The registration address has changed, what documents should I change?

What documents need to be changed when changing registration and when to do this. A detailed list of documents required for replacement.

Changing your permanent residence address requires compliance with many bureaucratic procedures. In this article we will describe in detail which documents need to be replaced when moving, which authorities should be contacted and what is the time frame for receiving updated documents.

○ Passport and identification documents.

A passport is the main identification document of a citizen. When changing your registration address, it must be submitted to one of the registration authorities:

After registration at the new location, appropriate changes will be made to the document. It should be taken into account that deregistration at the old address and registration at the new one is under the jurisdiction of the FMS; other authorities only collect a package of documents, submitting it to the migration service department. Therefore, to save time, you should contact the FMS immediately. In this case, the period for making changes is 3 days, when applying to other authorities - 6 days

Other identification documents:

  • Birth certificate (for a citizen under 14 years of age) cannot be changed.
  • Temporary identity card - issued while the passport is in the registration authorities and contains information about the new registration address.

○ Certificate of ownership.

This document confirms the fact of ownership of the specified living space. If the address of permanent registration changes, the certificate remains unchanged. However, it is necessary to make this adjustment to the Unified State Register to update this information. Changes are made within 3 days after submission:

  • Passports with new registration and arrival address sheet.
  • Receipts for payment of state duty in the amount of 350 rubles.

To correct the data in the register, you can contact the MFC or the document acceptance department of Rosreestr.

○ Military ID.

After receiving a passport with a new registration, you must go to the military registration and enlistment office at your new place of residence and register there, presenting your military ID. In this case, the military registration and enlistment office will send a request to the old place of registration, from where the deregistration will take place. The procedure for making changes is made within 5 days, no state fee is required.

○ Vehicle registration certificate.

After registering at a new address, you should go to the traffic police department and present:

  • Passport with changed registration address.
  • Vehicle passport.
  • Compulsory insurance policy.

Then fill out the application and submit the vehicle registration certificate for replacement. On the day of application, a new certificate with updated information is issued. After this, you need to present this document to the insurance company and tax authorities to make adjustments to the current policy. The state fee for changing a document is 500 rubles.

○ Documents in the pension fund.

SNILS is not included in the list of documents required to be changed when moving, however, it is necessary to notify the Pension Fund about the adjustments that have occurred. In this case, a statement is written indicating the new address of residence, taking into account which changes are made to the fund base. In this case, a state fee is not needed; the period for making changes is 3 days.

This procedure is mandatory when receiving a pension at your residence address.

○ Documents regarding registration at the clinic.

After moving to a new place, one of the main actions is to join the territorial clinic. To do this, you must first write an application at the clinic at the old address to refuse services, then go to the appropriate institution with compulsory medical insurance and a passport with an updated registration at the new address and write an application for services. Payment of the state fee in this case is not provided; attachment is made after the application is signed by the head physician.

○ Insurance documents.

The insurance company should also be notified of the change in registration address. To do this, you need to go to the appropriate organization and write an application to make adjustments to your personal data; in this case, there is no state duty.

The information in the compulsory health insurance policy must correspond to the information in other personal documents. To do this, you should also visit the office of the insurance company, present a passport with a new registration and write an application to make changes to your personal data. This must be done within a month; there is no state duty.

○ Notification of banking institutions.

When you notify your local bank branch, you will be informed of the current rates. If there are significant changes, it is recommended to replace bank cards as well.

○ Documents for social assistance.

In this case, you must visit the Social Protection Center and notify about changes in personal data by writing an application and presenting a passport with a new registration. The procedure is mandatory if the benefit is sent to the address. But even if it is received in person or by transfer to a bank card, notification to the relevant authorities is desirable.

○ Documents that do not require changes.

After moving there is no need to change:

  • SNILS.
  • Driver license.
  • Bank cards and accounts.
  • Account number.
  • TIN.

Timely updating of personal information is a guarantee of quality service to the citizen.

○ Advice from a lawyer:

✔ Do I need to change bank cards when changing my registration?

