Often, drivers of these types of vehicles (hereinafter referred to as vehicles) do not even bother to remember the signs and laws regarding driving a small vehicle.

There are separate paragraphs of the Rules specifically provided for such participants in road traffic in Russia.

Definition

A scooter and a moped are slightly different two-wheeled vehicles, but very similar in some ways. This is why these words are sometimes used as synonyms.

If all formalities are followed, it turns out that the term “scooter” does not appear in Russian legislation at all. It rather refers to the spoken language of the Russian-speaking population, using foreign borrowings.

In any case, all questions regarding how the drivers of these cars should behave on the roads are prescribed in the Rules. This means that all points relating to a moped also apply to scooters and their operation.

Regarding the question of whether a moped is a vehicle according to traffic regulations, it should be noted that yes, it is. And if so, then what category of vehicles do scooters and mopeds fall into?

Using justification to prove the existence of a category for a given type of transport - Art. 25 of the Russian legislative act “On Road Safety”, the category of mopeds is:

In the terminology of traffic regulations, a moped is a two-wheeled vehicle, recognized as mechanical, capable of reaching speeds of no higher than 50 km/h, and having an engine with a displacement of no more than 50 cubic meters. cm.

If the vehicle exceeds one or another of the parameters listed here, then it is a motorcycle, not a moped.

Mopeds can be equipped according to the production design (delivered from the factory) with an electric motor. Then its rated power should not exceed the longest load - more than 0.25 kW, and be less than 4 kW.

If ATVs have parameters similar to those of mopeds, then they are also equated to category M or A1.

Where can I ride?

For mopeds, the DD Rules provide strictly for the following areas of the roadway:

  • driving along the edge of the lane;
  • driving on the side of the road;
  • riding on a bicycle path, which is equipped at the edge of the roadway.

You are allowed to ride a moped on the side of the road only if it does not interfere with pedestrians. A narrow strip on the roadway is allocated at the edge specifically for the passage of mopeds and scooters; it differs from the marking of the curb boundary.

It turns out that for this type of motorized transport it is only possible to travel in a row, one after another, if there are several mopeds moving along the highway.

The edge part of a highway or city road is allocated exclusively on the right side. Therefore, mopeds must drive strictly on the right side of the road.

However, it is not necessary to strictly observe the boundaries of such a line. In some cases, it is allowed for a moped to go around stopped public transport (buses, trolleybuses). But this is only possible in cases where the road is clear.

At what speed

The speed limit for mopeds involves driving at the maximum speed that this type of motor vehicle is generally capable of. But besides this, in those areas of the road infrastructure where the regime is set below the real capabilities of a scooter or moped, then the driver of a two-wheeled vehicle is required to yield to the rules that are regulated by road signs.

For example, in urban areas near schools, hospitals, kindergartens, parks, a “40” sign is often installed near the road. This suggests that you should drive here at a speed of 40 km/h, and not 50 km/h, as a moped can achieve.

Age limit for driving

The DD Rules themselves do not say anything about the minimum age limit for riding a moped. Since driving such a vehicle requires a license, then everything depends on obtaining it.

From the age of 16, you can already obtain a license for two categories related to driving motor vehicles:

Therefore, regardless of what category is assigned to the driver’s license in accordance with the type of vehicle, only persons who have reached the age of 16 have the right to study and obtain the right to drive a moped.

In practice, not only can you not ride a moped (or scooter) on the road if you are under 16 years old, but even enrolling in a driving school will be problematic.

What documents should there be?

Since a moped is recognized as a vehicle belonging to the category of motorized transport, a license is required for it. The document must be carried with you while driving a moped, and also shown to a traffic police officer for verification upon request. This requirement is stated in clause 2.1.1 of the Rules.

A driver’s license can have two categories open, or one of two – M or A1. The most important thing is that it is not put in the “Special notes” column, category ML. It means that the mopedist has some health contraindications that do not allow him to drive this vehicle.

Basic traffic rules for mopeds and scooters

Since mopeds are also participants in road traffic, like other types of vehicles, they are subject to general traffic rules with some exceptions provided specifically for such lightweight motor vehicles:

1. Ride a moped and do not hold the handlebars with your hands, even with one hand.
2. Carry cargo that exceeds the norm in size - 0.5 m in length, the width of the motor vehicle, or that interferes with the normal control of the machine.
3. Make turns on the tram track.
4. Make left turns on the roadway.
5. Turn left on roads with more than one lane.
6. Travel with a helmet on but not fastened.
7. Cross the path of pedestrians, moving along a zebra crossing designated specifically for pedestrians. It should be noted here that the driver of the moped can dismount from the vehicle and manually drive it along the pedestrian crossing.

