What law states
What a diagnostic card is became known on January 1, 2012. Then 170-FZ of July 1, 2011 came into force. It began to regulate the procedure for technical inspection throughout the Russian Federation.

What changes have occurred
Many car enthusiasts have happily accepted innovations in the field of technical inspection. Indeed, these measures were developed to improve safety and reduce the number of accidents.
Neither of their plans came true, since there are unscrupulous customers among car owners. For them, receiving a diagnostic card is a formality, a prepaid service without visiting a service station.
In connection with this, in 2019, amendments were made to the Federal Law to tighten control over the activities of specialized technical inspection points.
Now the legality in this area is monitored not by the RSA, but by the Ministry of Internal Affairs (police).
No driver with a technically faulty car should receive permission to drive on Russian roads.
Ideally, in the glove compartment of every car there should be a document with a blue seal and the signature of an expert technician. The diagnostic card is assigned a unique number, which is entered into the EAISTO database.
Data is stored in the office of an accredited company for at least three years, in electronic form for at least five years.

New rules for passing technical inspection and compulsory motor liability insurance for 2019
In 2019, all car enthusiasts should be careful. At the end of the three-year period of using a brand new car, it is recommended to look in advance for an accredited company to organize a technical inspection.
As soon as the validity period of the MTPL policy has passed, the car owner should have a diagnostic card in his hands.
For individuals whose “age” of a passenger car exceeds three years and does not reach the seven-year period of operation, a special procedure for conducting technical inspection applies. Their diagnostic documents are valid continuously for two years.
If the car is used within seven years, including the year of manufacture, then the inspection is carried out once every 368 days.
Attention! The purchase and sale agreement does not cancel the usual inspection scheme. If a citizen of the Russian Federation bought a vehicle, then, when making a purchase, he uses the diagnostic card of the old owner until its expiration date.
List of required documents
To visit an accredited specialist, you need to collect a package of documentation.
It standardly includes:
- PTS (technical vehicle passport), which in some cases is replaced by STS (vehicle certificate).
Using it you can identify the vehicle, find out the vin code, maximum permitted weight, number of horses, and personal data of the owner. The document is certified by the seal of the traffic police department and the signature of an authorized inspector. - Driver's passport. The last name on the passport is checked with information from the PTS or STS.
- General power of attorney, if the vehicle is driven by the driver under a power of attorney (without the participation of the owner). The general power of attorney also stipulates the transportation of the car to the inspection point and the organization of diagnostics from an accredited specialist.
Passage procedure for legal entities
All vehicles with similar characteristics undergo an annual inspection, regardless of the period of operation:
- trucks with a permissible maximum weight of more than 3.5 tons;
- Category B cars used for training in driving schools;
- vehicles equipped with flashing lights, light and sound signals.
Once every 6 months, vehicles actively used for transporting passengers and cargo are inspected.
This includes:
- buses;
- Taxi;
- trucks with more than 8 passenger seats;
- vehicles that transport dangerous, flammable, toxic cargo.
Inspection of such vehicles is more expensive than category B for individuals. According to Decree No. 1008, they are diagnosed with the coordinated operation of warning systems and calling ambulance teams, police and other regulatory authorities.
Passenger safety must be organized at a high level.
Step-by-step instructions for obtaining a diagnostic card
The examination procedure lasts on average 40 minutes. Preparatory activities can continue for months.
Here's what you need to do before you sign up:
- Select the nearest inspection station.
- Check availability of accreditation on the RSA website.
- Find out the details for transferring the service fee.
- Make a time slot to visit the station.
- Pay for the service and don’t forget the receipt.
The order on time is accepted by the operator on duty.
Further actions of the driver (vehicle owner):
- Rinse the vehicle in the car wash.
- Check the fluid level in the engine compartment.
- Adjust headlights, change non-working lamps.
- Diagnose the operation of flushers.
- Find a first aid kit, a fire extinguisher and put these items in the trunk.
In some cases, preparation is carried out in repair shops. Here you can put the car on a lift and check the functionality of the steering and braking system. If necessary, repair work should be arranged.
What to expect in 2019
In 2019, the authorities want to introduce a new form of diagnostic card. An old black and white form is easy to fake. And the form must be made using letterpress printing, on a luminescent card with various degrees of protection. And it is right!
It is still unknown whether this innovation will affect the cost of technical inspection. At the moment, the average price in the regions of Russia is only 700 rubles.
In some areas the price tag does not exceed 250-400 rubles . But this does not frighten car owners, who now have a wide choice when choosing a station to organize a technical inspection.
On the contrary, the cost of a technical inspection of 1000 rubles or more (for category B) will serve as a “signal” that the inspection point’s actions are illegal.
All accredited companies operate according to the rules approved by the Federal Tariff Service. According to them, the pricing policy is set at no more than 958.5 rubles excluding VAT.

