How to register an ATV in Russia

How to register and register an ATV

You bought a quad, but don’t know whether to register it or not? So you got it right! Now we will look at what registration of an ATV is, because it is a necessary event! And also, what determines when an ATV should be registered in different structural divisions, for example, in the State Technical Supervision Authority and in what cases ATVs are registered in the traffic police.

By the way, it will be very useful to read:

This video will answer many questions for you!

The number of fans of quads and snowmobiles and owners of this lucky equipment has increased significantly. But most of the owners have a toy attitude towards it, they bought it and don’t think about registering it, not knowing about the need to register their quad and obtain a driver’s license. But employees at the State Technical Supervision Service are not asleep; they are organizing operations to capture these “criminals.” I will say right away that such operations are far from ineffective. It is unlikely that you will be able to escape punishment, but some people manage to hide. The attention of inspectors is most often drawn to the absence of license plates and a motorcycle helmet. After checking the drivers, it turns out that there are also no licenses, no technical certificates (registration with the relevant authorities), no technical inspection. In such cases, a protocol is immediately drawn up and, with the assistance of traffic police , the car is sent to a rather expensive parking lot until further clarification of the circumstances. It's better not to create unnecessary problems for yourself. Registering an ATV isn't that difficult, but it will take up a lot of your time and make you run around.

Be sure to watch, don’t miss, an instructive video using the example of snowmobiles, but the requirements for quads are identical

When do you need to register an ATV with the State Technical Supervision Authority?

And so, if your equipment is called ATVs, register with the State Traffic Safety Inspectorate, if you have a “ snow and swamp-going vehicle ” and “ all-terrain vehicle,” register the ATV with the state technical supervision.

I'll explain why. It’s all very simple, the fact is that ATVs, for some reason, are not self-propelled vehicles in relation to snowmobiles. And the license for the “quad bike” is needed from the traffic police “cat. B1”, and the A1 snowmobile all-terrain vehicle from the agricultural inspection. Children's quads with a volume of up to 50 cubic meters are not subject to registration.

Registration of an ATV

  • your quad passport (PSM), issued in the store upon purchase;
  • purchase and sale agreement with a receipt to confirm legal ownership;
  • act of acceptance - transfer;
  • certificate of conformity.

With this list of papers to Gostekhnadzor , at the place of registration of the owner. As previously noted, registering an ATV with the state technical supervision authority is a long process and it is not a fact that the numbers will be in your hands the first time.

You come happy to receive the numbers, stand in line, and you: “Take the application form and receipt to pay the state fee.” In practice, you won’t be able to fill out the form the first time, you’ll mess up somewhere or fill it out incorrectly. How can I pay? When the nearest savings bank is on the other side of the city))) And so I solved this problem. You arrive happy to the ears, and then there’s a line. I stood in line, thinking in my head: “Let’s go in now!” And then the inspector comes out and says: “We’re accepting one more person and closing for lunch!” And you think to yourself......You probably guessed what was happening at this moment))). Finally I waited my turn and got a number. Do you think everything is over? Does the expression “inspection ticket” mean anything? “Get and sign”))) as they say. It is also necessary to pass a technical inspection. You can also spend a few days on this.

Take note, dear ATV enthusiasts, registration and registration of an ATV has a deadline of 5 days, then a fine is possible. A little advice: there are motorcycle dealerships where you can immediately register and get a technical inspection. When using these services, you don’t even have to drive the quad out of the garage, plus significant time savings.

I won’t talk about saving money; the procedure for registering an ATV will cost quite a bit. For people with a fat wallet, it seems to me that this is not a problem, but rather a convenience. It’s also not a fact how much you will spend, less is more, doing the activities yourself, if you count the delivery of the ATV, travel costs, state duty, and technical inspection. Motorcycle dealerships already have “all inclusive”.

to insure the quadric , at the request of the owners, if you do not intend to go on the road. If “yes,” then you need to insure the ATV. After solving the registration issues, you need to learn how to drive an ATV , because your safety depends on it.

I read on forums, on various blogs they write that there are no queues during the production and everything takes half an hour, don’t believe it. It may depend on the location (depending on whether it’s a large city or not), but from my own experience I can’t say that. I registered through connections, it took about two hours, maybe a little more (registration + technical inspection + license).

