The traffic police plans to change the rules for obtaining a driver's license.

The Ministry of Internal Affairs of the Russian Federation has developed a bill changing the procedure for allowing citizens to drive a vehicle. According to the developed amendments, it is planned to complicate the procedure for taking exams in the traffic police by canceling the test of initial driving skills (the so-called “platform”).

Let us remind you that today, according to the current rules for passing classification exams at the State Traffic Inspectorate to obtain a driver’s license, driver candidates after training at a driving school first pass a theoretical exam, then a practical exam in a closed area (usually held on the territory of the traffic police), and only then the driving school cadets together goes to the city with an inspector from the State Traffic Inspectorate to test practical driving skills on public roads, where a traffic police officer controls not only driving skills, but also the candidates’ compliance with the Traffic Rules.

If the amendments are adopted, on-site practical exams will soon be canceled for students driving certain categories of vehicles. According to the proposal of the Ministry of Internal Affairs, it is planned to combine part of the exercises that previously tested driving skills on the site with a practical exam in the city.

That is, the Ministry of Internal Affairs proposes to do two instead of three driving exams.

By the way, the Ministry of Internal Affairs also proposes to exclude the “platform” from training programs in driving schools, which today are required to include in their programs training in skills for passing exams on the platform (overpass, entering a garage, parking, maneuvering in a confined space, etc.) .

Including extensive changes to the procedure for taking exams at the State Traffic Safety Inspectorate for obtaining a driver’s license, they also apply to a number of other rules. Thus, it is proposed to slightly change the time frame for retaking exams in case of an unsuccessful attempt. More about this below. So, we have conducted a thorough analysis of the changes proposed by the Ministry of Internal Affairs to the procedure for taking exams for obtaining a license and, as always, answered all the questions that drivers may have after this document is approved and comes into force (it is proposed to amend the resolution Government of the Russian Federation dated October 24, 2014 No. 1097 “On admission to driving vehicles”).

Does the cancellation of the traffic police station mean that the test of initial driving skills is canceled?

No, according to the bill of the Ministry of Internal Affairs changing the rules for taking exams, the following changes are proposed to be made to the Government of the Russian Federation No. 1097 of October 24, 2014:

As you can see, the Ministry of Internal Affairs decided to combine two practical exams into one, which, of course, on the one hand is pleasing, since this will save time for driver candidates, but on the other hand, it will inevitably complicate the procedure for obtaining practical driving skills.

In what cases are exams taken at the traffic police to obtain a driver's license?

According to the bill, the procedure for taking exams for obtaining a driver's license changes slightly depending on the category and subcategory, as well as in the case of retraining the driver for another category or subcategory.

Here is the exam order for the different categories:

theoretical exam and practical exam – for categories “A”, “B”, “C”, “D”, “M”, “BE”, “CE” and “DE” and subcategories “A1”, “B1”, “ C1", "D1", "C1E" and "D1E".

For persons entitled to drive a vehicle of categories “A”, “B”, “C”, “D”, “M”, “BE”, “CE” and “DE” and subcategories “A1”, “B1” , “C1”, “D1”, “C1E” and “D1E” with an automatic transmission and who have completed advanced training programs for drivers of vehicles of the corresponding category or subcategory with an automatic transmission, and for persons who have received the right to drive a vehicle of the specified categories or subcategories with automatic transmission, after completing professional training or retraining programs for drivers of vehicles of the corresponding categories or subcategories with a manual transmission and passing exams of their own free will on a vehicle with an automatic transmission, only a practical exam is carried out (on a vehicle of the corresponding category or subcategory with a manual transmission).

Will mandatory audio and video recording of exams in the traffic police be introduced?

Yes, according to the proposed amendments to the procedure for taking exams at the State Traffic Inspectorate, it is planned to make the process of taking a theoretical exam and the process of testing driving skills in the city more transparent, obliging the traffic police authorities to record the procedure for taking exams using audio and video recording tools.

What will be the deadline for retaking exams in the traffic police after the new rules come into force?

