What to do if you have lost the STS for your car?

I lost the STS for my car - how to restore it in 2019?

A vehicle registration certificate (VRC) is issued to the owner after the vehicle is registered with the traffic police. It must be kept by the driver along with other documents that must be presented at the request of the inspector. If the STS is lost, it is possible to restore it and we will tell you how to do this.

Procedure for restoring STS in case of loss

The process of restoring a certificate is the same as when it was originally obtained. The car owner will need to contact the traffic police department with an application, documents in accordance with the list and pay the state fee.

The legislation does not establish penalties against the owner of a car who has lost the vehicle, but only obliges him to pay a state fee when receiving a new one in the amount of:

  • 500 rubles for issuing STS;
  • 350 rubles for making a new entry in the technical passport (PTS).

Those citizens who submit an electronic application through the State Services portal will receive a discount on the fee in the amount of 30% of the original tariff.

Required documents

To obtain a new vehicle registration certificate, its owner must submit:

The application is filled out at the traffic police department or in electronic form on the State Services portal.

Do I need to provide the car for inspection?

You have previously received a certificate of registration. Therefore, to obtain a new document, you do not need to submit your vehicle for inspection to the inspectorate. The demands of the traffic police representatives regarding this are considered illegal.

Also, when restoring a lost STS, you do not need to provide:

  • driver's license;
  • OSAGO policy;
  • military ID and other documents.

Recovery procedure

The loss of a registration certificate returns the car owner again to the procedure for obtaining it. To do this, you can contact the traffic police department directly or fill out a form on the State Services website. Let's look at each of the methods.

First, you need to understand that only the owner of the vehicle, which was indicated in the originally issued STS, has the right to restore the document!

You can contact any traffic police department in the country, regardless of the registration of the car owner. The specified documents are collected, two fees are paid (at the territorial point where the application for restoration will be submitted) and the application is completed.

After the documents are reviewed, a new certificate is issued to the owner of the vehicle.

How to restore STS through government services - step-by-step guide

The most practical way is to apply through the State Services portal. This is a minimal time investment and savings on state fees. Let's look at the procedure step by step.

  1. Log in to the gosuslugi.ru portal using your personal login and password. To gain full access to the services, the account must be in Verified status.
  2. In the Services section, select the “Transport and Driving” section. Among the available actions, we are interested in “Vehicle registration”.
  3. In the subsection “Loss of documents or changes in vehicle data”, we will select the service of obtaining STS, PTS or registration plates to replace the lost ones.
  4. The portal offers you to familiarize yourself with the procedure for obtaining the service and proceed further to filling out an electronic application using the “Get service” button. The user is expected to complete this in 15 minutes.
  5. Step by step, you need to enter all the data from the documents that the owner of the vehicle must have. It should be noted that you need to carefully mark the following marks on the form:
  • in paragraph 6, is it required to obtain a registration plate, check the “Not required” box;
  • in paragraph 7 - PTS - make changes to the current one.

The total amount of the duty will depend on the correctness of these actions (it increases by the specified actions).

  1. Select a traffic police department convenient for visiting, a date and time to submit original documents and then receive an STS.
  2. After submitting the application and its preliminary verification, the portal will offer to pay the state fee. There are several payment methods available, the most popular of which is a bank card.
  3. At the appointed time, you should go to the selected traffic police department and obtain a new certificate for the car.

Is it possible to drive without STS?

Driving a vehicle without the required documents is an illegal act. The following are required to be presented upon request of the inspector:

  • driver's license;
  • certificate of state registration of the vehicle (STS);
  • MTPL insurance policy.

Accordingly, in the absence of an STS, the inspector has the right to punish the driver with a fine of 500 rubles , as well as confiscate the car and place it in a impound lot.

Do I need to pay a fine for the loss of STS?

The loss of the certificate itself does not entail punishment for the car owner. It is important to apply for its restoration in time and not to travel on the country’s roads without it.

The requirement to carry a certificate when driving on the country's roads is determined by traffic rules. Therefore, in its absence, the inspector has the right to apply a fine in accordance with Article 12.3. Code of Administrative Offences.

How to restore a vehicle registration certificate if lost

If a person has lost his STS, he is obliged to make a new document, since it is prohibited to drive a car without it. But what does the procedure for restoring a lost certificate look like? Do I need to pay a fine? And what happens if you drive around the city without this document? These issues will be discussed below.