It is mandatory to notify the banking organization of the changes that have occurred. There is no need to change bank cards, because the personal account to which they are linked does not change. The bank only updates information about the owner.

✔ Will there be liability if I do not submit documents for a replacement?

Failure to provide information about a change of registration address may result in a fine being imposed in certain cases.

Thus, an administrative fine is imposed if changes are made untimely to:

  • Military ID - 500 rubles.
  • Car registration certificate – 1500-2000 rubles.

As for the passport, the absence of a stamp indicating a new registration is not grounds for a fine, provided that the registration procedure at the new place of residence is carried out in accordance with the law.

What documents need to be changed when changing registration?

Registration is a mark of connection (registration) to a permanent place of residence on an identity card. Accordingly, if a person changes his residence address by moving to a new one, it is necessary to make changes not only to the passport, but also to a number of other documents related to the implementation of rights and obligations at the place of new registration.

Documents to be replaced when changing registration

There are two types of registration approved by law: temporary and permanent. Based on the circumstances of the change of registration, it is important to submit documents within the prescribed period in order to register and make changes to a number of required documents. The main provisions are specified in the Decree of the Government of the Russian Federation dated July 17, 1995 N 713 (as amended on May 25, 2017).

When changing place of residence and obtaining permanent registration, the following list of documents is subject to adjustment:

  • Citizen's identity card. When changing your permanent place of residence, you must enter a new stamp with a new address;
  • Change in the Unified State Register. Information about the owners of real estate is recorded if the real estate is owned;
  • Military ID. They put a mark on the location of the person liable for military service;
  • Vehicle certificate. It is necessary to re-register so that all notices of fines and fees are sent to the new address.
  • Re-registration at the Pension Fund branch at the place of new registration. It is intended for people of retirement age to transfer pensions to a new registration.

To receive a stamp on a new permanent residence permit, you must submit the following documents to the MFC or the Ministry of Internal Affairs:

  • An application filled out according to the sample;
  • Passport;
  • Documents of ownership;
  • Departure sheet (if any);
  • Registration or military ID (for military personnel).

Originals and copies are served. After this, the person receives a receipt from the registrar about the seizure of documents for verification.

Obtaining a temporary residence permit is expected if a citizen or foreigner plans to stay in a region not tied to his main place of residence for more than three months.

Registration can be issued on the basis of a rental agreement . To do this you need:

  • Written confirmation from landlords that they agree to temporarily register a person in their living space;
  • Application for registration is temporary;
  • Applicant's passport.

After presenting the documents, the registrar conducts a check and places the citizen on temporary registration. This takes up to 10 days. The registration officer then provides the passport and registration certificate.

Passport and identity documents

When changing your registration, you must put a stamp with the new address in your passport. To do this, a person submits his identity card to the nearest department of the Ministry of Internal Affairs during re-registration, and in return receives a temporary passport. It contains all identification data, including the new address.

If a citizen changes his registration within the same municipality, then it is not necessary to receive an extract from the passport office at the old address. You can resolve the issue of both extracting and registering at a new address.

Since April 2019, the registration of citizens of the Russian Federation at the place of stay and place of residence is carried out by the Ministry of Internal Affairs, and not by the migration service.

Certificate of ownership

If a person changes his permanent residence address, he must submit documents for registration to the MFC and a request for adjustment of ownership rights. An application for re-registration and change of ownership rights can be submitted in person by contacting the nearest branch of the registration authority at the new place of residence or through the State Services portal.

Military ID

The military ID must also contain a re-registration note. This is due to the fact that each military registration and enlistment office must have information about the location of the person liable for military service, since:

  • This makes it easier to find a person evading military service;
  • Allows you to quickly mobilize those liable for military service;
  • Allows you to control the number of people liable for military service.

The ticket must be presented at the time of registration to the military registration and enlistment office at the new address of residence within 2 weeks. But, unlike a passport, a temporary military ID is not issued in return.

To obtain a re-registration mark, to the military registration and enlistment office :

  • Departure sheet;
  • Passport;
  • Military ID for registration (summons, order).

