Everyone faces fines from the traffic police, since even the most careful motorists violate them. Some of the fines can be paid with a 50% discount. About the procedure for paying a traffic police fine with a 50 percent discount and the types of payments for which the discount is available, below.
What fines can be paid with a 50 percent discount?
A system of fines was created at the state level to control the behavior of drivers and prevent major violations. If, despite the prohibitions and regulations, the driver still violates them, he will be fined. The measure is intended to convey that certain actions are prohibited. At the same time, the state is ready to make concessions and, when accepting funds, takes into account the list of administrative fines that fall under the benefit.
Not every offense committed by a driver can be paid at half the cost.
According to current articles and acts, the 50 percent discount does not apply to violations of:
- committed while under the influence of drugs or alcohol;
- which are of a repeated nature (the driver ran a red light again, exceeded the speed limit, drove into oncoming traffic, etc.);
- subsequently, the person who was driving refused to undergo examination for the presence of alcohol and other drugs in the blood;
- committed by drunk persons allowed to drive a vehicle by its owner;
- as a result of which third parties were injured;
- committed by persons who subsequently consumed alcohol or drugs (on the spot after the accident).
- drivers who have consumed alcohol or drugs after a traffic accident has occurred.
The latest edition of the list of discount fines was published in 2016. You can view the full list in the Administrative Code.
The discount applies to the following cases:
- no MTPL policy;
- there are no registration documents;
- the procedure established by law for the transportation of goods and passengers has been violated (no child seats, seat belts not fastened, etc.);
- towing of cars was done incorrectly;
- the car was driving in the oncoming lane, against the flow in case of one-way traffic;
- the maneuver was carried out with violations;
- the speed of movement on urban and suburban roads is exceeded;
- a traffic signal prohibiting passage has been suppressed;
- the driver was driving a vehicle without a license;
- the windows are tinted without taking into account the rules;
- a special alarm system was installed illegally;
- license plates are difficult to read and are installed in the wrong position;
- the car is not registered;
- faulty brakes, steering system;
- Mobile communications are used while driving, in the wrong place.
The State Services portal provides an additional 30% discount when paying fines.
Traffic fine payment deadline with 50% discount
Upon receipt of notification that traffic rules have been violated, within a certain time you are given the opportunity to pay for the violation. The deadline for paying half of the fine is 20 days - you need to meet it in order to receive a discount. The calculation starts from the day when the violator received notification of the violation (and not from the date of registration of the violation itself).
Within 70 days, the violation will have to be paid in any case, just from day 20 without a discount. If you fail to do this, new fines will begin to be imposed.
Taking into account how many days a 50% discount on a traffic police fine is valid for individuals, we can highlight the following features of making payments:
- in the first 10 days you can not only pay half of the charges, but also appeal them (submit an appeal for consideration);
- in the next 20 days you can only take advantage of the discount;
- after 20 days, standard tariffs for fines will apply for 50 days.
The period during which a traffic police fine can be paid with a 50 percent discount should be taken into account by those motorists who want to pay fines on the most favorable terms. After 70 days from the date of receipt of the notification, the sanctions will increase - and 500 rubles can turn into 1,500 rubles.
From what day is the grace period for payment calculated?
From the next day after receiving the payment receipt. Calendar or working days is also a common question. Only calendar ones, since the GIS GMP system that accepts payments works around the clock.

Here you will find an article about paying fines on the State Services portal.
Question answer
There are two reasons - either the validity period of the benefit has expired (20 days), or the fine is not included in the list with discounts (alcohol intoxication, refusal to undergo the examination procedure, etc.).
Possible options were discussed, but so far the corresponding article of the Code of Administrative Offenses has not been adopted. Currently there is no discount for some gross violations.
The most favorable payment terms are offered by Sberbank online and the State Services portal (in the second case, if you’re lucky, you can save an additional 30%). Always look at the size of the commissions - the most expensive terminals for the payer are ibox type terminals.
Payment of traffic fines with a 50% discount
Since 2016, a special procedure for paying traffic fines with a 50 percent discount has been introduced. However, many motorists are still confused about what violations this rule applies to and how to apply it.
What fines can be paid with a 50 percent discount?
