Do I need to register a scooter with the traffic police?
The need to register mopeds (scooters) up to 50 cc with the traffic police
Quite often, drivers of mopeds and scooters wonder whether their vehicle needs to be registered with the traffic police, and if so, what to do and what documents are needed? This is exactly what you should take care of in advance so that there are no problems during operation. The main criteria will be the power and size of the moped itself, since this determines the need for registration or not.
How is this regulated in the new edition of the traffic rules?
Starting from January 2017, the status of mopeds, which includes scooters, has been completely determined. Current legislation equates scooters to mopeds, which means that from this year they are subject to mandatory registration, but under certain conditions, which we will consider further.
In accordance with Part 2 of the Russian Traffic Rules:
2.1. The driver of a motor vehicle is obliged to:
2.1.1. Carry with you and, at the request of police officers, hand over to them for verification:
- registration documents for this vehicle ( except for mopeds ), and if there is a trailer - also for the trailer ( except for trailers for mopeds ).
In accordance with paragraph 1.2 of the Russian Federation Traffic Regulations:
“Moped” is a two- or three-wheeled mechanical vehicle , the maximum design speed of which does not exceed 50 km/h , having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. Quadricycles with similar technical characteristics are considered equal to mopeds.
Attention! According to current regulations, registration of a moped (scooter) with a volume of up to 50 cc. No traffic police required!
Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.
Attention! To drive scooters with an engine capacity of up to 50 cm3, you need a category “M” driver’s license.
It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. This can be done starting from the age of 16, since the State Traffic Inspectorate annually recorded traffic accidents involving minor drivers of low-power scooters. It was this fact that became the key to changing the age limit.
Despite the fact that mopeds up to 50 cc. registration is not required; it is advisable to have with you title documents confirming your rights as the owner of this vehicle.
To register, you will need to take out a compulsory motor liability insurance policy on a voluntary basis; many insurance companies provide this opportunity.
What can you drive without a license?
There is such a type of vehicle as motocross mopeds . As a rule, they are always powerful and can overcome difficult routes due to their specific design. Moreover, the more power and engine capacity for these mopeds, the better.
The whole point is that they qualify not as vehicles, but as sports equipment, since there is a sport in which they are used. It follows that these mopeds are not allowed on roads, but they are an excellent option for riding on country roads or on roads clear of other vehicles.
What documents are needed for registration
Each registration process has its own characteristics, according to which the entire procedure takes place. Registration of a moped or scooter with a capacity of 50 cc. see and above is carried out in the presence of the following set of documents:
- contract of sale;
- general passport;
- vehicle passport;
- a copy of the cargo customs declaration (only in cases of first registration).
After all the documents have been collected, you can contact the traffic police to have the vehicle registered.
Registration option without any documents
Situations often arise when a person wants to register his vehicle (scooter), but he is missing some important documents. The question arises whether he can do this, because the legality of riding a scooter will depend on this.
This possibility exists, but to do this you will have to collect all the documents that relate to this motor vehicle. These may include checks or sales contracts, that is, those that will directly indicate the fact that the moped really belongs to this person.
The procedure looks like this:
- The first step is to contact the traffic police. To do this, you must have a passport of a citizen of the Russian Federation and a document that will confirm the purchase of this vehicle. It must be in the name of the future owner, since otherwise the entire registration process may become even more complicated and lengthy. Otherwise, if it is not in the owner’s name or is missing altogether, contact the MREO for clarification. This is done at the place of registration.
- After the first stage, all necessary documents are filled out to undergo number verification, and then the fee is paid.
- After the verification has been completed, inspection workers certify the forms and affix a stamp.
- When all the documents are completed and ready, you need to contact the MREO at your place of registration. There you can also submit an application about your desire to register your own vehicle.
It should be taken into account that after such registration, it will be impossible to remove it for the next three years. This applies to both scooters and mopeds or other types of motorized transport. A driver's license is not required to register. To do this, a person must be over 18 years old and have a passport of a citizen of the Russian Federation.
Required documents to ride a small scooter
It should be remembered that not only the registration of a 50 cc scooter. in the traffic police is the only and necessary one. To travel on a scooter, the following documents are required:
- They undergo a state technical inspection and receive a coupon that certifies the passage.