Vehicle registration certificate

If the person who changed his registration has a personal vehicle, then it must also be registered at the new address.

In order to change the vehicle registration certificate, you must present to the traffic police:

  • Application for vehicle registration;
  • Passport with new registration;
  • Passport for the car;
  • Confirming documents on the right of ownership of transport;
  • OSAGO insurance policy.

Upon presentation of all required documents, an application is filled out and a new vehicle registration certificate is issued on the same day. The received document must be submitted to the tax office and the insurance company.

Documents to the Pension Fund

When changing your registration, the basic documents relating to the Pension Fund do not need to be changed if the person has not reached retirement age. For pensioners, pension payment at a new address is subject to re-registration. It does not matter in what form the payment is received - to an account, at the post office or to your home. To avoid problems with payments, you need to contact the Pension Fund office at your old place of residence and write an application to transfer your pension to your new address.

There is no need to change the compulsory medical insurance policy if your registration changes, given that the new place of residence is located on the territory of the Russian Federation. The person must inform the health insurance organization of his new details. Then you should write an application for attachment to the clinic at the new address, having previously refused services at the old place of residence.

If a medical institution at a new registration address refuses to provide service, arguing that the policy was issued in another region, then this situation is not legal. With a complaint, you can contact the nearest branch of the insurance company to resolve this situation.

Which documents do not require replacement?

Registration registration has always been associated with the expenditure of time. We had to stand in many queues. Now registration will not take much time and effort. From April 2019, citizens will not need to make adjustments to documents such as:

There is no need to change your taxpayer identification number when changing your registration. It is assigned once for life. It can be changed only in two cases - changing your full name or gender.

Deadlines and responsibilities

According to the basic provisions of the current legislation of the Russian Federation, in particular the Law of the Russian Federation dated June 25, 1993 N 5242-1 (as amended on December 27, 2018), a person is required to register within 7 days from the date of extract from the old address. If the deadlines are missed, the person will be fined.

The administrative fine will be as follows:

  • Individual - 2-3 thousand rubles;
  • A property owner who has not registered those living in his living space - 2-5 thousand rubles;
  • For citizens of MSK and St. Petersburg - the cost of the offense is 3-5 thousand rubles for the first case and 5-7 thousand rubles for the second;
  • For a legal entity for the provision of living space for unregistered persons - up to 800 thousand rubles.

In the case of the sale of real estate, the parties to the agreement set the terms for the previous owner's release independently. Usually it takes up to 2-3 months for discharge.

When changing registration, it is necessary to register not only adult citizens of the Russian Federation, but also newborns. He must be registered at the place of residence of his parents. This is regulated by Federal Law No. 5242 of June 25, 1993 on the right of Russian citizens to freedom of movement and residence in the country. Accordingly, the registration procedure is carried out by the child’s parents. The standard registration period is 7 days. Counted from the date of receipt of the birth certificate.

As for re-registration of a vehicle, there are also deadlines and responsibilities. For violation of the deadlines for registering a vehicle, the owner will have to pay a fine of 1.5 - 1.7 thousand rubles.

Also, without re-registration, all traffic fines will be sent to the old address, this may cause late payment. And if, while driving a vehicle in a populated area, an accident occurs where the owner has not registered the car, then the damage will be paid at his own expense. In such cases, the insurance company refuses to pay.

Change of documents when registering at a new address

Registration of a citizen consists of several stages. This also applies to cases of moving to another place of residence. Therefore, it is important to know what documents need to be changed when changing registration, and what will happen if this is not done. This information will save time on preparing a package of papers and avoid penalties. As a result, the database will receive updated data on the citizen’s place of residence, which should be reflected in certain documents.

Algorithm of actions when changing registration

Making changes to documents is exactly what a change of registration affects. Registration is carried out in 2 main ways:

  • deregistration at the old location and registration at the new address after moving;
  • simultaneous discharge and registration.

These regulations specify in detail what is needed to change your registration.