When registration of a quad occurs at the traffic police

The package of documents is identical. All the nuances are the same as registering a car. Cases in which ATVs are registered with the traffic police are described under the previous heading.

I wish you good luck and easy paths)))

Do I need to register my ATV?

Recently, more and more people are riding ATVs. A huge part of these drivers do not even suspect that this equipment needs to be registered, just like other vehicles: cars, trailers, snowmobiles, motorcycles, other motor vehicles (scooters, mopeds, scooters), homemade cars.

The traffic police constantly issues fines to these people, because ignorance of the law does not exempt them from responsibility. It becomes clear that the ATV needs to be registered quickly, otherwise troubles cannot be avoided.

Registration with Gostekhnadzor

How and where to register an ATV? First of all, you will need to collect a package of the following documents:

  • ATV passport issued upon purchase of this equipment;
  • purchase and sale agreement along with a receipt;
  • official act of acceptance and transfer of the ATV;
  • certificate of conformity;
  • customs documents.

After all the official papers are in your hands, the second stage begins. You need to go to Gostekhnadzor . Get ready for the fact that registering an ATV with Gostekhnadzor (Rostechnadzor) is a lengthy procedure , so the time needs to be planned correctly.

At Gostekhnadzor you must contact a special window. Here you will be given an application form , as well as a receipt to pay the state fee. Most likely, you will have to pay it at one of the bank branches. Be prepared for the fact that your application will not be accepted the first time , as there are many technical nuances that a simple driver would not have previously even suspected.

After you have paid the state fee, which is equal to 1600 rubles , you must return to Gostekhnadzor again and get in line. In the required window you will register. But this is just the beginning , the main work is not yet completed.

Now you will be required to do a full technical inspection of the ATV . This procedure most often takes several days. When it is completed, you must come back to Gostekhnadzor and give the inspection slip.

If you want to save time and nerves, then you need to buy equipment in a salon that provides registration and technical inspection services at the same time . Thanks to this, you don’t even need to take the ATV out of your own garage.

Some novice ATV riders are interested in where is the best place to register their equipment (ATV) - at the State Traffic Safety Inspectorate or Gostekhnadzor ?

Most often, a self-propelled vehicle , which must be registered with Gostekhnadzor . vehicle passport , then registration (registration) of ATVs must take place at the traffic police . The second case is rare.

Number plates

An ATV, like many other types of transport, requires license plates . Of course, this equipment travels mostly off-road, but in any case you can go onto the highway, where an ATV without license plates may arouse suspicion among traffic police inspectors.

The numbers are issued in a standard format, so most often they cannot be installed normally on an ATV. To do this, they need to be slightly altered .

What should be the dimensions of the license plate for an ATV? According to GOST R 505 77 , this technical device belongs to the fourth group of vehicles. The height of the sign is 180 millimeters , the height of the letter or number is 58 millimeters . The width of the sign according to state standards is 245 millimeters .

Removal from the register

If for some reason you decide to deregister the ATV, then before this procedure you will need to contact Gostekhnadzor . The organization will conduct a technical inspection of the vehicle. To do this, you need to call the inspection and agree on an inspection date .
You will have to pay a state fee and present copies of the necessary documents. After this, you can consider that the ATV is deregistered. Sometimes it is necessary to change the owner of the vehicle. Read more about this procedure here.

Conclusion

So, do ATVs need to be registered? As you can understand, registering an ATV is a mandatory process. It’s better to spend some of your time than to pay a fine and give up your rights.

Useful video

You can find out more about whether you need to register an ATV in the video below:

ATV registration: documents and rights

Registration of an ATV is a mandatory procedure, which is no less important than obtaining a driver's license. This requirement is provided for in the administrative code and is mandatory. If it is not observed, the driver will be issued a significant fine, and the vehicle will be confiscated to an impound lot (the services of which cost a lot). To avoid problems, you need to know how to register an ATV and where to register it.

Some owners of such motorcycles doubt whether they need to register the ATV and register it. After all, most often, an all-terrain vehicle is used for off-road driving, in deep forest areas. The likelihood of meeting with traffic police officers in such conditions is negligible. Therefore, some ATV owners neglect the law, which can lead to dire consequences.

