I bought an engine without documents, how to register?

Registration of a car with a different engine

Often, when the owner’s requirements for a car do not meet the characteristics of the engine, he changes it. This procedure itself requires a lot of labor. Before installing a new engine, it is necessary to make a lot of alterations in the vehicle, as well as register a lot of papers in connection with these manipulations. The reason for changing a spare part may also be a problem with the vehicle’s engine.

What is an engine invoice certificate and why is it needed?

An engine invoice certificate is one of the official documents required when changing an engine. In this case, you need to purchase a new unit exclusively with a unique number. Because if you buy an engine without a number, it will not be possible to register it .

The purchase of a new unit can legally be made either in a store or from a private individual. But it is important to draw up a certificate-invoice or purchase and sale agreement . In this case, it is imperative to verify the number on the mechanism and in the documents.

Important! In the situation of purchasing a unit not from an official, keep in mind that the transaction can only be carried out if he has certificates for a free license plate; it must be issued at the traffic police branch at the request of the owner.

This action is performed in a situation where a vehicle is deregistered due to disposal or replacement.

The purchase must be formalized using a standard agreement of the usual type. This can be done, among other things, with the help of a consignment store that processes transactions with transport or numbered units (there you should also issue a certificate-invoice or an agreement, first certified by the company’s seal).

In the future, this paper on the engine will be useful to the traffic police to change the registration data.

Is it possible to replace an engine without documents?

In the situation of changing the mechanism to a similar one, there is no need to register the replacement in the passport paper for the vehicle , since the PTS is not a document for registration, and the registration certificate does not include information about the unit number. Thus, the internal combustion engine is currently an ordinary spare part, and not a unit with a unique number.

But if you installed in your vehicle not an analogue of the previous mechanism, but a more powerful engine, the traffic police classifies this as changes in the design of the car . And before registering this replacement, permission for these changes must first be obtained.

Otherwise, the owner may be brought to administrative liability.

How to replace the engine with a similar one

It may be necessary to replace the mechanism if the originally installed unit turned out to be unsuitable for repair or if the car owner wants a more powerful vehicle.

The year 2011 was marked for car enthusiasts by the fact that the engine was classified as one of the spare parts, and information about license plate data was excluded from the mandatory requirements when going through the car registration procedure.

But on July 10, 2017, order No. 1001 brought changes, according to which the engine was equated to numbered units. Thus, previously the procedure did not entail the need to register a car with a different engine through the traffic police, but now it has become mandatory. Information about the motor must be entered into the vehicle passport. Installation of a new unit means intervention in the structure. And these manipulations carry the requirements of a specialized procedure for obtaining certification and declaration.

There are two types of engine replacement situations:

  • installation of an engine of the same model;
  • replacement with a mechanism of greater power (with different characteristics).

But there are also situations when the unit is wanted or removed from a car that was stolen .

To avoid such circumstances:

  • in the situation of purchasing a motor, be sure to complete the registration of the engine installation and take the cash register and sales receipts;
  • After replacement, contact the police department.

The engine change scheme is regulated by the “Basic provisions for the approval of a vehicle for operation.”

The shift must be registered with the traffic police. The law prohibits the operation of a vehicle without registration. Every change that qualifies as an intervention in the design must be entered into the PTS.

After the request, traffic police officers will make adjustments to the PTS regarding the change of engine numbers. Then a check will be made to see if the engine data is on the wanted list, and the data will be entered into the database.

Unique engine numbering is not allowed:

For violation of this norm, a fine of 80 thousand rubles will be imposed. These numbers must be entered into the passport of the vehicle.

Attention! It is also required to notify the insurance company about the change in engine numbering. Otherwise, there is a risk of getting into trouble with payments in case of a possible insured event.

In the situation of changing the engine to a similar one, there is no change in the car’s registration certificate . Since the engine quite possibly came from a stolen vehicle, then the driver can get into a lot of trouble with the police. To avoid this, you need to pass a test at the traffic police, using the engine number, the police will check it against the database of the stolen vehicle.

How to install an engine of a different model

The change of unit in 2018 will be registered differently. Replacing the engine with another will entail adjustments to other spare parts, which, according to the law, brings a change in the level of vehicle safety.

It will be impossible to register an engine without documents in such a situation. You will need to submit a large list of papers to the traffic police department. After replacement, the amount of transport tax may also change.