Automatic registration is the most convenient way. Thanks to him, he does not have to stay long at the migration authorities, and the citizen is guaranteed to avoid a fine for living without a registration.

To register at a new address, you can contact the following institutions:

  • migration divisions within the Ministry of Internal Affairs;
  • MFC;
  • organizations servicing residential properties (housing societies, housing departments, management companies, passport offices).

You should first familiarize yourself with the work schedule of these structures, clarify what documents are needed when changing your registration, and make copies of them.

If there are no complaints about the preparation of certificates and other papers, an employee of the institution will accept them, check them and begin the registration procedure. The citizen will receive a passport with a registration stamp.

Requirements for replacing documents after new registration

At the place of residence a person is assigned a whole list of documents. Re-registration is inextricably linked with making adjustments to the subject’s personal data.

What needs to be done after changing your registration largely depends on whether the citizen moved to another region or changed his address within the same locality or district. This influences whether you need to inform certain authorities about your actions.

As a rule, registration changes are notified by:

  • an insurance company regarding the conclusion of a compulsory medical insurance agreement when moving to another constituent entity of the Russian Federation;
  • pension fund to receive payments at a new address;
  • bank (when moving to another region);
  • traffic police department in case of re-registration of documents for a vehicle.

These changes will allow citizens to effectively use their rights.

Let's list what needs to be changed when changing your registration:

  1. Information in the Unified State Register of Real Estate Rights (USRN). Data about all owners of any real estate is entered into the database. Correction of information is made if the person was previously registered in his own property.
  2. Military ID holder details.
  3. Information about the registration of a vehicle that is owned by the subject.

Thus, there should be no doubt about whether you need to change documents when changing your place of residence.

List of documents required for renewal

According to the Federal Law “On the organization of the provision of state and municipal services”, migration units within the structure of the Ministry of Internal Affairs that carry out registration of citizens at a new address are required to transmit information about the new resident to the Pension Fund of the Russian Federation, the Federal Tax Service and other authorities.

What documents need to be changed when changing registration:

  • certificate of ownership;
  • military ID;
  • vehicle registration certificate.

This list is exhaustive. Let us only mention that re-registration is provided for pensioners at the territorial branch of the Pension Fund.

Making new marks in papers allows the state to maintain the relevance of information about citizens.

And let us separately pay attention to the common question of whether you need to change your passport if you have changed your registration. You will not have to obtain a new civil passport, as when changing your last name after marriage. It only puts the appropriate stamp and indicates the new address.

Which acts remain unchanged?

As an analysis of legislative norms shows, adjustments are not made to a number of documents:

  • TIN certificate;
  • SNILS;
  • driver license;
  • compulsory medical insurance policy;
  • bank cards.

These documents are issued to the subject personally and are valid throughout the entire territory of the Russian Federation, regardless of place of registration.

Timely updating of information is the key to quality service to citizens. You can also find out which documents do not need to be changed when changing your registration from the employees of the migration departments, the MFC or the passport office.

Health insurance policy

Every citizen of Russia has the right to take out a health insurance policy in order to receive a guarantee of free medical care. The information in it does not need to be updated.

The Law “On Compulsory Health Insurance” states that the compulsory medical insurance policy contains the holder’s personal information:

  • FULL NAME,
  • date and place of birth,
  • registration information.

There is no need to change it if the new place of residence is located within the borders of the constituent entity of the Russian Federation in which the citizen was located before the change of registration. The insured person only needs to inform the medical insurance company about the new address. This must be done within 1 month.

However, the question arises whether documents should be changed if the registration has changed and the person has moved to another subject of the Russian Federation. In this case, you need to clarify whether the insurance company with which the compulsory medical insurance agreement was concluded operates within this region. There are two possible options for the insured person:

  1. If there are no representative offices of this insurance company in the region, you will have to sign an agreement with a new organization.
  2. If the insurer's organization operates in this region, you need to inform the office about the change of registration. The compulsory medical insurance policy itself does not need to be replaced - only the data in the system is updated.