In addition to combining the exam on initial driving skills with exams in the city, the Ministry of Internal Affairs proposes to change the deadline for retaking the exams if drivers fail the test.

Thus, in particular, it is planned to establish that retaking the theoretical exam should be carried out no earlier than after 7 days, but no later than 30 days.

A repeated practical examination, if the bill comes into force, will be held no earlier than 7 days, but no later than 60 days from the date of the last unsuccessful attempt.

How long will successful results of the theoretical exam be valid for admission to exams in the city?

According to the proposed changes, this period will remain the same. That is 6 months.

However, for driver candidates who do not pass one of the exams on the third and subsequent attempts, a repeat corresponding exam will be held no earlier than 1 month and no later than 3 months from the date of the previous exam.

If the driver candidate does not appear on the appointed day to take the exam, the time frame for scheduling a repeat exam will be calculated from the date the driver candidate submits the application to the State Traffic Safety Inspectorate.

At what age can you get a driver's license under the new rules?

According to the bill of the Ministry of Internal Affairs of the Russian Federation, after the entry into force of a new procedure for admitting drivers to drive vehicles, to begin driving training for subcategory “A1” or a moped (Category “M”), it is necessary that the candidate driver be at least 15 years old.

To begin learning to drive a car or truck , the future driver must be 16 years old. To begin training in a driving school for category “A” (motorcycle), a candidate driver must be at least 17 years old. To learn to drive a bus, the future driver must be at least 20 years old.

Is driving instruction allowed on motorways?

Yes, the Ministry of the Interior plans to lift the current ban on driving lessons on motorways. According to the Ministry of Internal Affairs, at the moment, roads in Russia have developed sufficiently, which has led to the fact that the existing road network in its characteristics has practically ceased to differ from highways.

Which categories of drivers will still be required to take on-site tests?

It is worth noting that on-site tests are not canceled for all categories of vehicles. Thus, according to the new rules for taking exams in the State Traffic Inspectorate, practical testing of driving skills on closed circuits will be carried out for future drivers of vehicles of categories “M” and subcategories “A1” and “B1”.

Where should a candidate driver temporarily residing or temporarily staying in Russia obtain a license?

Let us remind you that at the moment, drivers temporarily residing or temporarily staying in the territory of our country can take exams and obtain a license, as well as exchange their foreign driver’s licenses only within the constituent entity of the Russian Federation where they officially temporarily reside (temporary registration at the place stay or residence).

The new rules will make it much easier for temporary residents and visitors to obtain a Russian driver's license, allowing them to apply for a driver's license at any traffic police department in the country.

When will the new exam rules come into effect?

“Taking into account the instructions given by the President of Russia regarding increasing the requirements for passing exams [to obtain] driver’s licenses, it is planned to rework the exam tasks,”

- the department said in a statement. The issues of “expanding the number of examination tasks” are currently being studied. In addition, the questions are systematized depending on whether the vehicle belongs to a certain category.

According to FAN , applicants for a category “A” license to drive a motorcycle will have to answer tasks specifically related to driving this vehicle. The methodology for generating exam papers, the number of questions in them, and the number of exam tasks are also currently being worked out.

The traffic police plans to complete work on changing the driver's license exam by 2020.

State Duma deputy, chairman of the interregional public organization of motorists Vyacheslav Lysakov, in a conversation with NSN, criticized the draft changes to the exam. He noted that every year about 2 million Russians receive driver’s licenses and waste time in queues.

“It doesn’t happen that people come in, shoot and leave. Theory exams are still passed using specialized systems. People answer a question by choosing the correct answer from several. That is, it is quite unified and takes the optimal amount of time.

And how will everyone be asked a question, describe the situation, waiting for an answer, that is, even physically it will take quite a lot of time,” said the parliamentarian. Lysakov added that he doubts the ability of traffic cops to “drive through the number of exam takers that is now taking place.”

On January 11, changes were made to the draft exam for obtaining a driver's license at the initiative of the State Traffic Safety Inspectorate. The document was published on the federal portal of draft regulatory legal acts. Now applicants for a driver's license will take a unified driving test, and the division into “city” and “site” is a thing of the past.