To make changes to the design of the car you will need:

  • visit the traffic police department;
  • complete an application using the prescribed form;
  • visit an expert company;
  • there will be issued confirmation of the possibility of making changes, declarations, copies of licenses and certificates of the company;
  • undergo a technical inspection procedure and analyze the technical condition of the vehicle, after which a replacement technical card will be issued;
  • a set of received papers should be submitted to the traffic police and the car should be sent for inspection;
  • pay the state fee for replacement (the cost will be 800 rubles).

Procedure for registering a car with a different engine

There is no need to change the car registration documentation , since the engine numbering is not recorded there now.

To legitimize the changes you need to assemble the following package:

  • document confirming the identity of the owner;
  • car passport;
  • certificate of calculation for the engine;
  • request to record changes;
  • examination results;
  • technical inspection result;
  • application-declaration of changes;
  • diagnostic card;
  • certificates of conformity.

Having completed everything correctly and agreed with the traffic police officers, the police officer will issue an official document confirming the conformity of the vehicle design, registration of the car, and a vehicle passport with recorded changes.

In a situation where the spare part numbers do not match the information in the vehicle passport, or the number cannot be read, registration of a vehicle with a different engine will not be possible.

In this case, it is necessary to require the inspector to formalize the refusal to register the vehicle in writing and submit a paper with a complaint to the management of the traffic police or to the court. A document with a complaint is submitted under all points of the law of the Russian Federation. If the installed motor is determined to be stolen, the charges will be dropped by the court. If the engine is imported from another country, the traffic police has the right to require a customs declaration to confirm the legality of the presence of the spare part in Russia.

If changes are made illegally , the alteration may be cancelled.

It happens this way:

  • the inspector stops the car and detects illegal modifications to the design;
  • after this, the traffic police officer writes a report;
  • the traffic police management makes a decision to cancel the car’s registration;
  • If another inspector makes a stop, he will immediately understand that the vehicle’s registration has been canceled and will confiscate the certificate.

In this case, you will have to go through the process again, but for this you will have to purchase a new engine. And these are considerable costs.

What responsibility do drivers bear for an unregistered engine?

Sanctions will be imposed for an engine that has not passed registration. We remind you that only engines of different characteristics (more or less power) require registration. When these actions are not performed, a sanction of up to 800 rubles is issued in accordance with the legislation of the Russian Federation. If, in addition to unregistered changes, the moment of theft is determined, the car will be confiscated and placed in an impound lot.

You can appeal such a decision within 10 days, and pay a fine within 60 days.

Attention! It is not allowed to change the design of the vehicle if the process affects the car’s markings (VIN number, body data, engine data, etc.).

Thus, if you want to replace the engine, you should first of all establish the reasons for the replacement. If the cause is a breakdown, and it is planned to replace it with the same motor, then no registration processes will be necessary. If the modification is more global and involves changes in the characteristics of the vehicle, then the registration process will take longer and entail more effort.

Conclusion

Buying an engine should also be done carefully. When purchasing spare parts secondhand, there is a huge risk of getting a “stolen” unit. And this will entail a very substantial fine. Therefore, it is better to purchase a new mechanism from a trusted store with a good reputation.

It is important to go through the process carefully and complete all paperwork correctly. Otherwise, there may be consequences in the form of fines and cancellation. And all the efforts made will be useless.

The day before yesterday I drove a Merc from an a/voz9 unloaded on a federal truck) to the city, at KPM they stopped with the Altai GRZ, they didn’t like something in the VIN, they looked for the engine number for 40 minutes (diesel 3 liters), they couldn’t find it, they called an AMT search inspector from the REO, he I searched for another half an hour but couldn’t find it, they wished for a route.

And when checking vehicles in our region, all REOs look at the engine numbers. So something like this. I warned TS, I am not interested in his problems further.

Engine replacement - do you need to register it with the traffic police?

Replacing the engine at the traffic police

On July 10, 2017, changes were made to Order No. 1001, according to which the engine became a registered unit among many motorists. And after October 7, 2018, this document completely lost force, and was replaced by updated Order No. 399, which once again changed the procedure for changing the engine. And, if earlier the replacement of an engine required registration with the traffic police with documents about the released unit, then today, in 2019, after replacing - for example, a contract unit - such changes in the design generally need to be officially registered. But everything is not as difficult as you thought! If the model and technical characteristics of the motor are the same, then the matter is small.

What are the changes?

We are talking about a list of conditions on the basis of which a car cannot be registered with the traffic police. If previously the main requirements were the coincidence of the VIN numbers on the body and units, where such a number was stamped during registration of the car, and those indicated in the documents, today they are checked with the numbers of the engine, body, frame and cabin included in the documents.