It is worth considering that it is not always possible to travel exclusively over rough terrain. If a traffic police officer stops an ATV driver, he will demand a license, registration and technical inspection documents. If they are not found, you will need to pay a large fine. The ATV will be confiscated until all the circumstances are clarified, which also entails additional costs. Therefore, drivers who have paid a significant fine agree that registering an ATV with Gostekhnadzor or the State Traffic Safety Inspectorate is necessary.

Where is the ATV registration performed?

Registration and control of the operation of self-propelled equipment, which is an ATV, is carried out by Gostekhnadzor. The procedure is mandatory for all-terrain vehicles with an engine capacity of more than 50 cm³. Also here you can deregister an ATV if it is sold or cannot be used.

It is worth considering that the presented motor vehicles are relatively new for our country. Therefore, at the moment there is no single bureaucratic definition of what an ATV is. This can be determined by receiving the relevant documents when purchasing a vehicle. In most cases, this will be the “Self-Propelled Vehicle Passport”. The same documents are issued for tractors, snowmobiles and other similar equipment. In this case, it is necessary to register the ATV with Gostekhnadzor.

In rare cases, when purchasing an ATV, the owner receives a “Vehicle Passport”. In this case, you will need to register the all-terrain vehicle with the traffic police. A vehicle passport is issued by the customs service for mini SUVs and ATVs. However, in the vast majority of cases with such equipment, a “Self-propelled Vehicle Passport” is provided.

How to register an ATV?

To register an ATV with Gostekhnadzor or the State Traffic Safety Inspectorate, you will need to collect an identical package of documents. This procedure is also carried out according to a single standard in both government organizations. Registration requires payment of a state fee, which is regulated by the Tax Code of the Russian Federation. If you need to register a used ATV, the equipment must undergo state inspection.

It is also worth noting that after purchasing a motorcycle, the owner will have only 5 days to register it with the relevant authorities. If this procedure is performed later, you will need to pay a fine.

If the buyer does not have time to register the ATV on his own, he can contact a special company or use the corresponding service provided by the equipment dealer at a motorcycle dealership. All documents will be completed promptly without the participation of the buyer. This service is not cheap, but it saves a lot of effort and time.

Package of documents

To register an ATV, you will need to collect the appropriate package of documents:

  • Standard application form.
  • Passport of a self-propelled vehicle or Passport of a vehicle. The document must indicate who is the owner of the all-terrain vehicle.
  • If the ATV was previously registered, you will need an appropriate certificate of its registration.
  • Purchase and sale agreement and transfer and acceptance certificate with vehicle numbers. It may also be another document that confirms ownership.
  • MTPL insurance policy. It is not required for vehicles that travel at a maximum speed of 20 km/h.
  • Certificate of conformity of motor vehicles.
  • Transit registration state plate, if it was previously issued.

In addition, in most cases it is required to present a category “A1” license for a tractor driver. Therefore, before purchasing an ATV, you will need to undergo training at a driving school. Next, an exam is passed, after which a driver’s license of the appropriate category is issued.

If the entire set of documents is collected, you can send it to the local authorities of Gostekhnadzor (or traffic police). The registration procedure may take several hours, so you need to choose a free day for this. After submitting the application, a receipt for payment of the state fee will be issued. It is paid for on the same day at the nearest cash desk. After this, a license plate for the ATV and a registration certificate are issued. Next, you will need to obtain a state-issued inspection certificate.

How to pass a technical inspection?

The law states that an ATV must be inspected once a year. As an alternative, you can obtain a conclusion from Gostekhnadzor on the compliance of the equipment with the requirements for safe operation.

After passing the appropriate procedure, the owner of the vehicle receives a technical inspection certificate. This confirms that the ATV is in good condition and will not cause an emergency on the road if it breaks down.

To pass the technical inspection, it is necessary to have a driver's license of the tractor driver category. Having collected all the necessary documents, you can move on public roads.

Are all ATVs subject to registration and how to do it?

What types of cars are not subject to registration, and for which it is required?

According to Decree of the Government of the Russian Federation No. 938, vehicles are subject to registration if:

  • Vehicle engine capacity is more than 50 cubic meters. cm.;
  • The maximum achievable power of the electric motor is more than 4 kW.