Restoration of STS

A vehicle registration certificate (STS or the old “technical passport”) is a document that confirms the fact that the car is registered and the driver is driving the car legally. If this document is lost, it must be urgently restored, since driving without a registration certificate is considered an administrative offense.

To restore, you must collect a package of documents, pay the state fee and contact the traffic police. You can also restore this paper using the State Services portal.

Payment of state duty

Restoring a registration certificate is a paid procedure, and the applicant will need to pay two state fees:

  1. For the production and issuance of a new registration certificate - 500 rubles.
  2. For entering information about the issuance of STS in the vehicle passport, as well as the special traffic police register - 350 rubles.

The total cost of the procedure will be 500+350=850 rubles.

Payment receipts should be attached to the main package of documents. Please note that in case of restoration through the gosuslugi.ru portal there is a 30% discount (that is, the person in this case will have to pay 595 rubles).

List of required documents

To restore the STS, the driver to whom the car is registered must collect the following documents:

  • Personal passport. Please note that the passport must belong to the owner of the lost certificate.
  • Vehicle Passport (PVC). This document contains technical information about the machine: manufacturer, component numbers, color, year of manufacture, etc., as well as information about the owner.
  • A document certifying ownership of a vehicle - a purchase and sale or donation agreement, an extract from the transfer deed, and so on.
  • Receipts for payment of state duties - 2 pcs. (for restoration and for entering data into the registry).
  • OSAGO insurance policy.
  • If it is not the owner himself, but his representative, who applies for restoration of the vehicle, then an additional power of attorney certified in accordance with the procedure established by law will be required.

In the case of a personal appeal, you will need to write a statement in which you should briefly outline your request (“I ask you to issue a new vehicle registration certificate to replace the lost one...”). The application must also include the following information: information about the car (make, model, state number), brief information about how the document was lost or misplaced, the applicant’s full name and address, and so on. The application should be written to the head of the territorial traffic police department.

Please note that in practice, when submitting documents, the inspector may require some other documents - military ID, driver's license, receipts for payment of fines, and so on. However, he has no right to check these documents, which you must inform him about. If after this the policeman still does not want to accept the documents, then in this case it is necessary to demand a written refusal from him - with this paper you can go to court. If the traffic police officer does not want to write a refusal, then his actions can be recorded on video - this recording can also be used when going to court.

Recovery procedure through the traffic police:

  2. You hand over the documents to the traffic police inspector, who enters information about the loss into a special register and places an order for the production of a new certificate. Please note that the inspector may refuse to accept documents if the car is wanted, the vehicle has been illegally sold, or the applicant has not collected all the documents.
  3. Traffic police officers usually issue a new certificate on the day of application. If for some reason additional checks are required, the process may take up to 30 days from the date of filing the application for restoration.

  1. Open the State Services portal or follow the direct link https://www.gosuslugi.ru/
  2. Log in to the site
  3. On the main page, select “Services” and “Transport and Driving”
  4. In the window that opens, select “Vehicle registration”
  5. Select the second item “Loss of documents or changes in vehicle data”
  6. Select the first item “Receiving STS, PTS or registration plates to replace lost or unusable ones”
  7. Select “Electronic service” and click the “Get service” button
  8. Fill in your details, attach all the necessary documents and submit them. Please note that here you can also pay the state fee using a credit card or e-wallet

Do I need to present the car to the traffic police for inspection?

No, to obtain a new registration certificate, you do not need to present the car for inspection to the traffic police department. If you contacted the traffic police and the inspector nevertheless demanded to show the car, then in this case you can refer to paragraph 57 of Judicial Decree No. 605, which directly indicates that a new certificate is issued without providing a vehicle.

Do I need to pay a fine for the loss of STS?

No, you do not need to pay a fine to restore your registration certificate. If the inspector demands to pay a fine, then this act can be regarded as extortion of a bribe. If you are faced with such a situation, then you can refer to Instruction of the Ministry of Internal Affairs No. 13/5-77, as well as Articles 290 and 291 of the Criminal Code of the Russian Federation. However, remember that in order to restore the document, you are in any case required to pay two state fees, but they are not penalties for the loss of the STS.

Is it possible to drive without STS?

Traffic rules prohibit driving a car without a registration certificate. If the inspector finds that the driver does not have this document with him while driving, then in this case he will issue a warning or fine the driver 500 rubles under Part 1 of Article 12.3 of the Administrative Code.

