How much does it cost to restore license plates to a car?

What is the fine for losing a car's license plate?

The state number of a vehicle is the main identification mark of a car, which allows, if necessary, to identify its owner and find out all the necessary information about the vehicle. Sometimes a license plate is a target for criminals who may install it on another vehicle in the future to commit illegal acts. In addition, the sign may simply fall off on the road due to poor fastening.

In such cases, car owners are concerned with the question of what fine for losing a car number is provided for by the legislative framework and what should be done about it.

What should not be done if you lose your license plate?

The loss of a state number is very difficult to identify immediately after the incident. Most often, the driver discovers this fact upon arrival home. There are many reasons why a registration plate may disappear:

  • fast driving;
  • poor quality of road surface;
  • poor fastening;
  • theft.

If a driver has lost his car license plate, the material below will tell him what to do in 2019. You should immediately focus on what you should not do in such a situation.

Many car owners, in search of a solution to this issue, opt for the option of making a duplicate license plate. At the same time, they do not contact the traffic police department, but use the services of dubious companies. In this case, the issue will be resolved as soon as possible.

However, another problem arises - a lost or stolen license plate remains valid, which means that within the city or country as a whole there will be two vehicles with identical license plates. If illegal actions are committed, the owner of the car will be held accountable. In addition, driving with a duplicate license plate is an offence. New license plates can be issued only after old ones have been disposed of.

What to do if you lose your license plate?

Restoring a license plate if lost must begin with filing an application with the traffic police service . Here, the department's employees will check to see if the license plates were seized by law enforcement officials. If there are no problems, the driver chooses one of the ways to resolve the problem.

This option includes vehicle license plates When re-registering, you may need to provide the following documents:

  • passport;
  • vehicle registration certificate;
  • vehicle passport;
  • insurance policy;
  • driver's license;
  • certificate of temporary registration (if available);
  • power of attorney for the car (if available).

The re-registration procedure will take three days . Sometimes there is a need to undergo unscheduled maintenance. After paying a state fee of 2,500 rubles, the car owner is provided with a new license plate. In this case, a corresponding entry is made in the vehicle passport and a copy of the vehicle registration certificate is issued. The reason for issuing a duplicate is also indicated here.

This method began to operate after certain amendments were made to the legislative framework on October 15, 2013. This method involves installing a duplicate in a specialized company that has the appropriate permission . The procedure is officially approved by government agencies.

If only one number was lost, then the driver may not contact the traffic police department at all. In this case, the car owner must provide the company with a vehicle passport and his own driver’s license. If the license plate was stolen, then the driver must attach a statement of refusal to initiate criminal proceedings to the above list of documents.

Advice! Even if the vehicle registration plate was stolen, it is not recommended to note this fact in the application. Based on this, police officers are obliged to initiate a criminal case, until the closure of which the driver will not be able to obtain new license plates. It would be more advisable to report the simple loss of registration plates.

License plates must be produced using modern equipment in compliance with certain technologies. The new registration number must contain a holographic marking. Without meeting these requirements, the manufacturing company will not be able to obtain a license.

Loss of transit numbers - recovery features

The procedure for restoring a lost transit number is no different from restoring regular license plates. The process includes re-registration with the traffic police with the provision of the necessary package of documents. It should be noted that if the transit number was lost, the driver will be issued new registration plates of the same meaning.

Fine for losing a license plate

Many car owners are concerned about the fine for losing a license plate on a car. In accordance with paragraph 2.3.1 of the Traffic Regulations, a lost license plate is interpreted as a technical malfunction, in the presence of which the operation of the car is prohibited.

There is no direct fine for the loss of a license plate on a car. However, driving without registration plates is a direct offense, punishable by a fine of 5,000 rubles . An alternative penalty is deprivation of a driver’s license from 1 to 3 months .