If the engine capacity is less than 50 cc. cm or ATV is intended for children, registration is not required. Control of ATVs and similar vehicles is carried out by Gostekhnadzor specialists and traffic police inspectors. Raids are carried out by the relevant authorities not only on public roads, but also on country and forest roads.

In case of a stop, the inspector is obliged to check the documents and, if the vehicle is not registered, issue a fine in accordance with Article 12.1 of the Administrative Code from 500 to 800 rubles. In case of repeated violation, the ATV driver will be deprived of his driving license for a period of 1 to 3 months.

For violation of state registration rules under Art. 19.22 an administrative penalty should be imposed in the amount of 1.5-2 thousand rubles for individuals and 5-10 thousand for legal entities. For the absence of a vehicle registration certificate, the traffic inspector has the right to detain the ATV and evacuate it to a special parking lot.

Where is a vehicle registered?

Registration takes place at the State Traffic Safety Inspectorate if the driver has a vehicle passport (PTS). An ATV is a self-propelled vehicle, so the owner has one of the main documents for transport is a self-propelled vehicle passport (PSM).

Gostekhnadzor registers only self-propelled vehicles. This vehicle cannot be driven on roads intended for public use. To register the equipment, you should contact the Gostekhnadzor department at your place of residence, having in hand the passport of the self-propelled vehicle. Read about how self-propelled vehicles are deregistered from Gostekhnadzor and when it needs to be done here.

All stages of the procedure

Once you become the owner of a vehicle, including an ATV, you must register it.

The ATV must be registered within 10 days after purchase or before the expiration date of the “Transit” registration plate.

The package of documents for registering an ATV with Gostekhnadzor is the same for all vehicles:

  • PSM;
  • certificate of conformity (if available);

The form of the document differs significantly from the one issued by the traffic police:

  1. In the upper right corner write the address of Gostekhnadzor and to whom the application is addressed (full name of the head). Find out information on the Internet or directly from the organization.
  2. Carefully enter the details of your civil passport, PSM, contracts, STS and other documents.

  • Download a sample application to Gostekhnadzor for registration of an ATV

This is all that the applicant needs to fill out, then the engineer-inspector of Gostekhnadzor enters the information into the application. Check the information you have written, because if there are errors or inaccuracies, specialists may refuse the service.

Arrangement order

The procedure for registering a vehicle consists of the following steps:

  1. Preparation of all documentation.
  2. Obtaining an MTPL insurance policy.
  3. If the equipment is used, then a technical inspection is carried out.
  4. Receive a receipt for payment of the state fee and an application form.
  5. Filling out the application in a form issued by government officials and paying the state fee.
  6. Transfer of all documents to the inspector.

State duty and payment

A receipt for payment of the state duty is received from Gostekhnadzor, its amount is established by Art. 333.33 of the Tax Code of the Russian Federation:

  • for a certificate of state registration - 500 rubles;
  • document confirming that the ATV has undergone technical inspection - 400 rubles.

Features of the procedure for different cases

Depending on certain factors and technical conditions, there are some features of registering an ATV.

Where to contact - Gostekhnadzor or the traffic police?

The procedure for registering an ATV is not significantly different. You just have to understand that the registration and operation of self-propelled vehicles is carried out by the Gostekhnadzor authorities, and you need to contact the traffic police if the ATV was assembled yourself. At the state traffic inspectorate, a homemade ATV will go through a series of examinations.

What to do with a homemade vehicle?

Registering a homemade self-propelled vehicle becomes significantly more complicated.

    First, you need to go to the MREO and confirm that the ATV was indeed assembled independently, and all spare parts and components were purchased legally.

As evidence, it is worth presenting the purchase and sale agreement for the car on the basis of which the ATV was assembled, and the paper deregistering the vehicle. In their absence, the owner draws up a corresponding application in any form. The process of assembling the equipment itself should be captured with photographs.

  • Based on the opinion of the MREO expert, a decision will be issued on the absence of identification license plates. It is sent to a forensic examination along with a passport of a citizen of the Russian Federation, an expert opinion, a document from a criminologist of the MREO, where, as a result, a referral to the traffic police is issued. This body will award and fill in the missing numbers.
  • Next, the owner of the ATV goes to the MREO with all the documents for vehicle registration, where he will receive an STS indicating the make of the vehicle “Homemade” and state license plates.
  • Do I need to register a used car?

