What documents are needed to drive a scooter?

What you need to bring with you to ride a moped

Before talking about documents, let’s clarify the very concept of “moped”. How is it different from a motorcycle?

The engine capacity of mopeds does not exceed 50 cm2 and the speed is low, only about 50 km/h. And although this vehicle has a motor, its top speed does not allow it to move in the same lane as cars, which is natural for a motorcycle. According to these characteristics, mopeds can be equated to bicycles (only with a motor).

Driving on country roads on such vehicles is not dangerous, and therefore almost everyone can ride a moped, even children can ride. 14-year-olds can often be seen on the highway, since according to the Traffic Rules, this type of transport, like a bicycle, can move on the right edge of the road.

Mopeds are quite cheap; until recently, no one considered the issue of documents and rights to mopeds. It was enough to have a proof of ownership and use it calmly. Now many things have changed; the owner of a scooter will have to have a driver’s license, and it is also planned to introduce license plates for this type of transport.

Reasons for introducing the driving test

If you believe the statistics, the number of accidents involving mopeds and scooters is constantly growing, and in the summer, when schoolchildren relax and have fun, the number of such accidents increases disproportionately. Such drivers are poorly familiar with the rules of the road and make mistakes, which lead to accidents on the roads.

Who does not need to open the category

If you drive a car and have a category B license, then you no longer need to obtain a license for a moped. Those who want to get a category M license must pass a traffic rules exam.

Driving documents

You need to clearly know what documents are needed for a moped in Russia so that unpleasant situations do not arise on the roads.
Without the necessary document with you, you can spend the whole day being detained until the circumstances are clarified. So, if a moped has an engine capacity of less than 50 cubic meters, then you do not need to register it with the traffic police, you just need to have:

  • Category M license
  • Document on the purchase and sale of a vehicle

If a moped with an engine displacement of over 50 cm3 and a maximum speed exceeding 50 km/h, then it is necessary:

  • register a moped with the traffic police
  • open category "A"
  • Category M license
  • Have a document confirming the purchase and sale of the vehicle.

Do you need documents for a 50cc scooter?

Scooters are becoming an increasingly popular means of transportation due to their mobility, compactness and dynamism. Many drivers prefer this type of transport, since driving a scooter does not require special skills and abilities, and it brings enormous pleasure from the riding process.

But recently a restriction was introduced on the territory of the Russian Federation, according to which it is prohibited to drive any vehicle with an engine power greater than 0.26 kW or 50 cubic meters, without documents. Contrary to expectations, this rule is very slowly coming into use, and most teenagers to this day do not even know about such a legal requirement. So, let's figure out what documents are needed for a 50cc scooter, and whether they are necessary at all.

Changes in traffic rules

On the roads within the city today you can find a plentiful flow of these small vehicles. Due to the fact that scooters began to increasingly attract underage drivers, and cases where young people on them openly interfered with the movement of other vehicles became more frequent, appropriate changes were introduced to the traffic rules. Thus, a new category of driver’s license has appeared - M. It gives the right to drive mopeds, light ATVs and, accordingly, scooters whose engine power is more than 0.26 kW or 50 cubic meters. For a clear understanding of this requirement, the traffic rules also contain a footnote explaining what is considered an engine. It is a mechanical device that converts fuel or electronic energy into mechanical energy. It is the motor that powers the vehicle itself.

According to the legislation of the Russian Federation and traffic rules, all vehicles with the following characteristics are included in the new category M:

  • internal combustion engine with a volume of more than fifty cubic meters;
  • an electric motor that develops power from 0.26 to 4 kW;
  • Vehicles whose maximum speed does not exceed 60 km/h.

Even bicycles equipped with an engine can fall under this category, but, of course, only if the power of such a vehicle and other characteristics are close to those of a scooter.

Do you need documents for a 50cc scooter?

What documents are needed for a scooter (50cc)? Do you even need a license to drive such a vehicle? Documents for such a scooter are definitely needed, because scooters are now classified as either mopeds or motorcycles. It all depends on the technical characteristics of the vehicle. Documents for a 50cc scooter. are also necessary, because the driver of this vehicle is directly involved in road traffic. Both personal safety and the safety of other road users depend on the attentiveness and competence of the scooter driver.

Traffic regulations assure that documents of the appropriate type for a scooter (50 cubic meters) are required. The form of a category M driver's license is presented in the article. What does the document for a scooter (50cc) look like? The driver of a scooter is issued a license in the same form as a driver of a car, motorcycle or truck, only a different category is indicated.