What to do with your driver's license

Since a driver’s license is valid throughout the Russian Federation, there is no need to change it when changing your registration. This issue is regulated by the Federal Law “On Road Safety” No. 196-FZ.

However, let us remind you that after changing your registration, the remaining documents for the car will have to be changed without fail.

What to do with a pension certificate

As mentioned above, SNILS does not belong to the category of papers required for adjustment when changing residence. The recipient of payments only needs to notify the Pension Fund about the changes:

  • submit the appropriate application;
  • present a passport with a stamp with a new address.

This procedure is mandatory if a citizen wants to receive pension payments at his residence address. Based on the new data specified in the application, additions will be made to the fund database.

There is no state duty for the service; making adjustments on average takes 2-3 days.

Changes in TIN

According to this procedure, the replacement of documents when changing registration does not apply to the certificate, since it is also valid throughout Russia, regardless of the place of issue and registration.

The TIN changes only when personal data changes: full name or gender.

Informing the financial institution

Informing the bank when changing residence is at the discretion of the citizen. Depending on the status of a person, there are certain features. For example, the borrower is obliged to notify the bank:

  • about the new address,
  • about changes in contact information (phone number, email, etc.).

The financial institution responds to such a request within 3-10 days. You can contact the lender in person, by phone, or by sending updated information by letter.

It is not necessary to notify the bank if your registration address in one city has changed. But in case of fundamental changes such as registration in another region or region, new credit and payment cards are issued.

Entering new information into car documents

When changing the place of registration, the paperwork for the vehicle must be adjusted. Having registered at a new address, you need to contact the traffic police department (MREO) with the following documents:

  1. Passport with a stamp of new registration.
  2. Vehicle passport.
  3. Compulsory insurance policy.

The visitor fills out an application and submits a vehicle registration certificate. In a couple of days he will be given a new document with updated information. It should be presented to the insurance company and tax authorities to update the data in the policy.

The state fee for re-registration of a vehicle (issuance of a new vehicle) is 500 rubles.

According to the law, the insurance contract changes only in connection with a change in car license plates. However, in practice, drivers often encounter difficulties in paying compensation and even the insurer’s refusal to fulfill obligations. The insurance company justifies its actions by the fact that the client did not inform about the change of registration in a timely manner.

Responsibility for failure to make changes

Having decided which documents need to be changed if the registration has changed, you should clarify the aspect of penalties for late informing government agencies about the change of registration.

An administrative penalty is imposed if adjustments are made late:

  • for a military ID – 500 rubles;
  • for a car registration certificate – 1500-2000 rubles.

The absence of a stamp in the passport indicating a change of registration is not grounds for a fine, provided that registration at the new place of residence was carried out in accordance with the law. As a general rule, a citizen has 3 months to make changes to the main document regarding a new place of residence.

For violation of administrative regulations and staying at a permanent place for more than 90 days without registration, a fine of 2000-3000 rubles is provided.

Conclusion

Changing the registration of a place of residence entails changing a number of documents. This is necessary to update information about the citizen. Having moved to another place, he is obliged to contact the relevant authorities to make adjustments to certain documents and even replace some of them. Otherwise, the citizen faces penalties.

What documents need to be changed when changing registration?

Changing the official address, that is, place of residence and registration, is always associated with the need to make changes to other documents. Typically, changes are made in those documents, the issuance and functioning of which are associated with authorities located in the region of residence.

What should you consider when changing your registration?

A person is deregistered at his place of residence in the following cases:

  • voluntary change of residence;
  • evictions by court order;
  • fictitious registration.
  • imprisonment;
  • conscription into the army;
  • missing for more than 6 months;
  • death or recognition as dead.

Thus, all these options for deregistration are divided into two parts - at the initiative of a citizen and by a court decision. In all cases except the last two, a person needs to prepare for what he will need:

  • change a number of documents to new ones;
  • make entries in old documents;
  • notify certain government agencies about changes in the citizen’s situation.

Registration at the place of residence or stay is a legally significant event that requires discipline, responsibility, legal literacy and consistency in actions from a citizen.