All this is regulated by Article 12.2 of the Code of Administrative Offenses of the Russian Federation, which states that appropriate penalties can be taken in the absence of a license plate, its installation in a place not intended for this, as well as when driving a car with signs that cannot be identified (presence of dirt, mesh, rust or mechanical damage).

Important! The fine for missing one license plate is the same as the fine for missing two license plates.

When operating a vehicle, it is very important to monitor the condition of registration plates. High-quality fastening of these elements will free you from the further need to take all measures to restore lost signs. And given that such a procedure may involve additional financial costs, the driver himself is interested in monitoring the condition of the license plates.

Restoring license plates on a car - algorithm of actions

Driving without license plates, as well as driving with fictitious, damaged, worn out or unreadable license plates, will not go unpunished (Administrative Code Art. 12.2; Criminal Code Art. 326 clause 1).

For this reason, restoring license plates on a car should be a priority action for the car owner if they have become unusable, if they have been lost or simply removed.

In the latter case, the matter will not be limited to troubles with the law and the traffic police, but will potentially involve the owner of the vehicle in serious expenses in the future - all fines will continue to come to him.

Restoration of state registration numbers

Let's look at how to recover lost or stolen license plates from a car.

By Order of the Ministry of Internal Affairs of Russia No. 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs...” 2013/07/08 (registration No. 30048 in the Ministry of Justice 2013/27/09), the restoration of lost/stolen/damaged registration license plates has been significantly simplified.

At the same time, the requirements for vehicle owners and license plates have become noticeably stricter.

If a license plate has become physically unusable due to old age or mechanical damage, it must be replaced (restored). In this case, the numbered duplicate cannot be homemade. Technical requirements for its appearance and method of fastening are regulated by GOST R 50577-93 (State Standard Decree No. 165 1993/29/06, edition 2009/22/05).

The traffic police does not duplicate damaged signs previously registered in the database. The traffic police will issue you with completely new license plates, which will require changes to the registration certificate. Together with paperwork and payment of a fine for violating driving rules (if the license plate was damaged as a result of an accident), this procedure will cost the car owner a tidy sum.

It would be logical to contact a specialized company authorized by the same state traffic inspectorate. The company has a license to produce duplicates (copies) already recorded in the license plate database (Order of the Ministry of Internal Affairs of Russia No. 1001 “On the procedure for registering vehicles” 2008/24/11 edition 2015/13/02, paragraph 42).

This will help save a significant amount, eliminate wasted time and paperwork, and will allow you to order one plate, if only one requires replacement, and not a pair, as prescribed by the inspection rules.

Producing duplicate numbers in a “left” company is very risky: in the event of the slightest deviation from GOST, the owner will come into conflict with the management company (forgery of documents), which will end disastrously.

A list of registered official companies legally engaged in duplicating license plates on the basis of a license is available in any traffic police department. These companies are registered with the traffic police.

Of course, the damaged license plate must be removed and handed over for disposal.

The desire of the vehicle owner to produce license plate duplicates must be justified: presentation of the registration certificate is mandatory (Registration Rules, clause 42).

A stolen or lost registration number will require immediate contact with the Ministry of Internal Affairs and the traffic police.

At the department of internal affairs, you should immediately write a statement about the disappearance of license plates from a car and their recognition as invalid (Rules for vehicle registration based on Order of the Ministry of Internal Affairs No. 1001 as amended in 2015, paragraph 51). Based on this application, the relevant papers will be drawn up and consideration will begin.

Required documents

If the owner has decided only to duplicate lost or stolen numbers, then he will only need to present the STS to a specialized accredited company that produces number copies. In a matter of hours after applying and concluding a contract for production, duplicate numbers will be in his hands.

The Administrative Regulations of 2013 and the Vehicle Registration Rules of 2008 do not oblige car owners to re-register their cars upon disappearance of license plates.