How to make documents for a scooter (50cc)

The paperwork process is similar to what drivers of cars, trucks or motorcycles go through. To obtain documents for a 50cc scooter, drivers must enroll in a driving school for a theoretical and practical training course. Independent preparation for the exam for category M is allowed.

When driving this vehicle, the traffic police inspector will need to present a category M license for a 50 cc scooter or a permit to drive a vehicle.

New category for scooters

In accordance with the traffic rules, drivers who have previously opened categories for driving other vehicles can also drive category M vehicles. Thus, if the driver already has category A or B, then he should go to the nearest traffic police department, pay the state fee and simply register category M without additional training.

Why did these kinds of restrictions appear?

Previously, in the Russian Federation, licenses were not required for mopeds and scooters with an engine capacity of fifty cubic meters or less. In fact, these vehicles were equated to bicycles, but since 2013 this view of mopeds has changed radically. A number of decrees were issued, according to which a new category for the vehicle, age restrictions and mandatory documents for driving a scooter were introduced. Today, many scooters, mopeds and even improved bicycles can fit into the category of motorcycles, because anything that has a more powerful engine in its design is considered a motorbike. Then what documents are needed for a scooter in order to ride the chosen vehicle without violating the legislation of the Russian Federation?

Confusion with scooter driver's license

Federal legislation regarding traffic rules has introduced a new category for scooter drivers. According to this law, a driver who wishes to use this type of vehicle must obtain the appropriate category from the traffic police. But it is worth noting that the procedure for obtaining rights to category M is still at the development stage and leaves a number of questions open. Every year, changes are made to the traffic rules concerning this type of vehicle, and then again next year, clauses related to scooters are modified or completely removed.

According to the traffic rules (clause 1.2), a scooter is not a mechanical vehicle. Then it turns out that you can fearlessly drive this type of vehicle without a license. But even here there is a trick in the traffic rules. In the fines section it is noted that the fine for driving a 50 cc scooter without a license is 800 rubles.

What documents does the owner of a 50cc scooter need to have?

Today, a driver has the right to drive a scooter without a category M driver’s license if the vehicle’s engine capacity does not exceed 50 cubic meters and the maximum speed that the vehicle can reach is no more than 60 km/h. If the scooter’s engine capacity is more than fifty cubic meters, then the vehicle is automatically equated to motorcycles and corresponds to category A of the driver’s license. If the vehicle has acceptable speed characteristics and the engine capacity is no more than 50 cubic meters, then the driver of the scooter only needs to have a passport for this vehicle. This will be necessary if he is stopped by a traffic police officer and asked to present documents.

We can say that the remaining documents for driving a scooter are not needed due to the fact that in Russia they are not officially issued, just like for bicycles. However, experienced drivers recommend carrying with them a receipt for the scooter, which indicates its purchase, or an operating manual for this type of vehicle. It is also good to have a traffic document with you, which states that the scooter is not a mechanical vehicle.

Some features of documents for scooters

If a license for a scooter is inevitably required, then registration of the vehicle with the ATS authorities is not necessary. In addition, a technical passport and technical maintenance are not required. The same applies to insurance rules. You can obtain an auto liability policy on your own initiative. Accordingly, the insurance policy is not subject to inspection by a traffic police inspector, and fines are not imposed in the absence of a document. A fine for damaging a car with a moped can only be required to be paid in court.

How to pass the scooter license exam

Let's look at step-by-step instructions on how to get a license for a scooter:

  • First, you should enroll in the driving school of your choice. The cost and duration of training depend directly on the chosen category. As a rule, studying for category A takes a couple of months. Receiving category M takes the same time. The average cost of training is not lower than the cost of training for category B or C. A license for a scooter will cost 7-12 thousand rubles only for theory, 16-26 thousand for theory and practice, 20-34 thousand for the full package, which includes theory, practice, medical commission, internal exam, registration for the exam at the traffic police. Attending classes only on weekends tends to be more expensive.

  • In parallel with the training, you must undergo a full medical examination and obtain a certificate of authorization to drive a vehicle. This certificate must be submitted to a driving school 2 weeks before the exam.
  • The most important thing is to pass the theoretical and practical test. Only successful passing of the exams will allow you to get behind the wheel of a vehicle.

What about the neighbors?

In Ukraine, Kazakhstan and Belarus, scooter licenses are also required. In Kazakhstan, drivers of such vehicles must receive category A1, in Belarus - subcategory AM. In Ukraine, it is necessary to open category A licenses even for scooters with an engine whose volume is less than fifty cubic meters. In addition, mopeds and scooters must be registered with the State Traffic Inspectorate (State Traffic Inspectorate, analogous to the State Traffic Safety Inspectorate).