Federal Law No. 437-FZ of December 22, 2014 introduced changes to the Code of Administrative Offenses of the Russian Federation, thanks to which it became possible to pay only half the amount of the debt for a violation. However, the 50 percent discount does not apply to violations:
Repeated driving of a vehicle not registered in the prescribed manner (Part 1.1, Article 12.1 of the Code of Administrative Offenses of the Russian Federation).
Driving or handing over the steering wheel to a person who is intoxicated (Article 12.8 of the Code of Administrative Offenses of the Russian Federation).
Repeated speeding (parts 6 and 7 of Article 12.9 of the Code of Administrative Offenses of the Russian Federation).
Repeated driving through a red traffic light (Part 3 of Article 12.12 of the Code of Administrative Offenses of the Russian Federation).
Repeated entry into the oncoming lane (Part 5 of Article 12.15 of the Code of Administrative Offenses of the Russian Federation).
Repeated movement in the opposite direction on a one-way road (Part 3.1 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation).
Causing minor or moderate harm to health (Article 12.24 of the Code of Administrative Offenses of the Russian Federation).
Refusal of a medical examination (Article 12.26 of the Code of Administrative Offenses of the Russian Federation).
Drinking alcohol after an accident (Part 3 of Article 12.27 of the Code of Administrative Offenses of the Russian Federation).
Also, those violations that are subject only to deprivation of rights remain without benefits. All other articles from Chapter 12 of the Code of Administrative Offenses of the Russian Federation are subject to a discount. But, periodically it is worth checking the relevance of Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation, since sometimes amendments are made and the list of administrative fines that fall under the benefit can be adjusted.
What is the deadline for paying a traffic police fine with a 50% discount?
Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation regulates the timing of payment of half the fine:
When an administrative fine is paid by a person held administratively liable for committing an administrative offense provided for in Chapter 12 of this Code, with the exception of administrative offenses provided for in Part 1.1 of Article 12.1, Article 12.8, Parts 6 and 7 of Article 12.9, Part 3 of Article 12.12, Part 5 of the Article 12.15, part 3.1 of article 12.16, articles 12.24, 12.26, part 3 of article 12.27 of this Code, no later than twenty days from the date of the decision to impose an administrative fine, an administrative fine may be paid in the amount of half the amount of the imposed administrative fine. If a copy of the decision imposing an administrative fine, sent to a person held administratively liable by registered mail, was received at his address after the expiration of twenty days from the date of such decision, this period is subject to restoration by the judge, body, official, who made such a decision, at the request of a person brought to administrative responsibility. The decision to reject the said petition may be appealed in accordance with the rules established by Chapter 30 of this Code. If the execution of the decision to impose an administrative fine was delayed or spread out by the judge, body, or official who issued the decision, the administrative fine is paid in full.
Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation
those. You can pay for it at a discount within 20 days from the date of the decision to impose an administrative fine, and not after the decision comes into force. It is worth noting here that after the protocol is issued, you are given 10 days to appeal it, after which it comes into legal force.
A decision in a case of an administrative offense comes into force:
1) after the expiration of the period established for appealing a decision in a case of an administrative offense, if the said decision has not been appealed or protested;
Part 1 of Article 31.1 of the Code of Administrative Offenses of the Russian Federation
A complaint against a decision in a case of an administrative offense may be filed within ten days from the date of delivery or receipt of a copy of the decision.
Part 1 of Article 30.3 of the Code of Administrative Offenses of the Russian Federation
But, if you want to get a benefit for repaying the debt, then as soon as the fine has been issued, you must make the payment within 20 days.
For a certain time, you will be given the opportunity to pay for the violation, after which the discount will expire and the fine will have to be paid in full.
There is one more nuance - if the court has ordered a deferment or installment payment, the amount will be paid in full.
On January 7, 2019, amendments to Art. 31.8 and 32.2 of the Code of Administrative Offenses of the Russian Federation on the possibility of reinstating the missed deadline for paying the traffic police fine at a discount.
If you received your registered letter after 20 days, you can restore the payment deadline and still pay the fine at a discount. Late delivery will be confirmed by receipt of registered mail.
On December 21, 2018, the bill was approved by the Federation Council. On December 28, 2018, the bill was signed by Russian President Vladimir Putin and has now entered into legal force.
From what day is the grace period for payment calculated?
We figured out the deadline, but how to count: 20 calendar or working days? The GIS GMP system, which accepts payments for fines, operates around the clock. It is she who then sends information about debt repayment to the traffic police. Therefore, in this case it is necessary to count calendar days.
