Next, let's look at the traffic rules document, clause 3.6. Here are the faults that prevent you from using the machine. You cannot install reverse alarms at the rear of the car, or use license plate lighting in colors other than white. All retro-reflective lights in any color other than white are not permitted at the front.
Although the law does not mention the rules for underbody lighting, from the above we can conclude what color lighting is allowed and which should be avoided.
Amount of fine
The fine is imposed in accordance with the current Article 12.4 of the Administrative Code. In this case, all lighting devices are subject to confiscation, that is, the traffic cop will have the right to remove the lighting right before your eyes. In addition, the traffic cop will have the right to confiscate your license and deprive you of using it for up to 6-12 months.
- For ordinary citizens - 3,000 rubles.
- For officials - 15,000-2,000 rubles.

How to avoid punishment
Consider the requirements for existing underbody lighting:
- The light cannot go outside the car.
- The light directed forward and reflected from the road should only be white, yellow, orange, the light reflected back should be red.

Do-it-yourself lighting technology: what is prohibited?
Any tampering with the vehicle may affect its performance and safety. Traffic rules and other regulations prohibit independent modifications to the design of the vehicle.
Clause 3.6 of the List of malfunctions and conditions under which the operation of vehicles is prohibited (appendix to the traffic rules) prohibits the use of front lighting devices on a vehicle with lights of any color other than white, yellow or orange, as well as retroreflective devices of any color other than white. At the rear it is prohibited to install reversing lights and state registration plate lights with lights of any color other than white, and other lighting devices with lights of any color other than red, yellow or orange, as well as retroreflective devices of any color other than red.
GOST 8769-75 “External lighting devices for cars, buses, trolleybuses, tractors, trailers and semi-trailers. Quantity, location, color, visibility angles" defines the list of external lighting devices. These include:
- low and high beam headlights
- fog lights
- front lights (side lights, turn signals, parking lights)
- rear lights (side lights, turn signals, brake lights, reversing lights, parking lights, fog lights)
- side direction indicators
- license plate lights