Turning on the low-beam headlights allows other road users to recognize that a moped is driving ahead. The rule in paragraph 19.5 is written precisely so that participants can turn on the lights to signal that their car is somehow special, different from others.

For example, when transporting children during the day, bus drivers always turn on daytime running lights. The rule has been in force in Russia since 2010.

Otherwise, traffic police officers will have the right not only to punish mopedists financially, but also to seize the vehicle.

Is it possible to transport children

It is prohibited to transport children in the following cases:

  1. The driver lacks the required category and experience.
  2. A motor vehicle not equipped with special devices for the safe transportation of a child.
  3. When children are not yet 7 years old.
  4. The design of the moped does not imply the presence of another passenger in the seat.

Standards for passenger transportation, when it is allowed to transport children on a moped:

  1. Only if you have an open category A or A1 driver’s license for 2 or more years.
  2. The moped must be equipped with a special place securely attached to the rear of the motor vehicle.
  3. The child should be equipped with a helmet and other attributes for the safety of hands and feet.
  4. The design of the moped allows the presence of passengers in the seat behind the driver.

Such tuning on mopeds as child seats for babies is not always allowed for the reason that a moped is considered a more dangerous vehicle than a bicycle.

It is necessary that the design of the moped allows this to be done so that the seat for the baby is securely fastened and does not move when moving.

For reference: You can install a child seat on a bicycle only from the rear, on the trunk. Children are not allowed to operate a moped.

What are the penalties for violations?

In fact, there are many fines and other types of punishment. This is due to the fact that mopedists are also participants in road traffic. And for all cases of violations by drivers of mopeds and scooters, they apply equally.

What are moped drivers prohibited from doing?

Stop and Parking

Stopping and parking of vehicles is permitted on the right side of the road on the side of the road, and in its absence - on the roadway at its edge and in the cases established by paragraph 12.2 of the Rules - on the sidewalk.

  • discrepancy between the characteristics of the vehicle and the characteristics of the cargo in terms of volume, carrying capacity, length and other parameters;
  • absence or malfunction of lighting fixtures, rear-view mirrors, signaling devices.

If violations or malfunctions are detected, the delivery specialist is obliged to inform the person responsible for the release of vehicles about the technical faulty condition of the vehicle, as well as the director of the restaurant.

Features of moped control

It is prohibited to start driving without using personal protective equipment.

When boarding a moped, the main point of support is the motorcyclist's legs, namely the inner thigh, which rests on the surface of the saddle, gas tank and foot. When driving a moped, the motorcyclist’s body is supported by the work of the abdominal and back muscle groups, while the arm muscles are relaxed. Hands serve only to control the moped, but are not a fulcrum.

Correct turning: the moped is tilted towards the turn, the body is also shifted towards the turn, the head is turned towards the exit point of the turn.
When entering a turn, your gaze should be constantly directed towards the exit point, i.e. the motorcyclist looks where he wants to go, and not in front of the moped. The head turns towards the exit point, not the eyes!

Braking.

When braking, first press the rear wheel brake, then immediately press the front wheel brake handle - the rear wheel brake serves to redistribute the weight of the motorcycle along the axles, loading the rear axle of the moped, and the front wheel brake stops the moped.
The front brake handle is released in 2 stages: - free play of the handle is selected;
— smoothly squeeze the handle all the way, without intermittent movements, and hold it until the moped comes to a complete stop.
Maximum effective braking is achieved by using the moped's braking system and engine braking.
When braking a moped, the motorcyclist's torso is held by groups of abdominal and back muscles, the fulcrum is the inner side of the thigh and foot.
Hands are used only to control the moped. When braking in a turn, using the front wheel brake, the moped tilts inward of the turn.
When using the rear wheel brake, the moped is leveled. It is not allowed to use both brakes when turning - this technique will lead to a U-turn and the moped falling!
When entering a turn, it is not allowed to release the gas - this technique will lead to blocking and skidding of the rear wheel and, as a result, the moped will fall.