Testing the knowledge and skills of a motorist will begin in closed areas “mainly outside residential areas,” and a driving school instructor will no longer be able to be in the car.

Candidates will be required to demonstrate basic driving skills at the start of the test in "closed areas and circuits". In addition, areas suitable for the first part of the exam are paved and restricted for pedestrian traffic, sections of roads with low traffic volumes and dead ends - all of which must be located “outside residential areas”.

Next, the examinee must demonstrate knowledge of traffic rules and the car in full city traffic conditions. In particular, the candidate must demonstrate the ability to make left and right turns, pass uncontrolled intersections, pedestrian zebra crossings, overtake other cars and parallel parking.

The traffic police will also test the skills of starting and stopping on ascents and descents. Crossing a railway crossing, driving through a controlled intersection and changing lanes on a multi-lane road became optional. In addition, the document contains conditions for canceling exam results.

Previously, the State Traffic Inspectorate introduced a moratorium on changes to traffic rules. According to the head of the Scientific Center for Road Safety of the Ministry of Internal Affairs of the Russian Federation, Dmitry Mitroshin, “everyone is tortured and confused” by the amendments to the traffic rules.

The moratorium applies only to the Ministry of Internal Affairs - both the Ministry of Transport and the government of the Russian Federation will be able to make changes to the rules. “But we ourselves are determined to suspend this activity a little for now,” Mitroshin noted.

Recently, the traffic police have adopted a large number of amendments to the traffic rules. Some car owners are even demanding the introduction of an extra course in driving schools to study these changes in traffic rules.

Future drivers are released onto the highway during a practical exam

We also made adjustments to the time frame for retaking the theory. It can only be scheduled 7 days after a failed exam. In case of repeated failure - in another week. However, the maximum period for retaking theoretical material should not exceed 30 days. You can retake it as follows:

  • be in the next stream of driving school students;
  • come to a convenient traffic police department;
  • submit a special application on the State Services website.

New changes have also been introduced at the circuit site. For example, the traffic police is considering the option of combining the autodrome and the city. Practical testing will become even more difficult.

The “site” is rented out on the territory of the driving school. It includes testing skills in parking, turns, reversing, “snake” and overpass. A traffic police officer takes the practical exam. The new time limit at the race track in 2019 is 20 minutes.

Each error is designated with specific points

During the test, technique, maneuvers and driving accuracy are assessed. Grading scale:

  • 0 points if passed without errors;
  • 1 point – for a minor violation;
  • 3 – for a more serious mistake;
  • 5 – for gross violation.

The “site” is considered passed if there are no more than 5 points. The retake for practice is scheduled within the same timeframe as the theory, but the maximum period is 60 days.

Testing around the city included the ability to travel on highways. The traffic rules indicate that this is prohibited, but in 2019, employees of the Ministry of Internal Affairs changed their view and abolished this rule. This helps increase students' confidence.

The circuit and the city are now united

Rules for passing the exam in the traffic police - we pass for a license in 2019

To obtain a driver's license after completing a driving course at a driving school, novice drivers must confirm their knowledge of the rules of the road and practical skills in driving a vehicle by passing an exam at the State Traffic Safety Inspectorate.

The rules for passing exams in the traffic police change from time to time, and last year, by Decree of the Government of the Russian Federation N 1097 “On admission to driving vehicles” (together with the “Rules for conducting exams for the right to drive vehicles and issuing driver’s licenses”), new rules were approved driving license exams, which set out the procedure for passing the exam and the procedure for issuing driver’s licenses for the right to drive a vehicle of the corresponding category.