It is prohibited to independently make changes to the design of vehicles. Order of the Ministry of Internal Affairs dated December 7, 2000 No. 1240 clarifies that a design change is the exclusion of items of equipment that are not provided for by the design of a particular vehicle or the installation of items that affect safety. There is also a list of equipment that can be installed without approval.
Now let's look at the additional lighting equipment most often installed on a car.
1. Daytime running lights (DRL)
The Technical Regulations “On the Safety of Wheeled Vehicles” (hereinafter referred to as the Regulations; approved by Decree of the Government of the Russian Federation of September 10, 2009 No. 720) determines the procedure and mode of operation of DRLs, as well as their installation locations. The regulations do not talk about installing DRLs yourself, but only indicate how lighting devices can be installed if this is provided by the manufacturer. That is, if a specific model is equipped with DRLs, but the vehicle in a specific configuration does not have lighting devices installed, this can be done independently (for example, GOST R 41.48-2004 classifies as an optional light a light that is installed at the discretion of the manufacturer). If the installation of DRLs on vehicles of a particular model is not provided by the factory, then their installation requires approval and amendments to the registration documents.
2. Illumination of the registration plate with special frames
License plate lighting refers to external lighting devices. Therefore, driving a car with non-standard illumination of the front registration plate is fraught with punishment under Part 3 of Art. 12.5 of the Code of Administrative Offenses of the Russian Federation - deprivation of the right to drive for a period of six months to a year with confiscation of the specified instruments and devices. For non-standard rear lighting - a fine of 500 rubles.
3. Illuminated windshield washer nozzles, illumination of the car’s underbody and rims
From the point of view of standards, luminous nozzles, like the illumination of wheel rims and the underbody of a car, are not external lighting devices. And if so, then punish for such illumination under Part 3 of Art. 12.5 of the Code of Administrative Offenses of the Russian Federation, traffic police officers have no right. But it's not that simple. If this illumination is not provided by the manufacturer and requires connection to the vehicle’s electrical network, then its installation must be agreed upon with the traffic police. Operation of such a vehicle without the permission of the traffic police is prohibited (clause 7.18 of the List of faults and conditions under which the operation of vehicles is prohibited), the punishment is a warning or the imposition of an administrative fine in the amount of 500 rubles (part 1 of article 12.5 of the Code of Administrative Offenses of the Russian Federation).
4. Blue headlights, self-installation of xenon
Traffic regulations and technical regulations allow the use of only white, yellow or orange lights in the front. Otherwise, it is directly prohibited by the Code of Administrative Offenses and threatens with deprivation of the right to drive for a period of six months to a year with confiscation of the specified instruments and devices. The same goes for xenon headlights. If the manufacturer did not provide for the installation of such headlights, then you cannot install them yourself - this is considered a modification to the design. Driving a car with such headlights installed without approval also risks losing your driver's license.
Illumination of the underbody of the car. Allowed or prohibited?
Many car owners who want to make their car original and stand out in the flow of city traffic are considering the option of installing underbody lighting. This technique has been used for a long time. When the LEDs are positioned correctly, the effect is amazing. The car really takes on a striking appearance. But there is a nuance. Is it allowed or prohibited? This question is asked by every driver who decides to decorate his “iron horse” in this way.
Is undercar illumination allowed or prohibited?
To answer this question, you need to refer to the rules. You need to understand what external lighting devices are. They are specified in GOST 8769-75 (low and high beam headlights, front and rear lights, fog lights, reflectors, side and additional lights, road train sign). The list given in GOST is exhaustive. It does not indicate underbody lighting, i.e. It is not classified as external lighting devices. From this point of view the installation is allowed.
The list of malfunctions and conditions under which the operation of the car is prohibited, clause 3.6, states the following. The following are installed on the vehicle:
- in front - lights with lights of any color, excluding white, yellow and orange...;
— at the rear – reverse lights and license plate lights of any color except white, as well as other lighting devices glowing in any color, excluding red, yellow and orange.
It is understood that the headlights shine with white light, and yellow or orange are used in the turn signals.
Is it allowed to illuminate the underbody of a car? Yes, it is allowed, because it does not illuminate the front or back of the car, but only shines downwards. Does not affect traffic safety. But we must remember that it is prohibited to use red and blue lights in the radiator grille, on the roof or bumper. It can be equated to special signals.
Fine for illuminating the underbody of a car
Is undercar illumination prohibited? Inspectors may refer to the Code of Administrative Offenses of the Russian Federation, art. 12.4 part 1. It talks about the installation of red light devices and retroreflective devices on the front of the vehicle, as well as devices whose light and operating mode do not meet the requirements of the regulations for vehicle approval for operation. It is necessary to mention again the list of faults, but already in paragraph 3.1, which states that operation of the machine is prohibited if the number, type, color and location of light devices do not comply with the design requirements of the vehicle. In this state of affairs, you can refer to the fact that this article only talks about the front part of the car, the illumination of the bottom only shines downwards, and nothing is said in the traffic regulations about this and the lighting on the sides of the car. The attitude of the traffic police (traffic police) to the illumination of the underbody of the car
Allowed or not? There is no agreement on this issue. Some inspectors will find a reason and issue a fine, while others will not consider the lighting, if installed correctly, as a violation. Fine or deprivation of license for illuminating the underbody of a car?
On some cars, LEDs under the car look very attractive, so motorists sometimes decide on such tuning as illumination of the underbody of the car. However, State Traffic Inspectorate employees often turn a blind eye to this violation, unless, of course, the lighting is made in accordance with the rules for installing lighting devices and reflective signals in the front and rear of the vehicle.
Let us immediately note that the LED strip under the bottom of the car is not included in the list of external lighting devices , however, it should be taken into account that in front, according to GOST 8769-75, the latter should only be white or yellow, and at the rear - red. Under no circumstances should red or blue LEDs be installed in the radiator grille or bumper, or white LEDs in the rear.
Therefore, keep in mind that the light under the bottom should be directed strictly downward, but not to the sides. Moreover, it is impossible to allow the red light from the backlight to go forward outside the car, and the white light to go back. This condition is even separately stated in the new technical regulations of the Customs Union on the safe operation of wheeled vehicles.
What are the dangers of incorrectly installing the backlight?
Failure to comply with these rules can sometimes be interpreted by a traffic inspector as an illegal installation of devices for providing a special light signal. In this case, fines for illuminating the bottom are replaced by deprivation of driving license . Article 12.5 Part 4 of the Code of Administrative Offenses for such a violation provides for deprivation of rights for a year or a year and a half .
The same article, but in Part 3 for the installation of retro-reflective devices or red lights in the front part of the car, as well as failure to comply with the provisions specified in the list of conditions and malfunctions prohibiting the operation of a vehicle, determines a slightly lesser punishment in 2019 - deprivation of rights to six months or a year . The backlight, by the way, will be removed in both cases. Just in case, let us remind you which lighting devices cannot be installed according to the above provisions:
- Front lights - all except white, orange or yellow;
- Reflective devices on the front - all but white;
- The rear lights are all except orange, red and yellow;
- State lighting lamps rear numbers and reversing lights are all except white;
- Reflective devices on the back - all colors except red.
Illumination of the underbody of a vehicle is a minor administrative offense
For car enthusiasts who dream of doing such tuning, but do not know whether illumination of the underbody of a car is prohibited, let us remind you that if the installation of underbody lighting is carried out according to the rules, then, of course, there is no need to fear deprivation of your license. However, especially vigilant traffic police inspectors may issue you a fine. And it will not be associated with the fact that you installed inappropriate external lighting devices (which, as we found out, the underbody lighting is not), but with the fact that you made changes to the design without completing the appropriate documents.
Of course, the lighting, especially neon, is not certified in the vehicle design, so you probably will not receive the appropriate permission to change the design. This means that by operating a car with illumination under the bottom, you will violate Art. 12.5 Part 1 of the Administrative Code, for which the punishment is either a warning or a small fine of 500 rubles.
Thus, illuminating the bottom of a car is not a serious offense, unless, of course, the latter is limited only to the bottom and does not affect the bumper, false radiator grille, etc.
Is backlighting allowed? If the conditions described above are met, then you are unlikely to be fined, although, as we have already noted, there are grounds for this. It should also be remembered that the light should be directed straight down and should not be too bright, distracting the drivers’ attention from driving the vehicle.