Safety requirements during operation

1. During work, the Delivery Specialist is obliged to:

- carry out maneuvering only after first making sure that the maneuver is safe for surrounding pedestrians and that there is no interference for other vehicles;

2. The delivery specialist is prohibited from:

- be at work, drive or be behind the wheel of a vehicle while intoxicated, under the influence of drugs, as well as medications containing alcohol;

- rest, sleep, eat food while in (on) a vehicle.

3. When operating a vehicle in unfavorable atmospheric conditions, the Delivery Specialist is obliged to:

4. Follow all electrical safety rules.

5. Parking a vehicle is allowed only in permitted places, in compliance with parking rules. It is prohibited to park a vehicle in permitted parking areas if it interferes with other road users, interferes with any repair work, or is exposed to a visible danger.

6. Leave valuables in the pizza box when parked.

7. At the end of the working day, the vehicle must be parked at a place agreed upon with the shift manager, and the keys and documents from the vehicle must be handed over to the manager for signature.

Safety requirements in emergency situations:

Even though a driver's license is required to operate mopeds, many scooter drivers do not know the traffic rules that apply to them.

Please note that within the framework of traffic rules, the concept of a moped includes the concept of a scooter, i.e. Traffic rules for scooters in 2019 are similar to the rules for mopeds. Well, from the point of view of the rules, a scooter and a moped are the same thing:

First, I want to consider the traffic situation that I observed several years ago.

A six-lane road in the center of a Russian city, midday. There are quite a lot of cars driving along the street. The traffic jam is still a long way off, but there aren’t that many empty spaces between cars.

Among other vehicles, a small scooter is moving in the traffic. He attracted my attention from afar. This was due to the fact that the driver was using low beam headlights. “Wow,” I thought then. “But someone knows the rules of the road.” As the scooter approached, my surprise only grew.

The scooter was driving right in the center of the six-lane roadway, and right along the double solid marking line. At this point I smiled: “Does the driver really think that the double solid road is a path for scooters?”

Nevertheless, it still remains a mystery to me what was going through the minds of the scooter driver and his two passengers (all 12-13 years old) during such an amazing ride.

I suggest you count how many traffic rules are violated in this example. Well, after reading this article, you can do the calculation again. It is possible that the results will differ.

Let's get straight to the rules for scooter drivers.

Using low beam headlights on a scooter

19.5. During daylight hours, all moving vehicles must have low-beam headlights or daytime running lights on to indicate them.

As practice shows, mopeds and scooters are extremely rarely equipped with special daytime running lights. Instead, the driver must use low beam headlights. The driver must turn on the headlight immediately after he has taken his place in the seat and has firmly grasped the steering wheel.

This rule is very important from a safety point of view. It allows drivers of other vehicles to notice a moving scooter or motorcycle in advance. Therefore, the safety of the driver of a two-wheeled vehicle directly depends on turning on the low beam.

Let me remind you that starting November 10, 2010, drivers of all vehicles must turn on low beam headlights.

At what age can you ride a scooter in 2020?

Currently, the minimum age for driving a scooter is not regulated by traffic rules.

However, to drive a moped you need a driver's license of any category, which can only be obtained from the age of 16. So you can only ride a scooter if you are 16 years old and not a day earlier.

Is it possible to ride a moped without a license in 2019?

Clause 2.1.1 of the traffic rules obliges the scooter driver to have a driver’s license:

2.1.1. Carry with you and, at the request of police officers, hand over to them for verification:

  • a driver's license or temporary permit to drive a vehicle of the appropriate category;

Please note that the driver must have a license of category M or any other category for the scooter. In this case, the certificate should not have a special ML mark.

Note. Do not confuse a dedicated lane for cyclists with a bicycle path. A moped cannot drive on a bike path.

Features of transporting passengers on a scooter

Features of transporting passengers on a scooter are regulated by clause 22.2 1 of the traffic rules:

22.2 1. Transportation of people on a motorcycle must be carried out by a driver who has a driver’s license for the right to drive vehicles of category “A” or subcategory “A1” for 2 or more years; transportation of people on a moped must be carried out by a driver who has a driver’s license for the right to drive vehicles of any category or subcategories for 2 or more years .

Only a driver who has had a driver's license of any category for at least 2 years . Those. a novice driver does not have the right to transport passengers on a scooter.

In addition, the requirements for the transportation of passengers are established by clause 24.8 of the traffic rules:

24.8. Cyclists and moped drivers are prohibited from:
