Installing LPG in a car requires registration of changes made to the design of the car with the traffic police, and the registration procedure is not the most pleasant process for many drivers. How to register gas equipment through State Services in the State Traffic Safety Inspectorate 2018

How to register gas equipment through State Services in 2018? You must make an appointment with the traffic police by first filling out an application electronically on the State Services portal. Users can also pay the necessary state fees (for issuing STS and PTS, or making changes to the PTS) directly on the State Services portal with a 30% discount. However, to receive this service, the user must register on the portal! So, in order to register HBO through State Services, it is carried out as follows:

  1. You need to go to the portal and open the full catalog of services;
  2. Next, go to the “Transport and Driving” section;
  3. Then you need to go to the “Vehicle Registration” section;
  4. On the page that opens, you must select the category “Loss of documents or changes in vehicle data”;
  5. Then you should select the “Change vehicle data” service;
  6. On the page that opens, you must carefully read the detailed information about the service and click on the “Get service” button;
  7. After this, you must carefully fill out the application, indicating your personal and passport details, as well as car details. I advise you to fill out all fields, even those marked as “optional”;
  8. Then you need to select the traffic police department where the application will be considered, familiarize yourself with the procedure for submitting an application and click on the “Submit Application” button. After this, you should print out an Electronic ticket - with the user-selected date and time of visiting the traffic police department;
  9. After this, the application will be queued for submission and then registered. After approval of the application, the user will receive a notification in the Personal Account of the State Services and will be able to pay state fees directly on the portal with a 30% discount. After paying state fees, you must print out payment receipts to provide them to traffic police officers during a personal visit!

All that remains is to visit the selected department, provide the car for inspection (this can be done in advance), and also provide the originals of the documents and receipts for payment of state duties specified in the electronic application. After which the user will receive a new STS, as well as either a new PTS or a mark in the old PTS.

State duty for HBO at State Services

In addition, it will become impossible to register a car with a gas system without the appropriate documents. To do this, you definitely need a mark in the vehicle registration certificate (PTS). When changing ownership, buying or selling such a car, you will have to dismantle the installation.

How to register HBO with the traffic police (new rules)

Since 2019, the rules for making changes to the design of vehicles with subsequent verification of compliance with the requirements of TR CU 018/2011 are regulated by Decree of the Government of the Russian Federation No. 413 of 04/06/2019.

According to the decree, in order to convert a car legally, you must obtain permission from the State Traffic Inspectorate. Then install the gas equipment and submit the car for inspection to technical supervision. After which a certificate will be issued on the basis of which the owner of the car must contact the traffic police department to make changes to the registration data of the vehicle.

But before submitting an application to the traffic police, you need to find a special certified laboratory that will perform an initial examination to document the possibility of installing equipment on this vehicle. After installation, the organization must verify compliance with the prescribed safety requirements.

Only an organization that has a valid accreditation certificate can perform an examination.

Also, with the release of the new resolution, some changes have occurred that should speed up the process of legalizing gas equipment. More on this below.

Step-by-step registration procedure

So, the procedure for registering HBO for 2019 follows the following sequence:

Stage one. It is necessary to send an application/appeal to the testing laboratory to receive the document: “ Conclusion of a preliminary technical examination of the vehicle design .” There is no need to provide a car for inspection (until July 1, 2019), only certain photographs of the vehicle are needed (engine compartment, license plates, location of the cylinder, general view).

To do this you will need copies of documents:

  • identification document of the owner of the car (passport) and/or power of attorney/agreement for the right to represent interests
  • PTS on both sides (vehicle passport)
  • STS on both sides (vehicle registration certificate).

After payment for the examination, the period for consideration of the application usually lasts from 2 hours to 2 days, depending on the loading of the IL and the number of clarifications on the location of the gas equipment components.

The completed conclusion is sent by mail/courier service or delivered by hand.

On July 1, 2020, GOST 33670-2015 will come into effect. With the introduction of the standard, visiting the IL and inspecting the vehicle will be mandatory.

Stage two. Based on the conclusion received, you need to submit an application to the traffic police MREO or the technical supervision department. Where an employee of the State Traffic Inspectorate will put a resolution on the application form for permission/prohibition of changes to the design of the vehicle. The reasons for the refusal are established by Resolution 413.

The traffic police will require the same documents plus an expert opinion.

At this stage, the Russian Ministry of Internal Affairs, by decree No. 1/5775 of May 25, 2018, simplified the rules for registering gas equipment. Now it is possible to submit an application by e-mail to the address of the department in the place where it is planned to legalize HBO for a car, and also receive a response by return letter.

It should be noted that you can register for LPG in any region of Russia without being tied to the place where the car is registered.

Although the changes are not large and the terms for consideration of the application are not indicated, these changes will still make it a little easier to register gas. In practice, not all technical supervision departments accept documents by electronic means. It is advisable to clarify this point before sending documents.