To dispel fears that the missing license plates could be used by someone for criminal purposes, and to save yourself from potential troubles, it is still better to re-register the car, and there is no need to present it to the traffic police (Administrative Regulations, paragraph 57). In this case, the MREO should provide:

  • application for recording changes (indicate the reason “loss of license plates”);
  • a regular car owner's passport;
  • PTS and STS;
  • power of attorney (if the car is by proxy);
  • OSAGO policy;
  • receipt of payment of state duty;
  • a removed license plate (if any) or a certificate from the regional police department about the initiation of a criminal case.

A title document for a vehicle may be in demand, although it is not included in the list of documents required to be submitted to the traffic police. All papers, except the application, must be submitted in original and photocopied form.

Sequencing

When choosing the license plate duplication path, the scenario is as follows:

  1. Find an accredited company that produces copies of license plates. You can make inquiries at the nearest traffic police department.
  2. Present your registration card.
  3. Show your old number if there is at least one left.
  4. You sign a manufacturing contract and wait.

If you decide to act through the traffic police, then the procedure is different (and the costs too):

  1. File a report of theft with the police. Perhaps the department will ask you not to write specifically about the theft, but to write about the loss, so as not to spoil the statistics, so as not to wait the 10 days allotted for consideration of the application, etc. If the car owner is potentially ready to agree with the inspector, is it then worth “stirring the pot” at all? It is better to decide in advance which path to take. Of course, even if you succumb to the persuasion of the policeman, you have every right to declare the lost license plates invalid and re-register the car with new license plates, but not all MREOs are happy with this situation. The fact is that a criminal case will be opened only in case of theft. It is this state of affairs that serves as a serious and categorical basis for making changes to the car documents. To be fair, it should be noted that some traffic police departments agree to accept a piece of paper of any content from the regional department of the Ministry of Internal Affairs, which will serve as confirmation that the client applied there and left a statement. Thus, you should obtain a certificate of acceptance of the application from the district police department. It is she who will appear in the package of papers for the restoration of license plates instead of missing vehicle signs.
  2. Pay the state fee for making changes to the PTS, for issuing new license plates (2 pieces) and for issuing a new STS.
  3. Write an application to the traffic police MREO. Hand in a package of papers.
  4. Get numbers.

Cost of the procedure

The production of duplicate license plates is carried out by private companies (commercial type) that have the appropriate license. Price lists for services provided vary between 1000-1500 rubles per duplicate unit.

By contacting the traffic police, the car owner will be required to pay a state fee:

  • for the license plates themselves (2 pieces) – 2000 rubles;
  • for making changes to the PTS – 350 rubles;
  • for issuing a new registration certificate (SRC) – 500 rubles.

The indicated tariffs are determined by the Tax Code Art. 333.33, paragraph 1, paragraph 36. Thus, in the event of an official application to the traffic police regarding the restoration of license plates and re-registration of a car, the client will pay 2,850 rubles. A fine for violating road safety may be added to this amount if the license plates were lost in an accident.

There are pros and cons to both options for license plate restoration. A significant advantage of the “duplication option” is the absence of queues, speed of execution and the ability to continue using your car almost immediately. A plus in favor of the traffic police will be avoiding troubles that are not excluded in the future.

How to recover a lost car number? How much does it cost and what is the penalty for loss?

Lost my state number

It is quite easy to restore the registration number, but you will have to pay a little for it. In 2019, there are 2 options to do this, and one way allows you not to even contact the traffic police. We will discuss in this article what to do first if you lose your license plate, what the fine is for this, what the consequences are for losing the front and rear signs and a number of other subtleties.

Lost your number – what are the consequences?

There are, in fact, more of them than you might think at first glance:

  • from the most obvious - you will have to restore the lost license plate, and this costs money, albeit small,
  • driving a car without a license plate is prohibited by traffic regulations, and this can result in deprivation of your license or a large fine,
  • if someone finds it and uses it for malicious purposes, then, as a lesser evil, you will receive a “chain letter” from the camera, and in the worst case, a criminal case may be opened, but this is rare.

