Issues of verification and payment of fines

What fines can you check?

On the service you will find

  • official fines according to the traffic police (website gibdd.ru)
  • MADI and Moscow parking (website avtokod.mos.ru)
  • Kazan parking lot

Information is provided from the state payment system GIS GMP. If you find a fine on our service, it means it has not been paid according to the GIS GMP data.

How to check fines

To check traffic police fines from cameras, you need to enter the vehicle registration certificate (VRC) number in the form at the top of the page. The search results will include:

  • unpaid traffic police fines in all regions of Russia
  • for violating the rules of stopping and parking in Moscow
  • for violating paid parking rules in Moscow
  • for violating paid parking rules in Kazan

Traffic police fines on a driver’s license are usually issued by a traffic police inspector in the personal presence of the driver and remain in the driver’s hands. Such resolutions can be paid according to the resolution number (UIN).

How quickly does a fine get into the database?

According to the law, information about new fines is sent to the state payment system GIS GMP immediately (Part 4 of Article 21.3 of the Federal Law of July 27, 2010 N 210-FZ). In practice, fines are entered into the database within 1-3 days from the date of the decision.

My fine is not in the database, I can’t pay it

  1. If you are sure there is a penalty
  2. More than two weeks have passed since the date of the decision
  3. No one paid the fine
  4. However, it is not displayed online.

This means that the resolution was not included in the GIS GMP (state payment system) database. In this case, you need to contact the traffic police or MADI, or the State Public Institution "AMPP" (depending on who imposed the fine).

Payment of traffic fines

The service allows you to pay fines online using any popular method.

You can pay fines with a bank card when searching for fines by car registration certificate number. On the page with the search results, you need to indicate the payer’s name and phone number to fill out the receipt, and click the “Pay” button.

It is possible to pay fines through Sberbank Online, as well as through Yandex.Money, QIWI and other means of electronic payment when searching for a fine by resolution number (UIN). For this:

  • search for a fine by UIN
  • indicate the payer's contact information
  • click "Pay"
  • select payment method: Sberbank Online, Yandex.Money, QIWI or another
  • follow the instructions to complete the payment.

How to receive a check for payment of a fine

Please provide your email address when paying. The receipt will be sent by email automatically.

When the fine is paid

Repayment of a fine (display of payment) in the state payment system GIS GMP usually occurs within 1-3 business days. After another 1-2 days, the fine should be paid off in the traffic police database. If 5 days have passed and the fine remains unpaid, contact the bank or service that accepted the payment.

I paid the fine, but it is posted on the traffic police website

The traffic police checks the status of payment of fines in the state payment system GIS GMP. After this, it updates its database and the official website gibdd.ru. This happens within 1-5 business days after payment of the fine. If this period has expired and the fine has not been paid, contact the bank or service that accepted the payment.

Automatic payment for fines

Attention! Our service does not automatically debit money from bank cards. We do not store bank card data and do not make automatic payments for fines.

Why should I pay a fine here?

Fines can be paid in any way:

  • via street terminal
  • Sberbank Online
  • through the cash desk of any bank

Payment of an administrative fine: procedure and available methods

Administrative offenses are committed by citizens without causing particularly large and serious damage, as well as harm to other people. Typically this category includes ignoring traffic rules, minor thefts, copyright infringement, smoking or drinking alcohol in the wrong place, etc. If the subject is found guilty, he will have to pay an administrative fine.

Where can I pay an administrative fine?

There is no consensus on where exactly a fine for an administrative offense can be paid. This is due to the fact that today Russian citizens have a sufficient number of alternatives to carry out such a task.

You can get rid of fines in the following places:

  • traffic police;
  • banking organizations;
  • Internet.

In the modern world, people increasingly prefer to use the Internet to make various types of payments, and fines are no exception. The services of financial institutions are in second place in popularity.

How long does it take to pay a fine for an administrative offense?

A person who has received a copy of the decision to prosecute can appeal it within ten days. If he does not do this, then as soon as the allotted period expires, the resolution becomes legally binding.