The required period should be counted from the next day after receiving the decision. For example, you were issued a document on 02/01/2019, the countdown starts from 02/02/2019, and the grace period ends on 02/21/2019.
1. The time periods provided for by this Code are calculated in hours, days, days, months, years. The duration of the period defined by the period begins on the next day after the calendar date or the occurrence of the event that determines the beginning of the period.
3. The period, calculated in days, expires on the last day of the established period. If the end of a period calculated in days falls on a non-working day, the last day of the period is considered to be the first working day following it.

Part 1 and 2 of Article 31.5 of the Code of Administrative Offenses of the Russian Federation

Fine for unpaid parking
Violation of the rules of stopping or parking is subject to the opportunity to pay at a discount, but when it comes to paid parking in Moscow, which is regulated by Moscow Law No. 45 of November 21, 2007, then not everything is the same here.
According to Part 2 of Article 8.14 of this law, if you fail to pay for placing a vehicle in a paid parking lot, a fine of 5,000 rubles will be imposed.
And since preferential conditions apply only to Chapter 12 of the Code of Administrative Offences, it will not be possible to pay a fine for non-payment of parking.
Is the discount maintained when appealing a decision to impose a fine?
There is no information in the legislation on the cancellation of the discount in the event of an appeal. But you should remember that if you decide to appeal the punishment, then if you lose the case, you may not have time to pay off the debt with benefits.
According to Part 1 of Article 30.3 of the Code of Administrative Offenses of the Russian Federation, 10 days are given for appeal from the date of receipt of the decision, however, the consideration of the complaint itself is given:
10 days – when considered by an official (Part 1 of Article 30.5 of the Code of Administrative Offenses of the Russian Federation).
2 months – when considered by the court (Part 1.1 of Article 30.5 of the Code of Administrative Offenses of the Russian Federation).
And please note that once the 20-day period has begun, it will not be suspended in the event of an appeal. Therefore, you should be 100% confident in your rightness and victory, and also have irrefutable evidence in your hands.

Fine with a 50% discount - how to find out if you can pay, what fines apply?
The new law on a 50% discount on payment of a traffic police fine within the first 20 days came into force on January 1, 2016. Today, all drivers can already pay half of the fine. barring exceptions, of course. And we will provide a list of these exceptions below. But first things first.
What is this new law about a 50% discount on fines?
This bill was proposed at the beginning of 2015 and passed all three readings required for adoption. It was decided to introduce the possibility of paying half of the fine for traffic violations starting in 2016. This law is officially called Federal Law No. 437-FZ “On amendments to the Code of Administrative Offenses in terms of improving the collection of fines for administrative offenses in the field of road traffic.”
It contains only one change (and accompanying logical changes to a number of other articles related to the main one):
Make the following changes to the Code of the Russian Federation on Administrative Offences:
.
4) in Article 32.2:
b) add part 1.3 with the following content:
“1.3. When an administrative fine is paid by a person held administratively liable for committing an administrative offense provided for in Chapter 12 of this Code, with the exception of administrative offenses provided for in Part 1.1 of Article 12.1, Article 12.8, Parts 6 and 7 of Article 12.9, Part 3 of Article 12.12, Part 5 of Article 12.15, part 3.1 of article 12.16, articles 12.24, 12.26, part 3 of article 12.27 of this Code, no later than twenty days from the date of the decision to impose an administrative fine, an administrative fine may be paid in the amount of half the amount of the imposed administrative fine. If the execution of the decision to impose an administrative fine was delayed or spread out by the judge, body, or official who issued the decision, the administrative fine is paid in full.”
As you can see, the entire 12th chapter of the Code of Administrative Offenses, which is responsible for traffic violations, is affected by a 50% discount if the traffic police fine is paid within 20 days. Except for certain violations. Let's look at what violations the discount applies to.
How do I know if I can pay with a 50% discount?
Determining the possibility of paying a fine half as specified in the resolution is simple:
- You look at the decision made - you need 2 things: the date the decision was made and the article of the Code of Administrative Offenses under which it was made.
- If 20 days have not passed since the decision was made, and the article specified in it does not apply to those listed in the new law, then you simply pay the fine in any way convenient for you (online, in a terminal, bank, etc.), but indicate the amount half as specified in the resolution.