Also in accordance with Art. 27.13 of the Code of Administrative Offenses, a traffic police officer can seize a vehicle - the car will be moved with the help of a tow truck to the nearest specially designated guarded place (to a specialized parking lot). The vehicle is stored in a specialized parking lot until the reason for the detention is eliminated. At the same time, the driver must pay for the evacuation and location of the car at a specialized site (more than 24 hours).

You can return your car in the following ways:

  • The driver pays a fine and waits for the issuance of a temporary or permanent STS. After that, he visits the site, shows the STS and the receipt for payment of the fine and leaves in a car.
  • The driver pays a fine, hires a tow truck, which picks up the car from the penalty area (you cannot drive it without a document).

Conclusion

Let's summarize. You cannot drive a car without an STS, but you can restore the document through the State Traffic Safety Inspectorate or the State Services portal. A package of documents - passport, PTS and application. You also need to pay a fee (850 rubles). After the paper has been restored, there is no need to show the car to the inspector. There is no penalty for the restoration or loss of a document. Driving without a license is punishable by a fine and towing of the car.

Methodology for restoring a vehicle license for a car

Experienced drivers will never get behind the wheel of a vehicle without making sure that they have all the necessary documents. This habit has been developed over the years, since when meeting with traffic police officers, the absence of any document is fraught with penalties.

Unfortunately, there are circumstances in life when, due to carelessness or inexperience, drivers leave documents inside the car. This can be taken advantage of by car thieves who, along with vehicle documents, grab other valuable items located inside the car.

Losing STS can be very expensive

Of course, if the STS for a car is lost or stolen, certain actions should be taken to restore it. Experienced drivers recommend being patient, since the recovery process is quite troublesome and lengthy. Although it largely depends on which documents are lost and which remain available.

Why do you need to restore STS?

Driving a car without a passport, vehicle certificate, insurance policy, or driver's license is not allowed. If this requirement is ignored, State Traffic Inspectorate officers may impose a fine on the driver.

Penalties for lack of STS

STS (vehicle certificate) is a document that records data about the car:

  • model and brand;
  • registration number;
  • VIN code;
  • engine displacement.

If a traffic police officer discovers that a driver does not have STS, according to the Administrative Code of the Russian Federation, a fine of 500 rubles is imposed on him. Unfortunately, this is not the only punishment that such a violation can entail.

Based on Article 27.13, a traffic police officer has the right to detain a car until its owner eliminates the violations, in which case he restores the STS. When a vehicle is detained, a tow truck is called, with the help of which the car is moved to the impound lot.

Such punishment is fraught with the loss of large sums, since for one day a detained vehicle is in the impound lot, its owner will have to pay from one to several hundred thousand rubles.

In this regard, experienced car owners recommend that if documents are lost, they must restore the lost STS; only after this will it be possible to fully use the car again.

The question “Is it possible to drive a lost STS” automatically disappears for everyone who has read the articles of the Administrative Code of the Russian Federation. Even if STS were stolen during a trip, in some situations it is more profitable to call a tow truck and transport your car to the garage than to tempt fate and expose yourself to serious consequences.

What to do if you lose your STS

Of course, when STS is lost, the pressing question arises of how to restore it, what documents need to be prepared for this. Experienced car owners who have relevant practical experience share recommendations that act as a kind of instruction on what to do if the owner has lost the STS for the car.

Which authorities restore STS

If the loss of the vehicle is discovered while driving directly, the owner of the vehicle must leave it in a parking space and go to the nearest traffic police department, where he will be given a certificate allowing him to drive the vehicle. However, such permission does not apply to free movement by car in any direction. The certificate allows the driver to get behind the wheel and deliver the vehicle to the traffic police department for verification of the VIN code.

According to the instructions, the issuance of STS can be carried out without a vehicle, however, in practice, in most cases, traffic police officers put forward requirements for the mandatory presence of a car in order to verify the VIN code.

The process of restoring lost or stolen STS takes little time, most often no more than one hour. However, car owners have to wait until their turn comes.

There are several ways to make an appointment:

  • by writing a statement at the traffic police department;
  • Having registered on the government services website, then go through authorization, enter your personal account and make an application there.

After the application is accepted, the car owner will be informed of the date when he will have to appear at the traffic police department for the final restoration of the STS.

It is also important to take into account such a circumstance as indicating the reason for the loss of the vehicle certificate. If the fact of loss is indicated, the application is immediately accepted and a day is set when the owner will need to come to carry out the procedure for restoring the vehicle.

