New type of MTPL policy

What does an electronic OSAGO policy look like?

Increasing the protection of modern MTPL car insurance policies is a necessary measure after a huge number of counterfeits have appeared.

On this basis, the law decided to issue a new type of document, equipped with increased security measures, as well as its electronic analogue, which cannot be forged because it is entered into the RSA Internet database.

If you are interested in what an electronic OSAGO policy looks like, the photo is worth studying, as well as studying the basic information on the document.

The new policy is an ideal opportunity to increase the confidence of car owners in the document itself and reduce the likelihood of possible fraud.

Problems with insurance documents

The reason for the appearance of counterfeit documents is an increase in insurance rates. This became the reason for falsifying a document that is important for every motorist.

Until now, every driver had the opportunity to present the policy to traffic police officers, without fear of detection of a counterfeit. The situation changed completely after the formation of the SAR database.

There are many other shortcomings of old policies, among which are:

  • low protection against counterfeiting;
  • printing a document did not require the use of special equipment; a regular printing line was sufficient;
  • lack of the required number of forms;
  • lack of information for the population regarding the protective measures of MTPL documents.

All this became the reason for purchasing fake documents related to compulsory car insurance. There were well-thought-out schemes in use, in which, even after discovering a counterfeit, the owner received financial compensation by simply going to court.

The electronic form of the insurance policy has become the first step in ensuring the protection of the insurer and vehicle owners . Its owner has equal rights and benefits as the owner of a previously adopted paper document.

The advantage is reducing the likelihood of policy fraud . The new forms will significantly strengthen the overall security level of the legal auto insurance system.

It is worth studying the appearance of new electronic policies and the measures taken to protect them from counterfeit documents.

Features of the new document

The new policy was presented at the beginning of 2017 . They officially entered the document flow on July 1.

Now, instead of a two-color document, car owners began to be issued policies that have a rather complex color scheme with a predominance of lilac.

High-quality document protection against counterfeiting is manifested in the following innovations:

  1. Double-layer printing with contrasting background. This increases the overall difficulty of making counterfeits at home.
  2. Complete font change. Now the document number, its name and main points are filled in with different font options.
  3. The watermarks have become of a different shape, and their location has also changed. Also, SAR watermarks appeared around the edges of the document. In the center you can see the background image of the car.
  4. A security metallized thread passes through the paper fibers. Above it is the inscription of the policy - OSAGO. Along the entire length of the line there is the inscription “policy”.

Representatives of the insurance company are given the opportunity to place a QR code in the upper right corner . This is an ideal opportunity to compactly place basic information about the insurer on a document.

In the future, information about the owner of the car for whom the policy is issued will be entered in this place.

It took the developers two years to develop and implement the new policy. The adopted innovations automatically affected the cost of the document; it increased in price by about 15%.

Additional expenses are included in the cost of the document, in the price rates of generally accepted compulsory insurance.

Provisions for a new type of policy

The new policy forms have equal legal force as the old ones. At the driver's request, insurance company employees must replace the paper document with an updated one.

To get it, the car owner will need to collect certain documents, but the replacement procedure itself is free. Before contacting an insurance company to replace a policy, you should first familiarize yourself with the following features of obtaining it.

Here are the most basic of them:

  1. If you are insuring your car for the first time, you can only use a paper version of the policy. This rule also applies when changing insurance companies. The reason for this rule is based on the lack of correct information in the RCA database.
  2. The process of registering a new electronic policy is carried out on the company’s website.
  3. To renew the insurance contract, a special verification code and a correct signature in pdf format are sent to the user’s mailbox.
  4. When drawing up a new document, drivers have the opportunity to make the necessary adjustments.

After receiving a positive result for replacing the policy, a new insurance form will be sent to the email address specified during registration. It does not have the levels of protection found in paper-based new insurance policies.

There is no need for protection, since traffic police officers have the ability to connect to the RSA database at any time and obtain information regarding the document they are looking for.

Advantages of an electronic policy

Registration of a paper version of OSAGO is often associated with the usual need to have an officially executed document in hand. In this case, it is necessary to change the old form of the document to a new one.

In other cases, specialists of the modern insurance market recommend applying for an electronic version of OSAGO. Before changing their document, drivers are interested in the question of what an electronic OSAGO policy is.