Also, Resolution 413 does not mention the mandatory provision of vehicles for inspection. Therefore, there is now no need to remove gas equipment before registration if it is already installed.

We recommend that before submitting your application, you check and pay/pay off all possible restrictions, fines, and arrests.

Stage three. If the technical supervision makes a positive decision, install gas equipment on the car in compliance with the standards and requirements specified in the laboratory’s conclusion. After which the installer company must issue a certified package of documents:

  • statement-declaration (about the volume and quality of work performed)
  • copy of the service station certificate (with service codes)
  • copies of certificates of individual components of gas equipment (including the cylinder)
  • cylinder passport
  • certificate of periodic testing of gas-cylinder equipment corresponding to the uniform form approved by the EAEU Board dated November 11, 2014 No. 207

It is important that the installation company has a certificate for installing gas equipment. Only an authorized service has the right to do this.

Certificate of Form 2a (about the compliance of a vehicle with the gas equipment installed on it with safety requirements) and certificate of Form 2b (about periodic testing of gas equipment) are no longer required.

Stage four. Pass the state technical inspection (GTO) after receiving a diagnostic card. It is important to note in it the changed parameters of the car according to the declaration application (type of additional LPG/CNG fuel supply system, increase in the curb weight of the vehicle by the weight of the filled gas cylinder).

Stage five. Provide all the above documents to the same laboratory. After inspecting the car and checking all documentation and payment, the owner is issued: “ Technical examination protocol after making changes to the design of the vehicle .”

Again, until July 1, 2020, you can provide a photo of the machine with installed equipment:

  • general view of the telephone exchange
  • engine compartment
  • filling device (VZU)
  • VIN number
  • container mounting location
  • cylinder plate/nameplate

Stage six. Next, submit the car and a complete list of documents for inspection by the traffic police (technical inspection department).

Documents for registration of gas equipment with the State Traffic Safety Inspectorate (final list):

  1. statement with a decision on the possibility of making changes to the design of the vehicle
  2. declaration statement
  3. diagnostic card
  4. copy of the service station certificate
  5. certificate for HBO, for a cylinder, passport for a cylinder
  6. passport or identity document
  7. PTS
  8. STS
  9. conclusion of a preliminary technical examination of the vehicle design
  10. technical examination protocol after making changes to the vehicle design
  11. receipt of payment of state duty
  12. for some cases, a power of attorney/agreement to represent the interests of the car owner.

Where, based on the results of the inspection, the following will be issued: “ Certificate of compliance of the vehicle design with road safety requirements” (CCTS) . Or a decision to refuse is made. The wait for the certificate to be issued usually takes from 5 to 10 days.

After receiving the SSKTS, the car owner must enter new registration details of the vehicle within 10 days.

Stage seven. Register with the traffic police vehicle registration department. Having paid another state fee, register the gas equipment, in other words, enter the gas equipment into the PTS and replace the STS with a new one, with a mark.

For everyday driving, you don’t need to carry a whole stack of papers with you. The main documents for LPG for traffic police and gas stations are the vehicle registration certificate (as amended) and the cylinder passport with the appropriate marks.

How much does it cost to register gas equipment for a car at the traffic police?

In order to legalize the installation of HBO on a car yourself, it will take a significant amount of time, from one month to three. The cost of registration for 2019 will be about 10-12 thousand rubles, where the lion's share is formed by the price for laboratory services:

  1. preliminary examination – 3000-4000 rubles.
  2. protocol after making changes – 3000-4000 rubles.
  3. amount for GTO - 500-1200 rubles. (depending on the type of vehicle and inspection point)
  4. payment of the first state duty for issuing the SSKTS - 800 rubles.
  5. the second state duty for entering new information into the PTS and replacing the STS is 850 rubles.

How to legalize previously installed HBO

Using the same sequence, you will have to register the LPG with the traffic police if it was already installed on a car before 2015 or after. But as a rule, the situation is always complicated by the complete or partial lack of documentation for installation and equipment. This is especially true when installing the system yourself. There is also a solution for such cases.

You need to contact the gas equipment installer (STO) with a request to restore the necessary documents. Most often, there are no difficulties with this; documents will be issued free of charge.

However, if the gas cylinder has expired, you will need to buy and install a new container.

If the tank is still usable, the cost of legalizing gas equipment (previously installed) may be added to the cost of inspection (pressure testing) of the cylinder.

If you install it yourself, have a passport, as well as a valid verification of the cylinder, the cost of restoring the documentation will vary between 2-4 thousand rubles.

Well, if gas equipment is provided by the car manufacturer (new car), you don’t need to do anything, all the necessary marks in the documents of such a vehicle are present by default.

How to register a car with HBO without documents

Registration of a car with the traffic police with unregistered gas equipment and without any documentation for it (for example, when buying/selling a vehicle) is possible only after partial dismantling of the visible elements of the additional fuel system.