If the application indicates theft as the reason for the absence of the STS, the process of issuing a duplicate is delayed indefinitely, and demands are also made for the provision of additional certificates.

In this case, it is important to submit a certificate from the criminal investigation department confirming the initiation of a case of theft. Unfortunately, the restoration process is delayed until the criminal case is completely closed, as a result of which the owner of the vehicle has to wait quite a long time, during which time it is, of course, prohibited to use the car.

If documents are stolen, it is important to provide a certificate of theft of STS on the car

Package of documents for restoration of STS

If the owner of the vehicle has lost the STS, is it possible to drive on the PTS? The question arises for many, since car owners certainly do not want to limit themselves in their movements. Having read the rules, it becomes clear that there is no other option than restoring the STS.

Along with this question, they are interested in what package of documents needs to be collected in order to start the recovery process. You can obtain such information from those who have already had such experience by also visiting the traffic police website; the entire list of documents is indicated in the corresponding section.

In addition to the application, such documents include:

  • passport of a citizen of the Russian Federation;
  • technical equipment passport;
  • vehicle purchase agreement;
  • insurance policy;
  • receipt confirming payment of the established state duty.

After the car owner has paid the state fee, he fills out another additional form in which he asks to restore (issue a duplicate) of the STS.

A few years ago, the state duty was 300 rubles, but since the beginning of 2015 it has increased and currently stands at 850 rubles.

Actions in case of refusal to issue a duplicate STS

In some cases, the process of restoring STS may be accompanied by unpleasant situations. In particular, the car owner may be denied the issue of a duplicate. This happens when a traffic police inspector discovers:

  • that a registration ban has been imposed on the car;
  • the submitted package of documents is accompanied by unreliable or incomplete information;
  • the fact of forgery was revealed in the submitted documents;
  • fact of non-payment of the recycling fee;
  • the vehicle is in terrible technical condition, as a result of which it does not meet the safety standards.

In order to avoid such undesirable consequences, which significantly slow down the process of obtaining a duplicate STS, the owner is obliged to carefully review the entire prepared package of documents, making sure that everything is collected correctly, and submit it to the traffic police.

Make sure all documents are collected correctly and in full

If an employee of the State Traffic Inspectorate imposes a ban on issuing a duplicate STS without explanation, the owner of the vehicle has the right to write a complaint to the head of the traffic police department.

So, the process of restoring the STS and obtaining its duplicate is mandatory, since operating a car in the absence of the STS is prohibited. The process itself, provided that the complete document package is collected and provided, is carried out quickly, taking only a couple of hours. However, in some cases you have to wait for your turn. To avoid troubles on the road and subsequent huge fines, experienced vehicle owners still recommend acting in accordance with the established rules, without allowing yourself to make exceptions.

What to do if you have lost the STS for your car?

A registration certificate (CRC) is one of the most important documents for a motorist. Losing it, unfortunately, will lead to temporary abandonment of the car - there are no other options here. You cannot drive without a document confirming the state registration of the car, but do not rush to panic. The procedure for restoring STS is not complicated or expensive. Unlike the case of loss of a title, the owner will not have to prove ownership.

For driving a vehicle without registration documents (Part 1 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation), the driver will be fined 500 rubles. The amount, of course, is small, but the same article allows traffic police officers to remove the driver from driving and send the car to the impound lot.

In addition to the standard costs of receiving a car, the owner may incur more serious expenses. For example, if the car is parked in a special parking lot for several days.

You can replace the STS without the car itself, that is, there is no need to drive the car to the traffic police site. However, in some cases, police may require verification of the VIN number.

But there is a nuance: a car cannot drive under its own power without STS, so you will either have to take it on a tow truck or get a certificate from the police department about the loss of the document.

You can get a duplicate of a lost document at the nearest traffic police department, and not necessarily at the place of registration or registration of the vehicle. The list of divisions can be found on the official website of the State Traffic Safety Inspectorate in the “Contacts” section and the “Registration divisions” menu.

You will need to have with you:

1) Identity document;
2) Title certificate for the car;
3) OSAGO policy;
4) A receipt for payment of the state duty and an application, which can be filled out on the spot or pre-downloaded from the traffic police website.

In the application for replacement of the STS, it is better to indicate the fact of the loss of the previous certificate, and not its theft, so that you do not have to initiate the opening of a criminal case and wait for it to be closed. In case of loss, a duplicate STS can be issued within an hour, although the traffic police officially declares a day period.