Along with protection against counterfeiting, the owner of this document receives the following benefits:

  • significant time savings, since there is no need to go to the insurance company’s office and stand in lines waiting for registration;
  • lack of intrusive, sometimes unpleasant service. In other words, this is an ideal opportunity to avoid imposed additional paid services;
  • You are given the opportunity to choose a convenient payment option.

If you have issued an electronic OSAGO document, you should make a simple printed copy of it and have it with you in your car . Traffic police officers will need it during a routine document check or in the event of a possible accident.

The presence of such paper will allow traffic police officers to carry out the necessary checks in the absence of a network, which is typical for hard-to-reach places.

What does an electronic policy look like?

An important difference between an electronic policy and a paper one is the absence of any visually visible or hidden protective elements.

An electronic policy does not need such protection. The color of the printed electronic document is not important either; it can be copied on a regular black and white printer and presented to traffic police officers as needed.

The structure of the new electronic policy deserves special attention. Here are the main important points.

Policy cap – 1 and 2 markers

Here is the most important difference between an electronic policy - the name of the document “Electronic Insurance Policy”.

The serial number is also different - instead of EEE or CCC it is designated XXX. This is the most important digital and alphabetic identifier by which the ownership of the insurance document is determined.

This column contains the main advantage of the document. The probability of receiving a policy with an equal serial number is zero. Computer systems immediately detect this fraud.

Insurance time frames – 3 and 4 markers

Everything is standard here. The car is insured for a year, unless it is a temporary policy . This part contains all the relevant time dates, as in the paper version.

Owner and policyholder – 5 and 6 markers

The policyholder and the owner are different persons . The policyholder arranges the insurance process itself, and the owner uses the insurance. The fields for these individuals are completely different.

Drivers who are allowed to drive a vehicle are entered in markers 7 and 8.

This section contains the main information regarding the car:

  • car make and model;
  • VIN code/body number;
  • state numbers;
  • number and series of the vehicle's passport, as well as the purpose of operation.

Persons who are allowed to drive a car are indicated as their full name, as well as the series and number of their driver’s license.

Policy cost and important marks – markers 9 and 10

The following blocks indicate the cost of the policy, that is, the insurance premium, as well as some important notes. This may be the place where the insurance was issued, that is, the address of the Internet resource, as well as the number of the paid online order.

Date and signature – 11-13 marker

Just like on a paper policy, on an electronic one two dates are indicated at the bottom - the conclusion of the contract and the issuance of the policy. Enter the first and last name of the insurance company employee.

The signature and seal on the electronic policy are for informational purposes only, that is, it is just a facsimile.

As for the place of the signature, it is not placed on the e-policy . Only facsimile imitation may be present.

According to the rules of electronic insurance, the signature of the insurance owner will be replaced by the authorization of the buyer in the personal account where personal information is entered.

Only an electronic policy is considered valid without a signature; this rule does not apply to a paper policy.

What is presented to traffic police inspectors?

Many people are interested in the question of how to use the electronic OSAGO policy?

All that is required from the driver when requesting an electronic policy from him is to verbally inform that it is available. Next, the employee acts according to the established instructions.

Having received the information, traffic police officers check the license plates against the database using a gadget with Internet access.

Accordingly, the answer to the question of whether it is necessary to print out an electronic MTPL policy will be - optional.

We are talking about a special IMTS service of the Ministry of Internal Affairs of the Russian Federation and the RSA database, into which information on policies is entered. This is all you need when deciding how to present an electronic MTPL policy to a traffic police inspector.

Useful tips

All data from the PTS during the process of filling out the electronic policy must be written down literally, accurately copying all information and possible inaccuracies. The computer should not notice discrepancies during the reconciliation process, otherwise it will be impossible to obtain insurance from home.

If an electronic policy has not yet been issued, you should take care of it, since there are plans in all cities to switch to this form of obtaining insurance. There will be no return to the previous accounting system.

At the moment, active work is being carried out to provide high-quality technical equipment to traffic police vehicles. Drivers are allowed to replace the usual paper printout with an image on a tablet or smartphone . It is enough to show this image, if you want to show something to the inspector.

Summing up

As a conclusion, it can be noted that the electronic policy for compulsory motor third party liability is calculated at the rates that are applicable for a paper policy.