Otherwise, in order to re-register a car, you must first complete all the paperwork and go through the gas equipment registration process.

Installation of gas equipment with registration in the traffic police on a turnkey basis

Now almost all installation centers provide assistance in registering equipment after installation; this greatly simplifies the paperwork task, and the price for their services is not much higher.

The essence of the service is to prepare a full package of documents (or partial) in a short time (from 3 hours to 5 days), as well as support and advice during registration. It is worth noting that you still cannot do without a visit to the traffic police.

What does installing LPG mean by law?

There are two documents whose requirements must be met when converting a car to gas.

  1. Technical regulations “ On the safety of wheeled vehicles ”, regulating the rules for installing components in a car, including conversion to LPG.
  2. GOST 31972-2013 “ Procedures and procedures for methods of monitoring the installation of gas equipment ,” which directly approves the procedure and documents for gas equipment and its legalization.

You will see that not every gas kit can be installed on vehicles - they simply will not be registered with the traffic police.

What types of gas equipment cannot be registered?

To register, a gas cylinder kit must meet two important conditions:

  • vehicles may only be equipped with an LPG whose type has been certified in accordance with UNECE Regulations No. 115 for the corresponding family of vehicles,
  • installation of gas-cylinder equipment should not lead to a decrease in the environmental class of the machine.

In the box of gas equipment that you are going to purchase, look first for a certificate of compliance with UNECE Rules No. 115 and a document indicating the environmental class of gas equipment. Compare the environmental class of the gas equipment with the environmental class of your car indicated in the PTS or registration certificate. The first step has been taken!

How to register an LPG with the traffic police? Instructions and rules

The procedure for making changes to the design of the car, including when installing gas equipment, is as follows:

  1. before starting work:
    1. undergo a preliminary technical examination. The examination is carried out only by accredited organizations, a list of which is presented on the website Eurasiancommission.org,
    2. obtain permission from the traffic police to make changes;
  2. after completing the work:
    1. pass a technical inspection,
    2. undergo a re-examination,
    3. obtain a certificate and enter its number in the PTS.

As I already said, it is easier to legitimize HBO than any other changes to the design of a car, since the certificate included with the equipment obviously makes the initial examination (clause 1.1) and the examination after the work (clause 2.2) meaningless. And reputable gas equipment installation companies obviously have the necessary forms from accredited expert organizations, of course, in full compliance with the law. Although you will still have to pay for both examinations.

Before installation

If the organization does not have the forms, then contact an accredited expert organization directly. If there is none in your city, then the request for an examination is sent by letter by mail.

Having received the conclusion of the first examination, we go to the traffic police and obtain permission to install gas equipment. There is no state fee for issuing a permit.

Installation of HBO

In fact, work can only be carried out in certified centers whose employees are certified to carry out work with gas equipment. The manufacturer of work to make changes to the design of the vehicle, according to GOST 31972-2013, upon completion of the work must transfer the following documents to the owner of the car:

  • application-declaration on the volume and quality of work to make changes to the design of the vehicle, drawn up by a legal entity or individual entrepreneur,
  • a duly certified copy (by the LPG manufacturer, supplier or seller) of the certificate of conformity for the LPG kit that you are drawing up regarding its installation on a specific type of vehicle with annexes on the composition of the kit, indicating the designation of the documentation for the components and their compliance with safety requirements ,
  • a certificate of form 2a certified in the prescribed manner on the compliance of the vehicle with the safety requirements established for it by the HBO,
  • a certificate of form 2b certified in the prescribed manner on the conduct of periodic tests of the gas equipment installed on the vehicle.

After installation

1. The next step is to visit a technical inspection point. Please note that the diagnostic card you receive based on the results of the technical inspection contains a note about the installed gas equipment. In particular, the curb weight of the vehicle will increase in accordance with the weight of the set of gas equipment with a filled cylinder, and a mark indicating the new type of fuel must be indicated.

2. After passing the technical inspection, we undergo a second examination. As I already said, you do all this in the same organization that supplied the equipment.

3. Next - to the MREO for registration of changes to the design.

You will have to visit the traffic police in two stages, especially if you register through State Services. At the first stage, you receive a “Certificate of Changes to the Design.”

On the second - a new registration certificate, with entries made in the PTS.

  • state duty for a certificate for making changes to the design - 800 rubles,
  • for a new registration certificate – 500 rubles,
  • for making changes to the PTS – 350 rubles.

It’s cheaper through State Services. And don't forget to make copies of all documents!

Is it possible not to register?

Despite the presence of a certificate, registration of changes made to the design with the State Traffic Inspectorate is mandatory. See clause 9.8 of Appendix No. 8 of TR CU and clause 6.2 of GOST 31972-2013. In other cases, the certificate exempts you from registering changes with the State Traffic Inspectorate.