You can also submit all documents and pay the fee on the government services portal directly from your home or office. In the main menu of the site, you need to click on “Service Catalog”, go to the “Transport and Driving” submenu, select the “Vehicle Registration” option and then click on “Change registration data”. Finally, you will need to go to the section “Obtaining STS, PTS or registration plates to replace lost or unusable ones.”

The system will offer a form for filling out an application, fill in the information about the owner and the car, and send all the documents to the traffic police. All that remains is to choose the time of your visit to the branch and pay the state fee there on the website.

The state fee for issuing a duplicate STS is 500 rubles, and the amount is the same for all regions. But it is worth remembering that when replacing the STS, the new document number will have to be entered into the vehicle passport, and for this operation there is also a state duty of 350 rubles. - only 850 rubles. Those who completed the procedure through the government services website can pay 30% less, that is, 595 rubles.

By the way, traffic police officers cannot demand payment of fines imposed on the owner when replacing STS. Such actions are directly prohibited by Ministry of Internal Affairs Directive No. 13/5-77, issued in April 2009.

The regulatory documents of the Ministry of Internal Affairs clearly describe the situations in which the traffic police inspector has the right to refuse to restore the STS. For example, if the submitted documents contain factual errors or inaccurate information, restrictions on registration actions are imposed on the car, the vehicle title does not contain a note about payment of the recycling fee, or the car itself does not meet safety requirements.

Step-by-step instructions on how to restore STS if lost

A vehicle registration certificate (VRC) is one of the main documents of a car owner.

On a small card, all the information about the car: category, model, color, year of manufacture, registration number, VIN code, body and engine data, weight and load capacity, title data.

The STS also contains information about the owner of the car: full name, date of purchase and registration of the car, place of registration of the vehicle.

What to do if you have lost your STS, is there a fine for this?

The loss of an STS is almost equal to the loss of a car, since it is impossible to drive a car without it. Driving without a document under Article 12.3 of the Code of Administrative Offenses is subject to a fine of 500 rubles. Only in some cases can the traffic police inspector issue a verbal warning.

The certificate confirms the fact that the car has been registered and legally driven. A fine is not issued for loss; this is stated in the Directive of the Ministry of Internal Affairs No. 13/5-77.

    In case of loss of STS you need to apply for restoration to the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia. You cannot drive a car until you receive a registration certificate.

If the document was lost, be sure to indicate this fact in the explanatory note to restore the document.
It is worth informing that the STS was lost under unclear circumstances. If an STS is stolen, before it is restored, you need to contact the police and write a statement about what happened. In this case, a criminal case is initiated, sometimes for several months. According to the rules, the driver will not be able to be issued a new certificate at this time.

Therefore, it is not recommended to report the theft in an application for the restoration of vehicle insurance, so as not to lose the ability to drive a car. The same applies to obtaining a duplicate in case of fire or other incidents.

Deadlines for applying to the traffic police

As soon as the card is discovered missing, you must immediately contact the traffic police department. As long as the driver is driving a car without a license, he is violating traffic rules. Also, without STS, it is difficult to prove that the car belongs to the owner.

Replacement procedure

The restoration of the certificate is carried out by the State Traffic Safety Inspectorate; to obtain the document, you need to take the following steps:

    Write applications addressed to the head of the nearest territorial division of the State Traffic Inspectorate. When contacting the traffic police directly, you can obtain a sample in two ways:

  • Personally in the department.
  • On the official website https://www.GIBDD.rf. Follow the link, click the “For Traffic Participants” tab, find the “Car Owners” section, and then the “Application Forms” item. Download a convenient option: to fill out on your computer or manually.

How much does it cost?

It is necessary to pay two types of state fees:

  • for issuing a registration certificate;
  • for entering information about the issuance of STS into the previously issued technical vehicle passport and the special traffic police register.

You can obtain details from the traffic police department.

The total cost will be 850 rubles - 500 for issuing the document and 350 for entering data.

Collection of documents

The application is submitted along with documents that confirm the right to use the car and the identity of the driver:

  1. Russian passport or other identity card;
  2. vehicle passport;
  3. vehicle purchase agreement;
  4. statement;
  5. receipts for payment of state fees;
  6. MTPL insurance policy;
  7. notarized power of attorney if necessary.

Filling out an application

Now about how to write a statement if the STS of a vehicle is lost.