What to do first?

Trying to find him. But this is often very difficult to do, although you can remember where you were driving on a rough road, driving too fast through artificial bumps, and so on.

But the main thing is that you cannot drive a car with a lost license plate - this can lead to the loss of your license.

The norm of Article 12.2, Part 2 of the Code of Administrative Offenses of the Russian Federation provides for a range of penalties depending on aggravating and mitigating circumstances, as well as the presence of previously imposed penalties:

  • a fine of 5,000 rubles for driving without a front or rear license plate or in the absence of both at the same time,
  • deprivation of the right to drive for 1-3 months for the same offense.

And, if in the case of a rear registration plate you can somehow go unnoticed while driving past the traffic police crew, then with a lost front registration plate this is much more difficult to do. Although, employees on the road very often look after those cars that they do not stop, and if they detect the absence of a road protection device, with a high degree of probability they will follow you.

Do I need to report theft?

No. This is not necessary, even if they were actually stolen and you did not lose them yourself.

Despite the fact that you will find a lot of information on the Internet that allegedly submitting “for theft of license plates” is mandatory or, conversely, you should not do this, otherwise you will not be given duplicates at the issuing points, this does not correspond to the truth. As of 2019, you simply will not find legal acts that would oblige you to report loss or theft to the police. But there is also no converse - in fact, if you are deprived of property (although the state land plot is formally the property of the state), it is your right to submit a corresponding application to the police department. But not an obligation.

Moreover, even the official portal of State Services recommends in its instructions to simply contact the traffic police or to obtain a duplicate to replace the lost registration number.

Can I print it myself to get there?

No. This will not only not save you from a fine or possible deprivation, but will certainly lead to the latter, and for a longer period.

The fact is that in the case of installing a personally made license plate to replace a lost one, 2 standards of liability are immediately imposed:

  • directly for installation - part 3 of article 12.2 of the Administrative Code: fine 2,500 rubles,
  • driving with false license plates – part 4 of article 12.2: deprivation of rights for a period of six months to 1 year.

What does this have to do with false signs?! After all, we don’t change them, we simply print the same ones, but on our own surface! But the Supreme Court in its recent Ruling indicated that these are precisely false numbers.

Where can you recover in 2019?

Today there are 2 possibilities to do this, which differ fundamentally in the fact of replacing the alphanumeric designations of the lost license plate, the cost and duration of the procedure.

So, there are 2 authorities that can help you solve the problem if you have lost your car number:

  1. Traffic police - here you can get new numbers, but only both and only with different symbols,
  2. point of production of the registration mark - essentially here you receive a duplicate of the registration mark after loss.

You can contact any of them. But it must be understood in the context of where you want to recover lost PGR that both bodies provide vastly different procedures.

  • If at the point of manufacture you simply receive a new piece of iron with the same alphanumeric designation, and you can replace either one sign or both,
  • then at the traffic police you will only receive a complete re-registration of the car with the receipt of new license plates with new numbers and letters, as well as changes to the title and the issuance of a new registration certificate.

You can find a complete list of production points on the official website of the traffic police. Select your city in the drop-down list, and the map and list below will show all such points in your city.

This is what the map looks like using Moscow as an example:

If you plan to contact the traffic police with a lost registration plate, then you need the registration department of the inspectorate. You can also find a list of these on the traffic police website.

What is the price?

According to the 2 different possibilities to restore a lost number, the cost of these procedures is also noticeably different.

Making a duplicate of a lost state number is a cheaper service. But prices are set freely by production points. On average, they range from 600 to 1,500 rubles for one GRZ - front or rear.

But re-registration of a car in order to assign new license plates, if you have lost even one, costs a fixed price in the state-established tariff in the form of payment of state duties:

  • 2,000 rubles for issuing new license plates to replace those you lost (1,500 if we are talking about a motorcycle or a car trailer),
  • 500 rubles for issuing a new STS (the old one is invalid, since it contains old license plate numbers),
  • 350 rubles for changes to the PTS (or 800 for issuing a duplicate passport if the old one runs out of space).

