Changes to the PTS can be made:

To make changes to the vehicle's title, the following must be attached to the written application:
- civil passport of the owner or his representative acting under a power of attorney (original written power of attorney);
- documents for the car (title and registration certificate, and in some cases, the agreement on the basis of which ownership of movable property was registered);
- MTPL insurance policy;
- documents confirming the fact of a change in any parameter that must be taken into account in the PTS (for example, when changing the surname, a marriage certificate is provided, when changing the address, a document with a new registration, and so on);
- documents confirming the safety of the vehicle design, if the vehicle was re-equipped (certificate);
- documents confirming the purchase and installation of numbered units (body, chassis, engine) when replacing them;
- a receipt confirming payment of the state duty in the amount established by the Tax Code of the Russian Federation (Article 333.33).
All changes in the car passport are certified by the signature and seal of the organization that made them. Without these attributes, changes to the document are considered invalid.

What penalties apply?

For individuals and legal entities, the required papers are slightly different, so we will consider each category separately.
For individuals
An individual who owns a car is required to provide the following list of documents to the MREO department:
- passport of a citizen of the Russian Federation with a stamp indicating the new place of registration;
- application from the owner with a request to make changes to the title;
- MTPL insurance policy;
- vehicle passport;
- STS - if you have a plastic document, then it must also be replaced due to a change of registration address, and if it is a paper document, then new data is entered into it;
- power of attorney, in case of submission of documents not by the owner of the car, but by his representative;
- receipt of payment of the fee for the services provided;
- other documents, depending on the situation (ownership rights, etc.).
In very rare cases, license plates and the car itself are checked.
When changing the registration address for legal entities
Legal entities changing their place of registration are required to make these changes to all accompanying documents.
To the traffic police department to make changes to the technical equipment passport, they must provide:
- power of attorney for the right to make changes (issued on behalf of the organization);
- Russian Federation passport of the authorized person;
- an application written according to a standard template with a request to make changes to the PTS;
- vehicle passport;
- car registration certificate;
- OSAGO policy;
- It is recommended to attach a copy of an extract from the Unified State Register of Legal Entities (for a period of no more than 3 months);
- document on ownership of the car;
- payment orders for payment of state duties, certified by the bank.
Procedure for making changes
It is possible to enter data into the PTS about a change of place of registration in the following sequence:
- after entering information about a change of residence address in the passport of a citizen of the Russian Federation, within 10 days contact your new traffic police department;
- have with you a complete package of the above documents;
- fill out an application for amendments to the PTS from an employee of the registration authority;
- pay the state fee for the services provided;
- submit all papers to the MREO inspector;
- wait for the documents to be verified and the PTS and STS with the new registration address are issued;

There is no need to inspect the car according to the new rules unless your documents arouse suspicion among the inspector.
If you only need to enter new data into the car passport, then the whole process with verification will take about 15-30 minutes. But when replacing the PTS with a new one (if there are no new columns), you will have to wait a whole day, if not a week.
You should also take into account the presence of a live queue, which can further delay you at the traffic police department.
Don’t forget that there is another document for the car that needs to be amended due to a change of place of registration - the MTPL policy. Most often, they do not change it to a new one, but enter a new registration address into the form already issued to you.

Submitting an application through State Services will reduce the time spent at the traffic police inspection to a minimum, and will also speed up the introduction of changes to the PTS. There is also no need to provide your car for inspection. But you should not forget about making changes to OSAGO.

Fines for lately corrected vehicle passport
Failure to timely enter data into the PTS about a change in the place of registration of the owner of the car can have many unpleasant consequences.
The first of them is a fine for driving a re-registered car. Art. 19.22 of the Code of Administrative Offenses indicates this violation and estimates it at 1.5-2 thousand rubles .
If the owner of the car has changed the registration address, but it falls under the same traffic police department as it was, then it will be unlawful to issue this fine.

Of course, in some situations, the car owner may not be issued a fine at all if the delay is short or he has a valid reason why he was unable to get to the traffic police department within 10 days.
In any case, it is better not to take risks and test fate, but to do everything in accordance with the procedure established by law.

Neglect of this duty may result in a fine of 1,500 – 2,000 rubles under Article 19.22 of the Administrative Code of the Russian Federation.