What documents need to be changed?

Every person has many documents. Some of them are constantly in demand, others are kept “just in case”. Registration is an official change of address, therefore only those documents that can perform their functions in connection with registration can be fully or partially replaced.

There are few documents that will have to be completely replaced. These include.

  1. Passport. There is a paradox in this statement. After all, everyone knows that this main document, with the help of which government bodies identify a person, is subject to complete replacement only if the citizen’s basic data is lost, damaged or changed, that is, last name, first name and patronymic. It is possible to completely replace the passport if an error is made in the newly issued document. When a person registers at a new address, the passport is temporarily confiscated. Since a person cannot exist in the state without a passport, he is given a temporary identity card, which contains all identification data, including the place of new residence. This is how a temporary passport replacement occurs.
  2. A military ID is also subject to the same temporary confiscation, which must be submitted to the military registration and enlistment office at the new place of residence, presenting a passport that already has a mark on the new registration. However, this action cannot be called a replacement, since a temporary certificate confirming the status of a person liable for military service is not issued.
  3. If you are moving to a new place with your car, then after receiving a passport with new registration, you must visit the traffic police department and present two passports - personal identification and car identification. A compulsory insurance policy will also be required. This is necessary to replace the vehicle registration certificate. To do this, you need to fill out a standard application. On the same day, you will be issued a new registration certificate, which must be presented to two organizations - the tax office and the insurance company. This procedure is paid. The average fee does not exceed 500 rubles.
  4. All documents related to the pension fund do not change. However, pensioners will have to re-register the payment of their pension to a new address. This must be done even if the pension is transferred to a bank account with payment via a plastic card. For some time, the pension, of course, will go to your account. However, if problems arise with payments, you can only solve them in the branch of the fund where you were previously registered, which can be inconvenient and often extremely difficult. In order to ensure that receiving a pension does not cause difficulties in the present and future, you must go to the pension fund at your previous place of residence and submit an application for a change of address. This procedure is free.
  5. The organization of medical insurance requires potential patients to undergo the procedure of being assigned to a clinic at their place of residence. To do this, you need to submit an application to the clinic at your old place of residence and refuse services. After this, you need to go to the clinic at your new place of residence and write a new application, now with a request for medical care.

These are the main organizational actions associated with changing registration. Issues of the need to make changes to insurance documents, servicing bank cards, and loan payments are resolved with the relevant organizations. If a person leaves far from his previous place of registration, it is better to consult with these organizations in advance about the advisability of making changes.

Why don’t you need to change your TIN and compulsory medical insurance policy?

There is a category of documents that are issued to the bearer of the passport. The main thing is the coincidence of the full name and, possibly, date of birth. These are documents valid throughout the country and even beyond its borders.

TIN is a taxpayer identification number, which is a 12-digit code. This number of characters makes it possible to combine them in such a way that each individual or legal entity throughout the country receives its own unique combination. This allows you to control the owner of the document in the accounting system of the entire country.

Thus, the taxpayer identification number is uniform throughout the territory. In order to carry out actions related to the need to provide a TIN, you only need to present a certificate and passport with registration in any region of the country.

Compulsory medical insurance is a system of compulsory health insurance. Every person who has a passport and Russian citizenship has the right to obtain a policy anywhere and from any company that provides health insurance services.

If the move is carried out within the same locality, then you can use the same policy. You can do without changes even if the move is carried out within the borders of one subject of the federation. Problems arise only if in the region of new residence there is no insurance company that served this policy. In this case, you will have to change the company and get a new policy.

Do I need to change my license and title when moving?

A document confirming the right to drive any vehicle is valid throughout the country. It has no regional reference. So, having received a license in Kamchatka, you can drive a vehicle in Kaliningrad. In this case, you do not need to notify anyone about your movement.

Read more:  Fine for late registration of a car

The car itself needs registration at the place of residence, but not the right to drive it. So the territorial divisions of the traffic police cannot make claims against drivers who have not registered their location at their new place of residence.