How to recover?

So, the procedure for obtaining a duplicate registration certificate at the points of their production is extremely simple: you simply arrive at the address you found in advance, be sure to take with you the registration certificate (pink plastic A6 size) and, just in case, your civil passport.

This procedure takes from 10 minutes to 1 hour. And a number of points can bring a new license plate to replace the lost one directly to your home for a fee (we remind you that it is prohibited to drive your own car without license plates; this will result in a fine or deprivation of your license).

But the procedure for restoring a lost registration number through the traffic police is a little more complicated. But here, too, there are 2 ways: you can submit an application through State Services - it’s faster, eliminates some bureaucracy and, when paying through the portal, gives a 30% discount on state fees; or directly to the traffic police department, but be prepared for the fact that they may not actually accept you, sending you to the state police portal - this is illegal, but alas, it will take a long time to prove you are right.

If you have lost your number, it will be faster to submit an application through the State University website. Go to the appropriate section on the portal, click on the “Get a service” button, fill out all the fields of the form and at the end select the traffic police MREO department that is convenient for you and the date and time of the appointment.

Based on the result, they will accept your application, immediately assign new numbers and produce them (as a rule, the total time takes no more than 1 hour) and give them to you. There is no need to present the vehicle for inspection to restore the GRZ.

What will happen to the old number?

If you submit an application to the traffic police to change registration plates due to loss, then you will be assigned new alphanumeric values of the number. But the old ones, according to the regulations, must be put on the wanted list. But no, they will not be specifically looked for, raising the investigative committees and other services - they will simply become invalid, and if you find them (whether it is the front license plate, the rear one or both) and hand it over to the department, they must be disposed of.

Meanwhile, in 2019, unfortunately, it is quite likely that you have already changed your license plates, and fines will continue to come under the old ones - this is if someone suddenly finds your lost license plate, attaches it to themselves and drives over the limit under auto-fixation cameras . Despite the announcement of registration plates on the wanted list, the GIMP AIS system tends to lag and the data is not updated on time. Such fines should be appealed by attaching a copy of the registration certificate with new numbers and a copy of the application to the traffic police to change the license plates.

But when making a duplicate, none of those in power will know that you have lost the number, so the situation described above is also real, but appealing such a fine is more difficult - you will have to prove the loss and, with repeated “letters of happiness,” still change the license plates to others.

When will you need to make a duplicate license plate for your car?

Today, the restoration of state registration numbers for a car is especially important, since cases of theft of license plates have recently become more frequent. In addition, no one is insured against loss or damage to state license plates.

In all these cases, you should immediately make a duplicate of the plates in order to avoid penalties from the traffic police.

Restoring a license plate on a car: procedure and methods

Previously, in order to obtain duplicate license plates, it was necessary to go through a tedious procedure at the traffic police, associated with filing an application and a long wait in line.

Since 2015, the production and issuance of duplicates of car registration numbers has been carried out by specialized organizations that will complete the entire procedure in a matter of minutes and at an affordable price.

It should be noted that state license plates issued by such companies are completely legal .
Moreover, it is possible to produce license plates both for private cars registered in Russia or abroad, and for departmental vehicles.

After submitting a package of documents and paying for the services for producing duplicate license plates, you can pick up ready-made plates - directly from the company’s office or order delivery by mail to any city in Russia or abroad. For the production of plates, high-quality aluminum is used, which is not subject to corrosion and is guaranteed to serve its owner for quite a long time.

Letters and numbers are applied with permanent paint, and their font and inclination are selected in strict accordance with the original. The plates are covered with a special protective film on top, which ensures the safety of the license plate number.

In what cases is a duplicate license plate issued?