For cars of category B and BE, the cost of insurance ranges from 3,442 to 4,118 rubles. The basic tariff for ordinary passenger cars ranges from 5138 to 6166 rubles.

The cost of policies, according to modern legislation, is calculated based on the tariff corridor that is established by the Central Bank of Russia.

The final pricing is influenced by a large number of factors - the driver’s age, driving experience, car power level and driver’s history.

What does the new OSAGO policy look like - electronic and paper?

Cases of falsification of MTPL insurance policies have become more frequent recently. In this regard, the Russian Motorists Association (RAA), together with the government of the Russian Federation, decided to issue other forms. Let's consider the new type of MTPL policy, its appearance, content, and protective functions.

Information specified in OSAGO and the appearance of the policy

The most obvious difference between old and new car insurance is the change in color of the form. Previously, OSAGO was made in two tones with a predominance of green. Now the “auto citizen” includes several different colors. From yellow, the policy gradually turns into pink-violet (see photo below).

The complex color design of the new OSAGO model serves as additional protection against counterfeiting.

The forms are produced by Gosznak. All products of this organization include identification features that are difficult to fake. The new OSAGO policy is manufactured with an increased degree of protection.

Main characteristics of the current form:

paper has increased density;

there is a micromesh security pattern around the entire perimeter of the document;

a background image of a car is located in the center of the document;

presence of watermarks - when holding the form up to the light you can see the inscription “RSA” and an image of the car;

on the form there is a metallized strip on both sides, next to it there is the inscription “OSAGO”, when viewed in the light the word “policy” is visible;

there is a unique QR code that allows you to find out all the information about the insurer;

Different fonts are used to fill out different paragraphs of the document.

The content of the insurance document remained almost unchanged in 2019. The policy header still contains:

The insurer's stamp, which must contain the logo, full name, addresses and telephone numbers of the organization.

A series of 3 letters and a digital document number. In 2019, all forms of classic OSAGO are issued under the series “MMM”, “KKK”, “EEE” is valid (issued until July 2018).

Under the name of the document, its series and number there are two fields for entering the insurance period. The smaller block (first) indicates the start and end dates of the contract. The second column (larger block) is provided to indicate the insurance period (up to 3 periods).

The contents of the numbered clauses and blocks of OSAGO are as follows.

The first insurance block contains information about the policyholder (his full name).

The second paragraph should contain information about the vehicle and its owner. Here they indicate the make, model, VIN number, registration number of the car, PTS or STS number and the full name of the car owner. Also, according to the new requirements, in this column it is necessary to indicate the purpose of using the vehicle (personal, educational driving or commercial activity).

The third column contains information about drivers allowed to drive the car. If you are taking out unlimited insurance, then check this box in the appropriate field.

Paragraphs 4-6 are filled in automatically and contain up-to-date information on current insurance legislation.

The seventh block specifies the amount of the insurance premium. In 2019, a table for indicating odds appeared in this section.

The eighth paragraph is intended for the insurer to make special notes regarding the concluded contract (for example, details of payment documents).

The final part of the document contains the following information:

date of conclusion of the contract and issue of the policy;

signatures of both parties (with a transcript of the insurer’s signature);

round “wet” seal of the insurance company.

An MTPL policy may be declared invalid if it does not have the insurer's round seal.

In addition, the policies of the new series differ from each other. “KKK” has a table on the back for indicating additional insurance contracts. It's not in MMM.

What does an electronic OSAGO policy look like?

According to No. 40-FZ, each insurance company must provide the opportunity to purchase policies online. In 2019, this feature is gaining increasing popularity due to the ability to save time on office visits and convenient ways to pay for the product. Therefore, it is important to know what an electronic MTPL policy looks like.

There is a difference with the “automobile license” received offline. Insurance issued in the office and e-OSAGO differ in the word “electronic” in the name of the document. In addition, e-OSAGO has the “XXX” series.

A policy in electronic form is characterized by the absence of hidden and visually noticeable protective elements. Color is also not important. You can even print the form on a black and white printer, and it will have legal force.

Let's sum it up

The new type of MTPL policies differ from the old forms in the enhanced degree of protection against falsification, the color of the document and the presence of a table for calculating the premium. The changes did not affect the insurance structure. The key differences between classic and electronic MTPL are only in the name, series and protection of the document.

What does an electronic OSAGO policy look like?