Which documents do not need to be changed?

A person’s place of residence does not in any way affect the status of such documents as:

  • TIN (registration of a person as a taxpayer);
  • driver license;
  • insurance number of the individual personal account of the state pension insurance (SNILS);
  • birth certificate;
  • diplomas, certificates and other evidence of educational level;
  • bank accounts and cards;
  • certificates of ownership of real estate.

These documents, confirming the existence of responsibilities and ensuring the implementation of rights, have nationwide significance. A birth certificate is necessary to register a child at the place of residence or stay of the parents. However, it does not contain registration marks, because this document does not contain the main identification feature - a photograph.

A person has the right to own real estate anywhere in the country, regardless of place of permanent or temporary residence. For this reason, the certificate of title to real estate must be replaced only if the main characteristics of the owner or object change (change of surname, renaming of a street or city, etc.).

Thus, the number of documents that must be replaced when changing registration is not large. Most of them either have nothing to do with registration at all, or are subject to partial change in the form of making a note about the new place of registration of the owner. However, a citizen needs to know what to do with each document when moving. Otherwise, problems that are difficult to resolve may arise.

Attention! Due to recent changes in legislation, the information in this article may be out of date. However, each situation is individual.

Updating documents when changing registration after changing permanent residence

Registration means place of permanent residence (permanent residence). If you move to another city or region, the law requires you to register at your place of residence or stay. These concepts differ in that the first implies permanent residence, and the second - temporary. They are issued in different ways: with a stamp in the passport or by issuing a certificate without making changes to the identity document. It is the change of registration that determines which documents to change. Their number depends on various circumstances.

At the moment, a new service for changing registration through State Services is available - more details here https://provashiprava.ru/kvartira/propiska/cmena-cherez-gosuslugi.html

Passport and identity documents

You do not need to change your passport, but you will need to enter current information about your place of residence. The stamp is affixed to the Ministry of Internal Affairs (formerly to the Federal Migration Service, but now their functions have been transferred to the Ministry of Internal Affairs).

It is not necessary to contact them directly; a visit to:

To affix a stamp, you need to write an application and attach the basis for moving into and living in a new apartment or house (purchase agreement, extract from the Unified State Register of Real Estate). If the owner does not move in, then the presence of the legal owner is required. A certificate from your place of residence is not required.

The process is a little delayed due to the fact that the designated bodies work as intermediaries between the Ministry of Internal Affairs and the citizen. The service period is 3–5 days.

It is not necessary to deregister at your previous place of registration. A visitor to the passport office simultaneously fills out two applications: one for deregistration, it is sent to the authority that put the previous registration mark, the second - for registration.

Other documents used for personal identification - birth certificate and temporary identity card - do not change.

Certificate of ownership

Since July 15, 2016, certificates of ownership are no longer issued. But even without this, this document only certifies the fact of registration of the transfer of ownership and does not contain information about the permanent residence of the owner of the property.

But you need to make changes to the data contained in the Unified Real Estate Register (USRN). The application is submitted directly to the territorial department of Rosreestr or MFC. The service is paid - 350 rubles .

Military ID

The responsibilities of men include military registration. Having changed their place of residence, they must attach themselves to the military commissariat serving the area of their new residence and present a passport.

The military registration and enlistment office will independently send a request for deregistration at the previous place of residence. The period is one working week, the service is provided free of charge.

Vehicle registration certificate

Transport documents must be changed when changing your place of registration. The vehicle registration certificate indicates the place of residence. Moreover, the tax is calculated based on this data, so it is necessary to update the documents for the car.

The PTS is also being updated. A corresponding entry is made in the document, but if there is only one free field left in it, then it is replaced.

The service is provided by the traffic police and requires the following documents:

  • passport;
  • OSAGO policy;
  • vehicle registration certificate;
  • PTS.

Replacing the certificate will cost 500 rubles. Changes must also be made to the insurance policy and the tax office must be notified of the change in permanent residence for the correct calculation of tax.