List of documents for registering a scooter (over 50cc)

What documents are required for a scooter over 50cc to register it? The process is similar to registering any other vehicle. The driver will need the following list of documents:

  • you must have a photocopy of the cargo customs declaration, which confirms that the vehicle was officially delivered to the Russian Federation and cleared through customs;
  • civil passport, which indicates the owner of the vehicle;
  • vehicle purchase receipt or sales contract to confirm the owner of the vehicle.

What other documents are needed for a scooter (from 50 cc)? Such vehicles also require a driver's license, which can only be obtained from the age of 18 after successfully passing exams at the traffic police department. There, those who have passed the examination must provide documents confirming their successful completion, a medical certificate and pay a fee. Photos for documents for a 50cc scooter will be taken directly at the traffic police department. This is necessary to ensure strict compliance with all photo requirements, because many authorities often find fault with this part of the document package.

Documents for a scooter with a volume of over 50 cubic meters

If the vehicle engine exceeds 50 cubic meters, this type of transport should be officially registered. The corresponding PTS will be issued for this vehicle. That is, you will have to perform all the same actions that car owners go through: register the scooter with the traffic police, undergo maintenance and register insurance for it.

For scooters over 50 cubic meters, you need to undergo training at a driving school, pass an exam and receive category A1 at the traffic police department. This category involves driving a vehicle with an engine capacity from 50 to 150 cubic meters, that is, in addition to a scooter and moped, the driver will also have access to many motorcycles. This category can be opened at the age of 16 years. But a license of the corresponding type will be issued to a citizen of the Russian Federation only upon reaching the age of majority; before that, a temporary permit will be issued.

Fines and punishments for driving a scooter without documents

Fines and punishments for driving this vehicle are imposed if:

  • there is no license of a suitable category for driving a vehicle;
  • the vehicle is driven by a person under fourteen years of age;
  • lost vehicle license;
  • the license for this vehicle is expired or unusable.

If a traffic police inspector stopped a vehicle whose driver was found to be a person under fourteen years of age, fines are imposed on the child’s parents or guardians. In addition, a traffic police officer can seize a vehicle from a driver without a license and send it to an impound lot, for which a separate daily fee will be charged.

Do not trust your scooter to strangers

Punishment may be imposed on the owner of a scooter up to 50 or over 50 cubic meters, who entrusted the control of his vehicle to a person who does not have a driver’s license for a scooter or other vehicle. More serious punishment follows for repeat offenses. A driver who had previously been deprived of his license and who dared to appear again on the roadway without a driver's license will receive a fine of about 50,000 rubles. Riding a 50cc scooter without a license is equivalent to not having a driver's license and is punishable by a fine. The only exception is training riding with an instructor.

Necessary documents for owning and operating a scooter or moped up to 50 cm3 inclusive

We must immediately clarify which country we are talking about. In different states, the requirements for vehicle registration and the availability of documents for the driver do not coincide. And these circumstances often influence the choice of equipment - where is it easier to buy a scooter or moped, with what engine size/power, etc. This article will discuss the rules in force in the Russian Federation.

Mopeds are officially considered “sub-motorcycles” - with an engine capacity of up to 50 cc and a speed of up to 50 km/h. In terms of their parameters, they are more likely to be bicycles with motors. Therefore, they have no place in the general lane with cars, but you can drive along the side of the road or on the right edge. Traffic regulations allow even children (from 14 years old) to ride mopeds.

Previously, no one thought about documents and rights for mopeds, but now you have to undergo training and obtain a license of category M. And you should take documents confirming ownership with you on the road. It is very likely that license plates will soon be introduced for scooters. Why this happens is easy to understand from the statistics of road accidents: the number of accidents involving a scooter or moped is growing every year. The age limit also automatically increases - for example, rights of the corresponding category will not be given to people under 16 years of age.

Up to and from 50 cc

50 cc - not just a limit on the permitted engine volume. This is a transition to another category of vehicles. In fact, the difference between a bicycle with a motor and a very weak motorcycle. So, with an engine larger than 50 cc. You will already need a category A1 license. But there is a nuance: if a scooter or moped is purchased by a person who already has a category B driver’s license, he will not have to retake the traffic rules exam.

There is a difference between the documents that need to be drawn up and those that need to be carried with you on the road. Otherwise, there is a risk that they will be delayed for clarification - and this is at least a lost day.