    When registering a used ATV, a state technical inspection is required.

    Is it possible to submit an application through the State Services portal?

    It is not always possible to find time to visit Gostekhnadzor to register vehicles. In this case, the owner of the ATV can submit an application through the online portal “Gosuslugi”, but it is worth understanding that you still need to come to Gostekhnadzor for a technical inspection.

    1. To use the service, you should find the services “Submitting an application for technical inspection”, “Registration of new equipment and deregistration”. They are located in the “Services” section. Personal transport. Self-propelled equipment."
    2. The owner of the vehicle must fill out the necessary applications and attach photocopies of documents.
    3. You need to come to Gostekhnadzor only to receive completed documents and to undergo technical inspection. The time and date of visiting the registration authority will appear the next day after the application is submitted; the provision of the service will take no more than 5 working days.

    How to do this through the MFC?

    It will not be possible to fully register an ATV at the MFC in the same way as through government services - the owner of the vehicle must still visit Gostekhnadzor.

    To register through the MFC, a citizen must complete the following steps:

    1. contact the MFC at your place of residence;
    2. provide original documents;
    3. fill out the form and sign the application;
    4. obtain information about the date and place of inspection of the ATV.

    After the technical inspection, the citizen will receive:

    • self-propelled vehicle passport;
    • vehicle registration certificate;
    • registration plates.

    Confirmation document

    To register an ATV, a single document is used for all vehicles - a vehicle registration certificate, which is issued by Gostekhnadzor upon completion of the entire procedure.

    Grounds for refusal

    Grounds for refusal to accept documents:

    • absence of at least one required document;
    • documentation does not meet the requirements;

    Grounds for refusal to provide services:

    • provision of an incomplete package of documents;
    • falsification of documents, state signs or changing the factory markings of vehicles;
    • discrepancy between the numbers on the ATV parts and the submitted documents or registration data;
    • finding license plates or documents on the wanted list.

    If the refusal occurred legally, then it is worth eliminating the reason for this decision and returning to Gostekhnadzor. Otherwise, you can appeal the actions of the specialists by submitting an application to higher management. It is written in free form, indicating the citizen’s data, the date of application to the authority to register the ATV, and the reason for refusal to carry out the procedure.

    The application can be submitted in person, by mail or by email within 3 months of receiving the refusal. The applicant must receive a response within 15 days. If the answer does not satisfy the owner of a self-propelled vehicle, then he can defend his rights in court.

    Thus, a citizen is obliged to promptly register an ATV with Gostekhnadzor in order to legally drive it. It is worth carefully collecting the package of necessary documents and carefully filling out the application so as not to be denied the service.

    Registration of an ATV and a snowmobile: at Gostekhnadzor or the State Traffic Safety Inspectorate?

    Have you bought an ATV or snowmobile and don’t know where to register it?

    How important is it to register an ATV? So, you have become the happy owner of a four-wheeled friend called an “quad bike,” and we congratulate you on this. What to do next? According to tradition, the vehicle should be registered, that is, registered with the traffic police. But this has always been unconditional in relation to buying a car. As for all-terrain vehicles, there are many reasons that allow their owners not to bother with this issue.

    Read also:

    On country and forest “routes” the presence of traffic police inspectors is possible only on very major holidays, which, accordingly, allows you to forget about the obligation of a helmet on the ATV driver’s head, a license plate, and even the banal presence of a driver’s license. So a lot of owners living in rural areas don’t bother raising the issue of registering an ATV, and city dwellers, going for rides, simply load a friend into a trailer and take him to a place where no traffic police inspector will be able to threaten him with a baton.

    But according to the law of the Russian Federation, all ATVs with an engine capacity of 50 cubic centimeters or more are subject to registration, which should be remembered.

    And this means that the traffic police inspector, no matter in what deep forest thicket he stopped you, will have the right to issue you a fine, and so on, right up to towing the all-terrain vehicle to a paid impound lot. Therefore, in our opinion, you should still register all-terrain vehicles, as well as have a license to drive this vehicle, at least in order not to weave like a hare across rough terrain, trying to escape from the inspector’s pursuit, and not suffer from headaches due to a ruined vacation or a fine issued. As you know, ignorance of the law does not exempt you from responsibility.