It doesn’t take long to change documents at the traffic police: new ones are issued on the day you apply. For violation of the obligation to update information, the car owner may be fined.

The compulsory health insurance policy does not need to be changed; it is valid throughout the country, regardless of where its owner lives. However, there is a small nuance. On the reverse side there are lines with marks affixed by the insurance company.

After moving and getting a stamp in the passport, the insured person must report to the insurer (anyone, regardless of which company issued the policy). An insurance company employee fills out an application, which the client signs, and, based on the information taken from the passport, enters the information into the regional database.

These actions facilitate settlements between medical institutions and insurance companies, relieving the former of interregional requests. For the insured person, the absence of a mark is not a basis for refusal to provide medical services .

Documents for the Pension Fund

SNILS does not change, only the Pension Fund database is updated. This is especially important for those who receive a pension at their place of residence: it will be accrued at their new place of residence.

The application is submitted to the Pension Fund; a passport is required to enter information. The term for providing the service is 3 working days. State duty is not paid .

Papers confirming registration at the clinic

When changing registration, you will also have to change the clinic. Moving involves leaving your previous place of residence. In this case, it will become problematic to receive services at the previous clinic. In this regard, in a medical institution it is required to write a statement of departure, and in a new one - about attachment.

You must bring your passport, compulsory medical insurance policy and a copy of it to the registration desk. After signing the application by the chief physician, he is assigned to the site.

Insurance documents

The insurance company that issued the MTPL policy should be notified of the change in place of registration. The service is free, the policy does not change . The operation consists of updating the database.

Documents for weapons

Changing your place of residence or registration requires updating your weapons permit. So, when moving, you are given 2 weeks to reissue the specified document.

This operation involves preparing:

  • act of checking the conditions for ensuring safety;
  • 2 photographs per unit (3x4 format);
  • copy of the passport;
  • a copy of the weapons permit.

The documents should be submitted to the licensing and permitting department, where a new permit will be issued.

Should banks be notified?

Information about changes in registration must be provided to the servicing bank. They will not affect your existing account, but new information will be entered into the credit institution's database.

It is also recommended to clarify the issue of service tariffs; perhaps they will be different, especially if we are talking about changing the region.

Documents for social benefits

It is necessary to notify the Social Protection Center when receiving targeted benefits, otherwise the money will be sent to the old place of residence.

In all other cases there is no extreme need, but it is advisable to update the data in order to avoid possible misunderstandings.

Documents that cannot be amended

If your registration has changed, the following documents do not need to be changed:

  • birth certificate;
  • temporary identity card;
  • SNILS;
  • driver's license - valid throughout the country and does not depend on the place of registration;
  • TIN - the number is assigned once and does not change again, so the place of residence does not affect it. Transfer to the “new” tax office occurs automatically without an application from the taxpayer.

Lawyer's recommendations

Replacement of documents and their updating are important obligations. Violation of them may result in fines. And in some cases, out of ignorance, you will have to overpay, for example, to banks.

Should I change bank cards when changing my registration?

The answer depends on how much your registration has changed. As a rule, the same service tariffs apply within the same region. And when traveling to another region, they may increase. In addition, when withdrawing cash and transferring to “local” cards, a commission is charged.

To avoid unnecessary payments, it is recommended to contact the bank and find out the details of the tariff plan and cost of service. At significant costs, get a new card. But, as a rule, this is not required.

Responsibility if you do not change submit documents

In some cases, a fine may be imposed on a citizen who has not changed his documents:

  • for an outdated vehicle registration certificate - from 1,500 to 3,000 rubles;
  • for violation of the obligation to register with the military - 500 rubles.

The described rules apply to individual entrepreneurs, since they apply to individuals and not to organizations.

Thus, after changing your registration, the following documents need to be changed or amended:

  • documents for the car (STS and PTS);
  • military ID;
  • passport;
  • compulsory medical insurance policy;
  • weapons permit.

The remaining documents do not need to be changed when changing registration, but it is recommended to notify the departments: Rosreestr, Pension Fund, servicing bank, Social Protection Center.
