Causing minor or moderate harm to health (Article 12.24 of the Code of Administrative Offenses of the Russian Federation).

Also, those violations that are subject only to deprivation of rights remain without benefits. All other articles from Chapter 12 of the Code of Administrative Offenses of the Russian Federation are subject to a discount. What is the deadline for paying a traffic police fine with a 50% discount?

Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation regulates the timing of payment of half the fine:

How does the discount work?

From the beginning of the new year, violators will receive the corresponding receipts, which will indicate at the bottom that there is a grace period for paying the traffic police fine for 20 days. The countdown starts from the time the decision on the administrative fine is issued. This is the deadline established by the law for paying fines with a 50% discount. But already on the 21st day the violator will have to make 100% payment of the amount indicated on the receipt. So, the standard period for voluntary payment of a fine is 60 days, while within 20 days a discount is provided when paying the fine, 10 days of which are allocated for appealing the decision.

What fines cannot be paid with a discount?

To save on paying a fine, you need to do this in the first twenty days after the decision is made. Even a fine of five hundred rubles can be reduced by half. Why is this done? Primarily to increase collection rates. The fact is that, according to statistics, motorists voluntarily pay only 60% of fines. The rest has to be handled by the bailiffs.

And so, in order for drivers to start paying their bills promptly, the corresponding amendments came into force on January 1, 2016. From that moment on, the resolution began to indicate not only the full amount of the fine, but also the amount of payment with a discount.

In addition, the full amount of the fine will need to be paid if, at your request, the court or the traffic police decided to defer or pay the fine in installments. If, by a judge’s decision, you were allowed to pay the fine in installments, for example, over three months, then you will no longer receive a discount.

There are also no discounts for fines for paid parking. The fact is that liability for non-payment of parking in a paid parking lot is established by local authorities, while a 50% discount is prescribed in federal law.

The restriction on some violations raises questions for me. On the one hand, according to legislators, the restriction is associated with the seriousness or repetition of the offense. And that's probably right. But let's look again at the blacklist. Why were other violations not included here, which, as a rule, are committed intentionally and pose a serious threat to other road users?

Take, for example, driving a vehicle by a driver who does not have a license, is deprived of the right to drive, or transferring control to a driver without a license (Article 12.7). Or violations of the rules of movement across railway tracks (Article 12.10), movement on the side of the road (Part 1 of Article 12.15), violations of the transportation of large and dangerous goods (Articles 12.21.1 and 12.21.2). It turns out that if you exceed the speed limit by more than 40 km/h twice, you are dangerous, and you won’t be able to pay the fine with a discount. But legislators did not see any particular danger in regular trips to the side of the road, when the driver risks the life and health of pedestrians.

Another problem is decisions from cameras recording violations operating in automatic mode. As a rule, “chain letters” arrive very late, and drivers do not have time to pay the fine with a discount within 20 days, which, by the way, is counted from the moment the decision is issued. There is only one way out. You need to subscribe to notifications of offenses on the Unified Portal of State Services. Then the driver will be able to receive information about fines in a timely manner.
