Which traffic police department should I contact to replace my license?

Traffic police addresses where you can change your license

When the driver's license expires or the surname of the owner changes, it must be replaced as it becomes invalid and is subject to cancellation. If we talk about loss or theft, it also needs to be exchanged - driving a vehicle in all cases goes beyond the law, which provides for certain penalties in the form of fines. In this regard, a logical question arises: where can I change my license and where can I go to exchange or obtain a driving license? We will try to cover this topic as much as possible below and provide specific addresses.

You can exchange your driver's license at any department of the State Traffic Inspectorate.

For citizens of the Russian Federation, this information will come as a surprise, but there is no link to registration: you can change your license at the place where the applicant applies, that is, at any traffic police address in the country. If a driver is registered in one city and lives in another, he will be able to replace his driver’s license regardless of territorial affiliation. The main thing is that he resides permanently in the Russian Federation.

With guests temporarily residing or staying in Russia, things are somewhat more complicated. They can also exchange rights for the reasons stated above, but this will only be possible in the territory where they are temporarily registered. The traffic police addresses where you can replace the driver's license, in this case, will be concentrated within the region or subject of the Russian Federation.

To find the address for replacing your license, just use the official website of the traffic police

Follow the link http://www.gibdd.ru/r/77/exm/ and find yourself on the official website of the State Traffic Safety Inspectorate in the section replacement and issuance of driver’s licenses. Please note that upon transition you will find yourself in the Moscow region. Undoubtedly, you can change your rights in Moscow, but if this does not suit you, you can change the region. To do this, scroll down the page and see the following picture:

Click the “Select another region” checkbox and select the area of interest in the pop-up list and select a convenient address where you can change your rights. When choosing from the proposed list, pay attention to what services the selected traffic police department provides. For example, one of the presented ones issues and replaces driver’s licenses on a first-come, first-served basis all week, with the exception of Sundays. On this day, exchanges are made exclusively by appointment through State Services. Having found a suitable address, you can get acquainted with more detailed information about the division of the State Traffic Inspectorate.

Here you can find out what functions this department performs. For example, this traffic police will not be able to change your international driver's license, since it specializes in national licenses. Below you can see the work schedule of the State Traffic Inspectorate and the days of reception. If everything suits you, click on the digital code of the traffic police department, where you can find out the address for replacing your license.

This page describes in detail what the selected department does, provides a telephone number for inquiries, the exact address and a map indicating the location of the traffic police so that you can plan a route in advance. In this simple way, you can find out the contact information of the State Traffic Inspectorate and change it, or get a license in a suitable place. We hope that the instructions presented were useful to you.

Replacement of a driver's license due to expiration. Documents for replacing a driver's license

Good afternoon, dear reader.

As you know, one of the documents that is mandatory for driving a car is a valid driver’s license, the category of which corresponds to the category of the vehicle. From time to time, every driver has an urgent need to replace his driver's license.

What could cause this need? The reasons may be different: replacing a driver's license due to expiration (currently it is 10 years), replacing a license due to a change of surname, or changing a license after it has become unusable (for example, a favorite bull terrier may bite your license or after a meeting with traffic police officers, unofficial marks may appear on the ID).

Since replacing a driver’s license is not a very frequent procedure, drivers usually have many questions: where to change a license, what documents are needed to replace a driver’s license, how much and to whom they need to pay, etc. After reading this article, you will learn how to change your rights in 2019 and 2020.

Where is a driver's license replaced due to expiration?

First, let's look at where a driver's license is replaced due to expiration. To do this, let us turn to paragraph 3 of the rules for conducting examinations for the right to drive vehicles and issuing driver’s licenses:

3. Conducting examinations for persons permanently residing in the Russian Federation, issuing Russian national and international driver’s licenses and exchanging foreign driver’s licenses are carried out in the departments of the State Traffic Inspectorate at the place of application of these persons.

Conducting examinations for persons temporarily residing or temporarily staying on the territory of the Russian Federation, issuing Russian national and international driver's licenses and exchanging foreign driver's licenses are carried out in departments of the State Traffic Inspectorate located within the constituent entity of the Russian Federation in which these persons temporarily reside or are temporarily staying.

Currently, replacing a driver's license is possible at the traffic police department at the place of application, i.e. at any branch in the country.

It does not matter whether you are registered in a given subject of the Russian Federation. Your license will be exchanged for you in any case.

It also doesn’t matter where you changed your driver’s license before. The traffic police database is common, so applying in a “new” region will not cause any problems.