Please indicate in your application:

  1. information from the vehicle passport;
  2. TIN;
  3. data from the registration document, title deed, vehicle design safety certificate and compulsory motor liability insurance policy;
  4. information about the make, year of manufacture, registration plate, vehicle identification number.
  • Download the application form to the traffic police for the issuance of a duplicate STS
  • Download a sample application to the traffic police for the issuance of a duplicate STS

Explanatory

Along with the documents, you must provide an explanatory note about the loss of the STS. It states:

  1. driver’s personal data;
  2. information about the car;
  3. evidence data;
  4. reason for the request;
  5. circumstances of document loss.

It is also worth assuring the traffic police officers that if the original STS is found, the duplicate will be returned to the department.

How to obtain a certificate of loss and is it required?

In some cases , traffic police representatives may ask you to provide a vehicle to verify VIN numbers . But driving a car without a license is prohibited by the rules. Therefore, at the nearest department of internal affairs, the owner needs to obtain a certificate confirming the loss of documents.

Is the vehicle required to be shown?

Let's consider what a vehicle owner should do if the STS for the car is lost. If the driver has lost his certificate in a city other than the one where he received the STS, he can contact the local traffic police department. The difference is that before issuing a duplicate, the inspection will send a request to the place of registration. You should not go back home without a document.

When submitting an application, it is important to provide correct information about the vehicle, otherwise, after checking, the traffic police inspector will refuse to issue a duplicate certificate. If a driver has lost his vehicle in another city and contacted the local traffic police department, employees must make a request at the place of registration of the car. This will lengthen the time it takes to receive the document. The inspector may also require a driver’s license, receipts for payment of fines, or a military ID, but without the right of inspection.

Deadlines

By law, the period for producing a duplicate cannot exceed one working day. Typically, the time between registering an application and issuing a duplicate is from 20 minutes to an hour. The certificate issued in replacement fully corresponds to the lost one and has the same legal force.

What to do if other papers for the car have disappeared along with the STS?

It may happen that a whole stack of documents is lost - not only a registration certificate, but also a passport of a citizen of the Russian Federation, a driver’s license, a car passport. In this case:

  1. The first step is to restore your civil passport. On its basis, other documents are issued. If you change your place of residence, the issuance period will be 10 days.
  2. Then you can contact the traffic police to replace your driver's license.
  3. The next step will be the restoration of the vehicle registration certificate. To do this, you will need to provide a passport of a citizen of the Russian Federation and a passport for the car, in accordance with clause 15.2.1 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation.

Step-by-step instructions for recovery through State Services

You can simplify the recovery process through the government services portal. Here's what the owner of a lost document should do:

  1. Log in to the website https://www.gosuslugi.ru with your account or register.
  2. Go to the "Services" section.
  3. Select "Transport and Driving" from the drop-down menu.
  4. Check the “Vehicle registration” box.
  5. Click “Loss of documents or changes to vehicle data.”
  6. Select “Receive STS, PTS or registration plates to replace lost or unusable ones.”
  7. Click on the “Get service” button.
  8. Fill out the electronic application.
  9. Choose a convenient time to visit the traffic police registration office.
  10. The system will register your application.
  11. Pay two state fees: for issuing a vehicle registration certificate (350 rubles) and for entering information about the issuance of a vehicle registration certificate into the previously issued vehicle passport and the special traffic police register (245 rubles).
  12. Come by car at the appointed time to the registration department of the traffic police. Take the original papers with you.
  13. Hand over the documents.
  14. About an hour after registration and document verification, you will receive a new certificate, vehicle passport and vehicle registration plates.

Reasons for refusing to issue a duplicate

In some cases, the inspector may refuse to register the vehicle. The reasons may be the following:

  • inaccurate information about the car;
  • failure to pay the recycling fee and lack of a mark;
  • non-compliance of the car with safety regulations;
  • forged documents or those that do not comply with the law;
  • restriction of vehicle registration;
  • finding a vehicle on the wanted list, illegal sale;
  • lack of MTPL insurance.

Is it possible to appeal, where and how?

If a duplicate is refused, the driver has the right to demand written confirmation of the decision. It should be attached to the complaint addressed to the head of the traffic police department, in which the essence of the problem should be indicated. If the refusal paper is not provided, you can record the employee’s actions on video. The situation will be examined by the court.

Useful information for the car owner

  1. Is it necessary to renew insurance? In addition to the STS, the motorist has other documents that he is obliged to carry with him in the car, in accordance with paragraph 2.1.1 of the traffic rules, including the MTPL policy. When receiving a new certificate, the driver must replace it. This is done free of charge at the insurance company where the car was registered.