If the court decision was appealed by the violator, but this did not bring the desired result, the fine must be paid from the day the act was issued to preserve the decision without adjustments.

After the court decision takes effect, the violator receives a two-month period to pay the fine. If he has overdue the payment period specified by law, he may be brought to another kind of liability, even criminal.

If the offender refuses to pay the fine for committing a crime within the prescribed period, he falls under additional types of liability prescribed in administrative legislation:

  1. Double increase in initial liability.
  2. Arrest for a period of no more than fifteen days.
  3. Compulsory work for a period of no more than fifty hours.

Additional liability does not exempt you from paying the imposed fine. If the case is transferred to the bailiffs, the property of the debtor may be seized. For example, if a vehicle is seized, its owner no longer has the right to sell it or deregister it. Rights are restored only after the debt is eliminated.

Details for paying a fine for an administrative offense

Details for liquidating various types of debts must be provided by the agency holding the person accountable.

It is better to pay via the Internet or through a bank; the latter option is preferable here for the reason that the payer remains in possession of a document confirming the payment. You must keep the receipt.

Important! You need to know that separate forms of receipts for debts must also be paid separately. Today, the offender, in accordance with the Code of Administrative Offenses of the Russian Federation, is not obliged to forward the receipt or its copy to the authority that issued the decision. This procedure is carried out by the banking institution or other agent through which the payment was made.

To avoid misunderstandings or in a situation where the bank decided to ignore the established rules, you can send the receipt yourself. Even if difficulties arise in the future regarding an allegedly unpaid fine, the violator will always have with him a document indicating the opposite.

Receipt for payment of a fine for an administrative offense

Details for paying a fine are usually written in a court decision or in a debt resolution. If for some reason this information is not contained in the documents described, you will have to find out the details yourself from the department that imposed the fine.

In addition, details can be provided by Sberbank employees. All branches have information stands with examples of correctly filling out payment receipts sent to government departments, as well as with detailed information about paying fines.

The receipt is filled out according to a single template.

It contains the following data:

  • the name of the banking organization to which the payment will go;
  • numbers of current and correspondent accounts;
  • TIN of the department that imposed the fine;
  • amount of debt;
  • the reason why the fine was imposed;
  • Full name of the offender;
  • payer's registration address.

Next, you just need to contact the bank employee who is crediting the payments. The debt can be paid both in cash and by payment card.

If the payer has a bank account, the fine can be paid via bank transfer. In such a situation, all empty columns in the order are filled in by a bank employee.

It is better to keep the check received from the operator, because it may be needed in possible conflict situations and will serve as proof that the debt was repaid on time.

How to pay an administrative fine without a receipt

How to pay a fine for an administrative offense without a receipt and where can such a procedure be carried out? The fastest and easiest way to solve the problem is to come to a Sberbank branch and contact the cashier, having with you your passport (pension certificate) and the name of the department that issued the resolution. The financial institution employee will also need the amount of the fine to be paid.

If the protocol and receipt are lost, you will have to pay in any case, so if necessary, you can again contact the authority that issued the protocol and get a new receipt there. Then it can be paid through a terminal, bank or other organizations that accept such payments.

Where to pay a fine following a court verdict

To liquidate a debt under a court verdict, the offender must have with him:

  • resolution;
  • passport;
  • a receipt with the details included in it.

Funds under a court order are deposited in accordance with the procedure established by law.

The offender, with all documentation, must come to the bank branch that accepts payments from individuals. The resolution must contain: document number, amount of debt, day on which the fine was issued. If a paper does not contain some of the described data, it cannot be considered eligible.

How to pay an administrative fine through Sberbank Online

The option of paying fines through the Sberbank Online application is the most popular among users, as it does not involve charging a percentage fee. To carry out this procedure, you must have a payment card issued by this bank, an installed application, as well as a receipt or a copy of the resolution.

If the payer is not the owner of a Sberbank card, it can be obtained using instant issuance at any of the branches, and then connect to online banking through an ATM by entering the received ID.