3. Vehicles are not subject to registration with the State Traffic Inspectorate and registration actions are not carried out with vehicles on the following grounds:
.
signs of concealment, falsification, alteration , destruction of vehicle identification numbers, numbers of components and assemblies (body, frame, cabin, engine) identifying the vehicle were discovered , or forgery of submitted documents, discrepancies between vehicles and numbered units with the information specified in the submitted documents , or registration data, as well as if there is information about the location of vehicles, numbered units on the wanted list or submitted documents among the lost (stolen), with the exception of vehicles with changed markings of vehicles and numbered units as a result of natural wear, corrosion, repair or returned owners or possessors after theft, subject to their identification;

Thus, the engine for 2019 is not a numbered unit, but when registering a car, the engine number must be checked against those indicated in the documents.

Do you need documents for a changing motor?

Everything is very simple! Any engine, including a contract one, imported from abroad, in addition to its identification number, has a model that is indicated on the engine. As of 2019, engines are not released during disposal - that is, you cannot obtain a certificate for a released engine, even if it is completely intact, when disposing of a car. It is also logical that when replacing an engine with the same one, no documents are needed.

At the same time, documents for the engine are not required if the following conditions are met:

  • the new engine matches the model and all characteristics (you install the same engine that is installed on your new car of your modification);
  • the engine number is readable (not erased, not rusted);
  • the engine is not wanted by the traffic police.

This state of affairs became possible starting on October 7, 2018, when the new Order No. 399 came into force, where legislators explicitly stated:

In the case of replacing a vehicle engine with a similar one in type and model , entering information into data banks about vehicle owners about its number is carried out by the registration division of the State Traffic Inspectorate during registration actions based on the results of the inspection without submitting documents certifying ownership of it.

That is, there is no need to formally register an engine replacement with the traffic police. And, since the PTS contains the number of the old engine, it is required to be replaced during any registration action in the future: re-registration of the car when it is sold and others.

Moreover, the new legal act clearly prohibits requiring documents for a new unit.

The procedure for registering an engine replacement at the traffic police

Thus, the instructions for registering with the traffic police for replacing a contract or any other engine look very simple and consist of only 2 points:

1. You change the engine itself at a service center.

2. After installing a new engine, you do not need to go anywhere and make changes to the documents in the MREO of the State Traffic Safety Inspectorate, as well as make changes to the PTS. Such changes will be made to the vehicle passport, as well as in the traffic police database itself, during any subsequent registry, when the engine replacement mark is put in the passport. The cost of making changes to the PTS for 2019 is only 350 rubles (245 rubles through State Services), which will be required to pay the state duty. It will need to be paid before going to the traffic police.

But the vehicle registration certificate will not have to be changed, because the engine number has recently not been entered into this registration document.

But if we are talking about a contract motor imported from abroad, then the traffic police may require a customs declaration confirming the legality of importing such a motor into the territory of the Russian Federation. Such a requirement is illegal, but is often practiced in traffic police registration offices.

If one is required of you, then your goal is to receive a written refusal (after writing a written statement, of course), and then go to court to solve this problem.

But there is practically no judicial practice on such decisions. That is why the MREO of the State Traffic Safety Inspectorate today can put forward a variety of demands on the issue of engine replacement - from illegal to absurd, and not only regarding contract engines.

We also suggest that you read our special article on replacing the engine with a more powerful one or with other technical characteristics. In such cases, you will need to go through the entire formal process of officially making changes to the design of the car.

I bought an engine without documents, how to register?

Register an engine without documents

You are allowed to drive without any registration. But a situation may arise that the replaced engine is listed by the police as stolen, or rather removed from a stolen car. In this case, at some appropriate moment, this oversight may come to light, and then the police will become interested in it. In order to avoid and protect yourself from these problems, you must do the following:

  1. When purchasing an engine, be sure to draw up a contract or take a receipt;
  2. After installation, contact the traffic police.

It is advisable to report this replacement to the traffic police.

Inspectors will put a mark on the vehicle title that an engine with such and such a number has been replaced with another. After that, it will be checked, if everything is in order with it and it is not listed as stolen, then the inspectors will make a note in their database. There are also frequent cases when drivers decide to install a different engine, for example, a more powerful one.

I bought an engine without documents, how to register?

There you fill out an application, get the form from the inspector, and he will review it. 2. Next, you should contact a certified expert organization.

5. This can be done, among other things, with the help of a consignment store that processes transactions with transport or numbered units (a certificate-invoice or agreement should also be drawn up there, first certified by the company’s seal).

In the future, this paper on the engine will be useful to the traffic police to change the registration data. In the situation of changing the mechanism to a similar one, there is no need to register the replacement in the vehicle passport paper, since the document is not for registration, and the registration certificate does not include information about the unit number.