So, for models with a volume of up to 50 cc. You only need two documents: a category M license and confirmation of the purchase and sale of this property. If a scooter or moped with a volume of more than 50 cc. and can drive faster than 50 km/h, you will have to register it with the traffic police, have with you a document confirming the legal ownership of the vehicle, and also a category M license with an open category A. That is. You will already need at least 3 documents. In practice, two are enough (rights and proof of ownership) plus a little hassle with registering the “iron horse”.

The need to register mopeds (scooters) up to 50 cc with the traffic police

Quite often, drivers of mopeds and scooters wonder whether their vehicle needs to be registered with the traffic police, and if so, what to do and what documents are needed? This is exactly what you should take care of in advance so that there are no problems during operation. The main criteria will be the power and size of the moped itself, since this determines the need for registration or not.

How is this regulated in the new edition of the traffic rules?

Starting from January 2017, the status of mopeds, which includes scooters, has been completely determined. Current legislation equates scooters to mopeds, which means that from this year they are subject to mandatory registration, but under certain conditions, which we will consider further.

In accordance with Part 2 of the Russian Traffic Rules:

2.1. The driver of a motor vehicle is obliged to:

2.1.1. Carry with you and, at the request of police officers, hand over to them for verification:

- registration documents for this vehicle ( except for mopeds ), and if there is a trailer - also for the trailer ( except for trailers for mopeds ).

In accordance with paragraph 1.2 of the Russian Federation Traffic Regulations:

“Moped” is a two- or three-wheeled mechanical vehicle , the maximum design speed of which does not exceed 50 km/h , having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. Quadricycles with similar technical characteristics are considered equal to mopeds.

Attention! According to current regulations, registration of a moped (scooter) with a volume of up to 50 cc. No traffic police required!

Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.

Attention! To drive scooters with an engine capacity of up to 50 cm3, you need a category “M” driver’s license.

It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. This can be done starting from the age of 16, since the State Traffic Inspectorate annually recorded traffic accidents involving minor drivers of low-power scooters. It was this fact that became the key to changing the age limit.

Despite the fact that mopeds up to 50 cc. registration is not required; it is advisable to have with you title documents confirming your rights as the owner of this vehicle.

To register, you will need to take out a compulsory motor liability insurance policy on a voluntary basis; many insurance companies provide this opportunity.

What can you drive without a license?

There is such a type of vehicle as motocross mopeds . As a rule, they are always powerful and can overcome difficult routes due to their specific design. Moreover, the more power and engine capacity for these mopeds, the better.

The whole point is that they qualify not as vehicles, but as sports equipment, since there is a sport in which they are used. It follows that these mopeds are not allowed on roads, but they are an excellent option for riding on country roads or on roads clear of other vehicles.

What documents are needed for registration

Each registration process has its own characteristics, according to which the entire procedure takes place. Registration of a moped or scooter with a capacity of 50 cc. see and above is carried out in the presence of the following set of documents:

  • contract of sale;
  • general passport;
  • vehicle passport;
  • a copy of the cargo customs declaration (only in cases of first registration).

After all the documents have been collected, you can contact the traffic police to have the vehicle registered.

Registration option without any documents

Situations often arise when a person wants to register his vehicle (scooter), but he is missing some important documents. The question arises whether he can do this, because the legality of riding a scooter will depend on this.

This possibility exists, but to do this you will have to collect all the documents that relate to this motor vehicle. These may include checks or sales contracts, that is, those that will directly indicate the fact that the moped really belongs to this person.

The procedure looks like this:

  1. The first step is to contact the traffic police. To do this, you must have a passport of a citizen of the Russian Federation and a document that will confirm the purchase of this vehicle. It must be in the name of the future owner, since otherwise the entire registration process may become even more complicated and lengthy. Otherwise, if it is not in the owner’s name or is missing altogether, contact the MREO for clarification. This is done at the place of registration.
  2. After the first stage, all necessary documents are filled out to undergo number verification, and then the fee is paid.
  3. After the verification has been completed, inspection workers certify the forms and affix a stamp.
  4. When all the documents are completed and ready, you need to contact the MREO at your place of registration. There you can also submit an application about your desire to register your own vehicle.

It should be taken into account that after such registration, it will be impossible to remove it for the next three years. This applies to both scooters and mopeds or other types of motorized transport. A driver's license is not required to register. To do this, a person must be over 18 years old and have a passport of a citizen of the Russian Federation.