Note. In 2020, you can also exchange your driver's license at multifunctional centers (MFC). You can find out more about this in the article “Replacing a driver’s license at the MFC.”

Validity period of driver's license

The validity of a driver's license, as noted earlier, is 10 years . The expiration date is indicated in the corresponding rights column. After this date, the certificate becomes invalid and must be replaced due to its expiration date.

However, there are several conditions under which a driver’s license may become invalid before the date specified on it (clause 35 of the rules for issuing driver’s licenses):

  • change of personal data of the owner (for example, change of surname);
  • wear or damage to the driver's license that interferes with reading the information specified on it;
  • if the certificate was issued on the basis of documents subsequently found to be forged (falsified);
  • theft or loss of a driver's license;
  • obtaining a new driver's license;
  • change in the driver's health condition.

Those. Driver's licenses are initially issued for 10 years, but whether they will be valid for this entire period depends on the factors listed above.

An international driver's license is issued for 3 years . However, its validity period should not exceed the validity period of the national driver's license.

How much does it cost to replace a driver's license?

The state fee for issuing a driver's license is 2,000 rubles .

When receiving a new driver's license (with an electronic storage medium), the cost will be 3,000 rubles .

There are no additional payments when replacing rights.

Attention! When replacing a driver's license through the government services portal, you can get a 30 percent discount on the state fee. Those. replacing a driver's license in this case will cost 1,400 rubles . The discount is valid from January 1, 2017 to January 1, 2021. You can find out more about it in this article.

Documents for replacing a driver's license in 2019 and 2020

Let's consider the necessary documents to replace a driver's license in 2019 and 2020:

1. Statement. It can be written in simple written form. You can read about how to do this here. There you can also download an application form to fill out.

2. Passport or other identification document.

Note. In 2019, a medical certificate is needed only when replacing a driver’s license due to expiration or when the driver’s health status changes. In other cases (if replaced due to a change of surname, damage or loss of the ID), a certificate is provided at the request of the driver. You can find out more about this in the article “Cancellation of a medical certificate when replacing rights.”

5. Document confirming payment for the production and (or) issuance of a new driver’s license (receipt for payment of the state fee).

Summarizing the above list, you can see that in order to exchange a driver’s license, the driver needs to have a passport, a valid medical certificate, an old driver’s license and a receipt for payment of the state fee.

An application to replace a driver’s license due to expiration can be filled out directly at the traffic police by asking the inspector for the form.

Strictly speaking, you do not need to bring a document confirming payment of the state fee to the traffic police. Employees must obtain payment information independently through the interdepartmental communication system. However, in practice, electronics may malfunction, so it is better to have the receipt with you.

In addition to the originals of the documents listed above, take their copies with you . Usually copies can be made at the traffic police department, but the price tag there is inhumane.

Note. In 2019, you are not required to provide a photograph of the driver to replace your license. Photographing takes place directly at the traffic police department.

Replacing your driver's license due to expiration should not cause you any problems. Approach the procedure responsibly and prepare all the necessary documents in advance. In this case, you will save a lot of time.

Passing exams when replacing a driver's license

This question quite often worries drivers whose licenses expired several years ago. However, don't worry. In 2019 and 2020, when replacing a driver's license, you do not need to take a theoretical exam. There is also no need to surrender the race track and the city.

Mandatory payment of fines when replacing licenses

Just a few years ago, traffic police officers demanded that drivers pay debts on fines, and otherwise refused to replace their driver’s license. However, since this is an illegal restriction of the right to drive a car, a similar situation does not occur in 2019 and 2020.

However, I recommend paying off fines before contacting the traffic police to replace your license. You can check the fines here:

    2. Take training at a driving school

    You can study at a driving school to drive a car or motorcycle from the age of 16. You can also take the exam for category M and subcategory A1 from the age of 16, for categories B and C - from the age of 17. But you can get a license and start driving a vehicle only at a certain age:

    3. Go through a medical examination

    You can undergo a medical examination before entering a driving school or during training. A medical certificate is issued in form No. 003-В/у and is valid for 12 months.

    With some diseases or contraindications you will not be given a license - their list is approved by Decree of the Government of the Russian Federation of December 29, 2014 No. 1604.

    4. Collect documents for admission to the exam at the traffic police

    After studying at a driving school and obtaining a medical certificate, you can take the exam at any branch of the State Traffic Inspectorate - not only at the place of registration. In this case, the traffic police department where you will take the exam will request information that you have not previously been issued a license or been deprived of your license at the department at the place of your registration. In some cases, you may be asked to obtain such a certificate yourself.