Is it possible to get MTPL insurance if the technical inspection period is about to expire?
As of 2019, the law does not provide for a mandatory validity period for a diagnostic card after concluding an insurance contract. Another question is that if the technical inspection is overdue, in this case it will not be possible to obtain compulsory motor liability insurance; the insurer has the right to legally refuse to purchase the policy. The validity of the diagnostic card does not affect the possibility of obtaining a policy, which cannot be said about the situation of the person responsible for the accident - in this case he will have problems with the insurance company. Is it necessary to undergo a technical inspection specifically for MTPL insurance?
Yes and no! It all depends on the purpose for which the car is used, its service life and other features.
As a general rule, the presence of a diagnostic card is one of the conditions for purchasing a motor vehicle license - you cannot buy it without an MTPL technical inspection (clause 3 of Article 15 of Federal Law No. 40 “On MTPL”).
The insurer has the right to legally refuse to issue a compulsory insurance contract for a car without a diagnostic card, except in certain cases, including:
- if it is a new car, less than 3 years have passed since its release - according to paragraphs. 1 item 2 art. 15 Federal Law No. 170 “On Vehicle Inspection”, for which presenting a card when purchasing a motor vehicle license is not necessary, and compulsory motor liability insurance can be purchased without undergoing a technical inspection;
- if these are vehicles that undergo diagnostics once every six months (minibuses, taxis);
- if compulsory motor liability insurance is purchased for a period of up to 20 days;
- if the period of technical inspection (including for compulsory motor liability insurance) is established by legal acts of the Government of the Russian Federation, and so on.
So, in certain cases, registration of compulsory motor liability insurance is possible without a diagnostic card. But these are usually exceptions - in most typical cases, a valid technical inspection is required.
If there is a technical inspection, but the period is ending soon?
The expiring validity of a diagnostic card is not a problem - its validity period does not matter for OSAGO. The main thing is that at the time of drawing up the insurance contract it should be valid, and formally the insurer should not care about how long it expires. Point this out and demand that the insurer conclude a contract!
In practice, in 2019, representatives of the insurance company may require the policyholder to present a card that expires no earlier than six months after purchase. But remember that such a demand is unlawful!
True, this is not the best news for the average driver. To force the insurer to enter into a binding contract, you will need a written waiver. To receive a written refusal, you must submit a written application to conclude an agreement. The period for consideration of such an application is up to 30 days. And another 30 days for a protocol of disagreements from the insurer. Which is unacceptable for most motorists, since we go to buy a new OSAGO policy a day or two before the expiration of the current one.
Previously, indeed, there was a rule in the law according to which the insurance company had the right to refuse to issue compulsory motor liability insurance if the technical inspection period ends earlier than six months before the end of the expected validity period of the motor vehicle policy (clause 6.1 of article 15 of Federal Law No. 40). However, in accordance with paragraphs. b) clause 2 of Art. 4 Federal Law No. 131, this norm lost force back in 2012 and is not in effect today - refusal to issue compulsory motor liability insurance due to an expiring technical inspection is illegal!
What if the period expires after purchasing the policy?
The validity of the diagnostic card does not affect the validity of the insurance policy - the law on compulsory motor liability insurance does not provide for such a link. This means that the insurance will be valid regardless of how long ago the driver passed the technical inspection. Moreover, an expired card will not affect compensation under compulsory motor liability insurance.
If the driver injured in an accident does not have a valid diagnostic card at the time of the collision, this cannot be considered a reason for non-payment of insurance or restoration of the car. An exhaustive list of documents that a driver needs to obtain insurance is determined by clause 3.10 of the OSAGO Rules, and today there is no diagnostic card among them.
But for the culprit of the accident the situation is not so rosy. For him, MTPL insurance without a technical inspection will also work; the insurer will not refuse to cover the damage caused to all victims.
But the expiration of the diagnostic card at the time of the collision will become the basis for the recovery of all insurance amounts from the culprit of the accident by way of recourse (clause “I”, paragraph 1, article 14 of Federal Law No. 40) under 2 conditions:
- if the accident with an expired technical inspection occurred after October 29, 2019,
- if the cause of the accident was a malfunction of the culprit's vehicle.
The fact is that appropriate changes are being made to the legislation on compulsory motor liability insurance. If before this date, recourse for completed maintenance was applied only to taxis and buses, then from October 29 - also in cases where the collision was caused by a breakdown of the car.
1. The right of claim of the victim against the person who caused the harm is transferred to the insurer who has provided the insurance compensation in the amount of the insurance compensation provided to the victim, if:
i) at the time of the insured event that occurred as a result of a vehicle malfunction, the validity period of the diagnostic card has expired .
And if the culprit does not return the money to the insurance company voluntarily, they will be forced to recover it through the court.
However, there are other reasons why you should no longer drive with an expired diagnostic card.
New fine for overdue maintenance
Until today, the legislator did not oblige drivers to carry a valid diagnostic card at all - there was no such requirement.
Moreover, the fine for overdue technical inspection established by Part 2 of Art. 12.1 of the Code of Administrative Offenses concerned only drivers of taxis, minibuses, cargo-passenger vehicles, as well as special vehicles for the transportation of dangerous goods. The law did not provide for any liability for ordinary drivers who did not undergo diagnostics on time.
But in accordance with Art. 1 Federal Law No. 219 of July 26, 2019, the Code of Administrative Offenses is amended: Part 2 of Art. 12.1 is no longer valid. Instead, in Art. 12.5, Part 1.1 is introduced as follows:
Driving a vehicle for which a diagnostic card has not been issued in accordance with the established procedure , confirming the vehicle’s admission to participation in road traffic, shall entail the imposition of an administrative fine in the amount of two thousand rubles .
That is, now traffic police officers will check whether drivers have a valid technical inspection, and if they do not have one, they will fine everyone 2 thousand rubles.
It is important that the reason for attraction will be the failure to undergo diagnostics, and not the lack of a diagnostic card. The traffic regulations provide an exhaustive list of documents that the driver will have to carry with him, and the coupon is not among them. It is assumed that a special technical maintenance information base will be created, which will be used to check potential violators.
Interestingly, repeated prosecution for the same violation will be possible only 24 hours after the detection of the initial offense. The changes come into force on August 1, 2020, so drivers have time to prepare their vehicles for the new requirements.

Is the tachograph checked if it is not provided for by design?

What are the requirements for a tachograph?

Driving a car legally requires having the necessary documentation. One of these documents is a compulsory third party liability insurance policy. There is an opinion that compulsory motor liability insurance and technical inspection are inseparable, that is, drawing up an insurance contract is impossible without timely monitoring of the condition of the vehicle. What is a technical inspection

Technical inspection should not be considered a relic of the Soviet past. Similar requirements for vehicles are being put forward abroad. When crossing the border, any driver is required to present a valid diagnostic card. Without it, the motorist will be returned to the country of arrival.

Why do you need a technical inspection of a car?

Is it possible to apply for compulsory motor liability insurance without a technical inspection?
Yes, and quite legal. The situations in which exceptions come into play are described in Art. 15 No. 170-FZ “On technical inspection of vehicles in the Russian Federation”:
- the mechanism is not subject to serviceability control. Allowed for cars weighing up to 3.5 tons, the owners of which are individuals;
- the car is new (less than 3 years have passed from the date of manufacture, according to paragraph 2 of article 15);
- The validity period of the previously issued maintenance coupon has not expired (clause 5 of article 15).
According to the insurance law of April 25, 2002, a diagnostic card is required to obtain an MTPL policy, but it does not specify whether it should be recently issued or simply valid.
Other ways to purchase compulsory motor insurance without a technical inspection
Russian legislation has a lot of shortcomings that allow motorists to obtain insurance documents without actually going through control of the vehicle’s serviceability.
- purchasing a policy online. Any broker will issue an electronic MTPL without a diagnostic card, even hand it over to the customer, but there is a high probability that the document will be fake. Use the services of trusted insurance companies and their branches;
- contacting an employee of a regional accredited control station. A superficial inspection of the car gives the right to receive a paper without actually passing a control inspection;
- cooperation with specialized companies. Here you can get a card for money without presenting the vehicle for inspection at all. Whether to use this method is up to each car owner to decide for himself. In the end, establishing the serviceability of the car is important for its owner, and not for the insurer.
Is insurance valid without a technical inspection?
According to paragraph 1 of Art. 14 of the relevant law, the insurance company has the right to file a recourse claim if at the time of the accident the driver did not have a valid document confirming the passage of technical control.
In fact, the MTPL policy in such a situation loses its validity.
How often do you need to undergo maintenance?
As you know, car insurance is issued for no more than one year, after which it must be taken out again. But this does not mean that all vehicles need to undergo technical inspection annually. For different types of cars, there are separate time periods for mandatory diagnostics (see Article 15 No. 170-FZ):
- New cars under 3 years old are not subject to inspection (clause 2).
- Cars whose production year has passed from 3 to 7 years are diagnosed once every 2 years (clause 1, subclause 4).
- Vehicles that are more than 7 years old - annually (clause 1, subclause 2).
Important! There is a separate category, vehicles from which are required to undergo maintenance every 6 months (clause 1, subclause 1). These include taxis, passenger buses, trucks transporting dangerous goods, and trucks with more than eight passenger seats.
Where can I do maintenance for OSAGO?
Before the changes in 2014, technical inspections could only be carried out at traffic police departments at the place of registration of the car owner. Today, you can undergo diagnostics at service stations, diagnostic centers, insurance companies, and organizations working in this field. This is very convenient for drivers, because there is no need, for example, to go to the other end of the city and stand in lines.