In addition, on the State Services website in the near future it will be possible to pay a fine with a 50 percent discount, where you will already be indicated the amount required for payment: the full amount or half as much, depending on the term of the resolution and the article of the Code of Administrative Offences.
And on the official website of the traffic police you can already pay the fine with a 50% discount:
How to pay a fine with a discount if more than 20 days have passed since the violation?
Everyone already knows that many fines for traffic violations can be paid with a 50% discount. But sometimes it happens that a fine sent by registered mail reaches the offender after 20 “preferential” days have passed, and as a result, it was no longer possible to pay it at a discount. But now it can be done – we’ll tell you how and why.
Just recently, on January 7, Federal Law No. 513 “On Amendments to Articles 31.8 and 32.2 of the Code of the Russian Federation on Administrative Offenses” came into force, which officially approved the right of drivers to restore the deadline for paying a fine in the amount of 50% of its amount. Now part 1.3 of Article 32.2 of the Code of Administrative Offenses has been supplemented with the following remark:
“If a copy of the decision imposing an administrative fine , sent to a person held administratively liable by registered mail, was received at his address after the expiration of twenty days from the date of such decision, this period is subject to restoration by a judge, body, official who made such a decision, at the request of a person brought to administrative responsibility.”
To restore the deadline for paying a fine at a discount, you need to submit a petition for its restoration to the body that issued the decision on the offense, attaching to it a copy of the postal notice indicating the date of receipt and receipt of the registered letter.
Based on the results of consideration of the application, a ruling will be made, a copy of which will also be sent to the car owner.
After all, the law states that 20 days are counted from the moment the decision is issued until its copy arrives at the violator’s post office, and not until it is received by the addressee. Thus, if the car owner, for example, went on a business trip and did not receive the letter on time, then the “overdue” grace period will no longer be restored. Moreover, it is worth remembering that if the letter is not collected from the post office at all, then after a certain period of time (usually 30 days) it will be sent back, and the 60-day period for paying the fine will begin, but in full. In addition, the law does not provide for an extension of the grace period for payment - that is, if the letter was received by the violator three days before the expiration of the grace period of 20 days, then the same 3 days will remain to pay the fine with a discount.
Traffic police fines with a 50% discount, we share our experience
From January 1, 2016, drivers and vehicle owners can pay traffic police fines with a 50% discount. The main condition is that the payment must be made no later than 20 days from the date of the decision. In this article:
Which fines can be paid at a discount and which ones cannot?
The discount does not apply to all types of violations. The discount does not apply to a number of repeated violations, as well as to serious traffic violations (for example, driving while intoxicated). Below is a complete list of violations that cannot be paid in the amount of half the fine:
- repeated offenses (part 1.1 of article 12.1, parts 6 and 7 of article 12.9, part 3 of article 12.12, part 5 of article 12.15, part 3.1 of article 12.16 of the Code of Administrative Offenses of the Russian Federation);
- driving a vehicle by a driver who is in a state of intoxication, transferring control of a vehicle to a person who is in a state of intoxication (Articles 12.8, 12.26 of the Code of Administrative Offenses of the Russian Federation);
- a violation that resulted in the infliction of slight or moderate harm to the health of the victim (Article 12.24 of the Code of Administrative Offenses of the Russian Federation);
- if the execution of the decision was delayed or spread out by the judge or the State Traffic Inspectorate;
- fines of the State Public Institution "AMPP" - Moscow Parking for non-payment of parking (liability for this offense is provided for in Article 8.14 of the Administrative Code of Moscow).
In other cases, it is enough to pay only half of the fine.
Fine payment deadline with 50% discount
If the discount applies to your fine, then you can pay half of its amount within 20 days from the date of the decision.
The date of issue is the day when the traffic police decides to hold you accountable and issues a resolution to impose a fine. It often happens that the camera will record your violation today, and the decision will be issued only in a week or even a month (maximum 2 months).
“From the date of the decision” means that if you learn about the fine or receive it in the mail after 21 days, the discount will no longer apply.
Here's what the law says about this:
Article 32.2.
Code of Administrative Offenses of the Russian Federation. Execution of the decision to impose an administrative fine .
1.3.