    To be admitted to the exam, you need to collect a package of documents. Most often, a driving school does this, but if you want to take the exam separately from the group, you can do it yourself.

    Documents can be submitted in person at the traffic police department where you will take the exam. You can sign up to submit documents online: on mos.ru, the Autocode portal or on the government services portal. This way you won't have to stand in line.

    5. Pass the exam at the traffic police

    The driving license exam consists of theoretical and practical parts:

    • The theoretical part is a test of 20 questions that must be answered without errors in 20 minutes. If you make one mistake or fail to answer one question, you will be given an additional 5 minutes and 5 questions, each of which must be answered correctly. You will have to retake the theoretical exam if you do not pass it or are unable to pass the practical part within six months after passing it;
    • The practical part is carried out after passing the theoretical part and consists of testing the initial skills of driving a vehicle (on the site) and an exam on driving a vehicle in traffic conditions (in the city).

    On the court, you need to complete five exercises in 12 minutes. The exam in the city lasts no more than an hour. At this time, only you, the examiner and, if the exam is taken in a driving school car, the driving instructor can be in the car. Video recording is made during the exam. To obtain a license to drive a motorcycle and moped, you do not need to take an exam in the city.

    You can retake each exam three times. There should be at least a week between retakes. After this, you will be allowed to take the exam only after a month.

    6. Get your license

    You need to get your license at the same traffic police department where you passed the exam. To avoid standing in line, make an appointment on the mos.ru portal or on the Autocode portal. Step No. 2: Medical examination to replace your license in Moscow

In Moscow, a huge number of medical organizations are engaged in issuing driver’s certificates, and choosing a legal one with reasonable prices for a medical examination is quite problematic.

    So, you can choose a medical institution on this website http://moscow.big-book-med.ru/medicinskie_centry/62/, be sure to check whether the organization has a license to conduct such medical examinations.

    Our choice fell on the ProfmedLab clinic, Moscow, Vystavochnaya metro station, 1st Krasnogvardeisky Ave., 12с3.

    According to the new rules, a citizen needs to go to a medical center to see a psychiatrist and narcologist and get their conclusions. institutions at the place of registration (registration), here are the lists:

    We attach a sample of certificate 003-в/у below for your reference:

    Step No. 3: Replacement of licenses at the traffic police department and their addresses in Moscow districts

    After collecting documents and receiving a certificate giving the right to drive a car, you can go to one of the traffic police departments located near you. An exception to the rules may be the payment of state duty; you can pay it on the spot.

    The addresses of the State Traffic Inspectorate offices that carry out the state function of replacing a driver’s license are shown in the table below:

    Our employee made the exchange in the Southern District of Moscow, so he proceeded to the address Varshavskoe Highway, 170d.

    You can pay the state duty through any branch or terminal of Sberbank (payment details can be found on the official website www.gibdd.ru by clicking on the corresponding link in the table above).

    You can check whether everything is in order with your payment of fines and whether you are in arrears through the State Services website (www.gosuslugi.ru), or through Yandex, but we recommend using the first option, it is more reliable. It is important not to forget that if there are unpaid fines, the inspector will refuse to replace the license .

    You can fill out an application for exchanging your license on the spot or download a form from our website. There are friendly girls at the traffic police station who can do everything for you for 1,000 rubles. But we didn’t look for easy ways, and did everything ourselves, which took us 10 minutes.

    When the entire package of documents has been collected (in our case, this is a state duty receipt, application, driver’s license, old license, passport). We line up at the appropriate window for the inspector so that he can check your documents and ask (if necessary) clarifying questions.

    If everything is in order with the papers, after 15 minutes they will call your name over the loudspeaker and call you into the office to take a photo. Take pictures (you can do it several times to make it look nice, because you have to travel with this document for 10 years). Afterwards, the authorized person gives you new licenses to check, if everything is fine, he laminates them. Ready. In the illustration below you can see a sample of brand new licenses issued for a period of 10 years.

    So, what steps do you need to go through to change your driver’s license in Moscow:

    1. Issue a certificate 003-в/у (price varies from 2500 to 5000 rubles).
    2. Fill out an application for replacement (a sample is on our website).
    3. Pay the state fee (you can through Sberbank, 2000 rubles).
    4. Find out the visiting time from the table above and visit the traffic police department.

    The total amount spent on exchanging expired licenses was 4,900 rubles , 3 days were spent (2 for doctors and 1 for traffic police), we did not include the cost of gasoline in the calculation.