    Now we will look at what registration of an ATV is, what determines when the registration of an ATV should take place in different structural divisions, for example, in Gostekhnadzor, and in what cases the registration of ATVs occurs in the traffic police.

    Registration of an ATV - Gostekhnadzor or traffic police?

    If you bought an ATV with PSM

    The Gostekhnadzor bodies are responsible for monitoring the registration and operation of off-road vehicles in the Russian Federation. But there is one pitfall here: ATVs in our country are a relatively new technology compared to motorcycles or cars, so there is no single bureaucratic opinion on what exactly they are. What your vehicle is for officials, you will understand when you buy it and receive a passport in your hands, in 99% it will be a PSM, that is, a Passport for a self-propelled vehicle, issued for tractors, snowmobiles and other self-propelled equipment; you will have to register the purchased vehicle in Gostekhnadzor.

    And so, if your equipment is called ATVs, register with the State Traffic Safety Inspectorate, if you have a “ snow and swamp-going vehicle ” and “ all-terrain vehicle,” register the ATV with the state technical supervision.

    If upon purchase you receive a PTS

    With a vehicle passport, you will have to register the purchase with the traffic police. Interestingly, PTS is issued by customs specifically for ATVs or mini-SUVs, but for some reason only in 1% of cases. There is no way to influence this moment, don’t rack your brains and live with the passport they give you.

    Required documents for registering an ATV

    The package of documents in Gostekhnadzor and the State Traffic Safety Inspectorate is almost the same:

    1. Application in the prescribed form.
    2. Passport of a self-propelled vehicle or Passport of a vehicle indicating the owner of the equipment.
    3. Certificate of registration of equipment (if the equipment was previously registered)
    4. The purchase and sale agreement (or other document confirming ownership) and the transfer and acceptance certificate indicating the unit numbers.
    5. Compulsory civil liability insurance policy (hereinafter referred to as OSAGO) for vehicle owners. An MTPL policy is not required for agricultural machinery, self-propelled vehicles, the maximum permitted speed of which is less than 20 km/h.
    6. Certificate of conformity of equipment specified in the PSM.
    7. Transit state registration plate, if issued.

    With this list of papers to Gostekhnadzor or , if you’re lucky, to the traffic police at the owner’s place of registration.

    Note:

    • identification is made on the basis of a passport or a document replacing it.
    • For state registration of self-propelled equipment, the owner pays a state fee in accordance with Art. 333.33 of the Tax Code of the Russian Federation.
    • Registered used self-propelled vehicles are subject to state technical inspection.

    Dear new owners, we consider it our duty to remind you that after purchase, according to the law, you are given 5 days to register an ATV; if you register after a longer period, you may face a fine.

    How to register an ATV or snowmobile without documents - instructions

    Quite often, people who want to register ATVs, snowmobiles and trailers for them, for which there are no documents confirming ownership, come to the State Technical Supervision Inspectorate. The territorial inspection shared detailed instructions.

    The reasons for the lack of documents may be different, but in order to register self-propelled vehicles, owners are recommended to file a claim in court to recognize ownership. There you will have to confirm the fact of bona fide, open and continuous ownership of the vehicle for five years.

    In practice this happens as follows. First, the owner must contact the territorial inspection of the state technical supervision with an application for registration of the car, in which an entry is made about the refusal of registration due to the lack of documents.

    Then the owner applies to the court with a statement in which he asks to establish the fact of bona fide, open and continuous possession and use of the car under the right of ownership.

    After the court accepts the case for consideration, the State Technical Supervision Inspectorate, as a rule, receives a summons to participate in the court hearing as a defendant or an interested party. A determination regarding the submission of a response to the application is also sent.

    Within the time period specified in the determination, the inspection sends a response to the court. If it is not possible to take part in the court hearing, a corresponding petition is sent to the court.

    After the court makes a decision to recognize the plaintiff as the owner and this decision comes into force, the ATV, snowmobile or trailer is registered with the state technical supervision authorities.

    Be careful, gentlemen, and good luck on the roads!