How to pay an administrative fine through an ATM

To pay administrative fines, special ATMs and terminals are often used, for example, devices owned by Sberbank. The instructions below are similar for both terminals and ATMs.

What do we have to do:

  1. Enter the main menu of the device.
  2. Go to the “Taxes, fines, traffic police” section.
  3. Select the required department.
  4. Indicate the amount of debt.
  5. Write information about the payer.
  6. Deposit money into the receiver (this happens when paying through terminals).
  7. Click the “OK” button and collect the issued receipt. If the payment was made through a Sberbank ATM, the payer will receive a message on their phone with a one-time code that must be entered into the device.

If the payer has a payment order with him, making a payment through an ATM can be even easier:

  1. In the device menu, enter the “Payments in my city” section.
  2. Click “Search for recipient” – “By QR code”. Searching by last name is also possible, but not particularly convenient.
  3. Present the order with the barcode to the reader.
  4. Confirm the operation.
  5. Deposit funds and complete payment.

In practice, the last described option is not used very often.

Regardless of what administrative offense caused the fine, you will still have to pay for it - this procedure applies not only in Russia, but also in the CIS countries (Ukraine, Kazakhstan, Belarus). Otherwise, the violator will face even greater fines, and sometimes even penalties of a completely different kind. In order not to aggravate the procedure by standing in queues, it is better to do everything online. This way, the payer will save his time and money, because on the Internet there is no commission for paying a fine.

APPLICATIONS AND CALLS ARE ACCEPTED 24/7 and 7 days a week.

It’s enough to forget your insurance policy at home, press the gas pedal when overtaking, or simply forget to pay a fine for an illegally parked car.

What it is

An administrative offense is a type of punishment on the part of regulatory authorities for an act committed that contradicts certain norms of law.

The nuances of this type of punishment:

  • a person who has reached 16 years of age is subject to administrative liability;
  • in the case of a minor act, the offense may be cancelled.

The authorized bodies have the right to cancel the decision to commit an offense and limit themselves to an oral remark. Otherwise, an act is written out, which records the reason for the action, the amount of the fine and the number of the resolution subject to mandatory payment.

Types of punishments and the price of the issue

The most common types of administrative penalties are:

  • warning;
  • administrative penalty;
  • confiscation of the instrument for committing the offense;
  • arrest;
  • disqualification;
  • compulsory work.

The violator has the right to appeal the decision on an administrative offense within ten days from the date of its receipt.

The amount of the minimum fine is determined by the Code of Administrative Offences.

- smoking in a prohibited place.

— 800,000 (legal entities).

If the fine is not paid on time, you will have to pay it double. You can also face arrest for 15 days or community service for up to 50 hours. The type of punishment is determined in court.

Video: Appealing a decision

Legal side of the issue

All violations are controlled, defined and interpreted by the Code of the Russian Federation on Administrative Violations. The Code itself is based on the Constitution of the Russian Federation. If any disputes arise regarding the resolution, these documents should be used as a guide.

The decision on an administrative violation comes into force at:

  • after the expiration of the period established for appealing the decision or complaint itself;
  • immediately after the decision is made, unless it is subject to appeal.

The document is subject to immediate execution. This applies not only to individuals, but also to state authorities, local governments, officials and legal entities (Article 31.2 of the Administrative Code).

If it is unclear to the person who received the decision how to implement it properly, then you can contact the court, authorities or officials for clarification of the issues that have arisen. This procedure cannot exceed three days.

If more than two years have passed since the date of entry into force of the decision to impose an administrative penalty, then it is not subject to execution. If a fine is issued to a minor, then the responsibility for paying it passes to his parents or other legal representatives.

If an organization has paid a fine, then, according to clause 2 of Article 270 of the Tax Code of the Russian Federation, this amount is not taken into account when determining the tax base for income tax. In accounting, this amount is reflected as part of other expenses, using the appropriate entries in accordance with clause 12 of PBU 10/99.