How to register an engine without documents

Travel is permitted without registering a new vehicle part.

At the same time, you need to understand that the replaced engine may be listed as stolen by the police. Such a part was originally removed from a stolen car, and then resold and reinstalled.

In this case, there is a risk of police intervention.

Attention! Each buyer of a similar engine can reduce the risks of an undesirable situation. In order to protect yourself from a stolen spare part, when purchasing, you should draw up an agreement or take a receipt, and then contact the traffic police. Despite the fact that registration of the procedure carried out is not required, traffic police officers should still find out what was carried out.

Inspectors will put a mark in the vehicle passport, recording the unit numbers.

How to register an engine without documents

But it is important to draw up a certificate-invoice or a purchase and sale agreement.

How to register an engine without documents

If the vehicle was stolen, then by comparing the numbers, it can be identified if necessary. Not every professional criminal is capable of “interrupting” the numbers qualitatively so that in the end there are no traces of forgery.

However, situations are possible when for some reason you have to change one of the key components - in particular, the engine.

It doesn’t matter what the reason for this is - a fatal breakdown with the impossibility of repair, an accident, something else. It is important that further operation of the machine is only possible with a different engine - which, of course, will have a different individual code.

Is it possible to make changes to the traffic police documents in this regard? Yes, such a procedure is acceptable.

Registration of engine replacement with the traffic police in 2019

The fact is clear to everyone that it is possible to install a motor with new parameters only after coordinating the action with the traffic police and subsequently registering the replacement.

But local executive authorities decided differently what to do with the installation of a new engine with similar parameters. In one region of the Russian Federation, they will not pay attention to replacing an engine similar to the previous one, but in another they will be asked to take steps to coordinate the changes and their further registration. You can find out whether it is necessary to register a new engine completely similar to the old one. However, even when receiving verbal permission to replace a spare part without subsequent registration, it is worth keeping in mind that in the future the owner of the car may move to another subject of the Russian Federation or find a buyer from another Federal District, and also wish to travel outside of Russia, where the same law applies. The executive branch has different views. Attention!

Tip 1: How to register an engine without documents

3 Install the purchased engine at a certified service station.

You may also need a certified copy of the service station certificate authorizing the replacement of units. 4 The basis for making changes to the design of a car is an application from its owner to the traffic police department at the place where the vehicle is registered.

After considering this application, the head of the traffic police department makes a decision, which indicates the procedure for processing and issuing the relevant certificate. If necessary, the need to obtain a conclusion on making changes to the design of the vehicle is indicated.

How to register a motor without documents

When purchasing spare parts secondhand, there is a huge risk of getting a “stolen” unit.

And this will entail a very substantial fine.

Therefore, it is better to purchase a new mechanism from a trusted store with a good reputation.

It is important to go through the process carefully and complete all paperwork correctly.

Otherwise, there may be consequences in the form of fines and cancellation. You can appeal the decision within 10 days, and pay within 60 days.

Remember: you cannot resort to changes in the design of a vehicle if the procedure will affect the vehicle’s markings (VIN number, body, engine, chassis numbers, etc.). Let's look at how to register a replacement of a similar engine in a car.

Registration of a car with replacement of the engine with a similar one only involves making changes to the technical passport of the vehicle.

The replaced motor may be reported to the police as stolen. Those. it was first removed from a stolen car, then resold and reinstalled.

Secrets of legalizing motors bought secondhand without documents

Alexey Sizov, Orel I bought the engine at a car dismantling station because the engine that was in the car from the factory broke down.

I drove with it for two years, during which time I repaired the broken motor and put it back. Now I want to sell that motor from disassembly, but I don’t have any documents for it, not even a purchase receipt.

Are these documents generally needed when selling and will the buyer have problems with the traffic police? Based on the Rules for the state registration of motor vehicles and trailers for them in the state road safety inspection of the Ministry of Internal Affairs of the Russian Federation, “registration of a vehicle, change of its registration data associated with the replacement of license plate units, is carried out taking into account the requirements of paragraph 4 of these Rules on the basis of the agreement concluded in accordance with the established procedure, an agreement or other documents certifying ownership of the vehicle and (or) frame, body (cabin) and confirming the possibility of admitting them to participate in traffic on public roads in the territory of the Russian Federation. In the case of replacing a vehicle engine with a similar one in type and model, information about its number is entered into data banks about vehicle owners by the registration division of the State Traffic Inspectorate during registration actions based on the results of the inspection without submitting documents certifying ownership of it.”