Changes in the rules for passing the traffic police exam in 2019

The most important changes made to the rules for passing driving exams in the Russian Federation over the past year are as follows:

  • According to the new rules, citizens from the age of 16 are allowed to take the traffic police exam, but from 16 to 18 years of age, written consent of parents (guardians, trustees) is required for admission to the exam;
  • It has become possible to submit an application to take the driving test and pay the state fee for issuing a driver’s license through the government services website;
  • Now it is allowed to take exams not only at the place of registration or temporary residence, but also in any traffic police department in the Russian Federation that accepts driving license exams;
  • Examiners can now only be persons over 25 years of age with a higher education, at least 5 years of driving experience and having a license of the same category for which they are taking the exams;
  • Persons who studied independently are not accepted to take the exams. The exam is allowed to be taken only after graduating from a driving school and receiving the appropriate document;
  • The theoretical stage of the exam according to the new rules involves solving 20 exam questions (5 questions each from 4 thematic blocks) in 20 minutes.
    If the examinee made 1 mistake or 2 mistakes in different blocks, or you were unable to answer 1 question or 2 questions in different blocks, according to the new rules for passing the theoretical exam, you are given the opportunity to answer additional questions. Thus, according to paragraphs 98, 99 of the Administrative Regulations “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for conducting examinations for the right to drive vehicles and issuing driver’s licenses,” the examinee must correctly answer: - 5 additional thematic questions block for 5 minutes - if one mistake was made in answering the first 20 questions or one question was not answered;
    - for 10 questions of an additional thematic block within 10 minutes - if 2 mistakes were made in different thematic blocks (out of the first 20 questions) or an answer was not given to 2 questions in different thematic blocks or one mistake was made and an answer was not given to one question in different thematic blocks. Moreover, if during the extra time the examinee answered the additional questions correctly, then the grade “PASS” is assigned for the theoretical part of the exam.
  • The exam can be taken both in a car with a manual transmission and with an automatic one (but the license will contain a note indicating which transmission the driver is allowed to drive - if you took it with a manual transmission, you can drive a car with both a manual transmission and with automatic transmission, if you rented it out with an automatic transmission, then you can only drive a vehicle with an automatic gearbox);
  • The validity period for successfully passing the exam stage in the traffic police is set at 6 months;
  • The exam for disabled people is taken in specially equipped vehicles;
  • According to the new rules, to obtain a driver’s license of categories “D”, “Tm”, “Tb” and subcategory “D1”, the driver must be over 21 years old.
  • For categories “BE”, “CE”, “DE”, persons who have the right to drive vehicles in categories “B”, “C”, “D” for at least 12 months are allowed to take the exams.
  • Another important innovation was the ability for examinees to film the process of passing the driving test, in order to more easily resolve controversial issues when they arise along the way.

Documents for passing the exam in the traffic police

In order to take driving tests and obtain a driver’s license, a citizen must provide the following documents to the traffic police department:

  • Applicant's passport;
  • Application for passing the exam (can be submitted in written or electronic form);
  • Conclusion of the medical commission;
  • Document confirming completion of training at a driving school;
  • A valid driver's license is available (for example, to obtain an additional category);
  • If the applicant is between 16 and 18 years old - written parental consent.

At the same time, since the exams have not yet been passed and there are no grounds for issuing a driver’s license yet, a receipt for payment of the state fee is not required. After receiving these documents, a date for the exam at the traffic police, as well as a place and time, is set.

Stages of passing exams in the traffic police according to the new rules

Actually, the exams for obtaining a license in the traffic police for a future driver consist of three parts (stages), these are:

  1. Theoretical exam;
  2. Testing practical driving skills on the race track;
  3. Testing driving skills in urban conditions.

Theoretical exam on knowledge of traffic rules

When passing the theoretical part of the traffic police exam (first stage), your knowledge is assessed:

  • Traffic rules;
  • Legislative standards relating to road safety;
  • Fundamentals of safety when driving a vehicle;
  • Basic information on the approval of a vehicle for operation;
  • Rules for first aid in case of road accidents;
  • Rules of driver liability in the field of civil, administrative and criminal law.

The exam is held in a standard form with exam questions formed into separate exam tickets, 20 questions in one ticket. The acceptable response time for a received ticket is 20 minutes. The exam is taken electronically, and by selecting an answer to a question once, you are allowed to correct it once. When you select an answer a second time, it is frozen and is considered finally selected without the possibility of correction.