» data-ulike-status=»1″ class=»wp_ulike_btn wp_ulike_put_image wp_likethis_4158″>

An electronic policy is a motor vehicle liability form that can be issued online. Remote registration helps not only to save personal time, but also to get rid of additional insurance. When purchasing protection online, it’s a good idea to find out what an electronic MTPL policy looks like and how it is verified for authenticity after payment.

What it is

Electronic MTPL policy is a compulsory insurance form that can be purchased online. Not long ago, motorists received the opportunity to register remotely. Prior to this, the service was provided exclusively in test mode. Payments and conditions for the product are regulated by 40 Federal Laws “On Compulsory Motor Liability Insurance” and are no different from the usual paper form. As for the tariffs, they are similar to those used to calculate the cost of compulsory motor insurance in the office. The procedure for registering damage and receiving compensation is no different.

Peculiarities

When purchasing a motor vehicle liability form online, there are several features to consider. We will consider them especially for the readers of our portal.

Additionally, when purchasing, you should take into account such a feature as making changes. Often, changes can only be made in the office. It is better to clarify this point in advance.

Why are new forms being issued?

In the financial sector, fraud is no exception. With the advent of compulsory motor liability insurance, scammers began to forge forms and sell them to motorists. When an insured event occurred, the injured driver with a false policy could not receive anything and was forced to compensate for the costs at his own expense. Therefore, the state began to take measures to protect the form.

As a result of the changes:

  • changed the series: AAA, BBB, CCC, EEE, etc.
  • The color of the OSAGO form has changed
  • new degrees of protection were introduced

Each issued form:

  • has a unique number
  • registered in the RSA database
  • accountably transferred to the insurer
  • if lost, must be registered on the RSA portal in the appropriate section

As for the electronic document, visually it is no different from the usual paper document.

Differences between e-OSAGO and paper

It would seem like the same product. However, not all so simple. There are several differences between the paper and electronic compulsory insurance forms. We invite you to familiarize yourself with them.

  • cash
  • by card
  • according to the invoice

After studying the differences, you can make a choice which MTPL policy is more suitable.

Do I need to change

Car enthusiasts often wonder: after purchasing an electronic MTPL, do they need to go to the office and exchange it for a paper document? The answer is simple - no! A policy purchased online is immediately registered on the RSA portal and is available for verification by employees of the insurance company and the traffic police.

It is important to note that if the driver contacts the office of the insurance company in order to replace the MTPL, the manager may refuse him. A paper document can be issued only if the driver needs to make changes, for example, to add another driver. If the compulsory motor liability insurance policy has changed during the insurance year, then you should not rush to the office to receive the document. Within the framework of the law, the document will be valid until the end of its validity period.

What does it look like

As already mentioned, visually the form is practically no different from the one issued in the office. All graphs are almost identical. Let's look at what a form purchased online looks like.

  • name of the insurance company, legal address and contact telephone number
  • series and policy number
  • personal barcode
  • term and period of validity
  • used with or without trailer
  • make and model
  • VIN
  • license plate
  • PTS or STS data
  • purpose of use (selected)
  • 4: what is the sum insured, and by what law is it approved?
  • 5: concept of an insured event
  • 6: the policy is valid only on the territory of the Russian Federation
  • time of purchase
  • amount of discount
  • in exchange for which policy was issued

We suggest opening the MTPL policy to visually view all sections.

What changed

Also, only a QR code appeared on the electronic insurance form. By scanning it, you can find out:

  • name of the insurance company
  • information about the policyholder, driver and transport
  • insurance period

It is also possible to issue compulsory motor liability insurance of the “KKK” series, which is issued exclusively on a strict reporting form, with all degrees of protection. The new OSAGO provides for the entry of additional information or an option on the reverse side, which is included in the protection. Since an electronic signature is used to sign the document, there is no section at the bottom of the document in which the full name of the policyholder is indicated.

How to check authenticity

You can check the authenticity of the received MTPL policy only on the official website of RSA. To do this you will need:

  • log in to the official RSA portal
  • select “OSAGO” in the header
  • enter the section “Checking the MTPL policy”

In the window that opens, you will need to select the series of the form and indicate the number. Then click “Search” and get information on the contract.

If the policy is issued, the following information will be displayed:

  • date of registration of the policy in the database
  • status: client or insurer
  • name of the insurance company
  • insurance period
  • date of registration

If the information is not displayed, or it is indicated that the form is blank from the insurer, then you should contact the office for clarification. You must have a passport and a printed OSAGO policy with you.