Particular attention should be paid to promptly replacing plates in the event of their theft. In addition to the actual production of new plates, it is also necessary to submit a statement to the police indicating the fact of theft and details. It is recommended to do this in the near future, otherwise the owner of the vehicle may have problems - if a car with its license plates violates the law, fines will come to the owner of the car.

How much does it cost to restore license plates to a car?

The price of replacing car license plates in commercial companies varies from 1,500 to 2,000 rubles.

It should be noted that duplicate license plates are issued in pairs , even if only one number is lost or damaged.

The exception is motorcycles and trailers, which, in principle, have a registration number in a single copy.

What documents are needed to make duplicates?

To make duplicate numbers, the client needs to contact the managers of the selected company and find out what documents will be required to start work. As a rule, private companies only require a copy of the car owner's passport and a copy of the registration certificate. A photo of license plates will also be useful, but is not mandatory - organizations issuing duplicates directly cooperate with the traffic police and have access to its database.

If the replacement of duplicates is not carried out by the owner of the car, but by his authorized representative, you should also provide a power of attorney certified by a notary. To change license plates on a car registered to a legal entity, you will also need a power of attorney and a copy of the passport of a citizen of the Russian Federation, who acts as a trustee of the company.

Can a driver be punished for losing his license plate?

The state registration number is the main identification mark of a car, so its absence entails punishment for the owner of the vehicle.

Using the registration number, you can identify the owner of the car, as well as find out all the necessary information about the vehicle itself.

Possible nuances when restoring license plates

When ordering the production of duplicate license plates, you should contact only reliable and trusted organizations that work at the official level. Otherwise, the new plates will turn out to be counterfeit, which will result in fines in accordance with clause 4 of Art. 12.2 of the Administrative Code - deprivation of the right to drive a car for a period of 6 to 12 months.

In addition, law enforcement agencies may interpret this as forgery of documents , which, according to Part 1 of Art. 326 of the Criminal Code of the Russian Federation is punishable by a fine of up to 80,000 rubles, deprivation of the right to drive a car for 2 years or imprisonment for up to 2 years.

If you have landed on this page. So you are interested in restoring your license plate number. On this site and in this text we have collected all the complete information about replacing license plates.

In our many years of work, we have noticed how much a car owner worries about restoring license plates if he has encountered this problem for the first time. When a car is first registered, the license plates received usually last for several years, and then gradually begin to lose their appearance. And this is a normal phenomenon, because the car is constantly in use, and bad roads, dirt, and frequent car washes sooner or later lead to the need to restore license plates.

The issuance of license plates is carried out by the traffic police when registering a car, but the replacement of state license plates is carried out by companies with a license for this type of activity.

Restoring state license plates without unnecessary red tape and visits to the traffic police

Today it is not difficult to restore the state number. You do not need to write applications to the traffic police and take any certificates if you need to replace license plates in Moscow. All you need to do is contact the manufacturer with your vehicle documents and identification.

Restoring a lost license plate follows the same procedure as replacing a damaged one. Based on the documents for the car and the presence of the customer’s passport or driver’s license, the car’s license plate number is replaced on the day the client contacts us. Often our clients are interested in restoring rooms if they are available, but damaged. We are not engaged in restoration, because such signs will no longer comply with GOST. Only replacing old numbers with new ones solves the problem with duplicates and guarantees their full compliance with GOST. Remember, we do not repair signs of questionable quality or hand-paint plates because we are responsible for the quality of each number we make.

Official restoration of car license plates and delivery

Here on the website you can find out how much the procedure for restoring license plates costs, as well as the opportunity to do them on cars without registration. Each license plate we restore for a car in Moscow complies with GOST, we have a license and certificates for the materials we work with. Our production and office are located in Moscow, but it is not a problem for us to deliver the number throughout the city or organize its delivery to other areas and regions. In our office you can change license plates on your car with any numbers and region.