How to receive and find out about debt

It is not always possible to receive a resolution on an administrative offense in person. Such documents can be generated after receiving evidence, for example cameras that automatically record a violation.

In order not to wait for the document to appear, you can find out in advance about the presence or absence of an administrative case:

  • by registering on the website www.gosuslugi.ru;
  • on the website of the Bailiff Service;
  • by personal contact with the traffic police or SSP$
  • official website of the State Traffic Safety Inspectorate (www.gibdd.ru).

In order to find out about the debt, the number and series of your passport or driver’s license is enough. No one forbids paying fines in advance, because there are a variety of ways to do this.

Options for paying a fine under an administrative offense decision

Payment of a fine under an administrative offense decision is possible in several ways.

- search by resolution number - UIN 18810161160910044755.

The same actions are available at an ATM and at a branch of a financial institution.

Here you just need to enter the payment card number and phone number with a sufficient amount in the account required to pay the fine

If more than two years have passed since the protocol was issued, it is automatically canceled. If this deadline has not arrived, then no more than sixty days are allotted to pay all fines. Having the resolution in hand, you can pay the fine at the cash desk of any bank, at Russian Post offices, and even through self-service terminals.

Do not forget that the violator has the right to pay a fine of 50% within 20 days from the date of the decision. The resolution always contains payment details that can be used in any credit or other organization.

Certain nuances must be taken into account:

  • details for making payment must be provided by the body bringing to justice;
  • It is recommended to make payments through banking institutions in order to receive a reliable receipt containing the necessary information about the payment (check number, amount, account to be credited);
  • all payment receipts are kept for three years;
  • each fine is paid separately;

The Code of Administrative Offenses does not oblige to send a copy of the payment receipt to a higher authority, since this responsibility is assigned to the organization conducting the transfer of funds using the provided details.

In order not to bring the case to the bailiffs and not to pay unnecessary sanctions, you should comply with the deadline for paying administrative fines:

  • payment is required no later than 60 days from the date the resolution enters into force;
  • The decision can be appealed within 10 days from the date of its issuance;
  • An application for an installment plan or deferred payment is submitted after a ten-day period given for appeal, but not more than 60 days.

After two years from the date of adoption of the decision on an administrative violation, the judicial proceedings end. However, it may be suspended if the bailiffs prove that the offender is independently making attempts to impede their work.

Rights and obligations of the violator

  • 10 days to appeal and challenge with the provision of all evidence (documents, video recorder, witnesses);
  • 60 days for payment.

If these deadlines are violated, then you should expect the following consequences:

  • doubling of debt;
  • forced to perform community service for up to 50 days;
  • arrest up to 15 days.

If three months have passed, then the case is transferred to the bailiffs, who begin enforcement proceedings. The violator will be sent a summons for a conversation and delivery of a resolution to initiate enforcement proceedings.

Five days are given to voluntarily pay the fine. The document contains details for depositing funds. A copy of the payment document should be provided to the bailiff. The amount of debt can also be paid to the district bailiff department.

If these deadlines are violated, an enforcement fee of 7% of the fine will be collected. To prevent unpleasant situations from occurring, you should always keep receipts. There are failures in the program or system of the body involved in issuing administrative violations. A check for payment of a fine is a guarantee of fulfillment of your obligation under the received decision.

Appeal against the decision

When considering a complaint, the judge authorized to present it takes the following actions:

  • clarification of circumstances indicating the impossibility of considering the complaint;
  • resolution of petitions with the appointment of an examination, request of documents, additional materials.

After an appeal, a decision is made. If the ten-day period passes, the decision on the administrative violation comes into force and is subject to execution. No state duty is paid. The complaint is submitted to the court, authorized body or official. Three days are allotted for consideration.

After receiving a decision or receiving information about the existence of an administrative fine online, you are given 10 days to appeal it and 60 days to pay.

The answer about deposits with monthly interest payments is at the link.