Is it possible to buy and register a car with a non-original engine?

A non-stock engine in a car can cause a lot of inconvenience to its owner - be it a new owner who bought such a car and did not know that the engine was not original, or if you changed it yourself. It's all about the potential impact of a different unit on road safety, because the accompanying components - gearbox, transmission and even wheels may not withstand the new “pressure” if the new engine is more powerful than the old one.

Is it possible to re-register a car with a non-original engine?

Yes. We have already discussed earlier that according to the new 2019 laws, the engine is not a numbered unit. This means that its number may differ from that indicated in the PTS when registering with the traffic police.

But the legislation nevertheless regulates the conditions for motors. And a non-native node can be registered only if 3 important conditions are met:

  1. a non-original motor of the same model and brand as the stock one,
  2. its power, displacement, speed and all other characteristics correspond to the original one,
  3. the engine is not listed in the traffic police database as criminal - that is, wanted.

As for the first factor, you (and the traffic police officers when registering) can establish it by looking at the stamped engine number. For almost all car models, it consists of letters and numbers, and the beginning of the combination indicates the engine model, and the end - the serial number.

An important subtlety is that the digits of the engine number can (and should essentially) be different, but the model designation at the beginning of the alphanumeric combination for a non-native unit must be the same as the original one.

For example, on some Nissan cars the nameplate on the engine looks like this: VQ30DEXXXXXX, where the first 6 characters indicate the model, and the last 6 characters indicate the serial number. If only the “X’s” differ in a non-native engine, then such a motor will be registered, and if, for example, the designation begins with VQ20DE, then the traffic police must refuse to register a car with such a non-native unit (the first number indicates the model of the 3-liter engine , the second - 2-liter).

The second factor will most often be fulfilled if the first condition is met - two identical motor models most often have the same characteristics. At least, when inspectors check them against the database when registering with the State Traffic Safety Inspectorate, they will do this precisely according to the model database, and since they completely match yours, the parameters will be the same.

What if the model or specifications are different?

Then this is considered to be making changes to the design of the car. And such changes must be separately registered with the traffic police. But before that it was necessary to obtain permission for such. This is a formality, but it is required. However, the car does not need to be shown, and the permit itself is given to everyone, so you can get it after replacing the engine.

But in order to change what affects road safety, it is necessary to prove, in fact, that this safety will remain unshakable even with a non-original engine. This is done with the help of several examinations and is quite expensive.

You can find out the exact price for such services at any service center certified to make changes to the design of a car. And this may cost more than buying and installing a stock engine and registering it with the traffic police and then replacing it again with a non-original one.

Do I need to register a non-native unit?

No. In 2018, the procedure for registering changes to a car changed. In 2019, Order No. 399 was put into effect regulating this procedure. It is he who prescribes that when installing a non-original engine, there is no need to make separate changes to the documents for the car - specifically to the title, and with any subsequent registration action, the number of the new, different unit will simply be entered into this document. But again, only if the model and parameters of the non-original engine coincide with the stock one.

This is regulated by paragraph 17 of the regulations of Order No. 399:

In the case of replacing a vehicle engine with a similar one in type and model , entering information into data banks about vehicle owners about its number is carried out by the registration division of the State Traffic Inspectorate during registration actions based on the results of the inspection without submitting documents certifying ownership of it.

As you can see, in this case, documents for a non-original motor will not be required.

If you bought it with a different engine?

This situation is formally no different from the one if you yourself, after the purchase, changed the engine to a non-original one. And here there are also 2 possible outcomes:

  • registration of a car with a non-original engine will be carried out successfully with the entry of a new unit number into the title, if its model and parameters match the original one,
  • MREO traffic police officers are required to refuse registration if either the model or characteristics differ, or the unit is listed as criminal.

That is why it is important to check the engine number with that indicated in the title when purchasing a car. And, if they differ, then you need to make sure that the models and parameters match.

If you purchased a car and only later discovered that a non-original unit was installed on it, then you have 3 options:

  1. make changes to the design of the machine as required (this is expensive and not all changes are allowed),
  2. negotiate with the previous owner so that he does not stop registering the car (in this case, he will have to pay transport tax and fines from cameras that you have already caught; and if he does deregister, then you will only find out about it on the road, when you will be stopped by traffic police inspectors, confiscated vehicle registration number and license plates, and the car will be sent to the impound lot),
  3. return the car back to the seller - the law allows this to be done in the case of a car that cannot be registered, since it cannot be operated.

Oh yes, there is another 4th option - sell the car to an equally careless buyer.
