regulates the driver’s obligation to pay only for new transit plates; when extending their validity, no fee is charged.

All that remains is to attach the sign in place of the state signs using bolts. Modern metal transits have replaced paper numbers.

Registration cost

Transit numbers are issued on a metal, paper or plastic basis. Paper signs cost about 100 rubles, plastic and metal ones cost about 1 thousand rubles.

When buying a car at a car market or car dealership, transits can be issued directly at the place of the transaction, but this procedure is paid

Validity

The validity period of transit signs can be from 5 to 20 days. If the traffic police does not stipulate this period, inspectors secretly believe that it is equal to 20 days.

To obtain new transit signs, submit a written application. If a car breaks down and the temporary license plate expires due to repair work, the head of the traffic police or his deputy can extend the validity of the state sign.

Penalty for expired transit numbers

According to Art. 12.1 of the Code of Administrative Offenses of the Russian Federation for expired transit plates, the driver may be fined from 500 to 800 rubles.

Is it possible to extend transit numbers?

If their period has expired, it is advisable to renew them at the same traffic police department where you received state signs, since this is possible without writing an application at an oral request. The employee who issued the transit will affix a stamp and enter a new date.

In order to drive a purchased car to your place of registration or sell it, you must also take out MTPL transit insurance, a temporary document that allows you to receive money as compensation when an insured event occurs.

Taking out a temporary policy is necessary when traveling long distances if you encounter a traffic police post along the way. An agreement with an insurance company can be concluded not only by the owner of the car, but also by his representative by power of attorney.

If it is necessary to deregister a car with the traffic police for a certain period of time, for example, for the purpose of sale, in this case, transit insurance is issued, the validity of which is 20 days. This period, as a rule, is enough to move the car to the place of new registration.

But for foreign drivers and special equipment, temporary insurance is provided to the driver for a period of no more than 5-15 days. If the owner of special equipment or a foreigner does not meet the deadline, he will have to pay a fine in the amount of 300-800 rubles. for every day of delay.

For the duration of such insurance, special numbers are issued. After their expiration date, transits will be replaced with permanent signs when the time comes for registration.

If an accident occurs and transit insurance is not issued, no monetary compensation will be paid. The traffic police can take the car to the impound lot, since it is prohibited:

  • move a car in the absence of a document;
  • use the car for a period not specified in the contract.

The cost of transit insurance is influenced by:

  • the region to which the car is being transported;
  • car engine power;
  • driving experience and age of the driver.

Temporary transit insurance does not protect against car theft.

Transits are needed for:

  • a new car that has not yet been registered;
  • used cars if you cross the border of the country.

The service for obtaining state signs is paid. There is a fine for traveling without them.