What is the fine if you do not register a gas kit that has already been supplied?

If you do not register the installation of gas equipment, then you will be subject to a fine of only 500 rubles under Part 1 of Article 12.5 of the Code of Administrative Offenses for violating clause 7.14 of the “Basic provisions for the admission of vehicles to operation ” - making changes to the design without permission from the traffic police.

But in addition to the fine, the driver receives an order (demand) to restore the car to its original condition. If this is not done and the car is not presented for inspection after 10 days, the traffic police will cancel the car’s registration.

If HBO is already installed?

If you do not want such sanctions specifically in the case of already installed gas, then you need to act quickly enough:

  • obtain the conclusion of the first examination,
  • take permission from the traffic police to install gas equipment, and the problem is solved.

Pay attention to this subtlety. The traffic police punishes for failure to comply with the requirement of clause 7.14 mentioned above, that is, for the fact that the already installed gas equipment is installed without the permission of the traffic police. And once permission has been received, then why stop registration?!

There is no need to remove equipment to legalize it in order to first obtain permission to install it and then reinstall it:

“...the dismantling of components and equipment installed on a vehicle without appropriate permission in order to obtain permission to make changes to the design of the vehicle is not provided,” - Letter No. 3/167714245742 dated November 21, 2016 from the First Deputy Head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation V.V. Shvetsova.

One more note: if a car with gas equipment was registered, for which a certificate of changes to the design was not received, then de facto the change to the design itself has already been legalized. But I’m omitting the details so as not to tempt you, since proving this statement requires some legal preparation, and it is quite possible that you will need to go to court.

For this reason, if you bought a car with already installed gas equipment that was not registered in the manner required by the 2019 legislation, then there is no point in going to the traffic police to register. They will not register. We will have to either dismantle the equipment or legalize it.

Is it possible to immediately register gas during installation?

Either the owner or his authorized representative must contact the traffic police. If you take a chance and write out a power of attorney for an employee of the organization that installed the gas equipment, he will visit the MREO (registration department) instead of you for a fee.

By the way, periodic testing of gas-cylinder equipment is mandatory, as stated in clause 9.8.3 of Appendix No. 8 of the CU TR. It is easier to carry them out where the HBO was installed. The frequency is set in the passport for HBO and the cylinder. Based on the test results, a certificate is issued, which is required when passing a technical inspection.

Converting a car to gas as a fuel is economically justified only when the car is used quite intensively. Installing a gas-cylinder LPG will not only require an investment of money, but will also lead to a waste of time and nerves, because, in addition to the installation of the LPG itself, it will need to be registered with the traffic police.

The traffic police has simplified the approval of gas equipment on cars

It is now a little easier to equip cars with gas cylinder equipment (LPG) - the traffic police has changed the corresponding procedure.

Unofficial messages about simplifying the rules for converting cars to gas appeared online back in June with links to the instructions of the Russian Ministry of Internal Affairs dated May 25, 2018. Now the ministry has confirmed the release of the document, Kommersant reports.

Let us remind you that in order to approve a change in the design of the car (for example, installing gas or a non-standard engine), you need to go through a complex procedure. First, the car owner must contact a testing laboratory and undergo a preliminary examination. Then you need to contact the traffic police, presenting the car for inspection, and obtain permission to install the equipment. Then you need to put the equipment in a car service center, receive documents about the work performed, go for a technical inspection and return to the laboratory again for the final examination. After this, you need to go to the traffic police again, where you will first receive a certificate of compliance of the vehicle with the changes to safety requirements and register the new design of the car. Registration of all documents costs car owners up to 10 thousand rubles. If this is not done, then the inspector, when checking on the road, can draw up a protocol under Art. 12.5 of the Administrative Code or even deregister the car.

Now those wishing to install LPG will not have to come for the initial inspection to the traffic police with the provision of a car, and the application can be sent by e-mail. Through electronic document management, the citizen must receive an answer whether it is possible to put gas on the car or not.

At the same time, the traffic police does not abandon plans to introduce a new, simpler procedure for registering gas equipment/design changes. It is assumed that the car owner will need to visit the traffic police only once, presenting two documents: a certificate for the equipment and an application-declaration about its installation in a car service center. But the timing of the introduction of the new procedure has not yet been determined.

Let us remind you that unauthorized changes to the design of a machine are punishable by a fine of 500 rubles. (Article 12.5 Part 1 of the Code of Administrative Offenses of the Russian Federation). A repeated violation is qualified as “failure to comply with the requirements of a police officer” (Article 19.3 of the Code of Administrative Offenses of the Russian Federation; the court can impose punishment up to administrative arrest). After this, the registration of the vehicle may be terminated.

Currently, there are 1.6 million vehicles with LPG driving on Russian roads—passenger cars, trucks, and buses.