Required documents to ride a small scooter

It should be remembered that not only the registration of a 50 cc scooter. in the traffic police is the only and necessary one. To travel on a scooter, the following documents are required:

  1. They undergo a state technical inspection and receive a coupon that certifies the passage.
  2. MTPL insurance (on a voluntary basis, but in some cases it is indispensable).
  3. Register with the traffic police.
  4. Availability of a medical certificate that authorizes the use and operation of this vehicle.
  5. Actually, a license (driver’s license), without which driving is illegal (categories M, A, A1).

In order to obtain a medical certificate to drive a vehicle (in this case, a small scooter), they undergo a specialized medical examination at a clinic or at a driving school, if a driver’s automobile commission works there. The best option is a clinic, but if a person receives a driver’s license at a driving school, then it is better to register everything there right away. In order to undergo a medical examination, you must have a medical card, passport and military ID for men. Women are also required to undergo an examination by a gynecologist.

You can get a license after successfully passing a driving test and a traffic rules test at the State Traffic Inspectorate. However, if a person already had an open driving category (for example, “B”), he does not need to hand over everything. The process will only consist of waiting for them to be processed.

The exam for obtaining the appropriate driving category consists of two parts: theoretical and practical. If an attempt to pass any part is unsuccessful, the person is sent for a retake. It can happen no earlier than a week from the date of the last delivery. A total of 3 attempts are allowed for a retake. If they were unsuccessful, then the next test is scheduled at least 30 days later.

If a person managed to successfully pass both parts of the exam, be it the first attempt, or even the third, he receives a driver’s license of the appropriate category. It will be valid for 10 years.

Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.

According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.

Scooter from abroad

Quite often they buy small scooters abroad because, as a rule, they cost less there and are almost always in better condition. However, all this is suitable for comparison if a person purchases a used moped. If it is new, its condition will naturally be different from a used one.

When purchasing abroad, a special document is issued, which confirms the fact that the moped was imported into the country legally. Do not forget that the customs clearance documents must be issued to the owner of the scooter.

After this, you can go to register the vehicle at the traffic police. There, after the entire procedure, a technical ticket is issued and numbers are issued, which are attached to the back. A technical pass is a document that a driver must always have when driving on the road.

To summarize, it should be said that since 2017, in accordance with the law, scooters are treated as motor vehicles (even small ones), which means that they are registered with the traffic police. This is possible both with the presence of all documents and with their absence. It is worth noting that in the second case the procedure is much longer and more complicated. You should also remember that, in accordance with changes in Russian legislation, you can drive a moped from the age of 16.

Buying a scooter and documents

Many scooter riders (especially future ones) are interested in the question of what documents should appear in the process of purchasing and owning a scooter in Russia. To fully clarify this issue, let us turn to Russian legislation.

Let's consider three situations where, according to the presentation, documents might be needed.

Buying a scooter

The purchase and sale process is regulated by the Civil Code of the Russian Federation, Chapter 9 – “Transactions”. This chapter can be found in its entirety, for example, here.

In short, the Civil Code lists the following possible forms of transactions: oral, written and notarized. Transactions are always accompanied by a purchase and sale agreement, made orally or in writing. Transactions between legal entities and citizens are made in writing. Between ordinary citizens, an agreement can be concluded orally, but only if the transaction amount does not exceed 10 thousand rubles (Article 161 of the Civil Code of the Russian Federation).

  1. If you buy a scooter from any company, you must have a written sales contract and be given a sales receipt.
  2. If you buy a scooter from a private person for less than 10 thousand rubles, you can enter into an agreement orally, without any paperwork.
  3. If you buy a scooter from a private person for an amount of 10 thousand rubles or more, you must enter into a written agreement.

I would especially like to note that no other documents are required for transactions. That is, the law makes no mention of any coupons, certificates, or anything else.

Registration of scooters

According to the “Rules for registration of motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation”, paragraph I “General Provisions” (link), in the Russian Federation only “motor vehicles with a displacement of an internal combustion engine of more than 50 cubic meters are subject to registration” . cm or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h.”

This means that scooters with an engine capacity of up to 50 cc. cm inclusive are not subject to registration. Accordingly, this technique is not accompanied by any documents.

Verification of documents

From April 1, 2014, owners of scooters (mopeds) are required to have and present to a traffic police officer a driver’s license to operate a vehicle. But nothing more.

Despite the fact that the scooter has an engine number and a frame number, this is not taken into account by law. Control of ownership of a scooter is also absent for the same reason - the law does not provide for any documents for a scooter.

If the engine is more than 50 cc. cm

If your scooter has an engine capacity of more than 50 cc. cm, then such a device is already considered a motorcycle and is subject to registration. Accordingly, he must have a vehicle passport indicating the owner and a registration certificate.