What to show to traffic police inspectors

Car enthusiasts often wonder: what should they show to a traffic police officer? The law establishes fines for the absence of a form in the amount of 500 rubles.

However, when applying for online MTPL, a motorist can:

  • show a printed black and white copy
  • show photos on your phone or other gadget

The car owner can also verbally state that he has fulfilled his obligations and issued an electronic policy. No matter which method of providing information is chosen, the traffic police officer is obliged to:

  • request a document for a car: PTS or STS
  • independently check the information using the RSA database

The verification procedure is free and takes a few minutes.

Advantages

The electronic product immediately became in demand. The demand for the financial product is explained by its many advantages.

Flaws

Despite all the advantages, an electronic document has a number of disadvantages. It is better to study them before purchasing.

Possible problems

There may be some difficulties when purchasing a policy online. We’ll highlight them especially for you:

  • Redirection to another company's website. A very common problem is when the client enters all the data, receives a calculation and an offer to go to the PCA website to select another company. At the same time, it is impossible to obtain a motor vehicle permit from the selected organization.
  • Technical inspection or discount is not verified. Often sites freeze and do not provide the necessary information to generate a calculation. Without appropriate verification, you will not be able to complete your purchase.
  • The message does not arrive. The agreement is signed with an electronic signature. This means that the car owner receives a message with a secret code on the mobile phone that was specified in the electronic application. The received code will remain in the section that opens on the site. But the code does not always arrive.

Conclusion

To summarize, it can be noted that electronic MTPL is a profitable financial product that can be purchased via the Internet. You can make a purchase at any time convenient for you. The purchased document will remain printed in black and white or saved as a picture on your mobile phone. However, within the framework of the law, a traffic police officer does not have the right to issue a fine in the absence of a document. In such a situation, he must independently check the information using the RSA database.

Video: Electronic OSAGO policy - is it convenient and what are the dangers?

What does MTPL insurance look like in 2019?

OSAGO is a mandatory document that is available to every motorist. The policy is allowed to be issued in paper and electronic form, but when purchasing it, it is important not to come across a fake, and not to pay scammers for a fake document. To do this, it is important to know what a compulsory motor liability insurance policy looks like.

What is the difference between a paper and electronic policy?

The electronic policy is, in fact, a complete analogue of the paper version. Its main advantage is convenience. The document can be purchased on the insurance company's website. But there is a condition - only a citizen who has already entered into an earlier agreement with an insurance company and has a paper version of the policy can receive an electronic document.

From the point of view of legal force, these are identical documents that have equal importance when presented to traffic police officers or to an insurance company. The electronic policy has been in effect in our country since 2015. In appearance, the electronic policy differs little from the paper one, with the exception of the micropattern, which is used for protection in the paper version.

Another difference is directly in the process of paperwork. When filling out a document online, there is no need to come to the office, and you are freed from the imposition of additional services by the seller. It is important to note that the price of both options does not differ.

The data specified in the policy is available in both versions. This:

  • Full name of the owner;
  • vehicle make and model;
  • also persons who are allowed to manage;
  • PTS number;
  • as well as the license plate number of the vehicle and the presence of a trailer.

The duration of the contract must also be indicated.

What does a paper insurance policy look like in 2019?

You can see MTPL as it looks in 2019 on your insurance company’s website. The main difference from previous options is that the color protection has been enhanced. The policy has more than 12 color shades and several graphic patterns. The color smoothly transitions from yellow to lilac. For many car enthusiasts, the larger font has become pleasant, making the document easier to read.

As with any official document that can be falsified, watermarks are used to protect the paper policy. They do not interfere with reading the document or filling it out. When holding the document up to the light, you can see the features of the car, as well as the RSA inscription, which is located on both edges. Since 2017, a metallized thread has been added to the policy, with which “policy” is written. There is also a QR code, which will appear on new policies starting in 2018. This is a quick response code, with the help of which, having access to modern technologies, a car owner will be able to find out all the information about the insurance company.

In the future, using this code, it will be possible to find out all the details about the owner of the vehicle and the car.

These are not all the improved degrees of protection that are present in the new OSAGO policy. At the same time, no one forces you to urgently replace old documents with new ones. The new type of policy will go into circulation gradually.