Another option on how to do maintenance for MTPL is to buy it. The procedure is completely legal. Of course, it’s much easier to get a diagnostic card this way, but you should only use this method if you’ve checked the car recently and know that it’s working properly.
When choosing a seller organization, you need to be very careful. Many small companies may entice you with a low price, but there is a risk that you will never receive your diagnostic card. Inspection procedure according to the new regulations

Before the new technical inspection regulations came into force, a diagnostic card was not issued if safety requirements were violated on the vehicle being tested. Now the card will be issued to the car owner, but the faults of the car will be indicated. After troubleshooting, a technical inspection will be carried out for an additional fee.
During the inspection, the operator must check:
- Serviceability of the steering system, including power steering, serviceability of the engine.
- Serviceability of the brake system.
- Serviceability of lighting devices, their adjustment.
- Availability of a first aid kit, emergency sign and fire extinguisher. Moreover, the fire extinguisher must not be expired.
- Exhaust gas emissions must comply with environmental requirements.
- Windshield wipers, windshield washers, sound system, and seat belts must be in good condition.
Based on the results of the technical inspection, the car owner will be issued a new diagnostic card. The document will be issued in paper and electronic form, certified by an enhanced electronic signature. All data about the vehicle that received the diagnostic card will be entered into special traffic police databases.
Operators must refuse to inspect a vehicle if fluids are leaking, there are cracks on the driver's side windshield that obstruct visibility, there is no fire extinguisher or warning triangle, and the first aid kit contains expired medications.
Decorative elements and other upgrades found on the vehicle must be formalized and approved by the manufacturer. The vehicle must be equipped with the same tires. If your vehicle uses studded tires, all four wheels must have studded tires.
Frequency of technical inspection
New cars may not undergo technical inspection for three years. When three years have passed from the date of release of the car, the owner must undergo a technical inspection.
Another one when five years have passed from the date of manufacture of the car, then seven years. After this period, a technical inspection must be carried out every year.
Motorcycles are checked annually, taxis and other vehicles transporting people are checked every six months.

Fines have been introduced for driving a car that has not passed a technical inspection. The fine ranges from 500 to 800 rubles. If the violation is repeated, the fine may increase to 5,500 rubles, and in some cases the violator will be deprived of the right to drive.
The introduction of new regulations has also tightened the requirements for technical inspection operators. For issuing a fake diagnostic card and transferring its data to the electronic database for the operator's officials will range from 5,000 rubles to 10,000 rubles. In this case, a legal entity will be fined from 50,000 to 200,000 rubles.
Criminal liability has also been introduced; if the technical inspection point is not accredited by the supervisory authority, then such acts for the perpetrators can result in imprisonment for up to 6 months.
The new regulations have significantly tightened the requirements for passing technical inspection, so this check must be approached responsibly. The inspection procedure is mandatory for all vehicles. If the driver does not receive a diagnostic card on time, and, as a result, a compulsory motor liability insurance policy, he will be subject to a fine.
He will no longer be able to drive a car until the identified violation is eliminated, that is, until he receives an MTPL policy. In this case, the car may be towed to the impound lot.
