Data from traffic cameras is processed by human operators. Their task is to confirm the fact that an offense has been recorded, identify the owner of the car by license plate, find his data and address, formulate a resolution (“chain letter”) and send it to the addressee.

The shipment contains:

receipt for payment of the fine;
a resolution with information about the place, time and content of the offense, the amount of the fine and the deadline for its payment;
photographs from video cameras.

The entire process should ideally take no more than 1-2 days. But in practice everything looks different.

Entering a fine from video recording cameras into the database and delivering the resolution

If a traffic violation is recorded by a “live” inspector on the road, he is obliged to immediately draw up a protocol and send a copy of it to the violator within 3 days. The situation with the distribution of fine orders from video cameras is more complicated:

to consider a case of traffic violation, according to Article 29.6, the traffic police have 15 working days;
after this, a resolution on the offense is issued indicating the amount of the fine, and it appears in the traffic police database;
a copy of the decision with a receipt and photographic materials must be sent to the violator within 3 days from the date of the decision.

That is, a driver whose traffic violation was recorded by a video camera may receive a fine notice in 18-20 days. From the date of receipt of the letter, the violator has 70 days to pay the fine or 10 days to appeal it to TsAFAP, a higher traffic police department or court.

There are often situations when Russian Post forwards correspondence very late (for example, a letter often arrives at your post office on time, but only reaches your mailbox a week later). Why is this a problem?

you have almost no time left to appeal the fine if you do not agree with it, and you have to apply to the court to extend the statute of limitations;
you have almost no time left to pay the fine with a 50% discount (valid within 20 days from the date of receipt of the letter).

To eliminate any risk, you should periodically visit the official website of the traffic police, where you can check if you have any unpaid fines and pay them immediately. Since information about a fine appears in the State Traffic Inspectorate database within 15 days, this will be faster than waiting for a decision by mail.

How to check fines from cameras?

You should check for unpaid fines issued based on the results of video recording of traffic violations, if only because paying the fine within 20 days from the date of issuing the order will give you a 50% discount on the amount. This can be done on our website using the internal information service. You must either enter the state number of the car, the registration certificate data and the driver's license number, or indicate the number of the resolution that you have already received.

Traffic police portal

This is the main source of information, since the State Traffic Inspectorate website is directly connected to the traffic police fine databases, where data on all traffic violations from video recording cameras is collected. On gibdd.ru, in the “Services” section, select the “Checking Fines” subsection, enter your personal data and vehicle data in the online form that opens, and receive a report on fines. State Services Portal

On gosuslugi.ru information about fines for traffic violations is also provided free of charge. In the “Transport and Driving” section, you need to select “Car and traffic fines”, fill out the online form (STS and VU data) and receive a report. You can pay fines here with a 30% discount.

How to challenge a fine from a camera?

If you do not agree with the fine issued by the camera, you can appeal it legally within 10 days from the date of receipt of the decision. You should file a complaint with TsAFAP, where you must indicate:

your details;
details of the received resolution (date and document number);
content of the complaint with motivation and references to legislation;
list of attached documents (materials proving your case);
date and signature.

Next, submit the complaint, along with a package of accompanying documents (including documents for the car, photographs, etc.), to TsAFAP, a higher authority of the State Traffic Safety Inspectorate or to the court (Article 30.2, Code of Administrative Offenses of the Russian Federation) in person, by mail or via the Internet ( traffic police website, State Services). If the statute of limitations for the appeal has expired due to the fault of the post office, when going to court, attach a petition for its restoration.

Thus, you can find out that you have been issued a fine for a traffic violation, recorded by a video camera, in 18-20 days, since the procedure for issuing a fine is quite complex legally. If the mail does not work well, then the “chain letter” may arrive even later, which will create problems with prompt payment of the fine within 20 days (50% discount) or the period for challenging it (10 days).

However, you can always find out if you have an unpaid fine a little earlier, since information about it will appear in the traffic police databases within 15 days.
