A dirty filter reduces the air flow rate in the ventilation system. As a result, excess moisture collected in the car cannot escape from the cabin. If the air humidity is very high and the windows sweat very quickly, then you need to turn on the airflow at the highest speed, directing the air flow to the windshield.