- MTPL insurance (on a voluntary basis, but in some cases it is indispensable).
- Register with the traffic police.
- Availability of a medical certificate that authorizes the use and operation of this vehicle.
- Actually, a license (driver’s license), without which driving is illegal (categories M, A, A1).
In order to obtain a medical certificate to drive a vehicle (in this case, a small scooter), they undergo a specialized medical examination at a clinic or at a driving school, if a driver’s automobile commission works there. The best option is a clinic, but if a person receives a driver’s license at a driving school, then it is better to register everything there right away. In order to undergo a medical examination, you must have a medical card, passport and military ID for men. Women are also required to undergo an examination by a gynecologist.
You can get a license after successfully passing a driving test and a traffic rules test at the State Traffic Inspectorate. However, if a person already had an open driving category (for example, “B”), he does not need to hand over everything. The process will only consist of waiting for them to be processed.
The exam for obtaining the appropriate driving category consists of two parts: theoretical and practical. If an attempt to pass any part is unsuccessful, the person is sent for a retake. It can happen no earlier than a week from the date of the last delivery. A total of 3 attempts are allowed for a retake. If they were unsuccessful, then the next test is scheduled at least 30 days later.
If a person managed to successfully pass both parts of the exam, be it the first attempt, or even the third, he receives a driver’s license of the appropriate category. It will be valid for 10 years.
Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.
According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.
Scooter from abroad
Quite often they buy small scooters abroad because, as a rule, they cost less there and are almost always in better condition. However, all this is suitable for comparison if a person purchases a used moped. If it is new, its condition will naturally be different from a used one.
When purchasing abroad, a special document is issued, which confirms the fact that the moped was imported into the country legally. Do not forget that the customs clearance documents must be issued to the owner of the scooter.
After this, you can go to register the vehicle at the traffic police. There, after the entire procedure, a technical ticket is issued and numbers are issued, which are attached to the back. A technical pass is a document that a driver must always have when driving on the road.
To summarize, it should be said that since 2017, in accordance with the law, scooters are treated as motor vehicles (even small ones), which means that they are registered with the traffic police. This is possible both with the presence of all documents and with their absence. It is worth noting that in the second case the procedure is much longer and more complicated. You should also remember that, in accordance with changes in Russian legislation, you can drive a moped from the age of 16.

Scooters are a very popular type of small transport due to their economical fuel consumption and ease of operation. In addition, it is much easier for road users in big cities to avoid traffic jams by driving it. According to Russian legislation, scooters are classified as a type of moped. In this regard, in order to manage them, a number of documents should be completed.
Do I need to register a subcompact scooter?
Due to amendments made to the domestic legislative framework, since 2017, scooters (even those devices with an engine capacity of less than 50 cubic meters) are classified as mechanical vehicles (vehicles), and, therefore, are subject to registration with the traffic police in order driving in and outside the city was legal.
In addition, owners of those vehicles that:
- capable of reaching speeds of over 50 km/h;
- equipped with an electric motor whose power ranges from 0.25 to 4 kW;
- bicycles with a self-mounted engine (with a specified volume).
The decision to compulsorily register motor scooters is quite logical and justified, because this means of transportation is very popular among teenagers. Since minors lack vital knowledge of traffic rules, driving experience and culture of behavior on the road, they very often become participants and even culprits in road accidents. This fact became the main reason for innovation. Mopeds registered with the traffic police according to the owner's registration are assigned a license plate. A registered scooter, moped or other small vehicle cannot be deregistered for 3 years.
What documents are needed to drive a scooter?
Registration with the traffic police is not the only condition that must be met for unhindered riding of a scooter around the city. Its owner will also need:
- undergo a specialized technical inspection. To confirm that the vehicle complies with all standards and requirements, its owner will receive a special coupon;
- apply for compulsory motor liability insurance;
- undergo a medical examination and receive a certificate confirming the absence of diseases or pathologies that may interfere with driving this type of transport. You need to take your passport, military ID (for men) and a medical card with you to the medical facility;
- rights (categories “M”, “A” or “A1”).
According to Russian legislation, licenses and other related documents are not needed only when driving a vehicle with technical characteristics below those specified in the “M” category. The only exception where a license is not required is for specialized motocross motorcycles. However, such vehicles can only be used on specialized routes; they are not used as a means of transportation on roads.