When an administrative fine is paid by a person held administratively liable for committing an administrative offense provided for in Chapter 12 of this Code, with the exception of administrative offenses provided for in Part 1.1 of Article 12.1, Article 12.8, Parts 6 and 7 of Article 12.9, Part 3 of Article 12.12, Part 5 of the Article 12.15, part 3.1 of article 12.16, articles 12.24, 12.26, part 3 of article 12.27 of the Code, no later than 20 days from the date of the decision to impose an administrative fine, an administrative fine may be paid in the amount of half the amount of the imposed administrative fine. If the execution of the decision to impose an administrative fine was delayed or spread out by the judge, body, or official who issued the decision, the administrative fine is paid in full. .

How to pay fines in 2018
Today in Russia, according to the law “On the organization of the provision of state and municipal services”, the following procedure applies:
- The traffic police, MADI and the State Public Institution “AMPP” are obliged to immediately send data on decisions to the Federal Treasury database (State Information System on State and Municipal Payments or briefly - GIS GMP);
- credit institutions do not have access to the traffic police database, so they check the presence of your fine in the GIS GMP system;
- if the fine is not in the GIS GMP, then you won’t be able to pay it - you will have to contact the State Traffic Inspectorate and ask for the fine to be paid in the GIS GMP;
- if a fine is found, the bank will have to accept your payment and send payment data to the GIS GMP;
- after this, the traffic police must independently obtain information about payment of the fine from the GIS GMP.
It is not at all necessary to go to the bank, fill out a payment receipt and stand in line. Through Online Traffic Police you can pay off any traffic fine, MADI, AMPP in real time.
To do this, you just need to check the fines on the page (https://onlinegibdd.ru/servisy/proverit_shtrafy/), mark the decisions that you want to pay, go to the payment form, select a method and pay. We will send the money to the traffic police, data to the GIS GMP and monitor the repayment of your fines. And you will receive a payment receipt by email.
How to pay fines at a discount
In order for a fine with a discount to be correctly paid off in all databases, it is necessary that:
- the bank through which the payment is made immediately sent the payment data to the GIS GMP;
- the bank transmitted correct information about the date of receipt of your payment to the GIS GMP;
- the commission was paid in excess of the amount of the decision.
If the discount has already expired, and the bank incorrectly indicated the date of your payment when sending the data, then you risk still owing half the amount of the fine. You will have to deal with this later - with a traffic police inspector or a bailiff.
Some banks try to insure themselves against such technical problems and do not accept payments for fines at a discount if the client came to pay 1-3 days before its (discount) expiration.
When paying through a terminal, the commission may be deducted from the payment amount, and then you will be left with a debt in the treasury database in the amount of this commission.
When paying fines through the Online Traffic Police, the amount due, taking into account the discount, is calculated automatically. You can pay off the fine with a discount on our service until 24 hours of the last 20th day of its validity.
Will the discount remain when appealing the decision?
Only theoretically. Hardly ever. Let's explain why:
- Let’s say the decision was made on October 1, 2016. The discount is valid only for the first 20 days, that is, until October 20, 2016 inclusive.
- Taking into account the work of the Russian Post, you received a letter with the resolution on 10/07/2016.
- A complaint about the resolution was sent to the traffic police on October 10, 2016.
- Your request reached the contractor on 10/12/2016.
- Add to this date 10 days, during which the traffic police authorities consider the complaint and another couple of days until you receive a response to your application.
Taking into account the time frame for consideration, sending documents, drawing up a complaint and collecting all documents, the 20 days to pay the fine at a discount will already expire. And if your complaint is not satisfied, then you will have to pay a fine of 100%.
It is important to assess your chances of having the order overturned and make a decision taking into account all the circumstances.
However, you can insure yourself. Pay the fine at a discount and go appeal the decision to court. The fact of paying a fine does not mean that you agree with the conclusions of the guardians of the law. If such a fine is canceled, you can always return the money paid.
I paid on the last day, will the discount be taken into account?
Based on our experience, not all banks are able to correctly process fine payments on the last day of the discount. Some credit institutions may play it safe and not accept your payment if there are 1-3 days left before the discount ends.
When paying through onlinegibdd.ru or mobile applications: Android traffic police fines or iOS traffic police fines, you can pay the fine at a discount until 23 hours 59 minutes of the last 20th day from the date of the decision. If for any reason such payment fails, we will pay the full amount of the fine for you.