In order for the exam to be considered passed, you must correctly answer 20 questions on the ticket, or all additional questions if errors were made on the ticket. You can find all tickets for which the “theory” is accepted on the official website of the traffic police (gibdd.ru).

Only after successfully passing the theoretical exam, the examinee is allowed to take the practical exam.

Second part of the exam: driving on a race track

At the testing ground of the state traffic inspectorate, the examinee confirms his possession of practical driving skills in an equipped racetrack or closed area. To successfully pass this part of the exam, you must complete the exercises already practiced during your training at a driving school.

The exercise starts from the starting line, stopping is allowed without crossing the “STOP” line. For each mistake, the inspector assigns penalty points. If the number of errors is less than that which ensures failure of the exam, you are considered to have successfully passed the test and are allowed to take the third part of the exam - practical driving in urban traffic conditions.

Passing a practical driving test in the city

As an examination exercise, you will be asked to drive a certain distance along a road route in a city. Routes for testing driving skills are usually located in the center of the city. The traffic situation when driving in the center quite clearly reveals both the level of knowledge of traffic rules and practical skills in navigating a traffic situation.

When passing a route in the city, you will be asked to park, move, overtake a bus, etc. There is also such a method of testing driving confidence as a provocation on the part of the inspector, proposing to perform an action against the rules of the driving license - if the examinee feels confident and knows what he is doing, he will not succumb to such a provocation and, accordingly, will not earn a penalty point for a mistake.

Successfully passing all three parts of the exam will mean that the exam has been passed, and you will receive a driver's license of the exact category for which you studied and passed the exam. A driver's license is issued for 10 years, after which it is changed according to the general procedure.

How to retake your driving test?

If one of the stages of the traffic police exam is not passed successfully, the examinee has the right to retake the exam. It should be remembered that retaking the exam stage is possible only after the period established by the new rules.

In case of the first unsuccessful attempt to pass the exam stage, 7 days are allotted for retraining. If the stage was not passed after three attempts (each after seven days), then the next time the examinee will be allowed to retake only after 30 days. That is, the scheme of retake attempts looks like this:

  1. first retake 7 days after the first unsuccessful attempt,
  2. second retake in 14 days,
  3. the third in 44 days,
  4. next one in 74 days,
  5. fifth attempt in 104 days,
  6. sixth retake in 134 days,
  7. the last retake 164 days after the first failure.

If you were unable to successfully retake the stage after seven attempts, you must take the exams again!

Driving school training - where do they teach driving?

The driver training program was approved by Order of the Ministry of Education and Science of the Russian Federation N 1408 “On approval of exemplary professional training programs for drivers of vehicles of relevant categories and subcategories.” This order came into force several years ago, but is still relevant for 2019. In addition to the training program, the order published the requirements of the Ministry of Education for driving schools, training vehicles, automotive training grounds, and for the equipment of classrooms where classes are held in driving schools.

The compliance of each driving school with these requirements is checked by the traffic police inspection, without a positive conclusion from which training in a particular driving school is impossible.

The driving school training program includes the following training modules:

  1. Basic module. It is intended for all people learning to drive for the first time. This block lasts 84 hours of instructional time and includes a program for studying traffic rules, road legislation, analysis of the rules for providing first aid to victims of road accidents and psychological situations that arise on the road.
  2. Special module. This block implies additional knowledge for those who receive an additional category. Training in this module is conducted according to a special program that takes into account the level of knowledge and the required specifics of the acquired driver category.

According to the new requirements, each driving school is required to check the level of knowledge of its graduates before graduation. To do this, before graduation, an internal final exam is held, where the knowledge and driving skills acquired by students are tested by school teachers. An indicator that the student has successfully completed training at a driving school is the certificate of receipt of the driving profession issued to him.

Please note that you should carefully keep your driving school training certificate, since it is on the basis of this document that you can be allowed to take the traffic police exam under the new rules. After driving school, it is not necessary to immediately pass your license to the state traffic inspectorate; you have the legal right to pass your license a month after learning to drive, and after 10 years.
