32. In the case of issuing a Russian national driver's license to replace a previously issued Russian national driver's license on the grounds established by subparagraphs "b" - "e" of paragraph 29 of these Rules, the previously established validity period of the driver's license does not change .

When replacing a driver's license in 2019 due to a change of name, you can choose the validity period of the new license:

  • Coincides with the validity period of previous rights. In this case, a medical certificate is not required. That is, the driver can receive a license whose validity period is similar to the validity period of the “old” license.
  • 10 years (full term). In this case, you must provide a valid medical certificate.

For example, if your current license is valid until January 2024 and you do not want to receive a certificate, then you will have to replace it now, and then replace it again in January 2024.

In accordance with clause 35.b of this regulatory document, a driver’s license becomes invalid and is canceled if the personal data of its holder contained in the document changes.

Since the surname is included in such data, the replacement of rights in connection with a change in surname after marriage or for other circumstances is mandatory. If this is not done, the owner of the VA risks running into trouble. A new driver’s license is issued to replace the previously issued one in a simplified manner, without passing exams (clause 29.b of Resolution No. 1097). A new international university is issued on the basis of a new national one and also without exams.

Therefore, driving a car with such a document means committing an administrative offense (Clause 2 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation). Punishment for this is a warning or a fine of 500 rubles.

However, in practice, it is not always possible to determine that the driver’s last name has changed, but his ID has not been changed. After all, the traffic police inspector often demands to present a license, a vehicle certificate and a compulsory motor liability insurance policy, and not a general passport, which will reflect the driver’s new name. But if somehow it turns out that the name in the VU is not relevant, then sanctions cannot be avoided. To prevent this from happening, it would be correct to refrain from traveling until you receive a new document.