You can deposit money using the details specified in the payment document at any financial institution. It is best to keep payment receipts for three years. Failure to pay the fine on time may result in its doubling or arrest.

In the fine search form on our website, you must enter the resolution number in the field designated “resolution number (UIN).” Please note that the decree number contains many numbers and it is easy to make a mistake. Therefore, check the correctness of your data entry before submitting it for verification.

What is a UIN number and how can it be deciphered?

The fine order number is also a unique accrual identifier (UIN).
The UIN may consist of 20 or 25 characters (digits). The first digits of the UIN contain information about the payment administrator, in the case of fines for car owners - the organization that issued the fine. 188 – the first three digits mean that the fine was issued by the traffic police.
The full number of digits in the UIN is 20. An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. How to pay traffic police fines at a discount?

Since 2016, it has become possible to pay 50% of the traffic police fine. The “discount” is valid only for 20 days from the date of the decision. After 20 days, the fine must be paid in full.

You should be aware that not all fines are covered by this law.
It does not apply to gross traffic violations: - violations while under the influence of alcohol and/or drugs (Article 12.8, Part 3 of Article 12.27, Article 12.26)
- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)

How long does it take to pay traffic fines?

Within 10 days after receiving the fine, you have the right to appeal it. Next comes 60 days - this is the period for voluntary payment. Thus, the car owner has 70 days to pay the traffic police fines after receiving the decision.

What are the consequences of failure to pay fines?

In case of failure to pay the fine within the period (see above) allotted for voluntary payment of fines, the case materials are transferred to the Bailiff Service and enforcement proceedings are initiated. In addition, at the same time, material for the trial is being formed. A new administrative proceeding may be initiated against a person who has not paid the fine and a fine of double the amount may be imposed.

How long does it take for traffic police fines to expire?

According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:

A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 years from the date of its entry into force.

A decision in a case of an administrative offense comes into force after ten days, unless it has been appealed. Thus, the statute of limitations for traffic police fines is 2 years and 10 days from the date of the decision.

The traffic police fine was dated when I did not use the car. How can this be?

It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.

If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.

First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.

The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .

Administrative liability for administrative offenses in the field of traffic and administrative offenses in the field of landscaping, provided for by the laws of the constituent entities of the Russian Federation, committed with the use of vehicles, if these administrative offenses are recorded by special technical means operating automatically, having photo and filming functions , video recording, or by means of photography, filming, video recording, the owners (owners) of vehicles are involved.

Thus, the decree is always issued to the owner of the vehicle, even if another person was driving. However, if it was not you but another driver who was driving, you can appeal the fine in accordance with the established procedure.

Part 2 of Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation

The owner (possessor) of a vehicle is released from administrative liability if, during the consideration of a complaint against a decision in a case of an administrative offense made in accordance with Part 3 of Article 28.6 of this Code, the data contained in it is confirmed that at the time the administrative offense was recorded the vehicle was in the possession or use of another person or has now been removed from its possession as a result of unlawful actions of other persons.

Where do online services get data on traffic police fines?

The State Information System on State and Municipal Payments (GIS GMP) is the only source of information on fines for all online services for checking and paying traffic police fines. The development and maintenance of GIS GMP is carried out by the Federal Treasury of the Russian Federation.

You can check the list of organizations (banks) connected to the GIS GMP by following the link in the section “List of credit institutions that have provided connection to the GIS GMP”.

Not all online services work directly with GIS GMP. Often the data is provided to them by partner banks. This is an absolutely legal way of working.

However, there are fraudulent sites where you can supposedly check traffic police fines, but in fact the whole point of such services is to impose a paid SMS subscription.
It is not difficult to distinguish fraudulent sites from legitimate ones.
— Legal services do not require you to enter your mobile phone number to receive search results for fines.
— On fraudulent sites, as a rule, you can enter any data as a search query and the appearance of a search in the database will be created.
— All legal sites indicate where the data on fines comes from (GIS GMP or partner bank), and you can easily check the presence of this organization in the list of treasuries, see the link above.