What does an electronic policy look like?

First of all, when looking at the electronic forms of MTPL, a different color catches your eye in the photo. The electronic policy has a corresponding inscription. The electronic policy series is XXX, while the paper policy is EEE. Unlike the paper version E, the policy does not need to have a large number of security signs.

According to the law, a citizen has the right not to print an electronic document on a form or to do it on a black and white printer. This should be enough. Starting from September 2015, according to the instructions of Igor Shuvalov, No. 13/12-u-6112 of the Main Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia, all traffic police officers can and must check the MTPL policy using the RSA database.

The driver just needs to inform the employee that he has this document. Since an electronic policy is much more difficult to forge, and a paper policy can still be forged sooner or later, the first option is preferable for most car owners.

Which policy is better to buy?

When choosing a MTPL policy, each car owner is guided solely by his personal opinion. Many people feel calmer when there is an official document in the glove compartment, while others don’t really want to go to the office and stand in long lines. Distrust in the electronic version is gradually decreasing, especially after they decided not to carry a paper printout with them.

However, there are no fewer fans of the paper version either. None of them loses in price, since the cost of both options is the same. The only difference is the time spent. In addition, most owners note that there are much fewer counterfeits in the electronic version, since the online document is ordered on a trusted website, and this is a guarantee of security. While paper documents are always in the sphere of interests of scammers. It is also convenient to pay for an electronic policy, since several methods are available.

Those who wish to issue an MTPL policy electronically should know that they will not have to change their company. All insurers that are in the RSA are required to issue both paper and electronic policies.

Is replacement necessary?

Since the beginning of 2018, a two-dimensional bar code has been applied to all policies (See paragraph three, clause 1.2.1, clause 1.2 of the Central Bank Directive of November 14, 2016 N 4192-U). With its help, it will be possible to check the information specified in the electronic MTPL policy form downloaded by the client using a unified information system.

Many companies have been using coding for quite some time now, which allows them to check a completed OSAGO form, but only next year will this become mandatory for everyone.

The new rule comes into force on January 1, 2018. From this date, it will be possible to download the e-OSAGO insurance form only with a barcode. For another six months, until July 1, insurance companies will continue to use the old printed forms, both when concluding new contracts and when providing duplicate policies. Since the maximum insurance period is one year, by July 1, 2019, the circulation of printed insurance without a bar code will cease.

There is no need to contact the insurer to renew your insurance. As soon as the client has filled out the application and received the MTPL policy, the obligation for compulsory insurance is considered fulfilled.

How to recognize a fake policy

Buying a fake is fraught with major consequences. Firstly, your vehicle remains uninsured, which means that if you get into an accident, you can end up with a large sum of money. Secondly, you are actually breaking the law that requires you to drive with insurance. Electronic policies are counterfeited very rarely; clone sites are used for this. This is the only way to fake an electronic policy. There are more possibilities in the paper version.

With the introduction of mandatory electronic motor vehicle registration in 2017, the vector of regulators’ efforts shifted towards improving the mechanism for remote verification of information about an insurance contract.

The first step was the mandatory entry of information about the agreement into a unified information database. When a client contacts the company’s office, operators enter contract data into the general system using a special program for filling out MTPL policies. When purchasing insurance on the website, the client independently provides the necessary information. After payment, he is given the opportunity to download the OSAGO insurance policy form with the insurer’s stamp.

Now you can identify a fake in several ways. First of all, you can turn to the RSA database and use it to calculate whether such a policy exists or not.

If you do not have access to such a database, you can inspect it visually. First of all, size. This policy is 1 cm larger than a sheet of A 4 format. Watermarks in the form of a car and the abbreviation RSA are clearly visible, but at the same time, they are not striking. When touched, the policy number should have a convex structure.

In order not to fall for scammers, you should purchase a policy only from a trusted insurer, and also be wary of reduced prices. You should definitely study all the reviews on the Internet. If there are no negative or neutral opinions, it means that the reviews were not left by real people. In any case, you need to be careful when choosing an insurer.

Sometimes car owners knowingly buy fake policies, which is also a violation of the law.

When choosing an insurer with whom to enter into an MTPL agreement, you must carefully study the companies. On the Internet, you can carefully review the new 2019 MTPL policy; upon receipt, check the MTPL policy in the general RSA database - then you will be guaranteed that your document is genuine.