List of documents for registration
To register a scooter with an engine volume of less than 50 cubic meters, like any other vehicle, you must go through the procedure established by law.
To do this, you need to provide several documents, namely:
- papers confirming the purchase and sale;
- moped passport;
- a document confirming the identity of the owner of the vehicle and that he is a citizen of the Russian Federation (passport);
- a photocopy of the cargo customs declaration (cargo customs declaration), but only if registration is the first.
When purchasing a moped in a store, an agreement is drawn up between the buyer and the legal entity, which confirms the purchase and sale. It specifies all the important points for both parties: date of purchase, cost, model and technical features of the vehicle, responsibilities of the seller and buyer, etc. In addition, the person who purchased this product is given a receipt and a warranty card. When buying a scooter secondhand, the above agreement does not need to be drawn up. However, in order to protect themselves from deception, the parties to the transaction most often do this.
If you have all the above documents, you should contact the traffic police, where they will register the scooter. It often happens that a person who wants to register his vehicle cannot present all the required documents. In this case, it is possible to register a moped, but the procedure will be longer and more labor-intensive. The first, unofficial stage is the collection of all documents, the presence of which confirms that you are the owner of this scooter (receipts, sales agreement, etc.).
Then the vehicle owner should adhere to the following algorithm:
- Contacting the traffic police. You must have with you a document confirming your identity and citizenship of the Russian Federation (passport) and papers confirming the purchase of a scooter.
- Filling out the documents necessary to reconcile numbers.
- Payment of duty.
- If the reconciliation was successful, traffic police officers certify and stamp the forms.
- Submitting an application to the MREO (this can only be done at the place of registration) about the intention to register the vehicle.
Registration of a scooter that was imported from abroad
Recently, the trend of buying scooters imported from abroad has become increasingly common. And this is not at all surprising, because the prices for such vehicles are much lower there, and the condition, as a rule, is much better. Such a purchase will be more profitable if a person intends to buy a used vehicle.
Naturally, such a moped will need to be registered and for this you need:
- complete all necessary papers confirming that the scooter was imported into the country legally (all documents are issued in the name of the new owner);
- contact specialists at the traffic police. Here the registration will be certified by documents, and the owner will be given a license plate and a registration certificate (must always be with him).
If you have a choice between buying a used scooter from abroad or a new one in Russia in the same price segment, you should carefully weigh all the advantages and disadvantages of each option. On the one hand, a new thing is always better than a used one. On the other hand, the technical characteristics and quality of a used foreign scooter can be many times higher than that of a new domestic one purchased with the same money.
What is the fine?
It is important to understand that the absence of documents confirming that the scooter is registered is an offense and is fraught with a fine. If traffic police officers stopped a scooter driver and found out that his vehicle did not have registration, citing Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Offences, they are obliged to impose a fine. Its size varies from 5 to 15 thousand rubles. If the violation falls under Part 2 of Art. 12.9 of the Code of the Russian Federation, the fine will be 800 rubles.
The scooter is a small-displacement mechanical vehicle and a full-fledged participant in road traffic. Based on this, its owner must register it, as well as complete other necessary documents. Preparation for driving such a vehicle should be especially thorough for young and novice drivers.

Do I need to register a scooter with an engine capacity of up to 50cc?
When buying a scooter, you need to know what documents you should have for it, so that later, during operation, unnecessary problems do not arise.
First of all, you should always have a document confirming the ownership of the vehicle, even if it is a moped or scooter that is not subject to registration. If you buy a vehicle in a store, warehouse or wholesale center for further trade or for yourself, then a vehicle purchase and sale agreement must be drawn up between you and the legal entity with whom the transaction is being made. Chapter 9 “Transactions” of the Civil Code of the Russian Federation regulates the purchase and sale process. The contract specifies the date you purchased the product, its technical characteristics, brand, cost, responsibilities and details of the parties. If the purchase is made in a store, the buyer is also given a receipt and a warranty card for the product.
When buying a scooter from a private person, it is not necessary to draw up a written contract, but in order to protect yourself from fraud, it is still better to have some kind of documentary evidence that you bought it.