If you don’t want to travel to offices and stand in line, just order a policy from the company on the official website and wait for the courier. You can see what insurance looks like on the Internet. Protection has become more reliable due to the metallized stripe and improved watermarks.

What will the new OSAGO policy look like?

  • 1. Why do they change the policy form?
  • 2. The difference between old and new OSAGO policies
  • 3. Type of improved policy
  • 4. Introduction of new OSAGO forms

New MTPL policies have been valid throughout Russia in paper and electronic form since 2018. The main change is the mandatory QR code. Thanks to it, you can check information about the car and the owner anywhere with Internet access. This is convenient when registering an accident under the European protocol, when the owners independently check the authenticity of the documents.

The authorities made the decision to change the policy due to frequent falsifications of insurance documents. After the 2016 policy change, scammers quickly learned to counterfeit the enhanced protections. It is assumed that the QR code will help reduce the level of counterfeits.

You can issue new OSAGO forms electronically, but provided that this is not the first car insurance. We recommend an electronic form: it guarantees 100% protection against counterfeiting, is easy to use, and takes little time to complete. The procedure must be carried out either independently or with the help of qualified specialists. Many fraudulent organizations fake insurance and sell it at a low price. Sometimes the owner is sure that he has a genuine policy, but after checking it turns out that this is not the case. Be sure to check the company through which you decided to purchase the new 2018 MTPL policy.

Why do they change the policy form?

Insurance companies have raised the price of insurance to 5,000–6,000 rubles, and sometimes up to 10,000, so the market is flooded with fakes that cost 1,500–2,000 rubles. Counterfeit documents are produced to a high standard and are difficult to distinguish from the original.

Analysts are confident that the new model of compulsory motor liability insurance will reduce the number of counterfeit forms, and the increase in information will facilitate the procedure for registering an accident under the European protocol. When you access the Internet, you will receive information about the car and the owner.

The difference between old and new OSAGO policies

After signing the agreement, the new type of MTPL insurance policy will begin to be valid in 72 hours. The new policy added:

  • QR code - increased protection;
  • barcode;
  • table for calculations with bonus-malus coefficients;
  • fields for additional information on the back of the policy.

Another difference is that the insurance premium field is now located at the very top of the policy. All changes are designed to reduce counterfeiting and improve self-service. The new type of MTPL policy will provide access to the RSA database and will allow you to familiarize yourself with the intricacies of the concluded insurance.

Type of improved policy

What will the new OSAGO policy look like and what are its differences from the old one? The electronic version has an inscription notifying that this is an electronic form. Provide the traffic police officer or other person with a sufficient document printed on a black and white printer. It is not necessary to do this, and no one has the right to demand this, since the policy has been verified through the RSA database since September 2015.

From the first day of 2018, by order of the Bank of Russia, new forms came into force. Over time, the old models will be completely replaced. The new MTPL insurance policy looks like this:

  • color scheme - yellow smoothly flows from lilac to lilac. A graphic drawing of a car appeared in the center and the inscription “RSA” on the sides;
  • font size—letters and columns have increased;
  • security features - increased watermarks, metallic stripe, etc.;
  • QR code - located at the top right, contains information about the car and the owner.

The changes affected the policy series:

  • Until 2018, when applying for a policy at an insurance company, forms with the EEE series were used. If the policy was issued electronically, then it had the XXX series;
  • from the beginning of this year until June 1, 2018, policies were issued by insurance companies with the MMM, KKK and EEE series;
  • from June, compulsory motor liability insurance is issued only with the MMM and KKK series; electronic policies have the XXX series. The EEE series ceased to exist.

Introduction of new OSAGO forms

When will the new OSAGO forms be introduced? The bill came into force in January of this year, but if the validity date of the old policy has not expired, then you should not immediately run and re-issue it, since their powers are equal. An acceptable option is the electronic form of the new OSAGO policy.

We recommend making sure that the old sample is genuine, since there is a high level of counterfeit on the market. Sometimes the owner is unaware that the policy is invalid. You should be careful, as this threatens:

  • a fine of 80,000 rubles;
  • arrest for up to six months;
  • correctional labor for up to two years;
  • 480 hours of forced labor;
  • a fine in the amount of salary or other income for 6 months.
